State Home Secretary KS Atoria, while speaking to the media in Lucknow on February 1, said that the police raided at least 61 illegal firearms factories and material used for manufacturing arms were seized on January 31. This brings the total number of illicit arms factories to 3863 against which action had been taken since December 26, 2001, he said adding that the action is being taken as preventive measures to ensure peaceful election to the State Legislative Assembly. On January 31, police also seized 108 unlicensed arms, bringing the total to 6092 during the period under review. Besides 506 kg explosives and 459 cartridges were also seized, said State Home Secretary.

West Bengal Chief Minister Buddhadeb Bhattacharyya on February 1 accused the Border Security Force (BSF) of being partially responsible for the unabated infiltration from across the border -from Bangladesh - into the eastern and north-eastern regions, posing a grave threat to the security and peace in the area. Speaking to media personnel at Guwahati on February 1, he said that there has been an increase in the terrorist activities in the eastern frontier. He however disagreed that the Bangladesh Government and the Royal Bhutan Government were solely responsible for terrorists in north-east operating from these countries. He also urged for diplomatic initiatives to be taken up by the Indian Government with its neighbours to check the terrorist activities on both sides of the border. He also favoured the repeal of the controversial Illegal Migrants’-Determination by Tribunal Act (IM-DT).

A private news channel said on February 2 that the Pakistan-based underworld criminal Dawood Ibrahim and his associate Chhota Shakeel are alleged to have hatched a conspiracy to assassinate Union Home Minister LK Advani. Chhota Shakeel had plotted to kill Advani by hiring a person from the underworld who was lying low for sometime, the news channel said. The Police arrested one person in Bangalore who reportedly revealed the plan to attack Advani. Union Home Minister’s security has already been beefed up amidst reports that Pakistan’s Inter Services Intelligence (ISI) sponsored terrorist outfits had also planned to target the Home Minister.

Addressing an election rally in Roorkee, Uttranchal on February 2, Union Home Minister LK Advani said there has been no reduction in the infiltration of terrorists from Pakistan even as he asserted that India was determined to win the proxy war waged by Pakistan. He said, "Infiltration from across the border has not come down. Whatever reduction has taken place is due to snowfall, which happens every year from December to February". The Minister said that Indian would not go by Pakistan President Gen Pervez Musharraf’s verbal assurances about putting an end to terrorism in Pakistan.

National Security Advisor Brajesh Mishra, while addressing the 38th Munich conference on security policy on February 2, said the disappearance of Taliban and Al-Qeada leaders and activists after the US military campaign in Afghanistan is "a matter of immediate security concern" and made it clear that New Delhi would de-escalate only after seeing "concrete evidence" of decreasing terrorism from across its borders. He said, "Where are thousands of foreign fighters and advisors of Taliban who were trapped in Kunduz in the final phase of the military campaign, but found a providential and mysterious aerial escape route?" Stating that those were questions of long-term relevance to the international campaign against terrorism, Mishra said "anyone who looks on the map of the region would understand why for India, this a matter of immediate security concern. This is also why India would like to see concrete evidence of a diminution of terrorism from across its borders before it acts on military de-escalation, he added.

Speaking in Patna, Bihar, Prime Minister Atal Behari Vajpayee ruled out any dialogue with Pakistan till its President Gen. Pervez Musharraf stopped sending terrorists to Jammu and Kashmir and other parts of India. He told reporters at a press conference that he had never said return of Pakistan-occupied Kashmir (PoK) was a precondition for talks with Pakistan. "I had only stated that whenever talks are held with Pakistan, return of PoK will be on top of our agenda". He said, "India does not consider Pakistan people its enemy, but the problem is that there is no democracy in Pakistan. The Pakistanis have no role to play in the administration of their country. A military man has usurped power". The Prime Minister ruled out accepting the Line of Control (LoC) as the international border. He said Pakistan’s allegation about India’s hand in the abduction of American journalist Daniel Pearl and Union Home Minister LK Advani’s involvement in a plot to kill Pakistan’s first Governor-general, M A Jinnah were ‘baseless and ridiculous’.

A division bench of the Kolkata High Court on February 4, referred Purulia arms drop convict, British arms dealer Peter Bleach's appeal to Chief Justice A K Mathur with an observation that an appropriate bench could decide the discrimination point raised by Bleach. Besides his appeal against the order of a lower court awarding him life sentence, Bleach had filed another petition contending that he was a victim of discrimination as five Latvians, sentenced for similar grounds, had been released by the order of the President while he was languishing in jail. Bleach and the Latvians, who were sentenced to life imprisonment on February 2, 2000, in the Purulia Arms drop case of December, 1995, had appealed to the Calcutta High Court in March 2000. The Latvians were released under a Presidential order on July 22, 2000.

