According to media reports, the Federal government has reportedly terminated funding to 115 madrassas (seminaries) across the country for their alleged involvement in terrorism. These seminaries were allegedly involved in sectarian violence and terrorism, said Mufti Abdul Qavi, member of the Madrassa Education Board, on June 2. These madrassas would henceforth not be entitled to financial assistance from the government and their activities would remain under observation, he added. However, he refused to identify these seminaries. He said the government would provide financial assistance to no more than 8,000 registered madrassas.

Qari Ataullah alias Ata Haidery was arrested in Liaquatabad along with some arms and ammunition. Police sources indicated that Ata was allegedly involved in the killings of a doctor on March 4 and a college principal and two others on May 6 in Karachi in the year 2002.

Hizb-ul-Mujahideen (HM) chief Syed Salahuddin said, on June 4, in Rawalpindi, Kashmiris had "every right to move across the Line of Control (LoC) and no one could stop them." He also said terrorist operations would continue in the Indian State of Jammu and Kashmir (J&K) despite international efforts to avert a war between India and Pakistan. Salahuddin said his group still favoured a political settlement to the Kashmir issue but insisted on the inclusion of Pakistan in any dialogue process.

Front ranking leader of the Baluchistan National Party (BNP), Mir Aslam Gichki was assassinated along with one of his associates in Mashkey, Quetta, on June 9. Six other persons were injured in the attack. According to a media report, Gichki had gone to Shahragi village in the Mashkey area of Awaran district to condole attend a memorial service. On his way back, unidentified, armed men ambushed his vehicle, killing him and his associate. No one has claimed responsibility for the assassination thus far. He was elected as a member of the Baluchistan Assembly in the 1997 elections. Official sources said the attackers, besides using automatic weapons, also fired a rocket and later manage to escape. No arrests have been made thus far in connection with the killings. Meanwhile, senior BNP leaders in Quetta alleged that the provincial government was responsible for the killing. They claimed that hired assassins were used to kill Gichki.

Indian media reports said, British Foreign Secretary Jack Straw, in a statement to Parliament on June 10, said Britain accepted a clear link between Pakistan’s Inter-Services Intelligence (ISI) directorate and groups such as the Lashkar-e Toiba (LeT), Jash-e Mohammed and (JeM) and Harkat-ul Mujahideen (HuM). He also underlined the international diplomatic pressure on General Musharraf "to take visible, decisive and verifiable steps to seal the Line of Control; to stop supplies to militant groups; to help restrain the violent activities of these groups; and to close the militant training camps on Pakistan’s side of the Line of Control". This was perhaps the first time that any senior Minister of any government anywhere in the world had officially pin-pointed a ‘clear link’ between the ISI and Kashmiri terrorists, reports pointed. Straw, who said he personally asked the Pakistan President for assurances on cross-border terrorism during his visit in May 2002, added, "international efforts against terrorism and the Kashmir crisis will be an important agenda item for the meeting of G8 foreign ministers in Whistler, Western Canada, later this week"

The Muttahida Jehad Council (MJC), a conglomeration of Pakistan-based terrorist groups, on June 10 condemned the arrest of senior executive member of the separatist alliance All Party Hurriyat Conference (APHC) Syed Ali Shah Geelani and his son-in-law by Indian security agencies on June 9. "Muttahida Jihad Council strongly condemns the arrest of the popular leader of the freedom movement, Syed Ali Geelani, and his son-in-law, Altaf Ahmed Shah, under the black law, Pota," said the alliance in a statement. The MJC also rejected and termed baseless allegations that Geelani was getting money from the Hizb-ul-Mujahideen (HM) for distribution among the group's commanders in Jammu and Kashmir.

According to a media report, the US Federal Bureau of Investigation (FBI) has interrogated more than 70 Arab, Afghan and Pakistani suspects in Peshawar for their alleged links with the Al Qaeda terror network. They were among the first batch of pro-Taliban cadres who arrived in Peshawar after being released from the Shabarghan prison by Afghan Deputy Defence Minister Gen. Abdur Rashid Dostam. Four of those interrogated have been reportedly sent to Guantanamo Bay in Cuba for further interrogation.

