An anti-terrorism court in Lahore granted bail, on January 1, 2003, to Al Qaeda suspect and medical practitioner Ahmad Javed Khawaja, and his brother Ahmad Naveed Khawaja. However, the accused could not be released as they have been booked for 90 days in another case registered against them under section 3 of the Security of Pakistan Act, 1952. As reported earlier, Ahmad Khwaja and nine of his family members were arrested on December 19, 2002, from their Manawan residence for alleged links with Al Qaeda and Taliban.

Official sources said on January 2 that Afghan border authorities have seized approximately 330 rockets being smuggled into the eastern province of Nangarhar from Pakistan. Colonel Syed Rahman, who oversees Nangarhar's frontier force, said four persons had been arrested while transporting the BM-12 rockets on January 1, along the Sasobi route linking Afghanistan and Pakistan. Rahman described the seizure as one of the largest since the Taliban regime was overthrown. "We don't know who they were supplying these rockets to. We don't know whether it was interference by Pakistan or if they were for the Taliban or al Qaeda," he added.

An Anti-Terrorism Court (ATC) in Dera Ghazi Khan, on January 3, issued non-bailable arrest warrants against proscribed Sipah-e-Sahaba Pakistan (SSP) Sunni group chief and Member of the National Assembly (MNA) Maulana Muhammad Azam Tariq, for the sixth time for not appearing in the court. It directed police to present the accused on January 13. A case was registered against him and five others on July 31, 2000 at Jampur police station, under section 295A and 16 of the Maintenance of Public Order Ordinance.

According to a media report, Pakistan Army and Tochi Scouts raided a madrassa (seminary) in Mansehra, near the Pakistan-Afghan border, on January 5, in search of Al Qaeda and Taliban fugitives. However, no one was arrested. The raid was undertaken on the indication of American and Northern Alliance troops deployed on the other side of the border, reports said. Official sources said Pakistan's security agencies had received information that Al Qaeda or Taliban suspects were hiding inside a seminary located in Ghulam Khan area.

Pakistan has handed over 443 suspected Al Qaeda operatives to US authorities till date, a report in Dawn, a Pakistani daily, indicated on January 6. Quoting official sources, the report said Pakistani authorities arrested more than 500 Al Qaeda cadres since the launch of the US-led anti-terror campaign in Afghanistan. Of these, 443 have been remanded to the custody of US authorities, they said. Pakistani authorities are working in close coordination with US security agencies and made these arrests during a series of search operations in various parts of the country, including in tribal areas. The report also said US authorities have transported the suspects to an undisclosed foreign destination for interrogation. The arrested suspects belong to 18 countries, including Sudan, Saudi Arabia, Syria, Libya, Morocco, Chechnya and France.

Pakistani law-enforcement agencies, assisted by the US Federal Bureau of Investigation (FBI) sleuths, arrested seven members of a family and two Arabs suspected to be Al Qaeda operatives, after raiding the house of a woman leader of the Jamaat-e-Islami in Gulshan-e-Maymar, Karachi, on January 9. Although the seven family members were later released, the identities of the arrested Arabs were not disclosed. However, unconfirmed reports indicated that one of the Arabs hails from Morocco, while the other is from Yemen. They were identified as Abu Omar alias Azam and Abu Hamza alias Atiq. They have been reportedly handed over to the Inter-Services Intelligence (ISI) who, after preliminary investigations, raided a house in the Shah Faisal Colony in search of a Pakistani––Pakistan Islamic Medical Association president Dr Akmal, and his brother Arshad but failed to locate them. Official sources said security agencies also recovered three AK-47 assault rifles, five hand grenades, a satellite phone, a laptop, a few compact discs and approximately Rs one million in local currency and US$ 25,000 from the house in Gulshan-e-Maymar. Sources added that two hand grenades were also hurled at security force personnel during the raid.

The suspect, a former Melbourne taxi driver, is reported to have traveled to Pakistan in 2001 to study Islam before heading to Afghanistan. An unnamed security official was quoted as saying in Karachi that his arrest was connected to the January 9-arrest of two Arab Al Qaeda suspects during a pre-dawn raid on a private residence in Karachi. One of the men arrested on January 9 was an Iraqi and the other a Jordanian-Palestinian, he said, rejecting earlier police identification of the men as Moroccan and Yemeni. A Pakistani hockey player’s daughter and politician-wife, who occupied the ground floor of the raided residence, had lived in Australia for several years and returned to Pakistan in 2002, he said. "It was revealed through investigation that the al-Qaeda's most wanted terrorists were being harboured and facilitated at Manawan Compound owned by Dr Ahmed Javed Khawaja and his family," said an Interior Ministry statement presented to the court. The statement responded to a petition by Khawaja's wife challenging the legality of his detention, and that of his brother Naveed, sons Umar Karar and Khizar Ali and nephew Muhammad Usman. The Interior Ministry statement said terrorists allegedly harboured by the family were Abu Yasir Al Jazairi, identified as an Algerian or Moroccan, Assadullah and Sheikh Said Al-Misri, both listed as Egyptians and Abu Faraj, listed as North African. Al Jazairi was "responsible for the business of al-Qaeda," Al-Misri was a financial chief of the network, and Faraj was the head of Al Qaeda's North Africa network, according to the statement. Faraj was also a deputy of Khalid Sheikh Mohammad, a key Al Qaeda figure on the BI list, who escaped a raid on his hideout in Karachi in September 2002, the statement added.

About six Ulema (religious scholars) filed a complaint with Islamabad police demanding that charges of unlawful interference in the affairs of seminaries be brought against the FBI. The Afghan writer, Fazal Wahab, who was reportedly engaged in a debate with certain pro-Taliban Ulema (religious scholars), was living as a refugee in Swat, North West Frontier Province (NWFP). Police said three or four gunmen attacked a shop when Wahab was present there. The assailants opened fire indiscriminately, killing him and the owner of the shop on the spot, while a shop assistant died while being moved to a hospital. Prominent Ulema of the Deoband and Wahabi schools of thought reportedly issued Fatwas (religious edicts) against him, declaring his work as un-Islamic, after he wrote two books challenging the role of mullahs (clerics), Osama bin Laden and the Taliban.

The LeJ, alleged to have links with the Al Qaeda, has also been named as a suspect in the abduction-cum-murder in Pakistan of US journalist Daniel Pearl. The decision was announced in the Federal Register, a gazette of US government business and by the State Department. A Bulletin from the Office of Foreign Assets Control issued by the department confirmed putting LeJ, a Sunni group already proscribed in Pakistan, as an entity on the terrorist bodies' list. "Today I am taking another important step in our campaign to eliminate the scourge of terrorism… I am designating the Lashkar-i-Jhangvi as a Foreign Terrorist Organisation under US law. The Government of Pakistan has already designated the Lashkar-i-Jhangvi a terrorist organisation, and we look forward to working with Pakistani authorities to shut this group down," said Secretary of State Colin Powell. Media reports said that the decision came a day after Powell held talks with the Pakistani Foreign Minister Khurshid Mahmud Kasuri, who renewed Islamabad’s support for the US anti-terror campaign.
