According to official sources, three other groups of terrorists who have been operating in the city for the last many years are still at large. The leaders of these three groups are known as Asif Ramzi, Qari Asad and Qari Abdul Haye. These sources also said the most dangerous group among these three was headed by Asif Ramzi who is reportedly the ringleader of all LeJ cadres and had a key connection between local Islamist terrorists, Taliban and Osama bin Laden's Al Qaeda network. Sources added that there was a very strong possibility that, consequent to the arrest of Akram Lahori group and Attaur Rehman alias Naim Bukhari, Asif Ramzi may emerge as the new leader (Salar) of Lashkar-e-Jhangvi. Sources also said, US Federal Bureau of Investigation (FBI) officials suspect that Asif Ramzi made the bombs used it in May 8-blast outside the Sheraton Hotel. In that incident, 11 French nationals and three others were killed. Ramzi is also suspected of fabricating the car-bomb that was set off on June 14 outside the US Consulate General killing 12 persons.

According to the IGP, the accused had been arrested while they were heading to attack a mosque in the Defence area, Karachi. However, the IGP pointed out that "these arrested persons have no connection with the two car bomb blasts outside Sheraton Hotel and the US Consulate Karachi". He maintained that, after the death of Riaz Basra, Lahori was acting as the leader of LeJ and he himself monitored and took part in sectarian killings in Karachi where he was residing for the last one and a half years.

Musharraf, while addressing a joint press conference with visiting Thai Premier Thaksin Shinawatra said, "I cannot say for certain whether he is alive or dead as even the number of source reports that we get cannot be relied upon. Security agencies have been put on a high alert following warnings by their American counterparts of possible terrorist attacks against key installations in the North West Frontier Province (NWFP). Official sources said US intelligence agencies have based their warnings on details reportedly given by arrested Al Qaeda terrorists. The warnings came following a visit to Islamabad last week by US Central Command (CentCom) chief Gen. Sindh General of Police (IGP) Syed Kamal Shah said, in Karachi, on July 1, preliminary investigations indicated that Akram Lahori, a front ranking terrorist of the proscribed Lashkar-e-Jhangvi (LeJ) Sunni group was involved in 38 cases of sectarian killings in Sindh. The victims included Ehtishamuddin Haider, brother of Federal Interior Minister Moinuddin Haider, Pakistan State Oil Managing Director Shoukat Raza Mirza, victims of the Imambargah Mehmoodabad massacre, besides Iranian cadets in Rawalpindi. Lahori and his group killed 40 persons and injured 25 others in Sindh, he said, and added, "Akram Lahori told investigators that he was involved in 30 cases of sectarian killings in the Punjab including the those of 24 persons who were attending a Majlis in Mominpura." The IGP announced the arrest of Lahori and four accomplices at a press conference where Lahori was also produced before the media. The Sindh police confirmed that the LeJ cadres were arrested on June 29. Kamal Shah said, acting on secret information, police arrested five persons - Muhammad Ajmal alias Akram Lahori, Tasaduq Hussain alias Shaikh, Attaullah alias Qasim, Muhammad Azam alias Sharif and Muhammad Anwar alias Osman Baluch and also recovered two AK-47 assault rifles, three TT pistols and three motorcycles.

Police on July 2 said they had arrested 12 suspected terrorists allegedly planning attacks on religious places in Rawalpindi. The police also seized a huge quantity of weapons, including nine AKs, eight 222 riffles, a 8mm rifle, four grenades, three detonators, a light machine gun, a rocket launcher, 10 rocket launcher shells, 2200 cartridges, including 560 bullets of LMG, and 15 boosters. At a press conference in Rawalpindi on July 3, Senior Superintendent of Police (SSP) Syed Murvat Shah said the arrested terrorists are suspected cadres of the Sipah-i-Sihaba Pakistan (SSP), a proscribed Sunni group. The four Al Qaeda cadres of Chechen origin were coming from the tribal area of Miranshah, headquarters of North Waziristan Agency, near the Afghan border. According to official sources, the Al Qaeda cadres were probably on a terrorist mission in Kohat or Peshawar. SF personnel recovered four Kalashnikovs, one machine-gun, two pistols, 15 hand-grenades and a rocket launcher from the encounter site. The Al Qaeda men reportedly opened fire and lobbed five hand-grenades at the SFs from inside their vehicle. He said there was unanimity in the HM for a cease-fire as "we had taken the step after due thought and I was deputed to Kashmir from across the border to consult the commanders here. After completing my mission, I was asked to announce the ceasefire from across the border…And when I did that, the situation took a turn for worse overnight, across the border secret meetings and discussions took place... I cannot make public the stark realities ... For which I was left high and dry alone.’’ He also said that he has no regret for being dismissed from the post of ‘chief commander’ of the outfit and said "it is a reality, whether anybody accepts it or not, that India has an upper hand, both at political level and at militancy-front in Kashmir because of our mistakes and self-centreness". Dar also said that he has no intention to take part in the forthcoming State Legislative Assembly elections. The AIG said that terrorist groups had shifted their headquarters from Sindh to the Frontier province following stringent security measures taken by various law enforcement agencies in Karachi after the recent suicide bombing incidents. "First the militant outfits had established their headquarters in Punjab. Later, they switched over to Sindh and now NWFP is their centre, especially the tribal areas where they can find safe havens to continue their terrorism activities. We do not rule out the involvement of Hafiz Ishfaq in the killing of the AIG of traffic, Peshawar Range, Farooq Haider, and the then secretary-general of the banned Tehrik-i-Jafria Pakistan, Anwar Ali Akhundzada," the AIG said. He also said that the Punjab police had announced Rs 300,000 head money for the arrest of Hafiz Ishfaq and added that the accused was involved in the killing of 10 Shias in Sheikhupura. Hafiz Ishfaq and some of his accomplices, the AIG said, had also killed two police personnel in March 2001. The AIG claimed that the accused also had links with the erstwhile Taliban regime in Afghanistan and lived in Kabul for almost a year. "He had opened a general store in the Shahr-i-Nau locality of Kabul where Riaz Basra and Akram Lahori used to visit him," the AIG said. Hafiz Ishfaq is reported to have joined LeJ in year 1988 and had also contested the 1993 election for the provincial assembly from Sheikhupura on a Sipah-e-Sahaba Pakistan (SSP) ticket.

