According to the statement, "the government would like to verify the credentials of such organizations and keep account of their income and expenditure, so that no vested interest could exploit the name of Jehad and refugees to fulfil its own nefarious designs." The spokesman admitted that donation boxes had been placed in shopping centres, everywhere in the country, but no one knew the details of the funds collected. The Lahore High Court directed the Interior Ministry on February 20 to submit a report on a writ petition filed by Jamaat-e-Islami Deputy Chief Liaquat Baloch challenging curbs on terrorist outfits. Justice Karamat Nazir Bhandari, who heard the petition, however, declined to pass an interim order to suspend the operation of the restrictions on Jehad fund raising by the terrorist groups. The Judge also observed that since there was no law or notification prohibiting the collection of donations, the terrorist outfits were free to make collections. The petitioner has contented that according to Article 20 of the Constitution of Pakistan, anyone was free to pass their lives according to their religion. He also added that the concept of Jehad was "deep-rooted in Islam and those propagating it could not be banned".

Some sectarian parties on February 25 demanded the removal of Interior Minister Monuddin Haider over a February 13-statement of the latter regarding the ban on Jehad fund-raising by various terrorist outfits. Speaking at a press conference in Peshawar, Maulana Abdul Akbar Chitrali, Chief of the Jamaat- Ittehade-Ulema, North Western Frontier Province, said the registration of a case recently against an Urdu daily Jasarat was a deliberate attempt to divert people's attention from the real issue and demanded immediate withdrawal of the case. Among the others who made a similar demand were Haji Dost Mohammad, Maqsood Ahmed Salafi and Habibullah Shah of the Jamaat-Ahl-e-Hadees Supreme Council. The Ulema (religious scholars) held the government responsible for a number of incidents, which caused widespread resentment among the people and damaged the Islamic status of the country. They also mentioned that the Interior Minister's statement negated the teachings of the Quran and the Sunnat. They demanded a ban on cable network, music centres, cinema houses, dish antennas and all such things which, in their view, promoted vulgarity and obscenity in the society.
