Indian intelligence agencies have alerted anti-terror agencies across the country, including Maharashtra, of a possible escalation of terror activities in 2014, dnaindia.com reported on January 2. They have warned that there will be change in strategy of terror outfits. One or two highly-trained militants will carry out terror attacks instead of a module of five terrorists or more as was the case earlier, officials said. “After a thorough interrogation of several arrested terror suspects across the country, it has been established that the ISI [Inter Services Intelligence] is unhappy with the IM [Indian Mujahideen] for failing to make a serious impact in 2013,” said a central intelligence official. “It [IM] has realised that even a small module of 5-8 people is vulnerable and prone to being busted. Therefore, it now plans to form even smaller groups of 2-3 people and at times, even one person may be given the responsibility of carrying out attacks,” the officer said.

On January 1, Police arrested a gang of three members at Adam Sahib Street in Royapuram (Chennai, Tamil Nadu) for circulating Fake Indian Currency Notes (FICNs) of INR 1,000 denomination for the last six months in different parts of Chennai, including shopping hubs in T. Nagar and Purasawalkam, according to The Hindu. The arrestees were identified as Hameed Rehman, Rafiqul Islam and Fasil Islam (28), hail from Assam. The FICNs circulated by them are suspected to have originated from Malda District in West Bengal.

Police on January 1 neutralized an inter-state gang of racketeers involved in circulating Fake Indian Currency Notes (FICNs) and arrested three persons near Zero Road bus stand in Allahabad (Uttar Pradesh), reports The Times of India. The Police have also seized FICN with a face value of INR 150, 000 from their possession. The arrested persons were identified as Marzina Begum, Daulat Patel and Amit Srivastava. Police said the husband of the arrested woman, Mustaq Ahmed, was already behind bars. After his arrest, Marzina was leading the gang. Police said FICN was brought from Malda Town (West Bengal) and was to be sent to Mirzapur, Mumbai, Pratapgarh, Kaushambi and adjoining Districts.

Substantial sums of money are flowing into terrorists’ coffers from Karachi (Pakistan) and Riyadh (Saudi Arabia) to revive the Indian Mujahideen’s (IM) parent organisation, the Students’ Islamic Movement of India (SIMI), the Intelligence Bureau (IB) has warned the states’ law enforcement agencies, New Indian Express reported on January 2. The IB note, forwarded to states last week, mentioned SIMI cadres’ interrogation in which operatives admitted to receiving money through hawala (illegal money transfer) and money transfer schemes to revive the banned outfit. The intelligence agency said SIMI was running its terror activities through at least four front organisations Tahreek-e-Ehyaa-e-Ummat, Wahdat-e-Islami, Tehreek-Talaba-e-Arabia and Tahrik Tahaffuz-e-Shaaire Islam. “The arrested operatives told the interrogators that the money from the Al Bashir camp was received through Western Union money transfer and several sleeper cells in Jharkhand, UP, Bihar and Maharashtra were activated to recruit more hands to carry out terror activities. The operatives intensified the activities in October and November last year,” sources said. An official said they have asked security agencies to verify the links between arrested SIMI members from Chhattisgarh and Kerala. Since November 14, Chhattisgarh Police had busted several SIMI modules in the state. Later, during interrogation, a suspected SIMI operative had claimed they travelled to Kerala to receive training and Jihadi materials. Manzar Imam, a SIMI arrested by the National Investigation Agency (NIA), had also confirmed of participating in SIMI training camps.

The Sashastra Seema Bal (SSB) has found numerous border pillars missing or badly damaged along the India-Nepal border in Uttarakhand, The Times of India reported on January 2. "Of the 204 border pillars under our jurisdiction, only 121 were found to be ok (sic). The rest were either missing or damaged," SSB Inspector General B.S. Mehra said. A total of 36 border pillars were found missing and another 47 were in a dilapidated condition. Under such circumstances, a senior SSB officer said the missing and damaged border pillars pose a serious security threat. Intelligence inputs suggest that Pakistan was increasingly using the porous frontier to push terrorists into India. SSB sources said Nepalese Maoists have increased their anti-India activities and are active near the international border as well.

