Addressing a conference in Charsadda on December 1, the central leaders of Harkat-ul-Mujahideen (HuM) said that it would extend full support to the Taliban in their "Jihad against the infidels." They opined that the Taliban were fighting the ‘war of Islam’ and, therefore, it was the duty of all Muslims to support it. They also claimed that the Taliban were on the retreat but they would emerge victorious in the end as they were on the ‘right path’.

Pakistan’s Interior Minister Moinuddin Haider, while addressing heads of leading religious schools in Karachi, urged the Ulema (religious scholars) to co-operate with the government in identifying religious schools which are supporting terrorism. He said that he was well aware of the fact that 99 per cent of religious schools were focussing on providing education and only a few were supporting terrorism. He asked the religious leaders to identify those religious institutions which were supporting the Taliban. Responding to the Minister’s observations, speakers in the meeting were unanimous in their view that interference of some powerful elements in the affairs of religious schools was the root cause of terrorism in the religious schools, and urged the minister to nab such elements. They said terrorism and such training was introduced during the first Afghan war in early 1980s and such elements got strength after the formation of Taliban government in Afghanistan. They also gained strength from the fact that no action was taken against the so-called "Jehadi organisations" in Pakistan. An unidentified speaker opined that terrorist elements were not confined only in religious schools, but they are also in the ordinary schools and other sections of the society.

The Jamaat-Ulema-e-Islam (JuI - Fazlur faction) Chief Maulana Fazlur Rehman reacting to reports of a possible action against religious seminaries (madrassa) said that it was part of the US agenda. Speaking in Lahore on December 2, he said that the independence of the madrassas would be protected at all costs. In a statement issued in his behalf, he alleged that the Federal government was covering up its embarrassment on its policy towards Afghanistan by issuing statements against religious outfits. Fazlur Rehman claimed that he had on many occasions offered cooperation to the government in closing down the seminaries if it was proved that they were promoting the ‘kalashnikov’ culture or imparting training to terrorists. Any action against the seminaries without proof would be resisted, he added.

According to media reports, the Federal government, on December 3, is reported to have approved a proposal to ban religious and Jehadi outfits offering military training. An official announcement in this regard is expected to be made after a comprehensive strategy to combat such outfits is finalised. A high-level meeting, chaired by President Pervez Musharraf, was held in Islamabad to review the proposed steps for bringing the madrassas (religious seminaries) into mainstream education. Reports quoting official sources indicated that a number of steps have proposed to regulate the affairs of madrassas. Reports added that approximately 20,000 students in the madrassas are foreigners from Afghanistan, Central Asian and African states. The President is reported to have directed the concerned ministries to scrutinise the details about the foreign assets of seminaries in Pakistan. Majority of the foreign students are from Afghanistan, who, the government suspects, are involved in terrorist activity once they graduate from the madrassas. Media sources have added that a secret, prolonged investigation into the accounts of madrassas has provided the government with sufficient evidence to prove that approximately 115 seminaries of all sects in Pakistan receive foreign financial assistance from Britain, Saudi Arabia, Kuwait, Iran, Libya, and Iraq. The State Bank of Pakistan is reported to have secured all details of huge transfers of money over the years from foreign countries which primarily was meant for madrassas but found its way to certain terrorist outfits.

Different heads of madrassas (religious seminaries) have warned the government against interference in their academic and financial affairs. Punjab Jamaat-e-Islam Chief Hafiz Idrees said in Lahore on December 3 that the aim of the government campaign against religious institutions is to "secularise them by controlling them and uprooting the basic Islamic values and spirit of Jihad." He opined that the madrassa syllabus is based on the principles laid down by the Holy Prophet, which brought peace and love to the barbaric society of the pre-Islam days, and which was regularly revised by religious elders. Jamia Manzoorul Islamia leader Pir Saifullah Khalid alleged that the message of Jehad and Islamic values has been deliberately distorted by the West to malign Islam and muster support of all secular and anti-Islam forces against it. He added that any ‘arbitrary regulations’ imposed on the madrassas would be resisted and their independent status will be protected.

