A Special Tribunal constituted under the Criminal Law (Amendment) Act on January 3 upheld a 1998 Tamil Nadu Government order banning the Al-Umma, a terrorist outfit responsible for the serial blasts in Coimbatore, southern India, killing approximately 60 persons on February 14, 1998. The Tribunal held that there was sufficient evidence on record to show that Al-Umma was encouraging and promoting hatred between Hindus and Muslims. The Tribunal also noted that Al- Umma leader Basha had admitted that four persons of his outfit were charge-sheeted.

A recent addition to the growing number of such groups is that of the Gorkha Peoples’ War Group (GPWG), headed by Durleb Gurung. It comprises of erstwhile Gorkha National Liberation Front (GNLF) terrorists, who were involved in the Gorkhaland agitation in the 1980s. the recent upsurge in the terrorist activities is being led by the Gorkha Liberation Organisation (GLO) headed by Chhatre Subba, a former GNLF cadre. According to official sources, Mumbai police have proposed to set up a control room to curb the growing activities of Pakistan’s Inter Services Intelligence (ISI) in Maharashtra. Maharashtra Minister of State for Home Kripashankar Singh said on January 15, "The control room in Mumbai will be co-ordinating with the similar monitoring units to be set up in New Delhi and Kashmir to counter ISI activities." Preliminary discussions were held between Maharashtra Chief Minister Vilasrao Deshmukh and his Jammu and Kashmir counterpart Farooq Abdullah in this regard during the latter's recent visit to the State, Singh said.

Meanwhile, reports indicated that India's High Commissioner to Pakistan, V K Nambiar, who met Chief Executive Gen. Pervez Musharraf on January 15 in Islamabad has conveyed that India would agree for constructive dialogue with Pakistan if Islamabad reaffirmed its faith in the Shimla and Lahore accords that envisage settlement of all issues through bilateral dialogue and peaceful means. He is reported to have also said that a halt to Pakistan's support of cross-border terrorism in Jammu and Kashmir could set a broad platform for productive dialogue between the two countries. Musharraf is reported to have reiterated Pakistan’s stand that the stalled dialogue should resume before restoration of normalcy in the State. He is also reported to have been silent when India's envoy conveyed that India would like Pakistan to rein in terrorist outfits but expressed regret over the threat made by the Pakistan-based Lashkar-e-Toiba (LeT) to Prime Minister Atal Bihari Vajpayee. A statement issued by the Pakistan Government after the meeting said General Musharraf stressed the need for an early resumption of dialogue to settle the Kashmir dispute. Union Civil Aviation Minister Sharad Yadav said on January 15, in New Delhi, that following "certain disturbing signals" from Jammu and Kashmir, Punjab and some States in the North-east region, orders for further tightening of security measures in and around airports in these States had been issued. As many as 19 airports have already been handed over to the Central Industrial Security Force (CISF). The Minister justified National Security Guards (NSG) marshals carrying weapons inside the planes, which he says would deter potential hijackers and not endanger the lives of passengers. News reports have indicated that intelligence agencies suspect the possibility of a hijack. The Intelligence Bureau (IB) is reported to have informed Home Ministry officials that terrorists in Kashmir and the northeast States are planning a hijack. The Research and Analysis Wing (RAW) reported that the United Liberation Front of Assam (ULFA) with the assistance of Pakistan’s Inter Services Intelligence (ISI) is planning a hijack. Delhi Police, on January 24, confirmed that some Union Ministers were facing an increased threat from Pakistan-backed terrorist outfits, such as the Lashkar-e-Toiba (LeT), the Jaish-e- Mohammad and the Hizb-ul-Mujahideen (HuM), during Republic Day celebrations, January 26. Delhi police have made unprecedented arrangements to prevent any untoward incident. As many as 55,000 Delhi police personnel and 10,000 more from paramilitary forces have been deployed all over the capital. As part of its security arrangements the Delhi Police have sought help from the Army also, which for the first time has installed anti-aircraft guns in the city. The Quick Reaction Team of the Army has also been deployed along the parade route. One of the firsts this time is helicopter surveillance that will monitor the air not only on the parade route but also in other parts of Delhi and in the adjoining districts. Union Home Minister L.K. Advani today justified the tight security blanket put over the national capital for the Republic Day celebrations, saying there was a threat from militants and the Government had to be ‘careful'.
