A delegation comprising Jammu and Kashmir Democratic Freedom Party leader Shabir Shah, Kashmir Committee Convenor Ashok Bhan and news paper editors Dileep Padgaonkar and M J Akbar met with Union Defence Minister George Fernandes, in New Delhi, on September 1. The delegation apprised Fernandes about their stand on the Kashmir issue and the seven demands put forward by Shabir Shah as confidence-building measures. After the meeting, Shah expressed the hope that the dialogue process would continue. Shah, who has been camping in New Delhi since August 28, has been meeting various political leaders to discuss his party’s stand on the Jammu and Kashmir problem, including participation in the forthcoming State Legislative Assembly elections.

Addressing a gathering at Dhupguri, Jalpaiguri district, Chief Minister Buddhadeb Bhattacharjee said the KLO was part of Pakistan’s Inter Services Intelligence (ISI)-sponsored terrorist network active in the region. He held the United Liberation Front of Asom (ULFA), Naga insurgent groups and the ISI responsible for the creation of the KLO. He said, "Like in Punjab, Kashmir and the North-east, the ISI wants to destabilise West Bengal." On KLO and ULFA camps in Bhutan, he said he would talk to the Bhutan king on the issue since "this cannot be allowed to continue for long".

At the annual senior police officers conference in Hyderabad on September 4, Inspector General of Police (Intelligence) A Siva Shanker said the Rs 3 crore-ransom paid for the release of Kolkata-based industrialist Partho Roy Burman finally reached one of the perpetrators of the 9/11 terrorist attacks in the US. Roy Burman was abducted in Kolkata in June 2001 and the ransom was routed through hawala channels (illegal money transfer) via Hyderabad, Dubai and Pakistan to Mohammed Atta, who planned and piloted one of the aircrafts that rammed into the World Trade Centre in New York. Police investigations into the abduction case found that Abdul Kareem alias ‘Kareem dollar’ was the Hyderabad-conduit for transferring the funds. He allegedly passed on the slush money to one Shafiq in the Middle East, who is a member of the Dawood Ibrahim group involved in the abduction. Shiv Shankar further said, "The ISI (Pakistan’s external intelligence agency, the Inter Services Intelligence) is indulging in sabotage activities in Hyderabad and encouraging fundamentalists groups. The underworld is also trying to gain [foothold] in Hyderbad and expand its activities of kidnapping for ransom, drug trafficking, extortion, terrorist attacks and other crimes."

Speaking to the media in New Delhi on September 4, Central Bureau of Investigation (CBI) chief P C Sharma said officers were trying their best to seek extradition of Kim Davy alias Niels Christian Nielsen. The CBI is India’s highest crime investigation agency. Davy is the prime accused in the Purulia Arms drop case. He said, if the CBI failed to secure his extradition, it would convince Danish authorities to try him in that country itself. "Kim Davy is one of the 11 most wanted criminals in the world today and there is a Red Corner warrant pending against him," Sharma said, and added "The CBI team will explain to the Danish authorities about his importance in cracking the entire conspiracy behind the case." He said a two-member team comprising senior officials of the CBI was currently in Denmark to explain to authorities there the ‘grave crime’ committed by the accused.

The Supreme Court, on September 5, upheld the life imprisonment sentence awarded to six terrorists involved in a bomb explosion at Bow Bazar, Kolkata on March 16, 1993. The explosion resulted in the demolition of buildings, in which 69 persons were killed. Mohammed Khalid and seven other accused were tried under the Terrorism And Disruptive Activities (Prevention) Act (TADA) by the Designated Court, which had originally awarded the sentence. The Supreme Court was disposing off appeals directed against this judgment, while the state also appealed pleading the death penalty.

The Union government, on September 5, made it clear that lifting of the ban on the Liberation Tigers of Tamil Eelam (LTTE) by Sri Lanka did not affect its own existing ban on the group. Speaking to media persons in New Delhi, External Affairs Ministry spokesperson Nirupama Roa said, "… LTTE continues to be proscribed as a banned organisation" and added that the ban on the outfit in India pre-dated this restriction clamped by Sri Lanka. She also made it clear that India’s request for the extradition of LTTE chief V Prabhakaran stood. Prabhakaran is wanted for his involvement in the assassination of former Prime Minister Rajiv Gandhi in 1991.

