According to media reports, police in the southern Indian metropolis of Chennai, Tamil Nadu, arrested two suspected terrorists of the hitherto unknown Muslim Defence Force (MDF), an Islamist terrorist outfit, on December 1, from the suburban Kodingyur area of the city. The suspects––Zahir Hussain and Toufiq––reportedly belong to Royapettah and Korukkupet, respectively. Police seized detonators, gelatin sticks and other items for making bombs from them. Police suspect the two have links with those involved in the November 21-blast near Sai Baba temple, in Hyderabad, Andhra Pradesh, and were planning to plant bombs in different parts of Tamil Nadu. They were waiting for instructions and their arrest has averted a major disaster, a report claimed. In a related development, another person has been picked up by police in Vellore district of Tamil Nadu and is being interrogated to secure more information.

Addressing a public rally in Solan, Himachal Prasdesh, he said, "We are fighting and taking on the challenges from across the border, but we will not bend in any case and none can shake our faith or confidence by these attacks (on Hindu religious places in India)." He also cautioned that terrorists might target religious places in different parts of the country, the way they had attacked the Akshardham temple in Gandhinagar, Gujarat and the Raghunath temple in Jammu, Jammu and Kashmir State.

A Special Task Force (STF) of Utttar Pradesh (UP) police arrested a Bangladesh national named Mamunurrashid, and his Indian conduit Zafar Naeem of Sitapur, UP, on December 2, in Lucknow. They were arrested on charges of recruiting youth, at the instance of an official of the Pakistani High Commission in Dhaka, for training them at terrorist camps in Bangladesh. Police seized 400 grams of brown sugar, 11 fake Indian passports, some maps of a terrorist training camp in Chittagong, and important documents from the possession of the arrested persons. According to the State Director General of police, with the arrest of these two operatives of the Inter Service Intelligence (ISI), Pakistan’s external intelligence agency, a major abduction plan was averted.

Chennai police arrested nine terrorists of the newly formed Muslim Defence Force (MDF), an Islamist terrorist group, on December 2, in Chennai. With the arrest, police claimed they have averted a conspiracy to plant bombs in temples in Tami, Naduon December 6, the anniversary of the Babri Masjid demolition. Some of the arrested persons are believed to have been trained in Pakistan and had links with the terrorists who had planted bombs near the Sai Baba Temple in Hyderabad, Andhra Pradesh, on November 21, police said.

According to delayed media reports, on the basis of information secured from the Bangladeshi nationals arrested in Lucknow, Uttar Pradesh, on December 2, police in Kolkata, West Bengal, arrested four persons from different places in the city, on December 3, in connection with a fake passport racket. Those arrested in Lucknow have been accused of being agents of the Inetr Services Intelligence, Pakistan’s external intelligence agency. However, the masterminds of the racket—Abdul Hadi Chowdhury, Kanak Chakraborty and Chitto Rana—escaped and might have reportedly fled to Bangladesh.

Media reports said investigations are on into the incident in which an explosion occurred inside a stationary bus at Ghatokpar, Mumbai, on December 2. Reportedly, it was the handiwork of an indigenous fundamentalist group, sources said, but did not name any group. According to official sources, the discovery of an explosive device in another bus later in the night, on December 2, points to a larger design. Besides, official sources clarified that the group may not be Mumbai-based, but one that organised itself within the country. Till date no group had claimed responsibility for the blast. Some media reports said the Students Islamic Movement of India (SIMI) is suspected for the blasts.

Vijay Kumar said the newly-formed Muslim Defence Force (MDF), an Islamist terrorist group, has links with the Lashkar-e-Toiba (LeT), and that the MDF had chalked-out plans to set-off blasts across the State. He also called for strengthening the international non-proliferation regime to prevent weapons of mass destruction falling into the hands of terrorists. Earlier in the day, Indian Premier Atal Behari Vajpayee and Putin signed the ‘Delhi Declaration’ to enhance strategic cooperation and to set up a joint working group on combating terrorism, besides cooperating in other areas of common interest. The two leaders stressed the importance of Pakistan totally implementing obligations and promises to prevent infiltration of terrorists across the line of control (LoC) into the Indian State of Jammu and Kashmir and from other points across the border, as well as to eliminate the terrorists infrastructure in Pakistan and in Pakistan occupied Kashmir (PoK). They also declared their determination to enhance collective and bilateral efforts to prevent and suppress terrorism. Both the countries emphasised that there should be no double standards in the fight against terrorism, and said terrorism cannot be justified on any grounds, but must be condemned unambiguously wherever it exists. In the declaration, the leaders condemned those who support terrorism or finance, train, harbour or support terrorists, and added that states that aid, abet or shelter terrorists are as guilty as the acts of terrorism and their perpetrators. Further, Vapayee and Putin also stressed, in the declaration, the need for the strict implementation of United Nations Security Council resolutions on the fight against terrorism, in particular Resolution No. 1373, on the suppression of terrorist financing.

