According to media reports, US Attorney General John Ashcroft has recommended to the State Department that the Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM) and several other outfits whose finances have been frozen by the US government should formally be branded as ‘terrorist organisations. The Rabita Trust of Lahore, alleged to be a front for fund raising for terrorists and of which Pakistan President Musharraf was a board member, is among the outfits recommended for being branded as terrorist organistaions.

Pakistan Afghanistan Defence Council (PADC) Chairman and Chief of his own faction of Jamaat-Ulema-e-Islam (JuI), Maulana Samiul Haq said in Peshawar that the government would have to encounter strong resistance and civil disobedience if it did not review its Afghan policy. He said the US was targeting the “world's bravest nation, which has true faith in Allah Almighty.” He opined that President Musharraf's policies were anti-national and anti-Islamic and American activities in the region had become a threat to Pakistan and its nuclear installations.

Pakistani media reports indicated that approximately 1,200-armed cadre of the Tanzeem Nifaz-e-Shariat-e-Muhammadi (TNSM) on November 1 entered Afghanistan via the Kunarh province to join Taliban ranks. "As many as 1,200 armed people from Upper Dir using different routes entered Afghanistan on Thursday and more convoys will follow them in days to come. The process will go on every day," said TNSM spokesperson Muhammad Abdullah. He also added that over 8,000 activists camping in Mamoond area close to the Afghan border would also leave in batches soon.

An Interior Ministry report has concluded that terrorism has been one of the major causes of internal disturbances in the country claiming the lives of 995 civilians between 1990 and 2000. A news report citing the Ministry report added that in 2000, 110 people were killed while 569 were injured in 118 incidents of bomb blasts. The Ministry report added that incidents of rockets firing in Balochistan especially in the area of Quetta, Kohlu and Dera Bugti Agency have attained alarming and abrupt rise in the recent past. According to the report, 55 incidents of bomb explosion occurred in the country between January and September 2000, in which 36 people were killed and 265 injured. Of these, 24 explosions occurred in Punjab province in which 14 persons were killed and 127 hurt. In Sindh, 14 persons were killed died and 109 others injured in 22 explosions, while two persons were killed in NWFP. In the capital, Islamabad, one person was killed in a bomb blast. The report also mentions some links between Iranian and Afghan militant groups backing terrorist activities/rocket attacks in Balochistan. It claims an anonymous regional Balochistan political party’s representatives held meetings with these militant groups in Mashad in August.

Four terrorists of the Harkat-ul-Mujahideen (HuM) and a security force personnel were injured by unidentified gunmen who opened fire on a reception camp set up by the HuM in Karachi on the night of November 2. Following this attack, several protestors indulged in violence and damaged property in a hospital on November 3. The HuM was organising a "Crusade Conference" (Shuhada-e-Salaibee Jang Conference) when the attack occurred.

Meeting expatriate Pakistanis in Tokyo on November 3, Finance Minister Shaukat Aziz said that the government had taken the decision to join the international community on the basis of principles and in its national interest as Pakistan was against all forms of terrorism. However, he added, the people and the government of Pakistan were worried due to collateral damage in Afghanistan. He expressed the hope that the military action would end soon, paving the way for establishment of a broad-based government, to be chosen by the people of Afghanistan, and eventual reconstruction and rehabilitation of Afghanistan.

According to media reports from Pakistan, another 1,200 Pakistani tribesmen, armed cadres of the Tehreek Nifaz-e-Shariat Mohammadi (TNSM) have reportedly crossed the border into Afghanistan on November 4 to fight alongside the Taliban militia. Sources indicated that the total number of TNSM cadres that have entered Afghanistan has gone up to 4,400. Muhammad Ismail, a local head of the TNSM said in Peshawar that the latest batch was taken to the frontier at Bajaur tribal agency in the North West Frontier Province. An estimated 4,000 more tribesmen are reportedly waiting on the Pakistan side of the border and are scheduled to cross into Afghanistan shortly, Ismail added.

Earlier on November 5, the North West Frontier Province (NWFP) government issued an order placing Qazi under house arrest for a month. He is the second leader of a religious party to be placed under house arrest. Earlier, the government had ordered Jamaat-Ulema-e-Islam (Fazlur faction) leader Maulana Fazlur Rehman under house arrest. Meanwhile, commenting on the government’s move the JeI Chief said, "I consider this government as unconstitutional and illegal. Let them do whatever they like. Media sources indicated that the President has approved a new policy against the madrassas to stop further escalation of violence in the country in case the US government decides to continue its military strikes in Afghanistan during the holy month of Ramadan, scheduled to start in mid November. Provinces and intelligence agencies have been issued strict instructions to collect visible evidence against the madrassas and terminate their source of funds, cancel their registration and also initiate legal action against them. Sources added that legal action may be initiated against the madrassas set up by Maulana Fazlur Rehman and Maulana Samiullah Haq, faction leaders of Jamaat-Ulema-e-Islam (JeI), who are criticising the government's Afghan policy. According to a directive issued by the President to authorities after presiding over a meeting on law and order on October 31, all the accounts of these schools are to be scrutinised, sources of funding identified and their day-to-day activities are to be monitored as they were designated as a potential threat to the law and order situation.

