Police in Jhang reportedly arrested six terrorists of the proscribed Lashkar-e-Jhangvi (LeJ) Sunni organization, on November 1, for alleged involvement in terrorist activities. This was stated by Jhang district police officer (DPO) Tariq Masood Yasin at a press conference. The DPO said the special anti-terrorism unit of Jhang police received information that an LeJ terrorist, Raza Kandrana, resident of Bela Kandrana, had returned after attending the Raiwind Tableeghi congregation. He said Raza was a companion of Zafar Iqbal alias Bala and Irfan, who were killed in an encounter with Jhang police on September 28 while he (Raza) had managed to escape. During initial interrogation, the DPO claimed, Raza told them that his group had its permanent hideout in Shah Murad village from where they carried out their operations. Some arms and ammunition were also recovered from these terrorists.

The Anti-Terrorism Appellate Bench (ATAB) of Sindh High Court, on November 1, set aside the death penalty awarded to six Muttahida Quami Movement – Altaf Hussain (MQM-A) activists in the Kashif Commando Murder case. However, the Bench upheld the capital punishment handed to the seventh appellant in this case. The incident had occurred on January 9, 1991, in the Liaquatabad area of Karachi when MQM-A activists killed Kashif Commando, section commander of Pakistan Quomi Razakar.

The New York Times quoting Pakistani law enforcement officials indicated in a report on November 1 that Karachi city is being used as a base by Al Qaeda operatives on the run. The report said, while the US hunted for Al Qaeda leaders worldwide, Ramzi bin Al Shibh, a key planner of the 9/11 terrorist attacks, arrested and handed over to the United States in September 2002, was living quietly in an apartment about 10 miles from the American Consulate in Karachi. The paper said, "Ramzi's case shows the importance of even a modicum of local support." It also said, "Pakistani officials are convinced that Al Qaeda's head of operations, Khalid Shaikh Mohammed, remains in Karachi, hiding in an apartment in this maze of 14 million people, just as Ramzi did. Khalid Shaikh, whom American investigators consider responsible for masterminding the attacks on the World Trade Center and the Pentagon, is one of America's most sought men." Pakistani officials told the paper that, through support from local populace, adequate secrecy and Internet communication, Al Qaeda terrorists like Ramzi are attempting to re-establish their network.

President Pervez Musharraf summoned the first session of the newly-elected National Assembly to meet on November 8, thereby starting the process for a partial transfer of power to a civilian Prime Minister, after himself ruling the country for three years. According to media sources, the inaugural session of the 342-seat House will be held on November 8, to elect the Speaker, Deputy Speaker and Prime Minister. The President’s directive came 23 days after the elections were held to the National Assembly on October 10, and a day after the Election Commission allocated to political parties, on the basis of proportional representation, 60 seats reserved for women and 10 for non-Muslims. Meanwhile, Mir Zafarullah Khan Jamali has been named as the prime ministerial candidate of the Pakistan Muslim League––qaid-e-Azam [PML-QA]. The PML-QA is the largest single party with 122 seats, but it requires support of 172 more Members of the National Assembly [MNA] to form the government. The two other candidates in the race for the Prime Minister’s post are Makhdoom Amin Fahim of the 81-member Pakistan People's Party (PPP) and Maulana Fazlur Rehman of the 59 member-strong Muttahida Majlis-i-Amal (MMA) alliance.

Hafiza Memona said the government’s orders to keep Saeed under house arrest were illegal and violated Articles 2-A, 4, 9, 10, 15, 25, 37 and 38 of the Constitution. She claimed both the Federal and Provincial governments had committed contempt of court during her earlier petition, which challenged the detention of her husband, by telling the court that Hafiz Saeed was not in their custody.

Media reports quoting official sources have indicated that the Federal government has amended the anti-terrorism law allowing the police to detain terror suspects for up to one year without charges. The amendment ordinance was reportedly approved by the Federal Cabinet in October but was formally issued on November 17 and has come into effect immediately. The amended law empowers the government to order the arrest of a suspect and extend the detention period from time to time without charging the suspect "for a total period not exceeding 12 months." Hitherto, security agencies could detain terror suspects for up to three months without filing any charges. Reports added that under the amended law, security agencies have been authorized to probe the assets and bank accounts of their spouses, children and parents. Further, even after release on bail, the suspects would be prohibited from visiting public places such as movie halls, airports, parks, train stations or hotels. The ordinance also gives police the right to arrest any person suspected of having links with terrorist and sectarian groups, whether or not they are proscribed, and jail them for up to a year. However, suspects have been given the right to challenge their detention in court, which would then have to decide on the matter within 30 days.

The Court order was in reply to a petition filed by Mamoona Saeed, wife of Hafiz Saeed. Lawyers for the petitioner submitted before the court that Saeed was earlier detained on December 30, 2001 and later a Review Board of the LHC had refused to extend his detention and had ordered his release on March 30, 2002. They submitted that Saeed was re-arrested and shifted to an unknown place on May 15. The court was approached in this context and in reply the Federal and Punjab governments said Saeed was not in their custody. According to a media report, the counsel had maintained that the petition was filed again after making the Inter Services Intelligence (ISI) a party, but was withdrawn later on the agency's assurance to release Saeed.

The Frontier Corps (FC) on November 23 seized a large cache of arms and ammunition and arrested on person in a raid conducted in the Gurda Babar area of district Zhob, Quetta. According to official sources, the seizure included 10 SMGs, one LMG, one RPG-7, five rocket launchers disposable, 211 rockets of 40 MM, 52 shells of 75 MM RR, 345 RPG-7 rockets, 216 artillery cannon rounds, 370 kilogrammes of explosive material, four bundles of detonating cords, 14 walkie-talkie sets and 50 super antennas of walkie-talkie sets. The arms and ammunition, reportedly sourced from Afghanistan, were being smuggled to other parts of the country for terrorist activities.

"We have opposed the government's pro-US policies, particularly operations aided by (the US) and we shall maintain our opposition," Akram Durrani, the likely chief minister of NWFP, said in an interview. "We will neither allow our land to be used for terrorist activities, nor will we allow any operation particularly involving the FBI agents. The Muttahida Quami Movement – Altaf Hussain (MQM-A), on November 27, withdrew its support to Prime Minister Mir Zafarullah Jamali’s coalition government and decided to sit on the Opposition benches in the National and Sindh Assemblies. MQM-A Deputy Convener Farooq Sattar announced the decision at a news conference in Karachi. According to media reports, this decision was aimed at registering its protest against the reversal it had to face from the ‘no-go areas’ at the hands of the rival Haqiqi Mohajir Quami Movement (MQM-H). Sattar alleged that, despite President Pervez Musharraf's assurances and directives, a strong section of the military regime was supporting the Haqiqi faction. Meanwhile, Premier Jamali, commenting on the MQM-A decision, said, "I have no knowledge of such a development and what I understand is that they have said they will sit on the opposition benches in the Sindh Assembly".
