Harkat-ul-Mujahideen (HuM) spokesperson Amiruddin Mughal, in a statement released from Muzaffarabad, on May 1, dismissed the US State Department report on global terrorism as a 'flimsy' document directed against "Islamic movements struggling against the forces of tyranny". The outfit, which has been mentioned in the "Patterns of Global Terrorism" report for the year 2000 released by the US State Department on the same day, said the US "itself was the biggest terrorist and was patronizing terrorism across the globe". He said, "Washington is backing India's terrorism in Kashmir, Israel's terrorism in Palestine, Russia's terrorism in Chechniya and Serbia's terrorism in Bosnia". The spokesman added that if the United States was concerned about peace in South Asia, it must ask India to grant right of self-determination to the people of Jammu and Kashmir, in accordance with United Nations Security Council Resolutions. Meanwhile, the government chose to withhold its reaction to the US report on terrorism, which has also said that Pakistan had increased support to the Taliban and was providing assistance to terrorist groups active in Jammu and Kashmir. The report has not added any new names to the list of terrorist organizations operating from Pakistan. A foreign ministry official said in Islamabad, on May 1, "We have seen this report in a section of the press only and we will comment on it, possibly through a formal statement on Wednesday, once we have gone through the actual report".

According to Pakistani news sources, the Federal government has directed all Provinces to implement in letter and spirit the restrictions imposed on Jihadi organizations and also provide recommendations regarding further steps required to control militancy in Pakistan. Sources quoting Federal Government officials said the latter had stopped all security agencies from issuing permits, including arms licenses, to various terrorist organizations. Directives are also reportedly issued to Provincial governments to strictly implement the ban on display of weapons by these organizations. The terrorist outfits have also been barred from bringing arms and ammunition into Pakistan from across the Line of Control (LoC). The Jihadi outfits, said sources, had been stopped from setting up camps to raise funds and donations and had also been asked to close down their recruitment centres.

Pakistan, on May 2, dismissed the US allegations that it’s support to the Taliban regime and terrorist organisations active in Jammu and Kashmir was increasing. A Foreign Ministry statement released from Islamabad said the charges made in the US State Department’s report on terrorism were "flawed and contained glaring omissions and contradictions". The statement said Pakistan was opposed to terrorism in all its forms and was committed to carry out its obligations arising from all the ten international conventions on terrorism to which Pakistan was a party. While criticising the report it added, "The armed resistance of the Kashmiri people to Indian rule is a consequence of India's denial of the right to self-determination and repression of peaceful political activity and cannot legally or morally be equated with terrorism". The statement also said the US report failed to take cognisance of "Indian state terrorism in occupied Kashmir where Indian armed forces continued to massacre civilians seeking their fundamental right to self-determination and freedom from alien occupation".

A Senior Superintendent of Police was killed in a suspected sectarian attack by a group of four armed persons in Dera Ismail Khan on May 7. Pakistani news sources reported that it was the first act of terrorism in the cantonment area. The terrorists managed to escape from the site of the incident. Sources also added that the police officer was the second high-ranking government official to be killed in the North West Frontier Province (NWFP) in recent times. An Assistant Political Agent was killed in Parachinar, Kurram Agency, earlier. Meanwhile, a bomb explosion was reported at a school in Korlai village on May 7. Sources also pointed that one of the assailants who had been killed in the ambush had also been active in terrorist activity in India’s Jammu and Kashmir. Official sources have indicated that they had received reports that various terrorist outfits had broken ranks with their leadership to form independent armed groups to attack their religious rivals in the country. Pakistani news sources have reported that the federal government is scheduled to introduce amendments to the Anti-terrorism Act, 1997 in order to ban sectarian outfits involved in terrorism, stop fund-raising and to crackdown on terrorists. A draft of the ordinance, expected to be promulgated in June, has been circulated among the four provinces, which would submit their views, by May 31. With the promulgation of the ordinance to incorporate amendments, the Suppression of Terrorist Activities (Special Courts), 1975 would stand repealed. Sources said that the Anti-Terrorism Act which was hitherto enforced in the Punjab and Sindh, is scheduled to be extended to the North West Frontier Province (NWFP) and Baluchistan. Meanwhile, the Federal Government has reiterated to the provinces to employ measures for the maintenance of law and order in the country. These directions have been issued in view of the recent protest rallies held through out the country against the sectarian killing of Sunni Tehreek chief Maulana Salim Qadri and his associates in Karachi on May 18.

While pointing out that an official communication to the invitation had not yet been received, he added, "Kashmir will remain at the centre-stage." On the termination of the cease-fire, he said "Although the ceasefire was a sham, by declaring now that the military forces in occupied Kashmir will take such action as they judge best India has removed even the pretence of restraint and given the Indian forces a carte blanche to continue state terrorism against the Kashmiri people." According to him, "Indian Prime Minister Atal Bihari Vajpayee's invitation to General Pervaiz Musharraf for a dialogue in Delhi is an eyewash, primarily meant to defuse international pressure on India." Commenting on the possibility of Gen. Musharraf visiting New Delhi in July, the Lashkar chief said such visits would be a futile exercise like the 1972 Indira Gandhi-Zulfiqar Ali Bhutto Simla Summit and the 1999 Lahore Declaration, given the fact that the Indian leadership was "not sincere in resolving the Kashmir dispute." While pointing out that the terrorist outfits are against any peace initiatives, he also added, "I warn General Musharraf to refrain from entering into a dialogue with the Hindu leadership, otherwise his fate would not be much different from that of Nawaz Sharif." He also denied that the LeT or its parent outfit, the Markaz-ud-Dawa-wal-Irshad (Center for Religious Learning and Propagation) received any government patronage or financial support.

Official sources reported that commercial establishments were forced to close down in various parts of Karachi. Police have also arrested approximately 350 activists belonging to the Sunni Tehreek and the Sipah-e-Sahaba Pakistan (SSP). Meanwhile, a Sunni Tehreek leader Maulana Abbas Qadri said in a press release, on May 27, that 17,000 ST activists had been arrested. The ST also claimed that one of its central leader Maulana Akram Qadri was arrested on Sunday. However, police have not confirmed it. According to media reports quoting official sources, the Karachi police is believed to have arrested three activists of a sectarian group hailing from the Northern Areas in connection with killing of the Sunni Tehrik chief Maulana Saleem Qadri on May 18.