Two rockets were reportedly fired on June 11 at a building in Miranshah, western Pakistan, housing US personnel looking for Taliban and Al Qaeda terrorists, but both missed their targets. The rockets were aimed at a vocational training school where the US personnel are staying. Media reports said it was the fourth rocket attack on the college building in Miranshah, bordering eastern Afghanistan. No loss of life or injuries has been reported in this incident.

The arrested persons are suspected of having links with the Al Qaeda terror network of Osama bin Laden. They are also reportedly linked to Markaz-Dawa-al-Irshad, parent organisation of the Lashkar-e-Toiba (LeT) and other terrorist groups operating in the Indian State of Jammu and Kashmir. According to media reports, one of the three vehicles, which came from the direction of Clifton Bridge and were passing through Abdullah Haroon Road, exploded near the US Consulate building after crossing the Marriott Hotel. However, top police officials while denying that the attack was a suicide bombing said that the bomb exploded in a moving vehicle. According to these sources, a car, in which four women were seated, was passing through the road and the blast resulted in the death of all the four occupants. Separately, other official sources were quoted as saying that the bomb was concealed in the car driven by a lady and that some persons, who were probably following the car, blew up the explosive device through remote control when the car reached near the US Consulate. The identity of the alleged suicide bomber has not been ascertained thus far.

Meanwhile the police are suspecting that the bomb was planted in the Toyota Corolla car belonging to Khanum Motor Training School and a remote-controlled device was used to set off the bomb. The allocated amount would be spent on registration of seminaries and provision of free computers and books on modern subjects, besides religious literature, to the students in these seminaries. The report, while indicating that there are more than 10,000 madrassas across the country, added that the government has records of about only 6,000 seminaries. No seminary without registration would get funds out the allocated amount, official sources said and added that the Ministry of Religious Affairs has been collecting information regarding all unregistered seminaries. These sources also said it is the madrassas in tribal areas that are producing terrorists. The report said approximately 121 seminaries are allegedly receiving assistance from foreign countries.

The Federal government on June 19 approved the promulgation of "Madrassah Registration Ordinance 2002" to regulate seminaries by bringing them under the normal educational system of the country. According to the ordinance, all madrassas would have to seek registration with the Pakistan Madrassah Education Board and the respective Provincial Madrassah Education Boards. They have been prohibited from receiving Zakat (financial assistance), grant, donation or other benefits from the Federal government or provincial governments unless registered under the ordinance. Minister for Information and Media Development Nisar Memon said, in Islamabad, "One of the objectives of introducing this regulatory mechanism is to control those religious schools which had been subjected to militancy." Seminaries refusing to register themselves with education boards to be set up by the government would not be allowed to operate, the minister said. Media reports indicated that the ordinance approved at a cabinet meeting, presided over by President Pervez Musharraf, also decided that religious schools would facilitate teaching of science, mathematics, English and Urdu, providing an opportunity to the students to enroll in professional educational institutions if they desired. Every registered madrassa, according to the ordinance, would have to maintain accounts and submit an annual report to the respective education board. A registered seminary would not be allowed to receive any grant, donation or aid from any foreign source or allow admission to foreign students or make appointment of teachers without valid visa and No Objection Certificate (NOC) from the Federal Interior Ministry. The minister said that all the four governors were asked to complete the registration process in six months time. Responding to a question, Nisar Memon said he could not ascertain the exact number of seminaries in the country. "But it seems that they run in thousands," he said, adding that it would take some time to know about the exact number of religious schools. He also said that the curriculum of religious schools would be similar to that of other educational institutions in Pakistan.

Two Arabic-speaking men, two Afghan nationals and a Pakistani were arrested in a raid on the Afghan Support Committee (ASC)––a non-governmental organisation in Pabbi, Peshawar. The ASC is a Kuwait-based group reportedly set up by Osama bin Laden. Senior ASC employee Hussein Halil of Jordan is still in custody after being arrested in Pabbi for suspected Al Qaeda links in the last week of May 2002. "We have identified the gang behind the blast but I don't want to name the group at this stage," said Haider, adding that they would be named in "two or three days". He also said, "… There are some links" between the June 14 blast and the May 8 blast outside Karachi's Sheraton hotel, which police believe was a suicide attack. The Minister warned that further attacks against foreigners were still possible.

