An estimated 15-20 per cent of madrassas (seminaries) in Pakistan are involved in military related teachings and training, says a recent World Bank report, Country Assistance Strategy (CAS). The CAS maintains that the radicalisation of some seminaries commenced with their politicisation during the 1980s. "With active support from the Zia regime (1977-88), Madaris with extremist administrations were established along the Pakistan-Afghan border," the report states. The objective, the report says, was to form a cadre of religiously motivated "Mujahideen" to fight in Afghanistan and also provide political support to the erstwhile Zia-ul-Haq regime.

A lawyer representing Hafiz Mohammed Saeed, chief of the Lashkar-e-Toiba (LeT) group, filed a petition in the Lahore High Court (LHC) on August 2 seeking his client’s release, saying that he had been held illegally by the government. Hafiz Saeed was allegedly detained in May 2002 by intelligence agencies. Saeed's wife had filed an application at the LHC this week seeking information about her husband. His lawyer Nazeer Ahmad Ghazi filed another application demanding "that stern action be taken against all those who are responsible for the illegal, unlawful and unjust arrest and detention of the husband of the petitioner at a secret place." Saeed was first detained in December 2001 but subsequently released in April 2002 after the LHC refused a government request to extend his detention. As reported earlier, officials of the Federal and Punjab governments have informed the LHC on July 31 that Saeed was not in their custody.

According to a media report, US authorities have placed six Pakistanis on the list of suspected terrorists, businesses and organisations that are suspected of supporting terrorism. The US Treasury's Office of Foreign Assets Control (OFAC) has issued a new list of specially designated nationals and other persons, whose property is blocked worldwide, in order to assist the public in complying with various sanctions and programmes undertaken by the US government. The list includes names of various business establishments in Pakistan and organisations suspected of transacting funds and linkage to terrorist activity. The report has indicated that one of them, Zia Ahmad, was linked to the multiple terrorist attacks on September 11, 2001 in the USA. The six Pakistanis mentioned in the list are: Zia Ahmad, a resident of Peshawar; Saiyid Abd Al-Man'am alias Agha Haji Abdul Manan; Nasir Ali Khan; Abdul Majid Chaudhry; Haji Ibrahim Khan Afridi and Mohammad Aziz. Furthermore, assets of the Pakistan-Libya Holding Company, Karachi, have been blocked as per the new list, while two new organisations have been listed as suspects in Pakistan, namely Revival of Islamic Society Heritage on the African continent, Pakistan office and Maktaba Al-Khidmat Al-Kifah, Peshawar. Other organisations and Pakistani nationals on the OFAC list include Lashkar-e-Toiba (LeT), Afghan Support Committee, Ahyaul Turas, Jamiat Ayat-ur-Rhas Al Islamia, Jamiat Ihya ul Turath Al Islamia, Jaish-e-Mohammed (JeM), Ladehyanoy, Mufti Mohammed Rashid, Ummah Tamir-e-Nau (UTN), Rabita Trust (RT) and Sultan Bashiruddin Mahmood.

The LHC on August 2 issued a reply notice for August 12 to Ghulam Sarwar Qadri, Provincial Religious Affairs Minister, to explain his statement on the detention of Saeed. The Court also directed the minister and the federal and Provincial governments to file their replies within five days. Minister Qadri had recently said in a newspaper interview that the LeT chief was reportedly healthy and was detained by the Punjab Home Department. However, his statements were negated by the Deputy Attorney General’s statement in Court that the government did not know Saeed’s whereabouts.

According to a Foreign Office spokesperson, Pakistan has decided to join the International Convention on the Suppression of Terrorist Bombings, that came into force on January 12, 1998, and to sign the Organization of the Islamic Conference (OIC) Convention on Combating International Terrorism. The relevant instruments of accession and signature signed by President Pervez Musharraf are reportedly being forwarded to Pakistani missions in New York and Jeddah. The Instrument of Accession to the International Convention on the Suppression of Terrorist Bombing would be deposited with the United Nations (UN) Secretary-General. The Instrument of Signature of the OIC Convention on Combating International Terrorism would be deposited with the General Secretariat of the OIC in Jeddah, the spokesperson added.

A tribal Jirga (council) in South Waziristan Agency, on August 4, turned-in the landlord of the house where 10 security force (SF) personnel and two suspected Al Qaeda terrorists were killed in an encounter on June 25. Abdul Khaliq Sarkikhel Wazir was handed-over to the political administration by elders of the Wazir tribe after a Jirga of 100 chieftains decided to surrender him. 10 SF personnel and two suspected Al Qaeda terrorists, believed to be Chechens, were killed in an encounter following a raid on Wazir’s house, in Kazha Panga village, Azam Warsak area, to arrest the Chechens for illegally staying in the tribal belt of Pakistan. Wazir was in hiding since the incident and the Federal government was reportedly pressuring Wazir tribesmen to hand him over.

