Delhi police, on July 2, arrested two persons, including a terrorist of the Lashkar-e-Toiba(LeT) and seized Rs seven lakh in cash. Official sources indicated that the arrest followed information that a hawala (illegal money transfer) dealer was to hand over a cash consignment to an LeT terrorist. A trap was laid and the dealer was caught handing over the money to LeT terrorist Mohammed Ayub Mir. Police claimed that Pakistan-based LeT leaders routed the money for cadres in Jammu and Kashmir. The Two have been booked under the Prevention of Terrorism Act (POTA).

Speaking to the media in New Delhi, an External Affairs Ministry spokesperson said infiltration has continued from across the borders for the last one week. She said, since June 24, there were three infiltration attempts, two in the Jammu-Rajouri sector and another in the Kupwara area, which were foiled. The spokesperson said no trend has been established on the ground to suggest that "there is a radical shift" in Pakistan's attitude for a convincing and definite end to infiltration and to the promotion, support and abetment of cross-border terrorism. "Pakistan's past record of behaviour does inspire much confidence," she said. Stressing that India was looking for action from Pakistan in ending cross-border terrorism, infiltration and dismantling of terrorist infrastructure, she said "We are looking for action from Pakistan. That is where Pakistan needs to move to deliver."

The Union government on July 2 banned the Tamil Nadu Liberation Army (TNLA), the Tamil National Retrieval Troops (TNRT) and the Akhil Bharat Nepali Ekta Samaj (ABNES), under the Prevention of Terrorism Act (POTA). Britain asked Pakistan to effect significant reduction in cross-border infiltration into Jammu and Kashmir. Speaking to the media in New Delhi on July 3, visiting British Defence Secretary Geoffrey Hoon said, "It is important that Pakistan maintains its efforts to control cross-border terrorism... this remains a matter of great concern to the United Kingdom and (this) is something we strongly emphasised to the Government of Pakistan". Respond to reports that infiltration had picked up after a lull, he said, "This is precisely why I emphasised the importance the U.K. Government attaches to this issue. We want to see a significant reduction in infiltration across the Line of Control.'' On reports of terrorist sympathisers collecting funds in UK to sustain terrorism in Jammu and Kashmir, Hoon said, "Tthis is not something we will tolerate. We have changed our laws specifically to give the police and authorities the power to deal with any organisation that is raising funds for the use of terrorists abroad''.

Police, on July 3, arrested Tamil Mandram organiser R. Pavannan in Pudukotttai on charges that he made an ‘inflammatory speech’ in support of the Liberation Tigers of Tamil Eelam (LTTE) at a meeting in Erode district a few days ago. The Tamil Mandram, a literary outfit, is closely associated with P. Nedumaran's Tamil Nationalist Movement. A sympathiser of the LTTE, Pavannan was among those who courted arrest at Pudukottai recently after having attempted to burn copies of the AIADMK-sponsored Legislative Assembly resolution demanding extradition of the LTTE leader Prabakaran for standing trial in the Rajiv Gandhi assassination case.

According to media reports, Assam government, on July 4 formally agreed to the creation of Bodoland Territorial Council (BTC). The proposed council would comprise 3,070 villages. To safeguard the interests of non-tribals this body would also be granted Constitutional recognition. The decision was arrived at a tripartite meeting in New Delhi, attended to by the Deputy Prime Minster and the Home Minister L K Advani, Assam Chief Minister Tarun Gogoi and the Bodo representatives. It was also decided at the meeting that a joint expert committee of the Union government and the State government would be set up to propose changes in the Sixth Schedule of the Indian Constitution, in order to, safeguard the rights of the non-tribals living in the area.

The Tamil Nadu police, on July 4, registered a case against the Marumalarchi Dravida Munn-etra Kazhagam (MDMK) leader and the Member of Parliament (MP) Vaiko and eight others under the Prevention of Terrorism Act (POTA) and the Unlawful Activities (Prevention) Act, 1967 for their alleged pro-Liberation Tigers of Tamil Eelam (LTTE) statements. According to media reports, the Coast Guard intercepted an abandoned Lebanese ship in the high seas off-84 nautical miles (160 km) off-Ratnagiri in Maharashtra, on July 3. Two AK-47 rifles, with inscriptions ‘Allah’ and ‘Yusuf’ were seized from the ship. Addressing newspersons, Coast Guard Vice Admiral O P Bansal said the abandoning of the ship in mysterious circumstances was not a clean game. He did not rule out the possibility of the vessel ferrying terrorists and running guns. He also said the ship could have been abandoned a few weeks or even a few months back and the last registered port of call of the ship was UAE in September last year. Incidentally, the perpetrators of the Mumbai serial blasts in 1993 had smuggled in large quantities of RDX through the Ratnagiri coastline. The Coast Guard chief said full-scale investigation is underway with the cooperation of the International Maritime Bureau and other agencies.