According to media reports, the Union government is planning to deploy Central Industrial Security Force (CISF) and Special Services Bureau (SSB) on the Indo-Nepal border in Uttar Pradesh following intelligence reports that Pakistan’s Inter Services Intelligence (ISI) supported outfits had restarted their activities along the border to disrupt the forthcoming State Legislative Assembly elections in the States of Uttar Pradesh and Uttaranchal. Reports said that some outfits, including some Nepal-based fundamentalist organisations, would be attempting attacks on top political leaders in the two States to disrupt the elections. Media reports quoting intelligence sources added that some Sikh terrorists, primarily belonging to the Babbar Khalsa outfit, were also active in the Terai region in Western Uttar Pradesh. Left-wing extremists, Naxalite outfits, the People’s War Group (PWG) and the Maoist Communist Centre (MCC) are also reportedly planning to target some leaders to disrupt the elections, especially in eastern Uttar Pradesh. Union Home Secretary Kamal Pande, after a wide ranging talks with his Nepalese counterpart Keshav Rajbhandari in New Delhi, said that Nepal had assured India that it would extend all help in fighting terrorism and crime including along the Indo-Nepal borders. He said India would also extend assistance to Nepal to put an end to Maoist violence which has claimed hundreds of lives in the past few months. The two-day Home Secretary-level talks, which began on February 6, focussed on several key issues including co-operation in combating crime and terrorism along the Indo-Nepal border and a legal framework for the same. Speaking to the media in Kolkata on February 8, a senior BSF official said representatives of a US consultancy firm would be taken to the border area later in February 2002, where they would give a demonstration of the device. He was reportedly using this money to establish a terrorist network across the country. As reported earlier, Ansari was arrested in the United Arab Emirates (UAE) and brought to New Delhi on February 9 by a Central Bureau of Investigation (CBI) team. Ansari has also reportedly admitted to the CBI about his involvement in the January 22 attack and said that he had links with terrorist groups in Pakistan, especially, with Al Qaeda cadre Omar Sheikh, one of three terrorists released by India to end the hijacking of an Indian Airlines air craft IC-814 in Kandahar, Afghanistan in December 1999. Media reports have indicated that the CBI mentioned this in its application seeking Ansari's transit remand for taking him to Gujarat where he is a prime accused in an arms case. Duty Magistrate Kamini Lau permitted a seven-day transit remand and asked the CBI to produce Ansari in a Gujarat court on or before February 16. The CBI has claimed that Ansari had planned the abduction of Anand Aggarwal, a coal merchant of Benaras in 1998-99, Bhaskar Parekh, a diamond merchant of Rajkot, Partha Pratim Roy Burman of Kolkata in 2000-01 and diamond merchant Niranjan Shah of Mumbai. As per Ansari's disclosure, he reportedly earned more than Rs 50 crore through these abductions. He also admitted to having earned Rs 55 crore through the smuggling of arms. The CBI told the court that Ansari during his interrogation also admitted to forming a countrywide network of arms and narcotics smugglers for carrying out illegal activities in India. Investigators suspect that Ansari was funneling the money made from these illegal activities to terrorist groups.

The inter-state cell of Crime Branch was working to expose this well-entrenched module ever since it arrested Asif Reza Khan, a member of the Aftab Ansari gang, on October 29, 2001. He was arrested from the Lodhi Gardens in New Delhi, where he was waiting to assassinate prominent personalities of the Capital. The subsequent arrest of his accomplices Anita Das and Arshad, (the latter is a resident of Multan, Pakistan), led to a series of raids. In these raids, 13 terrorists were arrested and two killed since October 2001. A large cache of arms, ammunition and explosives was also recovered. The terror module, being run at the behest of Pakistan's Inter Services Intelligence (ISI), was spread across Uttar Pradesh, West Bengal, Gujarat and Maharashtra. Sharma said the module, which was being run by Sheikh Omar, was entrusted with the task of abducting national cricket team members Sachin Tendulkar and Saurav Ganguly. As ransom, they planned to seek the release of Mohammad Amir Khan, alias Abu Aksha, a core member of the Lashkar-e-Toiba (LeT), presently lodged in Tihar jail. The Central Bureau of Investigation (CBI) detained three hawala operators for questioning in Delhi on February 20. Official sources said that the detention were made following leads given by Aftab Ansari, prime accused in the January 22 terrorist attack on the American Centre in Kolkata. The arrested hawala operators were supplying money to Aquib Ali Khan in Bhopal, already under arrest, on instructions from Ansari. Ali Khan used to get consignments of weapons reportedly from Pakistan agents and arrange funds from hawala dealers. The CBI spokesman said that hawala dealers had not been put under arrest but their questioning was on to get details about other possible associates in their network.

The West Bengal police, probing the Parthapratim Roy Burman abduction case, has sought the extradition of a prime suspect Amir Reza Khan from Dubai. Roy Burman was abducted in Kokata on July 25, 2001. Amir Reza Khan, brother of Asif Reza Khan who was killed in an encounter with the police at Rajkot, Gujarat in December 2001, has been in Dubai for the past few months. Reports said the State police has already sounded the Central Bureau of Investigation (CBI), which represents Interpol in the country, on the issue. Speaking to the media in Kolkata, a senior police official said, "I will only say that Amir Reza Khan forms an important angle in the case".

