During raids at his residence, SFs recovered a laptop containing sensitive information that included movements of troops in Jammu and Kashmir. During the raid, police also recovered certain blank visa forms of the Pakistan High Commission, which official sources said were being used to secure visas. Ifthikar is the Resident Editor of two Pakistan-based newspapers - Nation and The Friday Times - besides being the bureau chief of the Jammu-based Kashmir Times.

Media reports from West Bengal said two highly-equipped crack police commando teams have been recently to deal with terrorists of the Kamptapur Liberation Organisation (KLO) and the outlawed People’s War Group (PWG) in the State. Further, of the two, one comprising 150 security force personnel would specifically counter KLO terrorists, who reportedly have been trained by the United Liberation Front of Asom (ULFA) terrorists and Bodo terrorists outfits. Speaking to the media, Deputy Inspector General of Police (Headquarters) Narayan Ghosh said "We have established certain leads which indicate that KLO activists are actively being helped in arms training and to stage ambushes by ULFA and Bodo outfits." The West Bengal police are co-ordinating with Assam police to target KLO-ULFA training camps in dense jungles along the borders of the two states, he said.

He said, "We have indications that the Al Qaeda, in fact, has been operating in Kashmir near the LoC [Line of Control]. We have no hard evidence of how many, who, or where they are". He also said the US was discussing with India the possibility of using American ground sensors to monitor the LoC in Jammu and Kashmir. He said, "Our goal is to see that there is no infiltration on the LoC and no terrorist acts. That is our interest". Rumsfeld also reportedly suggested a meeting of surveillance experts from the UK, the US, India and Pakistan to work out modalities for using such sensors to track movements along the LoC. However, official sources said the deployment of foreign forces to monitor the LoC was not discussed during Rumsfeld’s talks with the Indian leadership.

According to the prosecution, the police station received a packet addressed to P. Muthuraj, inspector, from Thrissur by courier on August 5, 2000. The ‘from address’ read as ‘Sakthivel Cottage Industries’', Vadakkancherry, Thrissur, and was booked at Thrissur on August 3, 2000. The inspector grew suspicious on seeing a cream biscuit packet and two packets of dates in a tampered condition. The packet was sent to Chennai for chemical examination. The city police were put on alert apprehending a bid by the Al-Umma militants to kill policemen. Special teams fanned out to Thrissur and the courier firm employee was interrogated. He said Akbar alias ‘Poison’ Akbar of GM Nagar in Ukkadam had booked the consignment. Akbar was arrested and a case of attempt to murder was registered against him.

India on June 25 assured Nepal of all military help, including training troops in counter-insurgency operations, to combat the Maoist insurgency in Nepal. At a meeting, Union Defence Minister Georgfe Fernandes, on June 25, briefed visiting Nepalese King Gyanendra about the exisitng agreement between the two countries on training Nepalese army officers and personnel in counter-insurgency tactics at specialised Army institutions. On Nepal’s plea for supply of specialised equipment like helicopters, utility vehicles and mine-proof combat vehicles, the Minister reportedly assured the King that these would either be given at cost price or at reduced prices. Under the ongoing military cooperation agreement, India has agreed to train more Nepalese army personnel at the Counter Insurgency School in Mizoram. Nepal, on its part, assured India of its cooperation to prevent the misuse of its territory by anti-India elements. King Gyanendra assured Union Home Minister L K Advani that he would not allow his country’s soil to be used for anti-India activities. Advani had reportedly raised concerns over reports of activities of Pakistan’s external intelligence agency, the Inter Services Intelligence (ISI), and had sought Nepal’s cooperation to prevent infiltration of terrorists into India. The King is visiting Kolkata on June 26. Official sources indicated that the activities of Nepal’s Maoists insurgents are likely to be high on the agenda at the King’s meeting with West Bengal State Chief Minister Buddhadeb Bhattacharjee.

Union Home Minister L K Advani, on June 26, told the Parliamentary Consultative Committee attached to his Ministry that over 3, 000 Al Qaeda terrorists have crossed over to Pakistan from their bases in Afghanistan. Replying to clarifications sought by members on the ground reality on the border with Pakistan, Advani said, "There has been some decrease in infiltration but it has not totally stopped". He also charged the Pakistan High Commission in New Delhi of being a channel to fund terrorists in India. Observing that Pakistan was spending several crores of rupees annually to fund terrorist and secessionist activities in India, he said the channel of funding "is through trans-border smugglers, infiltrating mercenaries, through the Pakistan High Commission in New Delhi, through Hawala operators and also charitable organisations". Stressing that the funding channels used by Pakistan need to be blocked, the Home Minister said Pakistan is funding these terrorist organisations by remunerating cadres, maintaining infrastructure, supplying weapons, logistics and providing maintenance to families of killed terrorists. Pakistan, he said, also provides finance to over-ground workers and sympathisers to create safe havens for terrorists and funds expatriate Kashmiri organisations to articulate its view point at international fora.

One person was killed and an estimated 11 persons injured when a bomb exploded in a general coach of the 8625 Up Patna-Hatia Superfast Express at the Chandrapura railway station under the Dhanbad division, on June 27 evening. Inspector General of Police (Railways) Niaz Ahmed said the bomb, concealed in a bag on the upper berth of a second class compartment, the third from the engine, exploded at 4:30 pm. A press release issued by Eastern Railway in Patna, however, said only 11 passengers were injured in the incident.

Speaking in Lucknow on June 28, Prime Minister Atal Bihari Vajpayee said India would not allow its soil to be used for subversive activities by Maoist insurgents active in Nepal. He said, "We will not permit terrorists of other countries to create trouble there and will not allow our soil to be used for this purpose… Nepal is our neighbour and we want that peace prevails there." The Prime Minster said he held wide ranging discussions with visiting Nepalese King Gyanendra Bir Bikram Shah and expressed concern over the increasing activities of Maoists in Nepal.
