A Pakistani national and an agent of the Inter Services Intelligence (ISI) was arrested while taking photographs of the Air Force Station in Ambala, on November 1. Speaking to the media, Inspector General of Police (IGP) Alok Joshi said police had been keeping a watch on Mohammed Salim, a resident of Faisalabad in Pakistan, for the last two months after getting a briefing from the United States’ Central Intelligence Agency (CIA) about his activities. A major terrorist strike was averted in Delhi when the police killed two terrorists allegedly belonging to the Lashkar-e-Toiba (LeT) in a South Delhi shopping plaza, on November 3, on the eve of Diwali (a famous Hindu festival). Speaking to the media, Joint Commissioner of Police (Special Cell) Neeraj Kumar said that acting on advance intelligence inputs that LeT terrorists would strike, a special team of Delhi police was waiting in the basement of a shopping center, Ansal Plaza, when the two terrorists drove into the underground parking area and attempted to go up the staircase leading to the floors where hundreds of shops were located, but were stopped by the police. In the ensuing encounter, the two terrorists were killed. The police said the terrorists were armed with automatic weapons. A map showing Sarojini Nagar and Lajpat Nagar Central Markets, along with an AK-56 with two magazines and two US-made pistols with four magazines, was recovered from the possession of the slain terrorists. Meanwhile, speaking to a private news channel, Deputy Prime Minister, LK Advani said the two terrorists seemed to be Pakistanis and were planning to carry out the strike at the behest of Pakistan to trigger off communal violence. He said, "We have had intelligence inputs in the past few days that the terrorists have been told by their masters to choose days and places which would spark off communal violence." Advani added that there was no change in Pakistan's intentions of sponsoring terrorism in India despite international pressure on Pakistan.

According to media reports, latest intelligence inputs have indicated that apart from the two Lashkar-e-Toiba (LeT) terrorists killed in the November 3-encounter in Delhi, some more terrorist modules are active in the city. Investigations so far have revealed that the two slain terrorists were from Gujranwala in the Punjab Province of Pakistan. Police recovered three diaries and a cellular phone from their possession and their contents suggest that the two were in regular touch with Azam Cheema, the LeT's ‘commander’ for operations outside Jammu and Kashmir. A matrix of some cryptic signs supposedly used by the terrorists to decode messages sent to them has also been recovered from their possession. Experts have been engaged to decipher the matrix, which might help the intelligence agencies to decode intercepted information.

A joint statement issued after the first ever summit of India and the 10-member ASEAN grouping in Phnom Phnh, Cambodia, said, India and ASEAN leaders have agreed on developing "concrete programme of cooperation" on terrorism, inter-linkages among trans-national crimes, trafficking of illegal drugs, sea piracy, trafficking in children and women, arms smuggling, money laundering and economic and cyber crimes.

According to a media report of November 6, the Special Cell of Delhi police investigating into South Delhi’s Ansal Plaza encounter incident of November 3 suspects Abu Anas might have links with the Mumbai underworld. He was one of the two Lashkar-e-Toiba (LeT) terrorists killed in that encounter. He had reportedly stayed for a few weeks in Mumbra, on the outskirts of Mumbai, and many underworld gangsters allegedly operate from that town, including accomplices of Chhota Shakeel. A Delhi Police team is in Mumbai to probe if Abu Anas had met any underworld operatives. Meanwhile, the National Human Rights Commission (NHRC), on November 6, asked the Delhi Police to provide ‘immediate and adequate protection’ to an eyewitness in the Ansal Plaza incident and his family. The eyewitness reportedly claimed the two terrorists killed were unarmed.

It was alleged in the suit that ‘anti-social’ elements and terrorists had taken shelter in the Mosque. Ahmed Bukhari denied, on the same day, there is any terrorist in the Mosque. "The government agencies around Jama Masjid are more vigilant than anywhere else. If terrorists are taking shelter in the mosque then it is the job of the police to nab them" the Shahi Imam said while talking to a news agency.

According to Home department officials, the Mumbai Police has put forth a proposal to make it mandatory for real estate agents and landlords to obtain a "no-objection certificate" from it before letting out premises. Currently this has been introduced only in the Navi Mumbai area. Similar measures are on the anvil in areas like Mumbra in Thane and Oshiwara and Jogeshwari in Mumbai that have been marked as "sensitive," sources also said. Deputy Prime Minister L K Advani, on November 7, said the reported activities of Pakistan’s external intelligence agency, the Inter Services Intelligence (ISI), and of the Al-Qaeda in Bangladesh is a matter of serious concern. After inaugurating the 51st All India Police Games in Bhiwani, Haryana, he said, "After the change of government in Bangladesh, there has been an increase in the activities of the Al-Qaeda and ISI there". He further said Bangladesh's support to terrorists was "covert" and "all insurgent groups of North-East are getting refuge there." Advani also said while the international community has recognised the Al-Qaeda and the Taliban as fountainhead of terrorism, they were yet to acknowledge Pakistan's ISI as among the major sources of terrorism. "This will cost them dear... [Therefore,] irrespective of foreign policy compulsions, one should not be supportive of terrorism anywhere in the world. There should be no room for leniency towards terrorists", he added.