Indian Mujahideen (IM) is more lethal and resilient because of the support it receives from Pakistan, according to a new report titled 'Jihadist Violence: The Indian Threat' by the Woodrow Wilson International Center for Scholars, The Times of India reported on January 3. The report underlines that the Indian jihadist movement constitutes an "internal security issue with an external dimension." "The Indian jihadist movement formed organically and as a result of endogenous factors, specifically communal grievances and a desire for revenge, but is more lethal and more resilient than it otherwise would have been, thanks to external support from the Pakistani state and Pakistan and Bangladesh-based militant groups," said the 100-page report. "External support was a force multiplier for Indian militancy rather than a key driver of it. Although the IM receives support from LeT, it should not be viewed as an affiliate within the same command-and-control hierarchy. This distinguishes the IM from some of the other LeT cells or operatives active in India," it said. It argues that IM the primary indigenous jihadist threat is part of a larger universe of Islamist militant entities operating in India, many but not all of which are connected to external entities such as the Pakistani militant group LeT and the Bangladeshi Harkat-ul-Jihad-al-Islami (HuJI-B). It also asserts that the IM should not be viewed as a formal organization, but instead is best understood as a label for a relatively amorphous network populated by jihadist elements from the fringes of the Students Islamic Movement of India (SIMI) and the criminal underworld.

Delhi Metro security has been doubled after a December 31, 2013 Military Intelligence (MI) warning of a possible November 26, 2008 (26/11) type attack in the first 10 days of 2014, according to Central Industrial Security Force (CISF) sources, reports Hindustan Times. The CISF, which has over 5,000 personnel for the security of 140 metro stations across the NCR, has increased the shift duration of the staff. “We have personnel working in three shifts. Their eight-hour shifts have been increased to 10 hours so that we have more hands at any given point,” said a senior CISF official, requesting anonymity. Security has especially been increased at the interchange stations such as Ashok Park Main, Inderlok, Kirti Nagar, Rajiv Chowk, Kashmere Gate and Central Secretariat, which are also more crowded. Extra Quick Reaction Teams (QRTs) have been put in place.

The interrogation report states that another absconding suspect and Siddiqui's close aide, Haider Ali, approached Siddiqui in May 2013 about two months before the blasts in Bodh Gaya and told him about the atrocities against Rohingya Muslims in Myanmar. "I suggested attacking Bodh Gaya because it was an international centre," the interrogation report quotes Siddiqui. "I told Haider that targeting two or three persons will not send a message. We never wanted to target the common public. Haider suggested why not target foreigners visiting Bodh Gaya," the report said. Further, the same module was planning a strike on a Gaya-Delhi train as well. The group had gathered information on the train and was even conducting a recce on it, but the idea could not be brought to fruition.

New Delhi: A Delhi court on January 6 issued fresh non-bailable warrants against Pakistani-American Lashkar-e-Toiba (LeT) operative David Coleman Headley Headley, his accomplice Tahawwur Rana, LeT ‘founder’ Hafiz Saeed and November 26, 2008 (26/11) Mumbai (Maharashtra) attack mastermind Zaki-ur-Rehman Lakhvi, who are accused of carrying out terror attacks, reports Zee News. According to the court sources, District Judge I S Mehta issued non-bailable warrants (NBWs) against nine persons after National Investigation Agency (NIA) informed the court that they were still absconding and warrants issued against them earlier have not been executed yet. The court issued NBWs against them for April 14, 2014 the next date of hearing. Besides Headley, Rana, Saeed and Lakhvi, warrants were issued against Pakistan Army officials Major Iqbal and Major Sameer Ali, top al Qaeda operative Illyas Kashmiri, believed to have died in a drone attack in Pakistan, Headley's handler Sajid Malik and ex-Pakistani Army officer Abdul Rehman Hashmi. These nine accused were charge sheeted by NIA in December 2011 for allegedly entering into a conspiracy with members of banned terror outfits LeT and HuJI to commit terror acts in India. These nine accused have been charge sheeted by the NIA for various offences punishable under the Indian Penal Code (IPC), including sections 121 (waging or attempting to wage war against the country) and 302 (murder) and also under the provisions of the Unlawful Activities (Prevention) Act.

