At least 90 persons were killed when a suicide bomber detonated an explosives-laden pickup truck in the middle of a volleyball game in the Shah Hasan Khel village of Lakki Marwat District in the Bannu Division of the North West Frontier Province (NWFP) on January 1, according to Daily Times. Police said more than 60 persons are being treated at local hospitals. Local Police chief Ayub Khan told Reuters the bomber blew himself up in an SUV in the middle of the field and there was believed to be a second vehicle, which fled the scene. Khan said the bomber drove a vehicle loaded with around 250 kilogrammes of high-intensity explosives into the field, which lies in a congested neighbourhood. Some nearby houses collapsed and “we fear that some 10 or so people might have been trapped in the rubble.” Khan said that more than 20 houses, on both sides of the open ground where the match was being played, had collapsed. In addition, a group of local tribal elders was holding a meeting at a nearby mosque. The mosque was damaged and some people inside were killed, he added further. “Four paramilitary soldiers are also among the dead,” he informed. Another Police official said that some 300 people were on the field when the incident took place. A large number of them are said to have been elderly residents and children. Meanwhile, the NWFP Information Minister Mian Iftikhar Hussain said the death toll might rise further, adding, “The locality has been a hub of militants. Locals set up a Lashkar (tribal militia) and expelled the militants from this area. This attack seems to be a reaction to their expulsion.” Security Forces have cordoned off the village.

They arrested the suspect, identified as Abdul Salam, an Afghan national, after raid on a refugee camp following intelligence reports. The camp is located in Muslim Bagh tehsil (revenue unit) of the District. Officials said they had also recovered important documents and maps from the custody of Abdul Salam. “We believe he works for RAW. Police sources said that 17 bombs that had been attached to a tower near Kala Shah Kaku. Ferozewala Police Station House Officer (SHO) Munir Ahmed said a Special Police team continued searching the area after recovering the 17 bombs, adding that the team found another 24 bombs planted on another electricity tower near Chak 44 area. Six persons, including an anti-Taliban tribal elder, were killed when a remote-controlled bomb exploded in the Mandal area of Salarzai tehsil (revenue unit) in the Bajaur Agency of Federally Administered Tribal Areas (FATA) on January 1, according to Daily Times. Sources said Malik Gul Shali was on his way to the Agency headquarters along with five other men when unidentified militants detonated the bomb. All six died instantly. The bomb disposal squad (BDS) said it was a remote controlled bomb. They said that the militants used C-4 explosives. The Station House Officer (SHO) of Sharea Noor Jehan Police Station, Amjad Kiyani, said that it was January 1 afternoon when they received a call from Shadman Town No 2 area in which the caller told the Police that a suspicious bag was lying a short distance from a video shop situated under Crown Plaza on the roadside. A patrolling mobile along with the BDS personnel immediately rushed to the place and evacuated the building, houses and shops and carried out an operation. The BDS personnel after an hour managed to defuse the bomb.

The Tehreek-e-Taliban Pakistan (TTP) claimed on January 1 that they used a turncoat Central Intelligence Agency (CIA) operative to carry out a suicide bombing that killed seven American CIA employees in Afghanistan as revenge for a top militant leader’s death in a US missile strike, according to The News. The announcement was nearly impossible to verify. It is highly unusual for the Pakistani Taliban to claim credit for an attack in Afghanistan. CIA spokesman George Little could not confirm the account. The suicide bomber struck the CIA’s operation at Camp Chapman in eastern Khost province of Afghanistan on December 30, 2009. The base was used to direct and coordinate CIA operations and intelligence gathering in Khost. Qari Hussain, a top militant commander, said militants had been searching for a way to damage the CIA’s ability to launch missile strikes on the Pakistani side. Hussain said a “CIA agent” contacted Pakistani Taliban commanders, was trained and sent to Khost. According to officials, TTP militants raided the village of Tori Mela and set ablaze 63 houses that had been lying vacant for about a month because most tribesmen had moved to other areas, leaving behind one or two members of their families to take care of their belongings. The TTP militants asked these people to leave their houses and then set out on the arson spree. Local people said the TTP had ‘punished’ tribesmen because of their refusal to stay on in the village and support them in their fight against SFs. The families had moved to Hangu and Kohat, fearing that the TTP might use them as human shields and to protect themselves during shellings and bombings by helicopter gunships and planes.

"Mohmand is a big agency and up till now 80 per cent of the area has been cleared," commander of the Mohmand Operation, Colonel Saifullah, said. He said operations near the Afghanistan border were necessary as militants take refuge in the region. Around 350 militants were killed while 300 others were severely injured, he added. Regarding the SFs causalities, he said around 65 soldiers had been martyred in 2008 and 2009. He said resistance was still being faced in the Safi tehsil (revenue unit) and Khwazai tehsil but now the SFs were shifting towards the next phase that entailed bringing stability to the area. He rubbished off reports of NATO penetrating Mohmand and other tribal areas and said Pakistan’s borders were being tightly guarded. Colonel Saifullah did not give any tentative date for wrapping up the operation but said the army wants to wind it up as soon as possible. Due to normalisation of the situation, schools and some bazaars had opened in the cleared areas and Government offices also started their operations.