The counsel submitted, in the Supreme Court on December 9, that Vaiko was arrested on July 11, 2002 for making a statement at a public meeting in support of Sri Lanka’s Liberation of Tamil Tigers Elam (LTTE) rebels. The statement, he contended, was identical to what he had earlier stated in Parliament. He went to add that Vaiko had only explained, at a time when peace talks were going on in Sri Lanka with the LTTE, that the Union government should reconsider its stand on the ban imposed on the organisation. In his writ petition, filed from Vellore prison, Vaiko criticised section 21 of the Act on the ground that it "restricts freedom of expression'' and hence "it is violative of Article 19 (1) (a) of the Constitution and therefore unconstitutional''. He also said the Inter Services Intelligence (ISI), Pakistan's external intelligence agency, has resumed its assistance to terrorists. He said information on terrorist infrastructure in Pakistan and Pakistan occupied Kashmir (PoK) for support to terrorism is being shared with other countries as part of diplomatic efforts against international terrorism. As a result, most countries have asked Pakistan to fulfil its commitment to end cross-border infiltration and terrorism in the Indian State of Jammu and Kashmir. In reply to another question, Fernandes said India had taken up the issue of ISI "misusing Nepalese territory and both India and Nepal agreed not to allow their territories to be used for activities "inimical to the interests of either country". The Special Service Bureau, an anti-insurgency force, had been deployed along the border with Nepal to strengthen security, he added.

The judge also sentenced three more accused in the case––, Siddiq Ali, Aslam alias Tada Aslam and Samsudeen––to rigorous imprisonment for a year for unlawful assembly and life term for murder. The eighth accused, Md.Ansari, was sentenced to life imprisonment and a fine of Rs. 25,000. Selvaraj was stabbed to death at Ukkadam, Coimbatore, on November 29, 1997. According to a classified document received by the Ministry of External Aaffairs through diplomatic channels, Pakistani missions in Abu Dhabi and Dubai strongly pleaded for the release of Anees Ibrahim. Reportedly, he is a strategic asset to the operations in the region of the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency. Besides, re[rots said, the ISI’s interest also stemmed from the fact that he is the younger brother of Dawood Ibrahim, who is an important source of funds for the ISI’s various operations. Further, Anees Ibrahim is in charge of the financial operations of Dawood Ibrahim, sources said. Anees Ibrahim is the main accused in the March 12,1993-Mumbai serial blasts-case. He was arrested on December 3, 2002n by Dubai police and was released by a Dubai Court on December 13.

He said, hence it is presumed that he was still in their custody. As reported earlier, the CBI has already sent its extradition request to the Foreign Ministry of UAE, stating the role of Anees Ibrahim as a key conspirator in the March 12, 1993-Mumbai serial blasts. He said the Court headed by justice P D Kode examined 122 accused, collected evidence of two approvers and 684 witnesses. 31 others accused in the case––including Mafia don Dawood Ibrahim, his brother Anees Ibrahim, associates Tiger Memon and Abu Salem (now in jail in Portugal)––were absconding and residing outside India, and the special court would forward a report on them on January 6, 2003, he added. On March 12, 1993, 370 persons were killed, over 600 injured and Rs 30 crores-worth property was damaged in the serial blasts that rocked the city.

A series of attack on Hindu temples and explosions in Andhra Pradesh recently, especially outside a temple in Hyderabad on November 21, were traced to groups connected with LeT modules in that State, reports said. The chargesheet was filed nearly 180 days after Vaiko and his colleagues were taken into custody.
