Tamil Nadu police, on August 1, arrested Tamil Nationalist Movement leader P Nedumaran under the Prevention of Terrorism Act (POTA). A consistent supporter of the proscribed Liberation Tigers of Tamil Eelam (LTTE), Nedumaran was picked up from his Mylapore residence and remanded to judicial custody till August 28 by a designated judge for POTA cases. Police sources said Nedumaran had been arrested for the pro-LTTE speeches he had made in the past few months and especially during a conference he organised in Chennai on April 13, 2002. Immediately after his remand, Nedumaran told media persons that he would continue to support the LTTE, as it was the only organisation that fought for the cause of Eelam Tamils. "I will not be cowed down by the repressive measures of the police,'' he said. With his arrest, a total of 11 LTTE supporters have been arrested under the POTA in Tamil Nadu.

Quoting police sources, reports added terrorists were setting up bases in the neighboring Meerut, Saharanpur, Moradabad and Aligarh, which would enable them to reach Delhi faster, attack and return to their base. Pakistan, reports claimed, has directed terrorists based in Jammu and Kashmir to spread to various parts of India to motivate and lure youth into terrorism.

The flight was hijacked in December 1999 after it left Kathmandu’s Tribhuvan International Airport and was finally diverted to Kandahar, which was the then headquarters of the Taliban regime. Reports said the CBI alleged that Muttawakil, who was the point man in the negotiations on behalf of the hijackers with the Indian government, was also involved in the conspiracy. Four kilogrammes of RDX, a Chinese pistol, two detonators and bullets were recovered from their possession. Police sources claimed that the terrorists were planning to kill Gujarat Chief Minister Narendra Modi and Vishwa Hindu Parishad (VHP) leader Praveen Toagadia. They were also trying to recruit boys orphaned in the Gujarat riots. For that purpose they had identified 35 children from different camps for riot victims in Gujarat. These children were to trained in a madrassa (seminary) in Moradabad, Uttar Pradesh, police sources claimed.

India ruled out lifting the ban on the Liberation Tigers of Tamil Eelam (LTTE) and said its request for the extradition of LTTE chief V Prabhakaran remains valid. Speaking to the media, on August 28, External Affairs Ministry spokesperson Nirupama Rao said, "The request for Prabhakaran’s extradition is valid and continues to be valid under international law". She also ruled out the possibility of lifting the ban on the LTTE. Prabhakaran is wanted in connection with the assassination of former Prime Minister Rajiv Gandhi and for other crimes. She also made it clear that the government has no intention to involve itself in the peace talks between the Sri Lankan government and the LTTE, scheduled to be held in Thailand between September 16 and 18, 2002.

The Court framed charges under Section 121A - 121 (waging war against the state), 122 (collection of arms to wage war), 302 (murder), 307 (attempt to murder), 333 (obstructing a public servant from discharging his duty), 427 (mischief), 467 (forgery) and 468-471 (utilisation of fake documentation as orginal) of the Indian Penal Code (IPC). The court has fixed September 23 to 27 for recording evidence. Ansari is also the prime accused in the abduction of Parthapration Roy Burman, a Kolkata-based businessman, diamond merchant Bhaskar Parekh in Gujarat, and the attempted abduction of Kolkata-based businessman Ganesh Mahalingam. According to media reports of September 1, the West Bengal police have warned that Kamtapur Liberation Organisation (KLO) terrorists, in association with the United Liberation Front of Asom (ULFA), have emerged as a serious threat to North Bengal. The report noted that the KLO has set up three camps in Bhutan and in areas close to the Assam-West Bengal border. The report also said the Maoist insurgents of Nepal are training KLO cadres in guerrilla warfare.