He had also planned to get the recruits trained by Gorkha Task Force. According to details Yasin radicalised a few "neo-convert Muslims" in Nepal for jihad. When we asked them, they told us Rashid and another man, had gone to Deoband. In a bid to crackdown on the circulation of the Fake Indian Currency Notes (FICN) the Centre has asked the Research & Analysis Wing (RAW) to carry out a security audit of the foreign firms supplying ink and paper for printing currency, New Indian Express reported on January 10. During a recent meeting of the intelligence agencies, it had come to light that the problem was on the rise since the percentage of FICN in circulation had increased to 15.58 per cent total pieces from 13.56 per cent total pieces in 2012. Sources said the RAW will play a major role in the FICN Coordination Group, which has been set up under the Union Ministry of Home Affairs, to collect and share intelligence among the various agencies to prevent the circulation of the fake notes. “The currency paper and ink are procured through foreign firms and the RAW has been asked to check the background of the companies involved in the supply chain. There is a strong suspicion that groups based in Pakistan have managed to source similar papers and security ink from some foreign countries,” they said. According to intelligence inputs, the FICN printed in Pakistan is brought to India through couriers in Malaysia, Thailand and the UAE. The RAW has been asked to generate intelligence on these operators and coordinate with the foreign intelligence agencies to crackdown on the cartel involved in the smuggling of the counterfeit currency. An IB dispatch, which was shared with all the agencies, had categorically mentioned that the FICN smugglers were using a circuitous route to smuggle in the currency bundles printed in Pakistan. The couriers are mostly using Bangkok (Thailand), Kathmandu (Nepal) and Dhaka (Bangladesh) airports to ferry the illegal consignment to the Indian cities.

A court in Delhi on January 10 extended the Police custody of a suspected Lashkar-e-Toiba (LeT) operative, Mohammad Rashid till January 15, 2014 after the Police said it was required for interrogating him, reports Business Standard. He was earlier arrested on December 16, 2013 from Mewat, Haryana. His name surfaced after police interrogated Mohammad Shahid, another LeT suspect arrested by the special cell of the Delhi Police December 7 from Choti Mewli village in the same District. "It is submitted that further examination of accused Rashid is required for confronting him with the call details/conversations and the facts that have emerged after the examination of witnesses," the police told the court. During investigation, it was revealed the duo was in touch with Pakistan-based LeT ‘commander’ Javed Baluchi over mobile phones. Police have booked them under various charges dealing with criminal conspiracy and terrorism.

"As per our information, Dawood is in Pakistan. When I went to America last year to discuss inland security, I met the Attorney General who looks after the FBI. I talked to him and we decided that we will pass whatever information we have on Dawood amongst each other. We decided we will make joint efforts," Shinde said. "Since his interrogation is over, we produce Tunda in the court," a CBI application said. Tunda was arrested on production warrant in the Rajdhani express serial blasts of 1993. B K Rajvanshi, OC at Dhurwa police station, said NIA attached the properties as per orders obtained from additional district and sessions judge (Patna) Anil Kumar Singh. "All moveable properties of the two have been attached.NIA sought our assistance and we provided it to them," said Rajvanshi. Earlier, on December 14, 2013, NIA had put up proclamation orders at the house of Numan Ansari and Taufeeq Ansari in Seethio asking them to surrender within 30 days failing which their houses would be attached. A sessions court at Khamgaon in Buldhana District (Maharashtra) on January 17 upheld conviction by a lower court of a Students Islamic Movement of India (SIMI) leader, Sayyad Wasimoddin, and sentenced him to one-month imprisonment for possessing literature and other items pertaining to SIMI, reports The Times of India. The court imposed a fine of INR 200 on Wasimoddin and also upheld acquittal of eight other accused in the 2001 case. A case was registered against nine suspected SIMI members on September 27, 2001, after Khamgaon Police raided a residence of Wasimoddin and seized various items like literature related to SIMI banners, pamphlets and some magazines with radical content. In its judgement delivered on January 31, 2008, the lower court had held Wasimoddin guilty but acquitted others for want of evidence.

