Anti-terrorism forces in Pakistan have been told to brace themselves for a wave of atrocities following the release of 80 hardcore militants on bail, according to a report in the Sunday Telegraph. “We are back to square one and the situation is more precarious than it was before 9/11,” one senior officer told Sunday Telegraph, adding, “They are planning more attacks. They have got huge backup. There are so many youths who are joining them. The old ones who are released from the prison are guiding and training the new cadres.” The released militants are believed to have been involved in crimes including the attempted assassination of President Pervez Musharraf and a suicide attack on the American consulate in Karachi. “A memo sent by the Interior Ministry to law enforcement agencies around the country warns of a plot to use suicide bombers to target Britons and Americans, including diplomats, in a coordinated campaign involving some of the country’s most notorious terrorist groups. The ministry warned that the bombers were also believed to be looking at high-profile individuals and military installations as potential targets,” says the report by Massoud Ansari and Gethin Chamberlain.

Prime Minister Shaukat Aziz stated that Pakistan will continue to respect the “easement rights” clause of the Durand Line agreement of 1893 which allows cross-border social and commercial interaction for the tribes in the border area, but it will fence and mine the border despite Afghanistan’s opposition, according to Daily Times. He told a press briefing on January 3 that the fencing and mining would be carried out “selectively” on Pakistan’s side of the border, and not “across the entire border”. The Prime Minister said that fencing and mining would take place only on points along the Durand Line, which are frequently used by militants on both sides of the border, adding, “This will help us discourage those elements effectively.”

The Hizb-ul-Mujahideen (HM) chief, Syed Salahuddin, has denied any link between the al Qaeda and his outfit and said it is not in the "interest of the Hizb" as it is "fighting" all Kashmiris and not Muslims alone, according to UNI. "As far as we Kashmiris are concerned, we are only confined to Kashmir.... We have no introduction or links with the Al-Qaeda. I think it is not in our interest to side with Al-Qaeda because we are not fighting only for the Muslim Kashmiris but for all the Kashmiris including non-Muslims," Salahuddin said in an interview to a Pakistan-based private news channel.

There is a “human pipeline” that arranges for alienated British Muslim youths – many of them born in the UK of Pakistani heritage – to travel to Pakistan for indoctrination and training at temporary terrorist “camps”, believed to be operated by the al Qaeda leaders, according to a report in the current issue of Newsweek. The report quoted US authorities as saying that the UK-Pakistan pipeline had played a role in several planned terrorist plots. A U.S. intelligence official said that agencies on both sides of the Atlantic had information linking a 26-year-old London man, Muhammed Al-Ghabra, as a major organiser for the al Qaeda and other terror groups to some of the well-known plots, according to Daily Times.

Maulana Noor Mohammad, a Muttahida Majlis-e-Amal parliamentarian, criticised the arrests and claimed, "They are not Taliban. They are all students of a Madrassa in Pashtoonabad." He said the seminary students had gone to Pishin along with one of their teachers, Mullah Khaliq Dad, for a Tablighi tour a few days ago and were arrested from a hotel.

A Pakistani immigrant was sentenced to 30 years in prison for hatching an unsuccessful plot to blow up a busy Manhattan subway station as revenge for wartime abuses of Iraqis, AP reported. Shahawar Matin Siraj, aged 24, was arrested on August 27, 2004, on the eve of the Republican National Convention. Though there was no proof that Siraj ever obtained explosives or was linked to any terrorist groups, prosecutors said his intentions were dangerous since he wanted to blow up the Herald Square subway station. “I apologise for all the stuff I said on those tapes,” Siraj said before he was sentenced. “I’m taking responsibility for 34th Street, but I was manipulated by this person.” Siraj was convicted of conspiracy last year based partly on the testimony of a police informant, Osama Eldawoody, who was recruited to monitor Muslims at mosques and elsewhere following the September 11, 2001, terrorist attacks.

Ten persons are reported to have been wounded in three minor explosions at a rally of the Jamaat-e-Islami at Nowshera in the North West Frontier Province (NWFP) on January 9. The Jamaat-e-Islami chief Qazi Hussain Ahmad was addressing the rally which was organised in protest against the Bajaur Agency's by-elections at the Shobra Chowk when the blasts occurred in quick succession, according to Dawn. Eyewitnesses said three people were injured in the first blast and seven in the subsequent stampede. Gas leaking from the manhole caused the explosions, said police while ruling out any terrorist activity. However, the Jamaat-e-Islami has put the blame on the government and intelligent agencies.

Pakistan army attacked supply trucks used by suspected militants for cross-border attacks in Afghanistan, a military spokesperson said on January 11, according to Associated Press. It was the army's first reported attack in North Waziristan since a September 2006 peace agreement between the Government and pro-Taliban militants. The army, reportedly acting on intelligence provided by the US-led coalition in Afghanistan, used mortars and artillery in the attack on January 10-night at Gurvek, near the border, spokesperson Major General Shaukat Sultan told AP. However, he said it was not clear if any militants were killed in the incident, adding the target of the attack were several supply trucks used by militants.

