The suspect, Salman Saquib, confessed to allegations that he helped send e-mails of the captive US journalist, one of which showed Pearl with a gun to his head. A Judicial Magistrate has ordered Saquib into judicial custody pending charges.

According to a media report, the wife of Jaish-e-Mohammed terrorist Omar Sheikh, prime suspect in the abduction cum murder of US journalist Daniel Pearl, has claimed that Omar was not involved in the case as he was in Lahore between January 23 to February 5. Sa'adia Omar Sheikh’s petition opposing his extradition to the US came up for preliminary hearing before the Sindh High Court (SHC) on March 1. She invoked the writ jurisdiction of SHC to forestall the expected extradition of her husband to the USA. Her counsel argued that extradition of Omar would be against the Extradition Act 1972 as well as constitutional provisions regarding fundamental rights of a citizen.

Police in Faisalabad, on March 3, arrested the wife of Amjad Hussain Farooqi, who is allegedly involved in the Daniel Pearl case. According to Dawn, a Pakistani daily, a special police team raided the house of the in-laws of Amjad Farooqi in a village of Samundri. After failing to find Amjad, police arrested his wife and handed her over to an investigation team. Meanwhile, law enforcement agencies have reportedly been directed by the government to keep a vigil over the activities of persons having links with the proscribed JeM, to facilitate arrests of suspects in the Pearl case.

The Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, has no involvement in the abduction or murder of US journalist Daniel Pearl, said US Secretary of State Colin Powell. In an interview with CNN, Powell stated that he had seen no evidence to suggest that the ISI was involved in the abduction and murder of Pearl. In a separate interview with CNN, Pakistan’s Ambassador in the US Maleeha Lodhi also rejected reports of ISI involvement as 'speculative'. She said the ISI was an arm of the government and "once a decision is taken, all in the government work to achieve the goals."

According to a delayed report, the detention of 90 activists of the proscribed Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) was challenged in the Peshawar High Court (PHC), on March 4. A petition challenging the detention stated that 90 TNSM cadres had been apprehended by the US-led allied forces on January 9 from Baghlan, Afghanistan. The detained activists were interrogated by American forces till January 17 and later shifted to Pakistan, the petition maintained. It further added that Pakistani authorities had detained them at the Central Prison, Haripur, without levelling any charges.

The constitutional petition filed by the wife of Jaish-e-Mohammed (JeM) terrorist Omar Sheikh, prime suspect in the Daniel Pearl case, seeking a restraining order against his extradition, was on March 5 disposed of by a division bench of the Sindh High Court. Sadia Ahmed Omar Saeed Sheikh had filed the petition for a writ of mandamus against the respondents, restraining them from surrendering Omar to US authorities or any other foreign authority and from sending him abroad without his consent. She had claimed that the London-born Omar was a Pakistani citizen who was not involved in either the abduction of US journalist Daniel Pearl or his reported killing, or in any other crime. As reported earlier, she had maintained that the extradition of Omar would be in violation of the provisions of the Extradition Act, 1972.

The report indicated that the Muttahida Jehad Council (MJC), a conglomerate of 13 Pakistan-based groups, has reportedly decided in principle to cut down the number of parties to between seven and nine for co-ordinating their activities in a more organised manner. The report also said unconfirmed reports indicated that two prominent proscribed terrorist outfits, the Jaish-e-Mohammed (JeM) and the Lashkar-e-Toiba (LeT), had been expelled from the MJC. The report added that the MJC has directed the leadership of JeM and LeT to "quietly join Kashmir-based groups to circumvent the clampdown on militant organisations based in Pakistan." "The government will not take any further action against those activists of the banned groups who were arrested but had no criminal charges or having no FIR registered against them," announced Haider. According to Bahawalpur police chief Nazim Shahid Durrani, Shakeel Anwar alias Zahid alias Ghulam Mustafa was wanted in approximately 150 acts of terrorism and carried a reward of Rs 1.5 million on his head. According to a report prepared by the Crises Management Cell (CMC), law enforcement agencies of all four provinces have thus far recovered 136,092 illegal weapons and seized 7092,655 rounds of ammunition from various persons. The law enforcement agencies have arrested 71,172 people for possessing illegal arms since the country-wide de-weaponisation campaign was launched on June 21, 2001 and continued till February 5, 2002. While various police stations in the country have registered First Information Reports (FIR) against 27,128 people, police also raided 23,198 places for recovery of illicit arms. Providing details, the CMC report quoted in the media indicated that police in Islamabad recovered 79 illegal weapons and 430 rounds of ammunition. From Punjab Province 16,684 weapons and 70,242 rounds of ammunition were recovered, in Sindh 7,534 weapons and 20,918 rounds of ammunition were recovered and in the North West Frontier Province (NWFP) 18,615 weapons and 428,848 rounds of ammunition were seized.