The water mark, Ashoka Pillar, Mahatma Gandhi's image, the denomination, RBI mark and other security features are very prominent, clear and look real in FICN printed in these presses," an unnamed senior Police Officer said. He added, "Earlier, we used to get fake currency notes of higher denominations. But for the past a three years the scene has changed. It is in the past three years that smugglers of FICN have started circulating notes of low denomination of Rs. 5, Rs. 10 and Rs. 20 along with those of large denomination." "The FICN are sent to India through several countries, including Bangladesh, Nepal, Middle East, Thailand, Denmark, Holland, Singapore" and Sri Lanka," said a Crime Branch Officer in Delhi Police. Baig and Sajid, both belonging to Azamgarh in Uttar Pradesh (UP), are part of the first IM module that executed blasts through 2006 onwards at various places including Uttar Pradesh, Jaipur, Mumbai and Delhi. Both belong to Azamgarh in UP. The IM according to the report now has three factions – one led by Riyaz Bhatkal, another led by Amir Reza Khan and Sajid and Baig are part of the third faction. "… We cannot sit back as Baig and Sajid are running a fully functional faction. There may be other splinter groups as well that we do not know of. For example, the Chhattisgarh module could be cracked only after arrests following Patna blasts. There was absolutely no intelligence on them earlier," said an unnamed security officer.

Yasin reportedly told Police that his men rented a house in Tumkur city and, acting on his orders, manufactured bombs and planted them near Chinnaswamy stadium. Yasin told the investigating officers that he, his associate Kateel Siddiqui and others went to Tumkur a day before the blast and stayed in a rented house to assemble the bomb. “A police constable, who noticed us moving suspiciously around the stadium, chased us thinking we were rag pickers. So, we could not carry out major attack,” he reportedly told Police. He also revealed that prior to 2008, he stayed in a rented house in a place called Chembugudde, Mangalore (Karnataka), along with his friend and IM operative Riaz Bhatkal and ran a real estate business.

K M Balachandran, NIA Special Court judge, ordered that accused Mammunhi alias Muhamad Kunji cannot be granted anticipatory bail as there were serious offenses charged against him. “A very serious investigation has to be conducted with respect of the offences alleged. The investigation definitely would be hampered in case he is let free,” the court observed. Mammunhi is currently working in the UAE and is alleged to have involved in hawala (illegal money transfer) transactions. He is an accused in four cases registered for obtaining FICNs from various parts of Kasargod. In his petition, Mammunhi stated that an Investigation Officer had visited his house and intimidated his wife and family members. The NIA objected to the petition and submitted that he is operating from Dubai as a hawala agent and he was part of the conspiracy in distribution of FICNs. The case against him is charged under 489B, 489C, 420, 201, 120 B, 109 r/w 34 of the Indian Penal Code (IPC).

Pakistan is printing Fake Indian Currency Note (FICN) in government owned print factories, according to intelligence inputs received by Indian Intelligence organisation, Daily Bhaskar reported on January 24. The fact came to light after the ink and the paper used in FICN was found to be similar with the one employed in Pakistan's printing shops. The news of the breach has been transmitted to Union Ministry for Home Affairs, Finance Ministry and Parliamentary committee on financial matters. The intelligence agencies have based their inputs on over 692 intercepted calls. According to sources, in 2010-2011 FICN worth INR 1,700 to INR 19 billion were printed. From 2012- till date FICN worth INR 3,500 to INR 40 billion have been printed. The intelligence input also pointed out that Dawood Ibrahim's D-Company is behind printing these FICN. The input mentions several names, like Aftaab Batki, Haji Abdullah, Iqbal Kanaa, Sobhan, Aslam, Chaudhary, Sheikh Saifi and Sikander. It also said that Pakistan is providing militant-groups like, Lashkar e-Toiba (LeT), Jaish e-Mohammed (JeM) and Indian Mujahideen (IM) with FICN to carry out anti-national activities inside the country.