Pakistan’s commitment to fighting terrorism is genuine and the country remains an important ally of the United States, a senior US official said on January 11, Daily Times reported. Pakistan "is committed to this not just because we are all concerned about terrorism, but because of the commitment that they have ... of orienting Pakistan in a different direction," Richard Boucher, US Assistant Secretary of State for South and Central Asia, told reporters in the Afghan capital Kabul. Pakistan wants to create a "modern society that is free from the kind of extremism, terrorism that has beset Pakistan and some of its neighbours in the past," he opined.

The US National Intelligence Director, John Negroponte, said that al-Qaeda leaders have found a secure hideout in Pakistan from where they are rebuilding their strength, according to BBC. Negroponte told a Senate committee that al-Qaeda was still the militant organisation that "poses the greatest threat to US interests… They are cultivating stronger operational connections and relationships that radiate outward from their leaders' secure hideout in Pakistan to affiliates throughout the Middle East, North Africa and Europe," he said. However, he did not specify where in Pakistan the group's leadership was hiding. "Pakistan is our partner in the war on terror and has captured several al-Qaeda leaders. However, it is also a major source of Islamic extremism," Negroponte said in written testimony submitted to the Senate committee.

US Assistant Secretary of State Richard Boucher said in Islamabad on January 12 that Pakistan and the United States had been unsuccessful in eliminating terrorists and both needed to do more, according to Dawn. Likewise, the United States did not succeed in Afghanistan to curb violence and extremists, and they both need to harness more efforts to make the region peaceful and safe," he told a press conference after high-level talks in the capital.

About 2,000 ethnic Pashtun tribesmen rallied at Chaman in the Balochistan province on January 15 to condemn the Pakistan government’s new border control measures, according to Daily times. Chanting anti-Pakistan slogans, the protesters asked the government to abandon its plan to plant mines and build a fence along parts of its frontier with Afghanistan. "These measures are not meant to stop Taliban from entering into Pakistan. These steps are aimed at dividing Pashtuns, who live on both sides of the border," said Sardar Gillani, a leader of the nationalist Awami National Party. "Don’t divide us. Don’t stop us from going to Afghanistan… Don’t stop Afghans from coming here, because they are our brothers and sisters," he said.

Western diplomats and Pakistani opposition figures said that Pakistani intelligence agencies, particularly the Inter-Services Intelligence (ISI) and Military Intelligence (MI), have been supporting a comeback by the Taliban, The New York Times reported on January 21. The newspaper said the Pakistani services were motivated not only by Islamic fervor but also by a longstanding view that the Jihadist movement allows them to assert greater influence on Pakistan’s vulnerable western flank. Dozens of interviews with residents on each side of the porous border leave little doubt that Quetta, capital of Balochistan province, is an important base for the Taliban, and there are many signs that Pakistani authorities are encouraging the insurgents, if not sponsoring them, it said.

On January 27, 15 people including six police officials were killed and 60 others injured in a suicide attack targeting a Muharram procession near Qasim Ali Khan Mosque in the Dilgaran area of Qissa Khawani Bazaar in Peshawar, capital of Pakistan's North Western Frontier Province (NWFP). Peshawar police commissioner Mallik Muhammad Saad, a Deputy Superintendent of Police (DSP), three other police personnel and a Nazim (local official) were among those killed in the blast. Superintendent of Peshawar Police Zaibullah said that an unidentified bomber detonated explosives strapped to his body when police stopped him from entering the procession, which was to be taken out from Qasim Ali Khan Mosque. A senior security official said the two severed legs of the suspected bomber had been recovered from the site. The blast also caused a power outage that left the city centre in darkness, complicating rescue efforts. NWFP law minister told Daily Times that the attack is “an act of terrorism” and there was no evidence to suggest that the incident was part of Shia-Sunni sectarian violence.

Two people died in a town in North West Frontier Province (NWFP) on January 30 where a pre-dawn rocket attack on a Shiite Muslim procession sparked a burst of sectarian violence, according to The Hindu. Army personnel were sent into Hangu, 100 kilometres south of Peshawar, capital of NWFP, to restore order after the rocket landed near police protecting the procession to mark the holy festival of Muharram. The two fatalities were from the Sunni community, said Mayor Ghani ur-Rahman. However, it was not immediately clear if the men were killed by the rocket or during the brief clashes between Sunnis and Shiites that followed. Nineteen people were reported injured.

British counter-terrorism police arrested eight men in an alleged kidnapping plot in Birmingham on January 31, according to Daily Times. The men planned to behead a British Muslim soldier and broadcast the act on the Internet, Sky News reported. Police, however, refused to comment on the broadcast report of a beheading plan, but counterterrorism officials said the kidnapping plot was the first of its kind to be uncovered in Britain. The potential victim was in protective police custody, Sky News reported, saying the kidnapping was going to be an "Iraq-style" execution. The men arrested were accused of committing, preparing or instigating terrorism, police said. "We can confirm that a major counter-terrorism operation took place earlier today led by West Midlands Police," a spokeswoman said, adding that the home secretary was kept updated about the operation. West Midlands Police said those detained were held "on suspicion of the commission, preparation or instigation of acts of terrorism under the Terrorism Act 2000" while the Home Office said it was part of a "nationwide operation".

Khan for questioning to Washington despite an American bill, which could force Pakistan to surrender him and hoped that the Bush administration would intervene to make the final legislation more balanced, Rediff reported. Speaking to the media persons in Islamabad, Foreign Office spokesperson Tasneem Aslam said US queries should be forwarded to the Government, which would investigate and respond.