According to media reports, Bangalore police, on November 9, seized a huge cache of explosive devices and material, including gelatin and other chemicals, following the arrest of five suspected terrorists, some of them trained by the Sri Lankan (erstwhile) terrorist group, Peoples Liberation Organisation of Tamil Elam (PLOTE). Karnataka Home Minister Mallikarjuna Kharge, who announced the seizure, said the arrests might have averted a possible attack on civil and defence installations in Bangalore. The arrests and seizures followed a breakthrough on November 4 when Frazer Town police in Bangalore arrested two persons moving suspiciously near the Banaswadi railway station and found gelatin sticks and grenades in their possession. Subsequent investigations led the police team to a huge cache of explosives and equipment used to assemble the devices in godowns and houses owned by three of their accomplices in the area. Some of the arrested persons were reportedly trained in handling explosives by the PLOTE in 1985.

After a meeting with Deputy Prime Minister L K Advani in New Delhi, on November 11 Tarun Gogoi informed the "Centre has agreed to send ten companies though we have demanded that at least 30 should be given". He also said currently 120 companies are deployed in the State, however, the State needs at least 180 companies. The CM also reportedly requested immediate deployment of Border Security Force (BSF) personnel along the India’s border with Bhutan. Deputy Prime Minister L K Advani said, on November 12, the Union government would extend ‘full cooperation’ to the Jammu and Kashmir (J&K) State government to fight cross-border terrorism. He said, "basically, I am more concerned that the state government and the central government fully cooperate in dealing with cross-border terrorism which is a serious problem". He also observed that India’s fight against terrorism should not be weakened and suggested that the J&K government could appoint a duly empowered committee to screen cases before releasing detained persons. "If there are any charges against a person which the state government feels are not valid, it can be screened by a committee, duly empowered and qualified to decide on that issue", he added. The Deputy Premier also said that India’s premier investigating agency, the Central Bureau of Investigation (CBI), would be able to get the underworld don and main accused in the 1993-Mumbai bomb blast, Abu Salem, extradited from Portugal. He said, "Only a few days back the CBI Director (P C Sharma) had reported to me the latest position and he is confident that we will be able to get him". Meanwhile, two courts in Mumbai, on November 12, issued non-bailable warrants against Abu Salem for his alleged involvement in various murder cases.

India has released a comprehensive list of Pakistan-based terrorists in a recent report. According to a media report of November 21, the 188-page report on Pakistan's involvement in terrorism against India has also been sent to the country's missions abroad. It contains details on terrorists of the Jaish-e-Mohammad (JeM), Lashkar-e-Toiba (LeT) and Al Badr, among others. It also lists names of Khalistani leaders who have allegedly found shelter in Pakistan. According to the report, Al Badr terrorists were among the earliest Pakistanis to start anti-Indian activities in Jammu and Kashmir (J&K). Al Badr has two main offices in Rawalpindi and Karachi, seven fund raising offices and two active bank accounts. The reports further reveals that the Pakistan High Commission in Dhaka is the "nerve centre" of terrorism in India's Northeast. The report reads, "Pakistani ISI officials engage in networking from the High Commission and co-ordinate activities of agents in different fields. ISI agents have also played a leading role in helping and consolidating the Islam Pasand and anti-Awami league forces." The report also mentions Pakistan’s external intelligence agency, Inter Services Intelligence’s (ISI's) activities in Nepal. It says, "The Pak mission in Kathmandu is providing logistic help to Sikh militants in India for the supply of explosives, fake currency and safe passage to India. Babbar Khalsa activists arrested in 2000-01 have reported the connivance of Pak ISI officials in Kathmandu in Sikh extremist activities." It finally explains how Pakistan has emerged as a terrorist training centre for various terrorist groups.

Azam was arrested on November 22 from Hyderabad and was taken to Parvatipuram area after he confessed he had hidden some explosives there. While taking out the explosives hidden in bushes, Azam whipped a revolver and opened fire. Police fired in retaliation and shot him dead. Earlier in the day, speaking in the Andhra Pradesh State legislative Assembly, Home Minister Devender Goud said relevant sections of the Prevention of Terrorism Act, 2002, would be applied against those responsible for the blast.

The South India ‘commander’ of the Lashkar-e-Toiba (LeT), Syed Aziz alias Khalil alias Imran, was killed in an encounter near Rekurthi village on the outskirts of the Karimnagar town, on November 24. The district police chief said the encounter occurred when police were conducting routine searches and combing in the village. The terrorist tried to escape on seeing the police, but the search party chased and gunned him down. He said the killed terrorist was one of the two prime accused in the November 21 bomb blast near a temple in Hyderabad, in which one women was killed and 20 others sustained injuries. Aziz was also instrumental in helping the LeT take roots in Telangana districts.

He also pointed that Pakistan, through its external intelligence agency, the Inter Services Intelligence (ISI), was active in Bangladesh and that the Pakistani High Commission in Dhaka has become a "nerve centre" for its activities in the region, media sources said. He also said as a result of ISI activities in Bangladesh disquiet was on the rise along India’s eastern borders. He also apprehended increased infiltration of terrorists from Pakistan and said the BSF had reformulated its training curriculum to meet the challenges posed by new tactics being adopted by terrorists.