Pakistan People's Party (PPP) Punjab President Qasim Zia said on December 3 in Lahore that if voted to power, a PPP government would not allow terrorist outfits to enter Jammu and Kashmir (J&K). He observed that those criticising PPP Chairperson Benazir Bhutto's statements on J&K during her recent visit to India were ignorant of the developments taking place in the world. He also said that PPP's Kashmir policy remained unchanged and it still favoured the resolution of the issue in accordance with the United Nations resolutions. While pointing out that the Lashkar-e-Toiba (LeT) had admitted that it was engaged in terrorist activity in 10 countries, he added that it should first try to reform Pakistan. The PPP leader opined that India was not an enemy country.

Engineer Ilyas Zubair, a frontline leader of the Sipah-e-Sahaba Pakistan (SSP), has voluntarily surrendered himself before the Chief of Crime Investigations Agency (CIA), who later detained him under the Maintenance of Public Order Ordinance (MPO), news reports indicated on December 4. The North West Frontier Province (NWFP) government has, on December 6, extended the detention of Jamaat-e-Islam (JeI) chief Qazi Hussain Ahmad and Jamaat-Ulema-e-Islam (JuI-Fazlur faction) chief Maulana Fazlur Rehman for a period of thirty days with effect from December 6. Both the leaders have opposed the Afghan policy of the military regime. During several protest rallies held in October and November 2001, in different parts of the country, the two leaders while threatening civil disobedience had also asked the army to revolt against the Pervez Musharraf regime, which they perceive as aiding non-Muslims against Muslims. Their parties had also sent cadres to Afghanistan to wage Jehad against the US and collected donations to fund the Taliban's war against the United States and its allies.