She said, "We have prima facie case against him and all the documents will be produced in a special court to be constituted to conduct trial in the case". Jayalalitha said the MDMK General Council at its recent executive meeting had passed a resolution that the party's very existence was for fighting for the cause of Sri Lankan Tamils and its support to the LTTE would continue. In the fifth meeting of the US-India Joint Working Group on counter-terrorism, the two sides highlighted their bid to deepen intelligence cooperation, which has accelerated since the September 11, 2001 multiple terrorist attacks on New York and Pentagon. A joint statement issued by the two sides said, "the two sides agreed to further intensify intelligence sharing and coordinate action in pursuit of the remains of Al Qaeda members and associated terrorist groups….the declaration also discussed the nexus between weapons of mass destruction, proliferation and terrorism." The Joint Working Group also agreed to hold its sixth meeting in New Delhi at the beginning of year 2003, the statement added.

One of the arrested persons, Om Prakash Sapkota, the regional In-charge of the insurgents, was handed over to Nepal police at a border check-post, on July 20. Sapkota was arrested with 220 thousand Indian rupees on July 19 night and was known by his alias, Rajiv KC, in India. He was organising medical treatment for Maoist cadres wounded in encounters with troops of the Royal Nepalese Army. Besides, Sapkota was being aided by the Akhil Bharatiya Nepali Ekata Samaj (ABNES), reports claimed, and added that he was also involved in fund-raising in India for the insurgents. An estimated 200 injured insurgents received medical relief owing to Sapkota’s work. Delhi police, on July 23, chargesheeted seven terrorists of the Harkat-ul-Jehadi-e-Islami (HuJI) in connection with a plan to assassinate Presidetn-elect APJ Abdul Kalam, abduct cricket players Sachin Tendulkar and Sourav Ganguly and carry out massive subversive activities across the country. According to official sources, the chargesheet filed in the court of Designated Judge S N Dhingra has named -- Tariq Mehmood alias Naeem, Ashahaq Ahmed alias Dilshad, Mohammed Ashraf, Abdul Majid, Mohammed Amran (all Pakistanis), Jallaluddin alias Rana, a Bangladeshi, and Mufti Mohammed Asrar from Saharanpur in Uttar Pradesh who were arrested by the police in different operations after the January 22 terrorist attack on the American Center in Kolkata. The terrorists had planned massive subversive activities, including an attack on the Bhabha Atomic Research Centre (BARC), Trombay, the chargesheet said, adding that two of their associates Mohd Idris and Mohd Salim of the Lashker-e-Toiba (LeT) were killed in an encounter at Hazaribagh in Jharkhand on February 28, 2002.

The court rejected Geelani's plea for a second opinion from Military Intelligence regarding the classification of documents seized from him, which the security agency alleged were secret. Geelani contends that the documents are available on the Internet. He has been booked under the Official Secrets Act and for possessing pornographic material. Geelani, a journalist by profession, was arrested on June 9, after some classified documents were allegedly seized from his residence, in Delhi.

Speaking to media persons, an External Affairs Ministry spokesperson said, "We will put across our concern that infiltration is still continuing and cross-border terrorism is still an instrument of state policy of Pakistan". Rejecting the US’ description of Pakistan as a ‘stalwart ally’, the spokesperson said there cannot be ‘good’ and ‘bad’ terrorists. While Pakistan supports the US-led campaign against international terrorism in Afghanistan, there is 'direct complicity, ‘direct involvement' on its part in cross-border terrorism in Jammu and Kashmir, she said.

"Pakistani nationals, numbering 26, entered Uttar Pradesh from Nepal and are reported missing," Gorakhpur Inspector General of Police (IGP) Malkiyat Singh said in Baharaich, UP, on July 27. All police stations in the border districts in Gorakhpur zone have been alerted and instructed to track them, he said. The Manager of the Karaikudi Railway Station, Madurai district, reportedly received a letter threatening to blow up the station if Marumalarchi Dravida Munnetra Kazhagam (MDMK) leader Vaiko was not released from jail. Official sources said, the letter, signed by the People’s Liberation Movement (PLM), also wanted the Union government to repeal the Prevention of Terrorism Act (POTA) and release "militant friends of Al Umma and the Jehad Committee" who were in jail. The letter, received on July 27, warned that bombs would be blasted at different places from Tiruchirapalli to Karaikudi to press for their demands. Security at the Karaikudi station has been tightened and other railway stations have been alerted.
