According to a report in The News, a Pakistani daily, the Sindh Police have detected around 16 cases, involving major sectarian terrorist strikes including some of them dating back to year 1995. These 16 cases involve two Sunni gangs of Dilawar and Mufti Shahid Hanif and a third Shia gang of Qasim Zaidi alias Surjani Wala. The Dilawar Hussain gang members were convicted for killing nine persons in an attack on a mosque in 1999, the killing of a retired Police officer and his son in the Shah Faisal Colony in 2001. The Mufti Shahid Hanif group comprising chief Mufti Shahid Hanif and members, including Khalil Ahmed, Muhammad Talah Hussain and Ghulam Hyder, were involved in the killing of Dr Raza Mehdi, Capt (retd) Akram, Dr Ishrat Husain, who was mistaken for being a Shia due to his name, Dr Zafar Zaidi, Director, Defence Labs, and Aale Hasnain Naqvi. All these killings were carried out in year 2001.

According to a media report, the multinational security force in Afghanistan on April 1 recovered 32 AK-47 guns from a vehicle suspected to belong to a Pakistani group Jamaat-Ulema-e-Pakistan (JuP) headed by Maulana Shah Mohammad Noorani. Lt Tony Marshall, spokesperson for the force said that the guns had been seized from a vehicle in Kabul where British troops are patrolling. "32 AK-47 guns were seized from a Pakistani vehicle believed (to be) delivering weapons to a group working under the umbrella of the JuP," said Marshall. Two persons have been arrested in connection with the seizure.

According to a report in The News, a Pakistani daily a flight reportedly carrying 22 suspected Al Qaeda cadres including Osama bin Laden's deputy Abu Zubayda and two Pakistanis took off from the Lahore International Airport on April 1. All 22 are expected to be sent to Guantanamo Bay, Cuba, where the other arrested Taliban and Al Qaeda cadres have been detained. The two handed over Pakistanis, the report said, had been identified as Amer and Hameed. Zubayda had come to Pakistan allegedly for reorganizing the Al Qaeda network. The most important lieutenant of Laden, Zubayda is also known as Abu-al Hasanat, Noorud Din, Dawood, Kamil, Badar and Al Mujahid.

According to a statement released on April 2 by the Interior Ministry of Macedonia, one of seven gunmen killed in a shootout with Macedonian police in March was a Pakistani national. The statement said it had identified one of the slain gunmen as a 24-year-old Pakistani national named Ahmed Ikaz. A senior police official said that the information had been provided through Interpol and that Ikaz was a "known criminal". Police sources described the shootout on the outskirts of the capital Skopje as the result of a raid on a group of foreign mercenaries from Muslim countries that were planning attacks on government buildings and foreign embassies.

Official sources said on April 2 that they had arrested 16 persons, mostly Arabs, suspected of having links to Osama bin Laden's Al Qaeda terror network, during raids in Lahore. "We have taken into custody 16 foreigners, mostly Arabs. They had come from Afghanistan and they were hiding in Lahore," said Lahore police chief Javed Noor. Sources added that the detainees included two Pakistanis, 10 Arabs and four Afghans. The areas raided included Johar Town, Green Town and Model Town mainly from two houses owned by two Pakistanis and residing with the suspected Al Qaeda cadres.

The North West Frontier Province (NWFP) government on April 2 conceded before the Peshawar High Court that 90 cadres of the proscribed Tehreek-Nifaz-Shariat-e-Muhammadi (TNSM) were airlifted from Afghanistan and have now been detained at the central prison in Haripur on the directives of army authorities. The government informed the court in reply to a writ petition filed by an inhabitant of Malakand, Inamullah Khan, challenging the detention of the said 90 persons by the government. The detainees, the government stated, “had no business to go to a foreign country in violation of law for beginning a war in favour or against any element there.” It was a fact, the government claimed, that most of the detainees had gone to Afghanistan on call of TNSM, a terrorist outfit proscribed under the Anti-Terrorism Act. The government has stated that the crossing over into Afghanistan to wage war was an act of terrorism.

The trial court issued non-bailable warrants of seven absconding accused and directed police to arrest and produce them before the court on the next date of hearing on April 12. Reports said that the hearing lasted for about an hour and was adjourned till April 12 for framing charge on accused. The prosecution on March 29 submitted final charge sheet against 11 accused including seven absconders before Administrative Judge. The charge sheet contained charges of murder, kidnapping for ransom and terrorism. Earlier, on April 4, a Division bench of the Sindh High Court dismissed a petition of Omar Sheikh challenging the Sindh government’s decision to hold trial inside Central Prison in Karachi.

