Pakistan has informed the US administration that none of the 56 Pakistanis detained at Guantanamo Bay in Cuba had any links with the Al Qaeda terrorist network of Osama bin Laden. Foreign Office spokesperson Aziz Ahmed Khan said during a weekly press briefing, in Islamabad, a six-member fact-finding mission had recently visited Guantanamo Bay to interview these detainees and after verifying their antecedents it had concluded that a majority of them have no links with the Al Qaeda.

President Pervez Musharraf said in an interview, on September 2, that deployment of more US troops in Pakistan to hunt for Al Qaeda fugitives would be unwise and was unnecessary. According to him, "US troops? No, I don't think that would be wise at all. We are looking after any foreign elements in Pakistan. We have deployed a part of our army and the frontier force for this purpose and the United States knows what we are doing…we are fully involved in this act. We don't need assistance." While pointing out that the Al Qaeda had been significantly weakened, he added that Osama bin Laden might even be dead. On the possibility of a terrorist attack on a Western target on the anniversary of 9/11, he said, "One can't rule out the possibility. But again, one would not like to put the entire onus on the door of Al Qaeda again, because I don't think they are organized… But so much of whatever is happening in the Middle East has its own repercussions and therefore a possibility does exist."

According to a media report, the Janikhel tribe in Peshawar has refused to surrender six Al Qaeda suspects to the Federal government. The suspects reportedly took refuge with the clan after its leaders got them released from security force personnel on September 3. Tribal leaders are reported to have indicated that the suspects are ‘innocent students of a local seminary’ with no links to the Al Qaeda. Reports added that the government is negotiating a deal with the tribe and the Jamaat-Ulema-e-Islam (JuI - Fazlur Rahman faction) is facilitating a dialogue between the two sides.

According to media reports, Pakistani security forces (SFs), on September 4, raided Janikhel village in the tribal region bordering Afghanistan where six Al Qaeda suspects were reportedly hiding, but found no one. Official sources were quoted as saying that four persons had been taken into custody in the raid on Janikhel village and five more in the nearby Bannu town. Sources added that all the arrested persons were Pakistani nationals and not Arab suspects that the SFs had been searching for. Among those detained was Maulana Shamsul Haq, who was thought to have given refuge to the Al Qaeda suspects, and his nephew, said official sources.

According to media reports, the body found in a Karachi graveyard on September 1 was identified on September 4 as that of one of the sons of Maulana Haq Nawaz Jhangvi, one of the founding members of Sunni terrorist group Sipah-e-Sahaba Pakistan (SSP). The bullet-riddled body was found in a graveyard in Usman Colony, Karachi. Police sources have indicated that the victim may have been abducted somewhere else and shot dead in the graveyard. To recollect, Haq Nawaz Jhangvi was assassinated on February 23, 1990.

A media report quoting an Arab journalist indicated that the Al Qaeda has established a strong network in Karachi where top aides of Osama bin Laden have been hiding since the collapse of the Taliban regime in the year 2001. Yosri Fouda, who works in the London bureau of Al Jazeera television network, has reportedly said he had met some front-ranking Al Qaeda operatives in Karachi, in September 2002. He told an American news agency that the Al Qaeda has many hideouts in the city. In an interview to United Press International, in London, he claimed the Al Qaeda had reportedly chosen him to deliver a message to the world on the first anniversary of 9/11 and had taken him to Karachi from London. Fouda is reported to have met the chief of Al Qaeda's ‘military committee’ and the coordinator for the 9/11 hijackings and attacks that followed.

Four terrorists of the proscribed Lashkar-e-Jhangvi (LeJ), a Sunni group, were killed in the Kehror Pucca area of Lodhran district during an encounter with police, on September 8. According to a press note, police personnel were headed for Adda Zakira to make some recoveries based on disclosures made by accompanying LeJ terrorists Muhammad Akram and Muhammad Wasim. The two accused were reportedly arrested in the third week of August 2002 from Vehari district. The press note further claimed that, when the Kehror Pucca police team was near Pul Rinf Jadah, two unidentified assailants attacked them and managed to free the accused. In the ensuing encounter, four persons, including the two accompanying terrorists, were killed. However, a LeJ terrorist managed to escape. Some arms and ammunition were also recovered from the encounter-site.

According to a media report, US Secretary of State Colin Powell said, on September 9, the US administration has warned Pakistan not to interfere in the forthcoming Legislative Assembly elections in the Indian State of Jammu and Kashmir. He was speaking at a banquet hosted for visiting Indian External Affairs Minister Yashwant Sinha in Washington. "I reaffirmed to the minister that we have spoken to the Pakistanis about not interfering in any way with those elections, which we expect will be free and fair," said Powell. Powell also said the US was still pressing Pakistan to crack down on cross-border infiltration. "I reaffirmed to the minister that we would continue to press the Pakistan government to do everything possible to stop the cross-border infiltration," he said.

They were reportedly taken into custody in August 2002 after arriving in the southern Sicilian port town of Gela on a merchant cargo ship from Morocco. They have been charged with conspiracy to commit terrorist acts. "We are certain that these people are part of a terrorist organization, and we are almost certain that that organization is Al Qaeda," said Santi Giuffre, chief of police for the Sicilian province of Caltanissetta. He also said police had seized telephone numbers, including several in Spain and France, which linked these men to the Al Qaeda. Notes and documents referring to the Al Qaeda were reportedly found on-board their Romanian-registered vessel, which set sail from Casablanca in mid-July and was scheduled to visit Tunisia, Malta and the Libyan capital of Tripoli. The identification was reportedly made by Fazal Karim, a Pakistani, detained but not charged in the abduction-cum-murder of Pearl. According to the official, Karim was taken to an intelligence agency safe house where 10 suspects, including Binalshibh, were detained. The official refused to identify the alleged Pearl-killer by name but added that he was not among the five persons, including Binalshibh, who were handed over to US authorities on September 16 and flown out of Pakistan. According to a media report, authorities have not charged Karim nor officially confirmed that he was under detention. The report added that Karim’s statement might indicate to the first evidence that the Al Qaeda was directly involved in Pearl’s abduction-cum-murder.

