At least 20 persons, including two women and a young girl, were injured in two separate bomb blasts at the Empress Market and a nursery in Karachi on May 1. In the first explosion at the nursery, which occurred approximately 20 minutes before the Empress Market explosion, four persons were injured. The explosive device was reportedly kept in a bag planted near a gas pipeline besides a shop. In the second blast, 16 persons were injured when a medium-intensity explosive device went off at a shop in the Empress Market. Meanwhile, Sindh Home Secretary Mukthar Ahmed, speaking at a press conference after the blasts, said the two explosions were "a normal phenomenon in Karachi."

The Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM), Malakand division, has demanded annulment of the seven-year imprisonment awarded to its chief Maulana Sufi Mohammad and called for his immediate release. The TNSM coordination secretary, Haji Mohammad Nageen Khan, said that the sentence given by the political authorities of Kurram Agency was unconstitutional and mala fide. He also said that holding trial in a jail was against the principles of justice. While demanding Sufi Mohammad's trial in an open court, Haji Nageen opined that the government should have arrested him or stopped him from going to Afghanistan if it was a crime. He said "The government's reluctance or inability to arrest him amounted to its agreement for him to go to Afghanistan for jehad."

According to media reports, at least 300 workers of the Muttahida Qaumi Movement – Altaf Hussain (MQM-A) were arrested on May 2 from various locations in Karachi, Hyderabad and other cities throughout the Sindh province. The MQM-A had called for a strike on the same day in the province to protest the killing of their two leaders. The two leaders-Mustafa Kamal Rizwi and Nishat Malik were killed by unidentified terrorists in Karachi during the last week of April. "Police have arrested about 300 of our workers so far without any case or charges," said Nasreen Jalil, Deputy convener of the MQM-A. However, the Home Secretary, Brigadier Mukhtar Sheikh said no pre-emptive arrest was made. Police raided the MQM-A headquarters "Nine-Zero" in the Azizabad Area of Karachi and arrested the Deputy Conveners of the party's coordination committee, Aftab Sheikh, Nasreen Jalil and Shoaib Bukhari. Later, Sheikh Nasreen were released while Shoaib Bukhari, who is on parole, was sent to jail as the Sindh government withdrew the parole orders with immediate effect.

One of the four bombs exploded inside the house of an Afghan national in Abyssinia Lines killing one and Injuring four others in the family. Another person was injured when a low-intensity bomb exploded in the Samanabad area. The third blast occurred near the Dalton Super Market in the Defence Housing Authority area. Another blast was reported from the Defence Khadda Market area.

The Hizb-ul-Mujahideen (HM) indicated on May 2 that a dialogue process could be held with India. Saleem Hashmi, HM spokesperson, said "Armed struggle and peace talks could go side by side…Cease-fire cannot be made [the] basis for dialogue. War and dialogue can go side by side." His remarks came after the group's ‘Deputy Commander’, Moin-ul-Islam, said the HM would give up arms if India began a "genuine" peace process. "Once India takes an initiative with good intentions, she will find us 10 steps ahead of her one step. We will at once give up guns and observe a real cease-fire so that a solution-finding path receives headway," said Moin.

One person was injured in an explosion at a garbage dump in the Federal B Area of Karachi on May 3 while two similar explosive devices planted at the same spot were defused by the police. Official sources said a low-intensity cracker kept inside a shoe box exploded when it was being moved. Sources added that it was the seventh explosions within the last two days. As reported earlier, one person was killed and five others injured during an explosion at the house of an Afghan national in the Abyssinia Lines on May 2. Three other blasts were reported from Defence and Samanabad areas on May 1 and approximately 20 persons were injured in two separate explosions at the Empress Market and Nursery.

According to media reports, tribal elders and religious leaders, ahead of a joint operation by US and Pakistani forces against the fleeing Al-Qaeda and Taliban terrorists in North Waziristan Agency, have vowed to fight back any move against raids on madrassas. At a meeting held at Idak madrassa, approximately 10 km from Miran Shah, Ulema (religious leaders) and tribal leaders of the agency warned the government of dire consequences if any of their madrassas were raided without their prior permission. Reports said tension is fast rising among the tribesmen and religious circles of the North Waziristan Agency in the Federally Administered Tribal Area (FATA) following the raid by security forces during the last fortnight on two of the madrassas. The forces may crack down on some more madrassas as part of the international coalition forces’ operation against suspected terrorists, said reports.

Omar Sheikh, the prime accused in the abduction and murder of US journalist Daniel Pearl, on May 4, filed a petition in the Supreme Court challenging the transfer of his trial from Karachi to Hyderabad. Moving an application on his behalf, his counsel complained that the trial was being held in a prison and was ‘needlessly’ shifted from Karachi to Hyderabad. He also asked the Court to review the causes behind the transfer of the case. The Sindh High Court recently permitted the prosecution to shift the trial to Hyderabad amid fears of a terrorist attack.