However, the remote control to set-off the device failed. The DG also said Inspector Wasim of the Rangers had abetted the accused in their attempt and added that he had also been arrested. The DG said the terrorist’s links with the Al Qaeda had not been established, but added that they did have links with some Arab nationals individually. The arrested are also reported to have been involved in several bomb explosions and terrorist activities. A large number of arms and ammunition have also been recovered from their hideout. According to Salahuddin, the HuMA is an offshoot of the proscribed Harkat-ul-Mujahideen (HuM) and was formed after parting ways with the latter on a dispute over organisational affairs. He also pointed that the accused decided upon their targets after consultations at the meetings of an ‘advisory committee’ headed by Imran. An Anti-Terrorism Court in Hyderabad, on July 15, awarded death sentence to Ahmed Omar Saeed Sheikh and life term to co-accused––Syed Salman Saqib, Fahad Naseem and Sheikh Adil––in the Daniel Pearl abduction-cum-murder case. Omar Sheikh, a front ranking terrorist of the proscribed Jaish-e-Mohammed (JeM) was prime the accused in the Pearl case. The court found Omar Sheikh guilty of committing offences under sections 7-A of the Anti-Terrorism Act, 365-A (kidnapping for ransom), 302 (murder) and section 120-A of the Pakistan Penal Code (conspiracy), after a trial inside the central prison. The judge sentenced the three co-accused to life imprisonment and a fine of Rs 500,000 each. The court also ordered that all the four accused to jointly pay an amount of Rs 2 million, which would be paid to Pearl's widow Mariane Pearl and their recently born son. The court held that Omar Sheikh was responsible for creating a sense of fear nationally and internationally and ruled that he had hatched a conspiracy and was the principal offender. He associated the co-accused with himself in order to accomplish his task of creating fear nationally and internationally. The verdict said, Daniel Pearl being a captive of the accused stood proved and the non-fulfillment of their demands has presumably resulted in the murder of Pearl at the hands of the accused.

"We are waiting for the outcome of the case," a State Department official told Dawn, a Pakistani daily. As reported earlier, On March 14, a Federal Grand Jury in Trenton, New Jersey, had indicted Omar on charges of abducting Pearl. The US Justice Department also disclosed a 2001 Washington Grand Jury indictment of Omar for the 1994 abduction of an American tourist in India, who was released unharmed. Earlier, the State Department's spokesperson Richard Boucher said that Washington's decision to follow up on its extradition request would "depend on the outcome of the Pakistani political process and assuming there is an appeal (against the verdict) that may be some time down the road."

As reported earlier, Waseem Akhter, an Inspector with the Rangers was also involved in this conspiracy. He had reportedly informed the terrorists about the programme of the passage of the President's cavalcade. According to media reports, the terrorists had packed 500-kilograms explosive with a remote control in a vehicle, which was parked on the roadside in front of Falak Naz Arcade at Sharea Faisal. Official sources indicate that the terrorists first came to Dubai from India on Indian passports. And later, they went to a neighbouring country, from where they entered Pakistan. Al Qaeda cadres are reportedly planning to target the building that houses the Indian Consulate in Karachi some time in August, besides attacking some European embassies in Islamabad. Intelligence sources added that terrorists might choose August 15, the Independence Day of India, for an attack on the Indian High Commission in Islamabad. In the light of such information, the Federal government has reportedly put provincial governments, chief commissioner of Islamabad and local law enforcement agencies on a high security alert. Six terrorists were killed in an encounter near Bahawalpur, official sources said on July 28. The encounter ensued when four assailants attacked a police party escorting terrorists, numbering four, to Khairpur Tamewali from Bahawalpur to help recover weapons. The assailants intercepted the police and managed to set free the four terrorists from police custody. However, police chased the fleeing terrorists and clashed with them, killing two of the assailants and all the four who ran away from their custody. Two of the assailants managed to escape. The four terrorists who fled from custody are among the perpetrators of the St Dominic Church massacre in Bahawalpur on October 28, 2001. As reported earlier, a police personnel and 17 Christians, including five children, were killed and nine others injured when six unidentified gunmen opened indiscriminate fire at a church in Model Town, Bahawalpur.

"The Ministers further called for an immediate end to all terrorist activities in the region as an essential step to de-escalate the situation," said a statement delivered by Brunei's Foreign Minister, Prince Mohamed Bolkiah, who presided over the meeting.