A team headed by the Police commissioner M.N. Singh is leaving for London and New York on February 21 to gather more evidence against alleged Al Qaeda terrorist Mohammed Afroze. Afroze was arrested from a hotel in Navi Mumbai on October 2, 2001. During interrogation, he reportedly told the police that he was part of the pilots' squad which was to hijack a London-Manchester flight from Heathrow airport on September 11 and ram it into the British parliament. However, the plan was called off at the last moment, he said. Official sources said that at London and New York, the team will visit hotels and apartments where Afroze and his associates had stayed between August and September 2001. Earlier, the police team is reported to have collected a lot of evidence of his involvement in criminal activities. Besides, Australian bank officials have also reportedly provided the Mumbai police with valuable information on Afroze's financial transactions.

Police sources said that acting on disclosures made by a Harkat-ul-Jehad-e-Islami (HuJI) terrorist, arrested in Delhi on February 6, the police recovered the explosives. Sources further added that one Mufti Kifaitullah, currently based in Pakistan, had given the consignment to Majid who in turn passed it on to Abdul Aziz, Maulvi of a local madrassa for safe keeping. Investigation into the alleged Inter Services Intelligence (ISI) connection in the case have begun, police sources added.

Addressing the joint session of Parliament on February 25, President K R Narayanan said in New Delhi that India was prepared for resumption of bilateral dialogue only if Pakistan stopped training and financing terrorists. He said, "India is prepared to resume the dialogue process with Pakistan, provided Islamabad satisfies us that it has indeed taken effective steps to end the training, equipping and financing of the terrorists and stop their infiltration into Jammu and Kashmir and other parts of India". Describing the December 13-terrorist attack on Parliament as unprecedented, the President said this was the nadir of a long list of reprehensible acts in a 20-year-old campaign of cross-border terrorism in India. The President said, "It is now established that these terror outfits are closely aligned through ideology, inspiration, resources and logistics to those who carried out the terrorist attacks against the United States on September 11, 2001." The visit of the expert was announced on February 26 by Sir Kevin Tebbit, the visiting British Under Secretary of State for Defence at the conclusion of the sixth meeting of the Indo-British Defence Consultative Group in Delhi. The visit is significant in view of a large number of casualties being suffered by the security forces because of these devices in Jammu and Kashmir. British forces, with their long experience in combating the Irish Republican Army (IRA) forces in Northern Ireland, have developed new methods and equipment for detecting and defusing IEDs.

The Delhi government on February 26 withdrew three cases under the now-scrapped Terrorist and Disruptive Activities (Prevention) Act (TADA) against four activists of the All India Sikh Students Federation (AISSF). The trial in three cases had reached the final stage and the recording of evidence was near completion. The four activists were arrested in 1990 for making inflammatory speeches advocating the cause of Khalistan at Gurdwara Bangla Sahib in Delhi. The prosecution, however, on February 13, 2002 moved an application before the Special Judge stating: "The Delhi government wants to withdraw the three cases for the purpose of creating an atmosphere of goodwill and for maintaining the calm that has descended over Punjab." Accepting the prosecution's plea, the court observed: "Considering the fact that the case against the accused persons is based on speeches delivered 11-12 years ago... and since then the situation has changed, the case against the accused is hereby allowed to be withdrawn and they are acquitted."

The issue of international terrorism is likely to figure in the agenda of the forthcoming meet of the Commonwealth Heads of Government Meet (CHOGM) at Coolum, Australia from March 2 to 5. 37 Heads of state and government, including Indian Prime Minister Atal Behari Vajpayee, are expected to participate in the meeting. At a press conference in New Delhi on February 26, Foreign Secretary Chokila Iyer said, "We are confident that CHOGM 2002, taking into account the changes in the international scene following the September 11 attacks, will come out against terrorism in the strongest possible language". However, she refused to elaborate on the substantive points on terrorism that the Indian delegation would raise at the meeting. India is a member of the Commonwealth Committee on Terrorism that prepared a ‘draft plan of action on terrorism’ for the consideration of the Heads of state and government. Kumar Thapa alias Kumar Chetti, alias Vota , who had allegedly made an abortive attempt on the life of Gorkha National Liberation Front (GNLF) leader Subhas Ghising in February 2001, was killed in an encounter with police at Banarhat, Jalpaiguri district, on February 28. Thapa had reportedly fled to Nepal after the attack. The district police chief said the encounter took place when a group of three persons opened fire at the police , on being challenged. One of them escaped while the other was arrested and was being interrogated said. Also, police seized a Chinese rifle with 19 cartridges, a carbine with two magazines and 31 cartridges from the arrested person.