Police said Askar Ali, a 38-year-old resident of Sembium who runs a store selling bath fittings, on Wednesday came to the private bank branch on Anna Salai and deposited 35,000. Later, bank officials found that all 70 notes were counterfeit and each of 500 denominations, told Police. Based on the customer's bank account, a Police team tracked down Askar Ali and grilled him. He told investigators that he had obtained the money from his brother-in-law Mohammad Yosuf. Yosuf, on his part, said the currency was handed over to him by a man who appeared to be a Sri Lankan. Incorporation of Omron technology on a bank note typically involves a pattern of small yellow, green or orange circles, which are repeated across areas of the banknote at different orientations. INR 500 and INR 1,000 notes are the most forged notes in India. At present, INR 50 and INR 100 notes already use this technology. Reserve Bank of India (RBI) Governor Raghuram Rajan said on January 28 that its decision to withdraw currency notes issued before 2005 was aimed at curbing counterfeits, according to Deccan Herald. He stated, "It is not intended to get at black money, tax evasion etc... this is a technical action”. "We have to keep improving the security features. Which is why the notes will be withdrawn." The RBI last week announced that the notes issued before 2005 will be completely withdrawn from circulation by the end of the current financial year ending March 31, 2014. From April 1, 2014 public would be required to approach banks for exchanging these notes.

An Lashkar-e-Toiba (LeT) operative connected to 26/11 accused Zaki-ur-Rehman Lakhvi and Muzammil was on January 29 convicted by a National Investigation Agency (NIA) NIA special court in connection with possession of arms and explosives and plotting to execute terror attacks in Hyderabad on May 7, 2006, in which two persons were injured, reports The Times of India. The court sentenced the accused, Zia ul Haq, to seven years of rigorous imprisonment. A cab driver who went to Saudi Arabia in 1990's and was tapped there by ISI who took him to Pakistan for terror training, Haq is also accused of a grenade attack on Hyderabad's Odeon Deluxe theatre in 2006.

In first case where Pakistan's involvement in printing of Fake Indian Currency Notes (FICN) has been nailed by forensic evidence, a National Investigation Agency (NIA) special court on January 29 convicted all six accused, reports The Times of India. It is also the first FICN case to be registered under Unlawful Activities Prevention Act (UAPA) making such printing and distribution a terror activity. NIA had produced evidence to show that FICNs’ features, paper quality and printing quality matches exactly to Pakistan currency and thus could only have been printed by Pakistan Government press. The six accused, identified as Ravi Dhiren Ghosh, Nuruddin Islam, Mohd Samad, Mohd Aijul Shaikh, Mohd Asruddin Shaikh and Azraul Tamez Shaikh had been first arrested by Maharashtra ATS in 2009 with FICNs worth INR 345,000 in Mumbai.

Police said that Musharuf hailed from Kaliyachak in Malda District of West Bengal. Court has granted 10 days Police remand for Mohammed. A Financial Action Task Force (FATF) report on money laundering and terrorist financing across the globe has revealed that India is one among five countries where the trade accounts of the diamond business are used to launder illegal funds amounting to millions of dollars, Economic Times reports on February 1. The other four countries are Israel, Belgium, Canada and US. The report says that India has reported instances where diamond prices were over-valued for purposes of laundering and suspect financing. "The case presented by India exposes how through over-valuation diamonds were shipped at a value that was tens of millions of dollars higher than the real value. This kind of over-valuation cannot be done in goods with a fixed or even relatively fixed price," the FATF report on "Money laundering and terrorist financing through trade in diamonds" said. The report states that in a number of suspect cases of diamond trafficking, a majority of funds were transferred internationally to Belgium from accounts of Hong Kong, China, Israel, UAE, the US and India. In cases of suspicious money laundering instances of diamond trade, the funds transfer occured from India, Israel and Switzerland to the UAE. The report also summaries, "Diamond trade, as an international phenomenon, needed a complete and global analysis to understand and determine money laundering and terrorist financing threats and vulnerabilities related to this unique trade."

Coast Guard Director General Anurag G Thapliyal on January 31 warned that small fishing boats that do not have an automated identification system posed a threat to India’s coastal security, despite a 75 per cent increase in surveillance of the 7,500-km coastline, reports New Indian Express. He also noted, “The (coastal security) efforts are ongoing, but one cannot rule out the possibility (of 26/11-type attacks). You know the terrorist is always trying to find some out-of-the-box idea…But, we are quite sure that we have been able to mount surveillance in our areas very well. There are still some gaps, but we hope to fill them with the Coastal Security Network-II.”