According to media reports, a Jammu and Kashmir Liberation Front (JKLF) terrorist and two others were on September 6, sentenced to seven years rigorous imprisonment by a Delhi court for planning to bomb and kill leaders of the Bhartiya Janata Party (BJP) in 2001 at the behest of Pakistan-based terrorist outfits and under world operative Chhota Shakeel. The Special Cell of Delhi police arrested, on September 6, an employee at the Jawaharlal Nehru University (JNU), New Delhi for allegedly supporting Maoist insurgents in Nepal. The accused, Bam Dev Chhetri, who has been working in the JNU library since 1975, was reportedly the Secretary of the Akhil Bhartiya Nepali Ekta Samaj (ABNES), which is banned under the Prevention of Terrorism Act (POTA). Police sources said Chhetri was deported to Nepal following his arrest. According to media reports, a reward of Rs 25 lakh Nepalese rupees was announced by the Nepal government for his arrest.

Delhi Police, on September 7, filed a charge-sheet against Iftikhar Geelani, son-in-law of Jamaat-e-Islami (JeI) leader Syed Ali Shah Geelani, accusing him of passing on sensitive documents to Pakistan. The documents related to the deployment details of Indian troops and para-military forces in Jammu and Kashmir. The charge-sheet was filed in the court of the Chief Metropolitan Magistrate, in which Geelani was charged under various sections of the Official Secrets Act and section 120-B (Criminal Conspiracy) and section 292 (pornography) of Indian Penal Code (IPC). The court took cognizance of the charge-sheet and fixed September 16 as the date for hearing Geelani's bail application. Geelani was arrested in Delhi on June 9, 2002.

But, media reports quoting sources in hospitals, to which the dead bodies have been shifted, said 30 people have died and the toll could rise as some of the injured were in a critical condition According to official sources, terrorists came in an ambassador car and jumped over a gate to gain entry into the temple complex at around 5 pm, the time for devotees to usually gather for evening prayers. Lobbing hand grenades they went on a shooting spree, firing from AK-47 assault rifles, and injuring people around. They moved on from the exhibition complex to the main temple before climbing and taking positions on the rooftop. The commando operation to flush out the terrorists ended with the killing of terrorists, who were holed inside the temple. Commandos of the National Security Guard (NSG) conducted the operation, today, September 25 morning. Amid confusion about the exact number of terrorists involved, State Chief Minister Narendra Modi said only two terrorists had entered the temple and both of them had been killed. He said a large quantity of ammunition had been recovered from the slain terrorists whose identity is yet not known. According to Gujarat police chief K Chakravarty, two security force personnel including, an NSG commando, were killed in the operation. Three NSG commandos and seven other security force personnel, including a Superintendent of Police, were injured in the operation.

Police also seized arms and ammunition from the encounter site. Official sources said that Imam Ali, a native of Melur in Madurai district, Tamil Nadu, was trained Pakistan’s Inter Services Intelligence (ISI) in Pakistan and Pakistan occupied Kashmir (PoK). Ali, who carried a reward of half a million rupees, had escaped police custody at Thirumangalam near Madurai, on March 7, 2002.

Speaking in New Delhi on September 28, Deputy Prime Minister L K Advani said that the September 24-terrorist attack on the Swaminarayan temple in Gandhinagar was the handiwork of the Lashkar-e-Toiba (LeT). He said, "The signature is very evident and the signature looks like that of Lashkar-e-Taiba. The inquiry is on, but this is the view". A total of 34 persons- 29 civilians, three security force personnel and the two terrorists who attacked the temple were killed in the incident.

Speaking to the media in New Delhi. on September 30, Central Bureau of Investigation (CBI) Director PC Sharma said, "It has been scientifically proven. His fingerprints have been matched. The police in Portugal have established his identity and informed us". Sharma was commenting on a report from Lisbon quoting a lawyer of Salem that the man arrested recently there was a Pakistani national and not Salem, and that the documents he held were genuine.