The News quoting Government survey reports that up to 8,000 houses were damaged in the restive Swat District of North West Frontier Province (NWFP) during militancy spanning over two years and the subsequent military operations. A similar survey in the conflict-hit Mohmand Agency and Buner, Dir Lower and Upper Districts would start from January 10. The Government launched a survey on November 5, 2009 to assess the damage to houses during conflict in the valley. It had to conclude on November 25 but the data collection took extra time. "Actually, the data was being verified," said a Government official on condition of anonymity. The official data about the number of damaged houses has not been made public. However, official sources told The News that 8,000 houses had been registered as fully or partially damaged. An official closely monitoring the survey put the number of damaged structures as a bit on the high side. "Initially, 8,500 houses were recorded to have been damaged. But some cases were dubious which are being sorted out," the official said. The damaged structures included houses, shops and mosques. But, the sources said, houses formed 80 per cent of the buildings recorded as damaged. Militancy started in July 2007 in Swat in reaction to ‘Operation Silence’ on the Red Mosque in Islamabad. Taliban used to blow up or torch the houses of opponents to punish them. On the other hand, the military carried out three phases of Rah-e-Haq operation in Swat. The last operation, named Rah-e-Rast, was launched on May 8, 2009 to wrest control of the District from the Taliban militants.

Prime Minister Yousaf Raza Gilani on January 7 unveiled a relief package for militancy-affected areas of North West Frontier Province (NWFP) and Federally Administered Tribal Areas (FATA), announcing tax concessions, rebates in duties and relief in utility bills – in addition to allocating an additional 1 percent share to the province from the federal divisible pool, according to Daily Times. Under the relief package, the province would be divided into three categories: ‘the worst affected’, ‘affected’ and ‘least affected’ areas. Bajaur Agency, Mohmand Agency, Khyber Agency, Orakzai Agency, Kurram Agency, South Waziristan and North Waziristan from FATA; Malakand, Swat, Buner, Shangla, and Upper and Lower Dir from PATA; and Hangu, Bannu, Tank, Kohat and Chitral from settled areas have been categorised as the worst affected areas. The federal government announced an exemption from withholding income tax for areas falling in ‘the worst affected’ and ‘affected’ categories until June 30, 2011. Also, areas in the first category have been given total exemption from sales tax and federal excise duty on commodities manufactured in these areas between January 1 and June 30. Areas falling under category two would be given a 50 percent concession in these taxes. An initial investigation stated that six militants had come to the house at about 3 am (PST) on three motorcycles. They were guests of Ayaz, younger brother of Riaz who was living in the house with his mother, wife and three children. All the militants were in their late teens or early twenties. Five of the dead militants were identified as Riazul Hasan, Mohammad Husain, Shahbaz Lahori, Asif and Zahid. Ayaz was also killed in the blast, while his brother Ibrar was injured. A portion of a house was destroyed in what was described as an accidental blast. "We heard a loud bang at about 7:45am and saw two bodies lying in the debris. A Kalashnikov rifle was beside the bodies," a eyewitness said. Police found a cache of arms and ammunition and suicide vests strapped to the two bodies in the house. The suicide vests were fitted with grenades, they added. The suicide vest of the third militant accidentally triggered the explosion, causing a grenade to explode, investigators said. Police recovered several cartons of tinned food, jihadi literature, books and CDs, stickers of Lashkar-e-Jhangvi (LeJ) and Sipah-e-Sahaba Pakistan (SSP) pasted inside a trunk containing certifications of graduation from a seminary, cell phones and several SIMs from the debris of the house. Three AK-47 rifles with several dozen rounds, over 25 hand grenades, anti-personnel mines and a pistol were also recovered, Baldia town Superintendent of Police Zahid Husain said. The caller asked the operator to recite ‘Kalima’ on the plea that a bomb had been planted in the Jang building, which would explode within 20 minutes. Police and bomb disposal squad reached the spot within minutes and vacated the buildings of Geo, The News and Jang. The search operation continued for over two hours, which created severe panic among the staff of the Jang Group. However, the building was cleared by the squad. Police said the same caller had also created panic at Wapda House at around 9.15 pm after which the building was evacuated for thorough search.