According to police sources, Fayyaz Ahmed Tarar, Javed Iqbal Rajput and Muhammad Amjad, all proclaimed offenders were wanted by the Khanewal and Vehari police in 11 different sectarian murders. Such cadres have reportedly been asked to sign a good behaviour bond for a period of at least two years under orders of the court and secure its formal approval from the Federal government. The report in The News, a Pakistani daily, quoting official sources, said a total of 2,060 cadres were arrested after President Musahrraf's speech on January 12. The IGP said an accused involved in the February 12-incident had been arrested and consequent to his information two more accused were arrested. Omar "is charged with the kidnapping and murder of Daniel Pearl and the 1994 kidnapping of a US citizen in India," Aschcroft announced at a press conference. The grand jury indictment charges Omar "with hostage-taking and conspiracy to commit hostage-taking resulting in the death of Daniel Pearl," said Ashcroft. Ashcroft also unsealed an indictment filed in November 2001 charging Omar with the 1994 armed abduction of US tourist Bela Jay Nuss in India. If Omar is found guilty of the crimes committed against Pearl "he could receive the death penalty," Ashcroft said, while conviction in the case of the US tourist carries "the maximum penalty of life in prison."

Media reports indicated that investigations thus far have revealed that a number of publications and web sites were still being maintained by the these groups despite the government proscription. In certain cases, it has been noticed, according to official sources, that the proscribed groups have commenced publications under different names consequent to the governmental crackdown. Interior Ministry Additional Secretary Abdul Rashid Khan said the ministry had sent a directive to Provincial governments to ensure the ban on publications of these groups under the relevant clauses of the Anti-Terrorism Act. A list naming the publications was also sent to the Provinces, he said. The list of 23 publications sent by the ministry includes a quarterly magazine, a fortnightly magazine, 17 monthly magazines and four weekly magazines. Publications by the banned Lashkar-e-Toiba (LeT) include the English monthly Voice of Islam; monthly Al-Ribat in Arabic; monthly Majallah Al-Daawa in Urdu; monthly Tayyibat, Urdu for women; monthly Zarb-i-Taiba, Urdu for youth and students; weekly Jihad Times, Urdu and Sindhi. Besides, it also has a web-based, Radio Al-Jihad in Urdu and a Arabic web site. Harkat-ul-Mujahideen (HuM), sources said, printed the monthly Sada-i-Mujahid and weekly Al-Hilal. Jaish-e-Mohammed (JeM), another proscribed terrorist group published the fortnightly Jaish-e-Mohammed in Urdu and English, and a monthly, Bint-i-Ayesha, Urdu for women. JeM also has an electronic newsletter at its web site. The attack occurred during the Sunday morning service at the Protestant International Church located between the American and Russian Embassies in the heavily protected area of the Diplomatic Enclave. According to media reports, a terrorist walked into the prayer hall and hurled six grenades on worshipers and later managed to escape from the incident site. Some eye witness accounts, however, have indicated the presence of two or three terrorists. Amongst those killed were Barbara Green, wife of an American diplomat and her daughter, two Pakistanis and an Afghan. The injured belonged to different countries including the USA, Britain, Australia, Canada, Switzerland, Afghanistan, Iran, Ethiopia, Iraq and Sri Lanka. The investigators reportedly discerned that the attack was not aimed at killing Christians in general as there were more churches in Islamabad which could have been a much easier target. Senior Pakistani officials have pointed out that the incident may also be a reaction to reports regarding Omar Sheikh’s extradition to the US. The probe team is also investigating the reported regular presence of Iraqi, Iranian, Afghan, and several Pakistani worshippers in the church which, primarily, is meant for the diplomatic community.

Announcing the Cabinet decisions, Information Minister Nisar Memon said, in Islamabad, the meeting also approved, in principle, the draft of the Police Ordinance-2002 which is intended to replace the Police Act-1961. The Minister said special anti-terrorist units are being created within the national security organisations to deal with terrorism that has surfaced following "the government's successful handling of the post-September 11 events and its effective and principled policy to join the international coalition in the fight against terrorism." The State counsel said whatever Omar had stated before the court would be held against him despite the fact that he did not say anything on oath. As reported earlier, on his first production before the ATC, Omar had admitted having masterminded the abduction of Pearl. Sindh Advocate General (AG) Raja Qureshi made this statement after attending the pre-trial proceedings. The police submitted an interim charge sheet of the case and produced principal accused Omar Sheikh and his accomplice Adil Sheikh before the judge. On the AG’s request, the court allowed the police time till March 29 to file the final charge sheet and remanded both the accused to judicial custody till that date. Meanwhile, Raja Qureshi was quoted as saying that Omar cannot be extradited to the US in the near future as he has been charged with the abduction and murder of Daniel Pearl. "Once a trial commences, then the person cannot be extradited unless the trial has been concluded and, if convicted, he has served out the sentence," he said.