At least three people were killed and several others injured in a clash between protesters and security forces near Dera Ghazi Khan on the eve of general strike. Protesters stopped a train near Shahdan Lond Railway Station, 45km away from Dera City. Police reached the spot while reinforcements were rushed in. In the events that unfolded, three people were killed in firing by the security forces. An angry mob subsequently indulged in an arson spree causing widespread damage. Besides, they had also taken hostage four policemen. Reports of protest were reported from several other parts of Pakistan.

Pakistani media reports indicated that differences have emerged within the Pakistan Afghanistan Defence Council (PADC) on November 12 when a senior leader, Maulana Shah Ahmed Noorani of the Jamaat-Ulema-e-Pakistan (JuP) said the council was not against the present Pakistani military regime but only wanted an end to attacks on Afghanistan. Reports pointed that he became the first religious leader to voice softer views for the government after a new government policy to induct more ulema (religious leaders) of the Barelvi sect into important positions. Rejecting the All Parties Hurriyat Conference's (APHC) appeal for a cease-fire in Jammu and Kashmir (J&K), the Muttahida Jehad Council (MJC) on November 13 said such a step would "severely damage the ongoing freedom movement approaching to its decisive phase rather benefiting it." The rejection came at an emergency session of the MJC presided over by Chairman Syed Salahuddin in Muzaffarabad. As reported earlier, APHC Chief Abdul Ghani Butt, on November 12, issued an appeal for cease-fire in J&K by all groups, including the terrorist outfits and security forces. The meeting termed the APHC appeal as "imprudent and unwise step aimed at to consciously or unconsciously damage the ongoing freedom struggle at such a time when the movement is successfully heading towards triumph in all respects." According to him, "Firstly, there is no sign of such an influx into Pakistan. There had been much north-south movement with Taliban elements concentrated in Kandahar. As reported earlier Mahmood was arrested for his alleged links with Osama bin Laden. Rashid Qureshi, a spokesperson said, "Pakistan has made it clear from the beginning it will only share intelligence, provide air bases, air space and some corridors for the coalition airplanes and some logistic support. We do not go beyond this." Commenting on the reported border-crossing by Al Qaeda cadres, he said, "We are secure in our knowledge; that there will be no movement inside Pakistan. If some (Al Qaeda members) do come here, they will be proceeded against by law. Adequate measures have been taken at the borders; and security has been beefed up. There is intense patrolling and regular army troops are supplementing the forces there, and all routes are being monitored." Qureshi confirmed that US bombs hit certain areas on the Pakistan side of the border, but there had been no damage of any consequence. To a question that the US bombings of Pakistan territories had increased, Qureshi replied "They are not dropping bombs on Pakistan by design. These are stray bombs which have landed ten yards off Afghanistan".

According to media reports, the Northern Alliance’s commander at Jalalabad in Afghanistan has taken 300 cadres belonging to the Tehreek-e-Nifaz-e-Shariat-e-Mohammed (TNSM) as prisoners. TNSM spokesperson Maulana Qiyamuddin indicated on November 27 in Peshawar that out of over 8000 TNSM cadres who went to Afghanistan to reinforce the Taliban militia, between 2500 and 3000 were missing. He said that contacts established with the authorities of Nangarhar province had indicated that 300 to 350 TNSM cadres were being kept at a prison in Jalalabad. Qiyamuddin, the acting chief of TNSM, added that the security in-charge of Nangarhar province of Afghanistan, commander Hazrat Ali, had conveyed to the TNSM leadership in Dir that the detained cadres would be sent back to Pakistan via the Torkham border.

According to Pakistani media reports, the Federal government in order to eliminate sectarianism and secure religious synchronisation has reportedly finalised the "Religious and Sectarian Harmony Commission Ordinance 2001." The ordinance once implemented will have a commission consisting of not more than 20 members with at least two women members to hold the office for a span of three years. The Minister for Religious Affairs and Minister for Interior Affairs are expected to be ex-officio members, while the Minister for Religious Affairs shall also be the Chairman of the commission. The Commission will prepare a code of ethics, which will have to be observed by the Ulema (religious scholars), in their public speeches and sermons. The Commission will also examine causes of sectarian hatred and feelings of ill will amongst the various religious groups in Pakistan and also suggest ways and means to eliminate such hatred and feelings. Under the ordinance, which will be enforced throughout Pakistan, the provincial governments shall establish an Ulema Council at provincial level and an Ulema Board in each district and an Ulema Committee in each Tehsil.

Media reports have indicated that Pakistani law enforcement officials have received information that many of Pakistan's most wanted terrorists have either been killed or trapped in Kunduz, Afghanistan. Reports quoting senior intelligence officials in North West Frontier Province (NWFP) have pointed out that interrogation with one of the wanted terrorists, who was arrested while returning to Pakistan near the Torkham border recently, has revealed that at least two dozen terrorists associated with the proscribed Lashkar-e-Jhangvi (LeJ) have either been killed in Mazar-e-Sharif or were trapped in Kunduz till last week. Officials’ also suspect that Pakistan’s most wanted terrorist Riaz Basra, the LeJ Chief is also one of the terrorists currently trapped in Afghanistan. As reported earlier, the Government of Pakistan had proscribed LeJ and Sipah-e-Mohammed Pakistan (SMP), on August 14 this year. Pakistani intelligence agencies have also reportedly estimated that approximately 8000 Pakistani Jehadis, mostly from the tribal areas of the NWFP, are currently facing death either in the prison camps of Northern Alliance or in Kandahar. Official sources also added that no significant case of sectarian terrorism was reported anywhere in Pakistan in the last two months since the US attack on Afghanistan commenced.
