Professor Hafeez Muhammed Saeed, chief of the Lashkar-e-Toiba (LeT), speaking in Hyderabad on June 2, rejected the offer of talk by India with Pakistan over Jammu and Kashmir issue and said that Mujahideen would not accept any agreement between the two countries over Kashmir. He said, "The dialogue table will be turned over by force as Mujahideen believed the Kashmir dispute could only be resolved through Jihad and not by talks". He added that the LeT strongly believed in third party option and any development regarding peace in Kashmir could only bring fruit when Kashmiri leaders were included in dialogue between India and Pakistan.

The Muttahida Quami Movement - Altaf (MQM-A) in a statement released from Karachi, on June 3 has opposed the current illegal arms recovery operation launched by the Interior Ministry. According to the statement, the proposed campaign of recovery of weapons was "a plan for bloodshed in Karachi." It also said ‘operation cleanup’ launched in June 1992 was transformed into a crackdown on the party in which many MQM-A activists were either killed or arrested. Expressing concern, the statement added that the proposed de-weaponisation plan would also be like the 1992-operation and urged the Interior Ministry to commence the campaign from the Punjab "if they were sincere in the recovery of illegal arms."

Hafiz Hussain Ahmed and Maulana Amjad Khan, leaders of the Jamaat-Ulema-e-Islam (JUI) said in Lahore that the Government has no mandate to solve the Kashmir issue, as it has not been authorised by the masses or the Supreme Court to do so. Commenting on the forthcoming India visit of Gen. Pervez Musharraf, they said, "[The] nation wanted to see General Musharraf in Commando uniform talking daringly and he should not be afraid of anything because Jihad is the slogan of our forces." They also added that the masses and the Ulema (religious scholars) wanted to impose Shariat in the country, and in the event of the military regime not changing its policies, the masses would be forced to revolt like the Taliban.

Foreign Minister Abdul Sattar, addressing a press conference in Lahore, on June 5, said Pakistan would adhere to the Lahore Declaration and abide by all agreements concluded with India. Referring to the forthcoming Indian visit of Gen. Pervez Musharraf, he clarified that the Chief Executive would not talk to the Indian Premier about trade relations between the two countries, as the main focus of the dialogue would be to settle the Kashmir issue. While supporting the demand of the All Parties Hurriyat Conference (APHC) for a tripartite dialogue on the Kashmir issue, he also added that the APHC is "an authoritative and authentic organisation struggling for the liberation of Kashmiri people." He indicated that the APHC is the ‘real representative of Kashmiris’ and had "proved over the last 12 years by offering sacrifices that they are effective leaders and credible interlocutors."

In a statement released from Islamabad on June 6, Al-Badr chief Bakht Zameen criticised Gen. Musharraf's remarks that religious bodies were misappropriating Jihad funds. According to the statement, "Musharraf should name groups which are keeping the Jihad funds in their own pockets. This is hurting the cause of the freedom movement in Kashmir. We want him to explain and not just issue a general statement. His statement has caused grief and pain to the heirs of Kashmiri martyrs and those who are sincerely engaged in the struggle to liberate Kashmir from Indian occupation."

Hizb-ul-Mujahideen (HM) chief Syed Salahuddin said, in an interview in Islamabad, on June 7, that the forthcoming Summit meeting between the Pakistan Chief Executive Gen. Pervez Musharraf and Indian Premier Atal Behari Vajpayee will not affect the terrorist operations in Jammu and Kashmir. According to him, "Talks and the fighting can go on side by side. We won't silence our guns, and they can keep on talking. ... It happened like this in many other conflicts -- from Vietnam to Afghanistan." Referring to the Indian invitation to Gen. Musharraf, he said terrorist operations in the State had ‘forced’ India towards a negotiating agenda. He also added that "We are not opposed to talks, but we doubt India's sincerity and seriousness. We are not hopeful about their outcome because India is not allowing Kashmiri leaders to take part."
