The Muttahidda Jihad Council (MJC), an umbrella group of terrorist outfits based in Pakistan has rejected the recent talks offer by India as "unrealistic and malafide". According to a statement by an MJC spokesperson Ishtiaq Hamid released from Muzaffarabad, on April 9, "This offer is beyond our comprehension because India is refusing to hold talks with Pakistan, which is the main party to the issue (of Kashmir)". The MJC meeting pointed out that none of the accords or decisions on the Kashmir issue, which were made without taking the Kashmiris into confidence, could last long. The spokesperson claimed that India was using delaying tactics while overlooking the ground realities and the United Nations (UN) resolutions. The MJC also indicated that ‘target-oriented actions’ would continue against the Indian security forces in Jammu and Kashmir.

Sources added that the Ministry is contemplating the imposition of curfew in certain areas where the operation would be carried out from May 2001. Besides finalising a plan for the recovery of illegal weapons, the Interior Ministry is also expected to formulate proposals to launch an operation against smuggling of narcotics. At a meeting on April 19, the Interior Ministry, besides preparing a plan for the National Arms Control Policy, also decided that Army monitoring teams would supervise the operation for recovery of illegal arms and ammunition. The meeting identified Karachi and Peshawar as "highly sensitive areas" with regard to proliferation of illegal arms and ammunition, where curfews could be imposed besides carrying out extensive cordon and search operations in selected areas. The National Database and Registration Authority is to prepare a database of all the arms recovered in the proposed operation. News sources also added that Sipah-e-Sahaba Pakistan (SSP), Sipah-e-Muhammad Pakistan (SMP), Jamaat-Ulema-e-Islam (Sami faction) and certain other sectarian outfits were classified as being heavily armed groups.

The US State Department's annual report on global terrorism, released in Washington on April 30, indicted Pakistan for its continuing patronage of terrorism in Jammu and Kashmir. The report says Pakistan's military government continued the previous Pakistani government's support of Kashmir insurgency and Kashmiri militant groups continued to operate in Pakistan, raising funds and recruiting new cadres. In addition, the Harkat ul-Mujahideen (HUM), a designated Foreign Terrorist Organisation, continues to be active in Pakistan without discouragement by the government of Pakistan, the report says. However, the report does not suggest any punitive action against Pakistan, nor does it include Lashkar-e-Toiba (LeT) in the list of Foreign Terrorist Organizations.