The TTP warning came in a one-minute audio message, purportedly recorded in Hakeemullah’s voice, released by the group to local journalists a day after the drone strike targeted him in South Waziristan. “There are reports that Hakeemullah was wounded in the attack and is under treatment at an undisclosed location,” official sources said, but did not say what type of injury the TTP chief was being treated for. “There is a 20 percent chance that Hakeemullah will survive,” said the officials, citing sources close to top Taliban leaders. He clarified that some elements were trying to discount his earlier audio message, released a day after the missile attack, as an old recording. “Despite releasing (an) audio message, our enemy was propagating that I had been killed,” he said. In the first message, Hakeemullah had not mentioned the time and the place of the attack, which created an impression that the message had been recorded before the Shaktoi attack. The tape said that TTP spokesman Azam Tariq had also issued a statement soon after the drone attack and denied reports about Hakeemullah’s death. The terrorists, identified as Ejaz alias Mansoor, Salman alias Shani, Waseem and Saad Munir Dar alias Ma’az from Rawalpindi, ‘commander’ Tariq Afridi of Darra Adam Khel and Sardar, were from Swat, three others, identified as Rehan alias Abdul Rasheed, Wali Muhammad and Qari Hussain Mehsud, were residents of South Waziristan. According to the SIG report, Ejaz is the ringleader while Qari Hussain, Noor Muhammad, Badar Mansoor, Salman, Waseem, Saad, Intekhab Abbasi and Tauqeer were involved in the attack on Musharraf. Qari Hussain with head money of PNR 2.5 million is said to be second in command to Baitullah Mehsud, former leader of the Tehrik-I-Taliban Pakistan militant group, and is running a suicide training camp in Waziristan. Noor is currently in the custody of law enforcement agencies. Ejaz has links with militants in Karachi, Rawalpindi, and the tribal areas and is a former student of Jamia Farooqia Islamic University of Karachi. He was the in-charge of Harkat-ul-Mujahideen (HuM) group in 2000 and is responsible for training various terrorists in Mohmand Agency who were brought over from Punjab. Wali and Maulana Rahimullah prepared suicide bombers in South Waziristan while Rehan also took part in the planning and execution phase of the attack.

Pakistani investigators on January 27 said that there is "sufficient incriminating evidence against" the seven arrested terrorists for their involvement in the Mumbai (India) terrorist strikes on November 26, 2008, reports Times of India. The Pakistan report presented to the court conducting the trial of seven accused, including Lashkar-e-Toiba (LeT) operations commander Zakiur Rehman Lakhvi, states that there is "sufficient incriminating evidence on record against those arrested for orchestrating the Mumbai attacks." Pakistani investigators in a report to an anti-terrorism court also corroborated the statement made by Ajmal Amir Kasab, the lone gunman arrested during the 26/11 terrorist attack in Mumbai. The Federal Investigation Agency (FIA) report aired by Pakistan's Dawn News said there is enough evidence to prosecute all the seven accused, who are in custody. Among them is Hammad Amin Sadiq, who gave out funds and safe houses for the terrorists. Zakhiur Rehman Lakhvi has been named as the mastermind of the Mumbai terror attack. Abu-al-Qama, has been identified as the terrorists’ handler, who trained Kasab and the nine others who attacked Mumbai. Zarar Shah, has been named as the Lashkar's facilitator in the reports and is also an expert in computer networks. Reports identify Shahid Jamil Riaz as a crew member of one of the boats used by Kasab and gang to travel from Karachi to Indian waters. Jami Ahamd has been identified as the man who partially financed the Mumbai terror plot and Muhammad Younas Anjum has been named as the chief financer of the terror strikes. The report said: "The joint investigation team headed by the Director of the Special Investigation Group of the Federal Investigation Agency has scrutinised the entire evidence collected during the inquiry." It also collected evidence "during the investigation and has unanimously agreed that substantial incriminating evidence is available on the record directly connecting all the accused persons with the commission of the offence." The 61-page report, which was compiled by a team of experts led by FIA officials, was presented to the anti-terror court in Rawalpindi in July 2009. It contains the photographs of all the accused, including those who are still at large and have been declared "proclaimed offenders." Those who are still at large include crew members of the Al-Fauz and Hussaini, the two boats used by the ten terrorists who attacked India's financial hub. The report also contains a list of 150 documents and items of evidence, including proof and information provided by India. Investigators had also corroborated Kasab's statement about his family and his native village of Faridkot in Pakistan's Punjab province by collecting records from his school and local voters' list. The report concluded that all the accused should be convicted because there is sufficient incriminating evidence against them. Diplomatic sources said that the report made public by the news channel did not contain any information that was not included in the dossiers provided by Islamabad to New Delhi.

The militants attacked a SFs’ check post in the mountainous Mulla Said area in Salarzai tehsil, 20 kilometres northeast of the agency headquarters Khar, with heavy weapons. The state-owned PTV channel on January 31 reported that Tehrik-e-Taliban Pakistan (TTP) chief Hakeemullah Mehsud died a few days ago, while some private channels also claimed that he was buried in Orakzai Agency of Federally Administered Tribal Areas (FATA) three days back, according to Daily Times. Sources said a doctor had been abducted from Hangu for providing treatment to the TTP chief, believed to have been injured in a US drone strike on January 14, 2010 in Shaktoi area of North Waziristan. Sources added he was later shifted to Mamuzai area of Orakzai due to more strikes in the area. Waliur Rehman and Qari Hussain are being considered as replacement for Hakeemullah, the sources added further. Meanwhile, Interior Minister Rehman Malik told a private television channel that the Government was trying to verify the report. “We have been hearing this news for so many days from various sources, but we have no verifiable information to confirm his death. The local elders and local population are saying that he has been buried,” he added. Further, the Army said it was investigating reports of Hakeemullah’s death. “We have these reports coming to us,” Inter Services Public Relations (ISPR) Director General Major General Athar Abbas said, adding, “We are investigating whether they are true.”
