Stating that madrassas (seminaries) in Pakistan continued to provide training and motivation to those who fought in Jammu and Kashmir and Afghanistn and persecuted religious minorities, the US Commission on Religious Freedom has recommended that Pakistan be listed among the Countries of Particular Concern (CPCs). In its recommendation, the Commission said, despite the proposed law to reform madrassas, "too many of Pakistan's Islamic religious schools continue to provide ideological training and motivation to those who go on to fight in Afghanistan and Kashmir, and who take part in violence targeting religious minorities in Pakistan”. Once a country is designated CPC, the International Religious Freedom Act (IRFA) requires that the US "oppose these egregious and systematic violations, whether the government itself commits them or tolerates them."

Balawaristan National Front (BNF), an organisation based in Pakistan occupied Kashmir (PoK), has accused the Pakistani military regime of sheltering the Taliban and Al Qaeda terrorists in the Gilgit and Baltistan areas. In a memorandum submitted to the United Nations Secretary General Kofi Annan listing details of the presence of Al Qaeda terrorists in Gilgit and Baltistan area, Abdul Hamid Khan, chairman of BNF, claimed that he had confirmed information that 30 Taliban activists had entered the Dahrkoot Valley of Yasen district in PoK and were reportedly being provided all facilities by a Pakistani government official. He also said that Taliban cadres were shifting from one district to another in the region disguised as preachers of Islam and were being provided complete hospitality by the Pakistani administration. He accused the Pakistani army and Inter Services Intelligence (ISI) of killing foreign nationals visiting Balawaristan in PoK area and later targeting the local population for these killings.

According to a media report, a letter purportedly written by Osama bin Laden on the eve of general elections in Pakistan on October 10, today, has exhorted Pakistanis to struggle for the removal of the military regime and the establishment of an Islamic government that should strive for the supremacy of Islam and Jihad in the country. Copies of the letter, in Arabic and its translation in Urdu, reportedly said that Gen. Musharraf "is an agent of the US, and his removal is inevitable for the glory of Islam." However, Pakistani security agencies have expressed ignorance about the existence of such a letter, which reportedly circulates in the various refugee camps around Peshawar. "No doubt, the rulers have turned Pakistan into an American military base. The Muslims are massacred across the world. Musharraf has let loose a reign of terror against the Mujahideen and has put the worriers in prisons," the letter states. The letter, carrying various quotations from the Holy Quran, also states, "Gen Pervaiz has not only attacked Afghanistan, but also betrayed the Kashmir cause by closing the LoC [Line of Control] for the freedom fighters and described the freedom struggle as terrorism."

According to media reports, Pakistan seemed headed for a coalition government as no political party won a majority in the National Assembly after a reportedly low-turnout election on October 11. The Pakistan Muslim League (Qaiyyum Group) has emerged as the single largest party, securing 76 of the 269 seats for which results were announced till last reports came in, out of 272 general seats contested on October 11, but fell short of a simple majority. A total of 121 seats were won by three major parties: People's Party Parliamentarians - the electoral formation of self-exiled former Premier Benazir Bhutto's Pakistan People's Party (PPP) - (62), Muttahida Majlis-i-Amal (MMA), an alliance of six religio-political parties (51) and Pakistan Muslim League (Nawaz) of the exiled former Premier Nawaz Sharif (14). Independents won 26 seats followed by Muttahida Quami Movement –Altaf Hussain MQM-A (13), National Alliance (11) and the rest by other smaller groups. According to media reports, the MMA has dominated the North West Frontier Province (NWFP) region and is also reportedly heading for dominance in the Baluchistan region.

The statement came in the aftermath of the announcement of results of general elections held on October 11 in which the right-wing Muttahida Majlise-Amal Pakistan (MMA) has secured 53 seats out of a total 272. The MMA has emerged as the dominant party in North West Frontier Province (NWFP) and Baluchistan regions. "Pakistan is and will remain a key member of the coalition against international terror," Musharraf said in a speech at a Turkish military event in Istanbul. Reports also said Pakistani and American intelligence sleuths found these 57 detainees innocent, following their interrogation. Families of detainees at Guantanamo Bay, who also include other nationals, have sued the US government demanding that the men be allowed to argue their cases before a federal judge. A lower court ruling has allowed the military to hold the men indefinitely without charge. The US Justice Department asked a federal appeals court to uphold a ruling that suspected Taliban and al-Qaeda fighters held in Cuba had no right to hearings in American courts. The Department’s contention was that they are not US citizens and were, besides, being held outside US territory. On the other hand, the families of detainees hold that they have rights under international law.

Tariq, who was elected member to the National Assembly in the October 10-elections, was imprisoned in November 2001 under provisions of the Maintenance of Public Order. He was accused of more than a dozen murders of activists from the rival Shia community, but has never been convicted. He was released from a police compound used for political prisoners at Rawalpindi, the military garrison town, following a Lahore High Court instruction. The Federal Review Board consisting of judges from the Lahore High Court had earlier refused to extend his detention during a review of his detention on October 28.