Pakistan will continue extraditing foreign terror suspects, President Pervez Musharraf said on September 17, a day after 9/11 suspect and key Al Qaeda terrorist Ramzi Binalshibh was flown out of the country to be in US custody. "Whatever he has committed, he has committed abroad and thus we are nothing to do with him," Musharraf told reporters in Karachi, where Binalshibh was captured. The President added, "We have captured them [all suspected foreigners] in Karachi, Lahore, Faisalabad and other parts of the country and those originating abroad will have to be extradited." President Musharraf also said the government decided to hand over Binalshibh to US authorities because trials in Pakistan were a tedious process and were often delayed for various reasons. He also said delays in trials often raised doubts on whether the government was striking a deal with the accused. While claiming that security agencies were destroying terrorist networks he said, "It is evident that the law enforcement agencies have broken the terrorist network for there was no sectarian killing, no bomb blast or other such activity for the past few months." However, he added that there were local extremists who would kill people in churches and cause blasts. Further, the President admitted that there were foreign elements who had entered Pakistan.

Rejecting allegations on the presence of Al Qaeda cells in Pakistan, Qureshi said it was a misinformation campaign on the part of US media. Recently, an American media team had visited Chitral and Gilgit to verify reports regarding the existence of Al Qaeda camps there but found none, he added. Qureshi claimed "There are hardly any al-Qaeda cells in Pakistan. Most of these elements entered the tribal belt following the dismantling of Tora Bora camps by the allied forces in Afghanistan. Six persons were killed and four others injured today, September 25, in a terrorist attack on a Christian welfare organisation's office in Karachi. According to an unnamed police officer, "…a man apparently armed with a pistol entered the offices of Christian non-government organisation Idara Amn-O-Insaaf (Institute for Peace and Justice) and started shooting [at] people." The officer added that it was unclear thus far whether the assailant was alone or had associates.

The toll in the terrorist attack on a Christian welfare organisation’s office in Karachi has increased to seven, with one more person succumbing to his injuries. As reported earlier, six persons belonging to the Christian community were killed when two unidentified terrorists attacked the office of Idara Amn-o-Insaaf (Institute for Peace and Justice), a Christian charity, located at Rimpa Plaza, Karachi on September 25. Sindh police chief Syed Kamal Shah said it appeared to be an act of terrorism. The police chief said the Church of Pakistan patronized Idara Amn-o-Insaf, which had been functioning in Pakistan for the last 30 years. According to a media report, earlier in the year on May 22, Edwin Noon, chairman of the charity, was found dead in his office near Tibet Centre. Police reportedly found the body trussed-up and the victim's mouth sealed with adhesive tape. His wife, Sara Edwin Noon, was later made chairperson of the organization. She was quoted as saying, "We didn't receive threats in the past. We don't know who is behind the incident and what was their motive."

According to a media report, a former Taliban diplomat claimed in Peshawar, on September 27, their ‘supreme leader’ Mullah Mohammad Omar and Al Qaeda chief and fugitive terrorist-mastermind Osama bin Laden were both alive and in good physical condition. Naseer Ahmed Roohi, who also heads the Tehreek Jamiat Shababul Muslimeen (Movement of Young Muslims), made the claim at a press conference held at an unidentified location in the Peshawar region. Roohi, according to the report, was a diplomat in the United Arab Emirates (UAE) during the erstwhile Taliban regime. He claimed he met Mullah Omar 15 days ago inside Afghanistan, but refused to disclose the exact location. He also claimed that 5,000 members and supporters of his movement were fighting against Afghan and US forces in the Paktia province of Afghanistan.

Security forces seized a huge cache of arms, which was buried on farmland, during a raid at Bada in Parachinar, 130 kilometers southwest of Peshawar, on September 27. Official sources said the arms included two ground-to-ground missiles, approximately 30 rockets or mortar bombs and 1,020 rounds of ammunition for heavy machine gun. The raid was conducted following a tip-off that the arms would be smuggled out of the tribal area for use in the rest of the country, official sources added.

Two front-ranking Lashkar-e-Jhangvi (LeJ) terrorists reportedly killed themselves to avoid arrest, while a third managed to escape after an 18-hour-long encounter with Jhang police near Jamiabad, on September 29. Zafar Iqbal, one of the dead terrorists, was involved in the Bahawalpur-church massacre of October 28, 2001, in which a police personnel and 17 Christians, including five children, were killed. He was also involved in many other sectarian and terrorist incidents. According to official sources, the special anti-terrorist squad of Jhang police, on a tip-off commenced operations against the three terrorists, on September 28 afternoon. While Zafar Iqbal was arrested, the others escaped. Later his accomplices fired at the police personnel and took Zafar along with them and hid in a sugarcane field. In continued search operations on September 29, police traced the terrorists and, while attempting to evade arrest, Zafar Iqbal and Irfan reportedly shot themselves dead. A search of the car they had abandoned yielded some arms and ammunition.