While, defending himself on April 12, before Arshad Noor Khan, the Judge of the Anti-Terrorism Court in Karachi adjudicating the matter, he also reportedly said that he does not respect the British Laws. He said, "I don't accept this British law". He is also reported to have pleaded for the trial in a Shariah Court, that is as per the Islamic Laws. A media report on April 14 indicated that majority of the suspected terrorists from various proscribed outfits, arrested in Punjab as a part of countrywide ‘crackdown’ on religious terrorism, may be released after they have submitted ‘disassociation certificates’. Approximately 700 suspects had been arrested in the Province and have been in various jails since then under a Provincial administrative order. 150 out of them, including patients, the aged and children among others, were released later on humanitarian grounds. Rest were divided into those who challenged their detention in courts and those who admitted their covert or overt affiliation to some terrorist outfit. Their initial detention period ended on April 12. The government has asked these suspects to submit compulsorily a ‘guarantee’ in any shape indicating that they have dissociated themselves from terrorists outfits to ensure their release. Subsequently, the Federal Interior Ministry also sent a model ‘disassociation certificate’ to be submitted by them requesting for their release. Since most of them have reportedly decided to do so they may be released at a future date.

In the first case, Kunwar Khalid Younus, a central leader of the MQM and a former member of the National Assembly, and 12 other party workers were acquitted in a case pertaining to violent activities and arson as the prosecution could not prove its case against them. In another case, Younus and Dr. Farooq Sattar, former mayor of Karachi were acquitted in a case pertained to the torching of a billing centre of the Karachi Electric Supply Corporation (KESC) in Korangi on April 3, 1994. An Anti-Terrorism court in Karachi on April 15 convicted four workers of the proscribed Lashkar-e-Jhangvi and handed down capital punishment to two of them and life term to others in five cases of sectarian killings. Mufti Mohammed Shahid Hanif, Mohammed Talha Hasan alias Nauman, Haider Ali and Khalil Ahmed were tried for the killing of five people, belonging to the rival sect. The judge sentenced both Talha and Khalil to death sentence and life imprisonment to Mufti Shahid. The second case against Khalil and Mufiti Shahid pertained to the killing of a doctor in Karachi on May 31, 2001. In which judge condemned Khalil to death and sentenced Mufti Shahid to life term for the murder of the doctor. In the third case, Talha, Khalil and Mufti Shahid were convicted for killing Syed Zafar Hussain, Director, Research & Technology Centre, ministry of defence, on July 7, 2001. The judge sentenced Talha and Khalil to death and Mufti Shahid to a life term in this case. In the fourth case, Khalil was condemned to death and Mufti was sentenced to suffer life term for killing Syed Ali Hasnain Naqvi on September 4, 2001. The fifth case against Talha, Mufti Shahid and Haider pertained to the killing of Dr. Ishrat Hussain near his clinic in North Nazimabad within the limits of Shahrah-i-Noor Jahan police. The judge awarded capital punishment to Mohammad Talha and life term to Mufti Shahid and Haider. After the judgement, the convicts reportedly raised slogans against the rival sect. However, later, they claimed before the reporters that they were innocent and judicial confessions were extracted of them under duress. They also expressed hope of 'getting justice' at appellate level.

Reid had been in US custody since December 22, 2001 when he allegedly attempted to ignite the explosives in his shoes during a trans-Atlantic flight from Paris to Miami. The attempt was, however, thwarted by flight crew and passengers. Later, he pleaded innocent to nine charges that include attempting to murder the 197 passengers and crew. The indictment against Reid said he had received training from the Al-Qaeda network in Afghanistan.

According to the media reports Judge Abdul Ghafoor Memon of the Anti-Terrorism Court (ATC) II has been appointed on April 19 by the government to hear the Daniel Pearl abduction and murder case in the Karachi Central Prison. The matter was being adjudicated by the Judge Arshad Noor Khan of the ATC-III, thus far. The Sindh High Court Chief Justice Saiyed Saeed Ashhad ordered for the same on an application from the prime accused in the case Ahmad Saeed Omar Shaikh. Omar had earlier submitted that Judge Arshad Noor Khan was not qualified to try him because according to the challan, the Judge himself was a witness. While ordering for the transfer of the case from ATC-III to ATC-II the High Court contended that this should not cause a delay in the trial which will be resumed on April 22.

The court earlier formally indicted them under the sections 356-A, 302, 109 and 120-B of the PPC (Pakistani Penal Code). They have also been charged under sections 7, 8 and 11 of the Anti-terrorism Act, which deal with creating harassment and terror in society. No one was allowed to attend the proceedings except for the three defence counsels and court staff. The court would hear a separate case relating to the other six accused who have been declared absconders.

"The court proceedings are not being regulated in a manner that justice should not only be done but should be seen to have been done," said Advocate General (AG) of Sindh, Raja Qureshi, while advocating the cause of prosecution before an SHC division bench. The AG Sindh submitted that although the prosecution had succeeded in examining six prosecution witnesses between April 22 and 24, the prosecution side was not satisfied with the conduct of the judge during the hearing. The accused persons, according to him, had adopted threatening and intimidating behaviour.