According to a report in Dawn, a Pakistani daily, the Federal Investigation Agency (FIA) reportedly initiated a countrywide investigation into the financial affairs of all proscribed groups and the Taliban militia. According to Interior Ministry sources, while other intelligence agencies were gathering details of bank accounts of banned sectarian and terrorist groups, the FIA was assigned the duty to locate and identify their financiers and donors. The FIA has started gathering details of accounts maintained by the Lashkar-e-Toiba (LeT), Sipah-e-Sahaba Pakistan (SSP), Harkat-ul-Mujahideen (HuM), Al-Rashid Trust (ART), Al-Badr, Saif-ul-Mujahideen, Tehreek-e-Jafferia Pakistan (TJP) and the Jaish-e-Mohammed (JeM). The sources indicated that each proscribed group had been maintaining several local and foreign currency accounts with different nationalised and commercial banks, including the Habib Bank, National Bank, Allied Bank, Muslim Commercial Bank and Faysal Bank.

Pakistan occupied Kashmir (PoK) Prime Minister Sardar Sikandar Hayat Khan has denied reports about the presence of Osama bin Laden or Al Qaeda terrorists in the region. In an interview to a Cairo-based Arabic daily, Al-Ahram, he said, "it is absolutely incorrect. The people of Jammu and Kashmir were not that foolish to shelter Al Qaeda elements and thereby invite the wrath of the super power and provide it a pretext for intervention." He also said, "I reaffirm that all that has been circulating in this regard is baseless and there are no Al Qaeda elements or their training camps on the soil of Jammu and Kashmir."

According to Deputy Inspector General of Police (DIG), Muzzafarababd, Tahir Qayyum, villagers of Khabader saw the three terrorists moving around in a suspicious condition and reportedly surrounded them. The villagers quoted the terrorists as saying that they had hand-grenades with them and that they had already accomplished an operation at the Murree Christian School. According to a media report, the government has decided, in principle, to establish a Special Investigation Group (SIG) in the Federal Investigation Agency (FIA) to counter terrorism and sectarian violence. Sources in the Federal Interior Ministry were quoted as saying in Dawn, a Pakistani daily, on August 7, that the SIG would initially comprise 50 personnel, including over 35 investigating agents, who would be drawn from the FIA, Federal and Provincial police departments and the Intelligence Bureau. These sources indicated that the proposed role to be given to the FIA was directed towards evolving a comprehensive counter-terrorism strategy at the Federal level. SIG agents are expected to identify and locate the "most wanted" terrorist groups and individuals so that their financial resources could be blocked and their leadership and network destroyed.

According to media reports, it was unclear thus far whether the terrorist was shot by his accomplices or died from a shrapnel injury. The police have recovered a hand grenade from his body. The three women killed were staff nurses at the Mission Hospital. According to eyewitness accounts, there were approximately 200 hospital staff participating in the service when the terrorists attacked the chapel. The other two terrorists of the group managed to escape from the incident site. The hospital, which is supported by the Presbyterian Church USA and the Presbyterian Church of Pakistan, was founded in 1922 and treats mostly poor Muslim patients. Preliminary police reports indicated that the Taxila attack was linked to the August 5 terrorist attack on a Christian missionary school in Muree in which six persons were killed and four others injured. Police sources indicated that the Taxila assailants were linked to the Murree incident as the attacker who died was wearing clothing similar to that of the terrorists who carried out the Muree attack.

These two alleged bases of the Al Qaeda and the Taliban in Pakistan are reportedly situated in the north from the tribal areas where the Pakistani and American forces are located, the report said, quoting Brig Rehmatullah, chief of the intelligence service of the Afghan Army. The Afghan Army officer has reportedly claimed that cadres of the Al Qaeda and Taliban, along with several Kashmiri and other religious extremist groups, have regrouped, and were awaiting orders to carry out a massive attack on Afghanistan. In response to a question at the end of his address, Haider said, "58 prisoners of Pakistani origin are at present registered to be at the Guantanamo Base in Cuba". The were arrested in the wake of a crack-down by United States security forces in the post-9/11 operations targeting persons linked with the Al Qaeda terrorist network of Osama bin Laden. Haider also sought to allay the impression that the government was targeting students and graduates of seminaries (madrassas), alone. Reforms being introduced in the curriculum of seminaries are intended to enable the scholastics to "learn different subjects and vocations, including computer education," he added. He said there was no difference of opinion between the government and religious scholars in changing the curriculum and added that the concerned sections had been "taken into confidence". He regretted that minorities were targets of terrorist attacks in Taxila and Murree, in which Christians were attacked in recent times, and said "Islam does not permit violation of the rights of minorities or any particular section of society".

Sources said the mastermind of this group was an Afghan trained Pakistani, Saifur Rehman Saifi, who was arrested following the August 9-grenade attack on a chapel in the Christian Missionary Hospital in Taxila. Saifi had allegedly assigned four groups to implement his plans. Three had already successfully implemented part of the mission by targeting a church in Islamabad's diplomatic enclave on March 17, a Christian school near Murree on August 5 and the Taxila attack. An unnamed official said the six terrorists now under detention were arrested along with 10 others on August 14 from different parts of Punjab province. They reportedly confessed that they were also assigned to attack churches and US- and British-run missionary institutions in Lahore and Multan. The terrorists reportedly told security agencies that they returned to Pakistan in December 2001 when the Taliban militia of Afghanistan was overthrown by Northern Alliance forces backed by US air strikes. On arrival in Pakistan, they contacted the outlawed Jaish-e-Mohammed (JeM) terrorist group, but its cadres refused to take part in attacks inside Pakistan, an unnamed officer said.

The strike was called-off the following day, August 31, after the mother of an accused reportedly persuaded them to do so.