Quoting intelligence reports, leaked allegedly to the ‘Western press’, reports on March 24 said Ariel Sharon, Prime Minister (PM) of Israel ordered the Mossad, Israeli external intelligence agency to hunt for the killers of Daniel Pearl, the Wall Street Journal reporter, who was abducted and subsequently killed allegedly by the Jaish-e-Mohammad (JeM) terrorists in Pakistan. Sharon, reportedly, directed Ephraim Halevy, the Mossad Director, "to get the assassins of Danny Pearl". A similar order was given in 1972 by the then PM Golda Meirto to Zvi Zamir , the then director of Mossad to ‘punish’ all the Palestinians who were allegedly involved in the massacre of Israli athletes at the Munich Olympic games, further said reports. The Federal government of Pakistan has directed the provincial government of Karachi to tighten the security for the arrested terrorists, including the JeM leader, Ahmed Omar Sheikh prime accused in the killings of Daniel Pearl, the report added.

Altaf Qadri, who is also the secretary-general of the PoK chapter of the APHC, claimed that the allegations were aimed at "maligning the freedom movement and its leaders." In an interview to Dawn, a Pakistani daily, he said that he had not travelled to Nepal for over six years, and, therefore "there was no question of giving money to anyone in Kathmandu. Even I do not know any Shazia Begum." As reported earlier, Shazia Begum was one of the two persons arrested on March 25 at Kud, on the Srinagar Jammu highway in the State of Jammu and Kashmir (J&K). The Immigration and Naturalization Service had arrested Imran Mandhai in February 2002 when he was returning to his apartment from an Islamic centre in Hollywood, Florida. Official sources said that Mandhai conspired in April 2001 with others, whom they declined to identify, to acquire guns and explosives to carry out terrorist activity in the US. His father, however, in an interview with the New York Times denied that his son was involved in any terrorist activity. Official sources have indicated that Mandhai was linked to various Islamist groups since his arrival in the United States in April 1998. One of Mandhai's targets was reportedly a large Florida power and light plant near the Fort Lauderdale Airport, and he had planned to bomb it on April 27, 2001.

According to media reports, on a tip-off that some Al Qaeda cadres were hiding in Faisalabad, a joint team of FBI and personnel of law enforcement agencies raided six areas in the city and arrested 46 people, including 19 foreigners. 16 Arab nationals were arrested during a raid in Faisal Town in Faisalabad on March 29. Sources indicated that the Arab nationals attempted to resist the arrest and injured a police personnel and in the ensuing encounter, the raiding team opened fire and killed Abdul Hasnat, who reportedly belonged to Syria. The encounter also left four others including three foreigners injured. In the light of information gathered from those arrested, police and FBI teams raided five more places and arrested 45 Al Qaeda cadres, including about 12 foreign nationals.

A notification to this effect was submitted by Advocate-General of Sindh, Raja Qureshi, to the Anti-Terrorism Court before whom the police presented a final charge sheet of the case against Jaish-e-Mohammed (JeM) terrorist Omar Sheikh and three others on March 29. The police have admitted in the final charge sheet that thus far neither Pearl’s body nor the crime weapon have been recovered. The final charge sheet also shows recovery of two e-mails dated January 27 and January 30 - one in Urdu written by accused Sheikh Adil and one in English written by Omar Sheikh.

Abdul Waheed Katpar, counsel for prime suspect Omar Sheikh, filed on March 30 an application praying for setting aside the impugned notification and for conducting trial in an open court. The petitioner has contented that no reason has been assigned in the notification as to why there should be a jail trial. A media report quoting a senior intelligence official indicated that Pakistan has handed over to US authorities 20 arrested Arab Al Qaeda cadres. Meanwhile investigators assisted by the US Federal Bureau of Investigation (FBI) have begun interrogating suspected Al Qaeda and Taliban cadres arrested during raids in Faisalabad on March 28. These Arab cadres are expected to be flown to the US naval base at Guantanamo Bay, Cuba, where hundreds of Al Qaeda and Taliban prisoners are being detained. Among those handed over was Abu Zubaydah, a key deputy of Osama bin Laden. Media reports said that Abu Zubaydah, escaped to Pakistan after the erstwhile Taliban regime in Afghanistan collapsed and took operational control of the Al Qaeda. US authorities suspect that Zubaydah played a major role in various Al Qaeda operations, including the September 11, 2001 multiple terrorist attacks and the ‘millennium plot’ to bomb Los Angeles International Airport in late 1999.