According to a report in Dawn, Pakistan has handed over to US authorities approximately 327 suspected Al Qaeda members since the launch of the US-led anti-terror campaign in Afghanistan in year 2001. Quoting official sources, the report said, over the last eight months Pakistani authorities arrested a total of 378 suspected Al Qaeda associates of whom 327 are now in US’ custody. Military intelligence sources reportedly confirmed the total tally and said Yemenis topped the list of those arrested. There are a total of 87 Yemenis and seven French nationals among the 327 suspected Al Qaeda associates, besides an undisclosed number of Sudanese, Saudi Arabian, Palestinian, Syrian, Libyan, Moroccan and Chechnyan nationals. These sources added that the arrested Al Qaeda members were transported by American authorities to an unknown foreign location where they were under interrogation. The highest-ranking Al Qaeda terrorist arrested thus far by Pakistani authorities is Abu Zubaydah, reported to be a close associate of Osama bin Laden. Zubaydah was arrested in Faisalabad on March 28, 2002 during a raid by a joint Pakistan-US intelligence team.

As reported earlier, the government has made public a draft ordinance requiring all religious schools in the country to get registered with the Federal and Provincial religious madaris boards within six months of the promulgation of the ordinance. The Coordination Committee of religious institutions organisation, which met in Islamabad, decided to observe June 28 as a nationwide protest day against the proposed ordinance. Later, speaking at a joint news conference, Maulana Hanif Jallendhri and Maulana Abdul Malik, chief of Jamiat Ittehadul Ulema, said almost 70 per cent of the religious institutions in the country were already registered under the 1860 Societies Act and more would be ready to do so. The religious leaders pointed out that the ordinance was a clear interference in the affairs of seminaries and their independence and dignity was at stake.

Ten Pakistan security force (SF) personnel and two Chechen cadres of the Al Qaeda terror network were killed in an encounter in South Waziristan Agency on June 26. According to media reports, SF personnel had raided Azam Warsak, a remote tribal area bordering Afghanistan, and arrested Al Qaeda terrorists hiding there. The operation followed reports that Al Qaeda terrorists had taken shelter in the house of Abdul Khaliq Sarkikhel Wazir, a resident of Kaza Paunga. In the ensuing encounter, 10 SF personnel and two terrorists were killed. Two other persons were injured during the encounter. Confirming the encounter, Assistant Political Agent Wana Anwar Ali Shah said "Our forces have lost 10 persons, five from the armed forces and five from the South Waziristan Scouts in the encounter last night." The other terrorists at the hideout managed to escape from the encounter site. Local residents indicated that there were approximately 35 of them in the hideout. This encounter is the first confirmation of the presence of Al Qaeda terrorists in tribal areas of Pakistan. Eyewitnesses were quoted as saying that four American officials had monitored the operation in Azam Warsak, approximately 14km from the Wana Camp. The raid was reportedly based on tip-offs from US intelligence agents that 40 to 50 Al Qaeda fugitives from the March 2002-Operation Anaconda offensive in eastern Afghanistan were hiding in two buildings. SFs arrested a Chechen terrorist, identified as Muhammad Yahya, who reportedly claimed to be an Afghan from the Kunduz province. They also seized an 81mm mortar gun, an Al-Qaeda uniform and literature from the hideout.

In a major breakthrough in the investigation of the June 14-car bomb blast outside the US Consulate General in Karachi, two arrested activists of the proscribed Lashkar-e-Jhangvi (LeJ), a Sunni group, Akram Lahori and Attaur Rehman alias Naim Bukhari, reportedly confessed to their involvement in the blast. A media report quoting official sources said an official announcement in this regard was expected to be made in the next two or three days, probably by Federal Interior Minister Moinuddin Haider in Karachi. Two different teams of US Federal Bureau of Investigations (FBI) agents and a Pakistani Joint Interrogation Team (JIT) is reported to have interrogated Lahori and Rehman and declared them "black" in the US Consulate General bomb blast case. Sources disclosed that, during investigation both of them had reportedly confessed to their links with the Al Qaeda terror network and the Taliban.