Reports quoting intelligence sources pointed that approximately 120 foreign-funded madrassas enjoy the patronage of Saudi Arabia, Iran, Iraq, Libya, Kuwait and Great Britain. Sources indicated that Saudi Arabia was providing funds to Jamaat-e-Islam (JeI) and Jamiat Ahle Hadith; Iran was funding Shia political parties affiliated to Arif Hussaini and Sajid Naqvi; Libya was funding Jamaat-e-Ulema Islam (Fazlur Rehman faction) and Iraq is giving funds to Jamiat-e- Ulema Pakistan (Noorani faction). Media reports held that of the approximately one million students in the officially acknowledged 10,000 madrassas, 18,000 are foreign students from 66 different countries in addition to 17,000 Afghan students. Sources said, to keep track of foreign students, the government has decided to formulate a law whereby any student desirous of admission in a Pakistani madrassa would have to get a no objection certificate from his respective government. Providing statistics, sources added that there are 2510 madrassas in Punjab with some 320 in Lahore, 170 in Rawalpindi, 140 in Gujranwala, 110 in Faisalabad, 325 in Multan, 410 in D.G. "Pakistan has never in the past allowed its soil to be used for terrorism and neither will it allow it in future," Foreign Office spokesperson Aziz Khan said on December 14. He made this statement after Pakistan's High Commissioner in New Delhi, Jehangir Kazi, was summoned on the same day by the Indian Foreign Secretary and handed over a de marche asking Pakistan to stop these terrorist activities. These Pakistanis, three of them from Sindh province and the rest from various districts of Punjab, were arrested by forces loyal to the ruling Eastern Shoora after the defeat of the Taliban militia and had been kept in detention since then. The arrested are reported to have been divided into three groups and lodged in jails in Landikotal, Bara and Jamrud. Sources indicated that inquiries are under way against these Jehadis to ascertain if any of them is wanted in Pakistan for involvement in sectarian violence. Official as well as Afghan sources also said that the arrested persons were not part of Maulana Sufi Mohammed’s Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) and were affiliated to various Pakistan-based terrorist outfits. Military regime spokesperson Maj. Gen. Rashid Qureshi said, in Islamabad, on December 16, the Delhi Police report was "baseless" and "concocted". "All these allegations are unfounded and fabricated…We are ready to give a firm assurance that if on the basis of a joint enquiry anybody based in Pakistan was found involved in the attack we will proceed against him," Qureshi added. He pointed out that President Pervez Musharraf had already condemned the attack on the Indian Parliament as an act of terrorism and had assured Pakistan's full co-operation in the nvestigation. Commenting on the Indian government’s rejection of an offer made by the United States to lend the services of the Federal Bureau of Investigation (FBI) for carrying out the investigation, he claimed, involvement of the FBI would have eliminated the chances of fabrication of evidence. Seven Al Qaeda cadres were also killed and six Pakistani nationals injured in the encounter. According to an official press release, 156 Al Qaeda terrorists arrested by the law enforcement agencies at the Pakistan-Afghanistan border in Kurram Agency were being transported to Kohat in three buses and two trucks. The captives of a bus reportedly snatched weapons from some of the security force personnel and attempted to take control of the bus. Consequent to the encounter, 20 Al Qaeda terrorists also managed to escape from the site. Official sources said the arrested terrorists are nationals of Saudi Arabia, Yemen, Tunisia, Turkey, Algeria, Jordan, Kuwait, Bahrain, Bangladesh, Tajikistan, Iraqi, Sudan, Syria, Egypt and Morocco. Also among them is a French national of Arab origin identified as Abde Aziz Talabi and another Arab with a Swedish passport identified as Mehdi Mohammad Ghazali. District Superintendent of Police Anwar Zeb Khan told Dawn, a Pakistani daily that no top leader of the Lashkar was found during the raid. "The top leadership has gone into hiding since early this month," he added. He also denied sealing the office premises. The government is reported to have sent details of these accounts, including that of the Afghan Embassy in Islamabad, to US authorities. Reports indicate that the policy of freezing accounts at intervals has given sufficient time to most of these account-holders to withdraw their money. "Nobody has talked about handing him over to India, the arrest is strictly Pakistan's internal matter," he said at a news briefing. Commenting on reports in the Indian media regarding handing over a list to Pakistan of terrorists there, Aziz said the Indian government had not handed over any list of terrorists to the government of Pakistan. "I am not aware of any such list," he said. He welcomed the Indian leaders' statement that arrest of the LeT chief would help ease the situation. He said the arrest of Hafiz Saeed, who has been detained under Maintenance of Public Order, is part of the government's policy to maintain peace and prevent anyone from making inflammatory statements. He said Pakistani security agencies were continuously scrutinising the law and order situation and whenever the need arose they took the necessary steps. Restating Pakistan’s policy on the Kashmir issue, the spokesperson added, "What is happening in held Kashmir is an indigenous struggle for the right to self-determination and not terrorism."

The Sindh Police said that they had recovered a total of 9,482 weapons of different calibre during their province-wide deweaponisation drive in the year 2001. The figure, news sources said, also included 1,661 weapons, given up by people voluntarily, while police during raids recovered the rest. During the deweaponisation campaign, police also arrested 3,891 accused and booked them under relevant laws. The largest single category of weapons recovered during the deweaponisation drive was handguns (5,663), including pistols and revolvers of different description. Guns numbering 1,397 followed this. As reported earlier, the Federal government launched a countrywide deweaponisation campaign from June 1, 2001. The campaign involved a 20-day grace period till June 20 for voluntary surrender of illegal weapons, following which the police launched the recovery drive. During the 20-day grace period, according to news sources, 1,661 weapons were voluntarily surrendered. These included 713 from Sukkur, 653 from Karachi, 106 from Larkana, 116 from Hyderabad and 73 from Mirpurkhas. The police, despite the grace period, conducted raids and arrested 396 people besides recovering 701 weapons.
