According to media reports, Pakistan’s demand for access to six persons being detained in Kenya in connection with the November 28-terrorist attacks in Mombassa, who are being referred to as Pakistani nationals, has been denied by Kenyan authorities, a Foreign Ministry statement said on December 3. The Foreign Ministry in Islamabad said Pakistan’s High Commission in Nairobi had requested the Kenyan authorities for consular access to determine the nationality of the detained people ‘being referred to as Pakistani nationals’. "This request has been denied," the statement said.

They have been arrested for alleged involvement in an attack on a US military camp in southern Paktika province of Afghanistan. According to media reports, three persons were killed in a bomb blast, on December 4-night, at the office of the Honorary Consul General to Macedonia in the Defence area, near Nisar Shaheed Park, in Karachi. Inspector General of Police, Sindh, Syed Kamal Shah was quoted as saying that the bomb was powerful and the attack "appeared to be an act of terrorism". No suspects have been identified thus far, he added. Macedonia Honorary Consul Bilal Qureshi, brother of former acting Pakistani Premier Moin Qureshi, was in another house at the time of the blast. According to police sources, preliminary investigations have revealed that the victims were killed before the blast.

The provincial home department issued release orders of 13 persons belonging to the Sipah-e-Sahaba Pakistan (SSP), Tehreek-e-Jaferia Pakistan (TJP), Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) on the directives of Chief Minister Jam Mir Mohammad Yousaf. According to a media report, members of various political parties in the new Baluchistan Assembly, including the Muttahida Majlis-e-Amal (MMA), had demanded during the maiden session that all detained leaders and workers of proscribed groups be released before the last day of the holy month of Ramadan.

According to a media report, the government has started investigating two religious organisations in a pre-emptive move against terrorism in the country. Official sources were quoted as saying that the Hizb-ul-Tehreer and Al Muhajiroun were considered as being allegedly involved in terrorist activities in the country. Pakistani security officials are reported to have established a network to observe and monitor the activities of these two outfits. Al Muhajiroun is a Syrian-based organisation and its chief is currently residing in London, while Hizb-ul-Tehreer is an Al Qudoos-based organisation, having many offices in Pakistan.

Addressing a press conference on December 15, Inspector General of Police (IGP) Syed Kamal Shah said police, on a tip-off, raided a godown in Kathiawar Society, Amir Khusro Road, and arrested the three. He said police also recovered 250 gunny bags of ammonium nitrate, grinder, silver powder, chemicals, detonators and a Volkswagen car laden with 10 kilograms of gunpowder. The explosive material was placed in the car, as the terrorists wanted to use it for a suicide attack to kill US diplomats. US diplomats were the main target, and the terrorists had planned to hit diplomats' vehicles with their car on main Shara-e-Faisal. The arrested persons included Haji Ahmad Javed Khawaja, a gastro-enterologist, who practiced medicine for 16 years in the United States and the Dominican Republic, his Canadian national brother Ahmad Nadeem––also a doctor, two more brothers Haji Naveed and Ahmad Majeed, and Khawaja’s two American national sons. There were also reports about the arrest of a 10th person with an Arab background. However, the family and official sources have denied confirmation. Official sources said the FBI discovered Khawaja’s links with the Al Qaeda by tracing the Internet channels allegedly being used by him. Khawaja and the rest of those arrested have been taken to an undisclosed destination. He has been charged with providing treatment and financial support to Al Qaeda operatives and is alleged to have visited Kabul after 9/11. According to media reports, Khawaja had often visited Afghanistan during the war against the former Soviet Union and had collected funds for war victims at that time.