"The attack has all the markings of a well-trained international terrorist organization," Federal Interior Secretary Tasnim Noorani said, adding, "This kind of operation is not carried out by terrorist organizations operating within the country." Intelligence reports, unnamed senior Interior Ministry officials said, had warned that approximately 300 suicide bombers linked to the Al Qaeda and Taliban are present in the country and could carry out more suicide attacks. Inspector General of Police (IGP), Sindh, Syed Kamal Shah said the incident was a suicidal attack as a car rammed into the Pakistan Navy bus while it was going to the Dockyard from Sheraton Hotel carrying French technicians. The car, which was reportedly loaded with high explosives, was allegedly a stolen vehicle. The identity of the suicide bomber has not been ascertained thus far. The French technicians belonging to the state-owned shipbuilding company, Direction de la Construction Navale, were working with the Pakistan Navy on a submarine project at Karachi Port. Police sources said they suspect that the Al Qaeda terror network of Osama bin Laden was behind the terrorist attack.

According to media reports, the encounter occurred at Dakota, Multan, which had been targeted twice in the past by defunct LeJ terrorists. Official sources claimed that Basra was in the Faisalabad police’s custody for the last five months and was being interrogated for the activities of his group. According to these sources, four heavily armed terrorists came to meet Chaudhry Fida Hussain Ghalvi, district chief of the proscribed Shia group Tehreek-e-Jaferia Pakistan (TJP). Being on the LeJ hit-list, villagers of the area reportedly used to keep a vigil and were also assisted by the police. In the ensuing encounter, Basra and three of his accomplices were killed. Chaudhry Iftikhar Ahmed, Deputy Inspector General of Police (DIG) of the Multan range, said police had also recovered a rocket-launcher, four rockets, four Kalashnikovs and a huge quantity of live rounds from the encounter site. In a mobile phone call from an undisclosed location, the spokesperson identified himself as Musa and reportedly said his group had declared jehad against the Musharraf regime because it was supporting the US and "other enemies of Islam against the Muslims." Musa claimed that the Hezbullah Alami had in January and February attacked a militia camp in Thakot in Battagram district and police posts in Shangla district in the North West Frontier Province (NWFP). "The Hezbullah had kidnapped and murdered Daniel Pearl and his body would be found once we identify the place of his burial," he claimed. According to Musa, the Hezbullah first surfaced about four to five years ago in Darel valley of Diamer district in the Northern Areas. He said the organization was renamed Al-Saiqa when Major General (Retd) Zaheerul Islam Abbasi founded a group by the name of Hezbullah after his release from prison. He added, "In future, we would claim responsibility for every attack against Westerners and also the Musharraf regime." Musa disclosed that he and Riaz Basra, the slain Lashkar-e-Jhangvi (LeJ) chief were allies for a while before parting company due to their conflicting stance on a host of issues. He said the group had no links with other terrorist outfits and was operating on its own in different parts of the country. Federal Interior Minister Moinuddin Haider said in Islamabad on May 29 that Pakistan has a list of 32 Indians who are reportedly involved in crimes against that country. Addressing a press conference, he said that Pakistan was not involved in terrorist infiltration in Jammu and Kashmir and claimed that the military regime had taken concrete steps to stop cross-border terrorism. Commenting on Indian Foreign Minister Jaswant Singh’s statement regarding the presence of terrorist camps in Pakistan the Minister said "I would urge India to see whether the infiltration from Azad Kashmir [Pakistan occupied Kashmir] had decreased this year as compared to last year or increased". Responding to a question about India’s demand of handing over 20 Pakistanis, he said, "If they can demand our nationals we can also demand these 32 terrorists".

In a crackdown on suspected terrorists having links with Osama bin Laden’s Al Qaeda network, police in Peshawar arrested more than 12 Arabs during raids on different houses in Hayatabad and University Town areas on May 29. According to media reports, the local police was accompanied by some officials of the US Federal Bureau of Investigation (FBI). The crackdown was launched amid reports that Al Qaeda members and sympathizers had crossed into Pakistan following US-led operations in Afghanistan. Those arrested included a Jordanian, Hussain Khalil, working with the Kuwaiti-funded Afghan Support Committee and three Sudanese nationals. Three of the detainees, one each from Somalia, Syria and Algeria were serving with the Madressah Khubaib, run by Saudi Red Crescent Society. The others were three Palestinians, a Kuwaiti citizen and an Iraqi national. In a separate raid, police arrested two Algerians from a house in the Kundarh Aftiazi village on the same day. Some documents, audio-video material and US currency were also seized during the raid.

According to a media report of June 1, President Gen. Pervez Musharraf approved a four-phase strategy, involving various secret services, ministries and provincial agencies, to ‘curb’ extremism and terrorism. Amendments by the ministries of Law and Interior to various ordinances and laws that deal with such elements have reportedly been directed by him in this regard. Steps to be taken include pre-emptive, preventive, investigation and prosecution. The first phase covers pre-emptive measures and will be executed by all intelligence agencies under the overall supervision and co-ordination of Inter-Services Intelligence (ISI), the external intelligence agency of Pakistan. In the second phase, provincial governments and the Interior Ministry among others have been directed to come up with a crash programme to improve training of security force personnel, investigation and crime coverage. Modern equipment, vehicles and communications will be provided to the personnel involved in the task. The Interior Ministry, Federal Investigating Agency (FIA) and provincial governments will execute the third phase of investigation. The ‘strategy’ also plans to reorganise modified laws. The judiciary would act in the fourth phase.
