During Investigation, it has been revealed that two alleged Islamic State (IS) operatives, Kasim Stimberwala and Ubaid Mirza, played an important role in radicalising and further recruiting Indian Muslims from Gujarat and other states to join IS, reports The Times of India on January 2. The duo used to target and lure Indian Muslim youth over a social media platform and later added them to the messaging group or forums. After the assurance of their loyalty, the recruits were contacted by Shafi Armar alias Zahed al-Hindi. Apart from planning a ‘lone-wolf’ attack on synagogue in Khamasa area in Ahmedabad District of Gujarat, the duo were main recruiters for IS in India, said an unnamed senior Gujarat Anti-Terrorism Squad (ATS) official.

The National Investigation Agency (NIA) is likely to appeal for the custody of five unidentified Islamic State (IS) sympathisers who were arrested in October 2017 from Kannur city of Kannur District in Kerala, reports The Hindu on January 2. These IS sympathisers were arrested while their attempt to flee to Syria and join the terror organisation. They were sent to the judicial custody and later lodged at Kakkanad District Jail in Kochi, Kerala. The NIA had filed charges under Sections 38 and 39 of the Unlawful Activities (Prevention) Act, 1967 (UAPA).

The Uttar Pradesh (UP) Anti-Terrorism Squad (ATS) on January 2 arrested three persons identified as Yousuf Ali—a Bangladeshi national, from Ghaziabad District in UP and Wasim Ahmed and Ahsan Ahmed from Deoband town of Saharanpur District in UP, being involved in allegedly making ‘fake passports’ via forged documents for Bangladeshis living illegally in India, reports The Hindu. During the investigation, the Police recovered two Aadhar Cards, a PAN card, Driving License, Voter ID card, photocopies of passport, cheque books of various banks and other identification documents from Yousuf Ali. “The accused would receive heavy amounts of money from the Bangladeshis,” said a Police spokesperson. The ATS is also investigating the case from terror and national security angle, said UP ATS Inspector General (IG) Aseem Arun.

The Minister of State for Home Affairs (MoSHA) Hansraj Ahir on January 3 informed the Rajya Sabha (the Upper House of the Parliament of India) that the process of demonetisation of Indian currency notes of INR 500 and INR 1,000, in November 2016 and onwards had severely hit the hawala transactions and Pakistan-printed Fake Indian Currency Notes (FICNs), reports Business Standard. Around INR 9.8 million were recovered from Left-Wing Extremist (LWE) groups and the LWEs had also protested expressing their discontentment against the demonetisation, said Hansraj Ahir.

The National Investigation Agency (NIA) has forward its appeal to the NIA court; seeking permission to interrogate two Islamic State (IS) accused—Manseed alias Omar al-Hindi and Safvan alias Rayyan, the first and fifth accused, respectively in the Kanakamala (Kannur District of Kerala) IS module case, reports The New Indian Express on January 5. Manseed was a resident of Thalassery city of Kannur District whereas Safvan resided at Tirur town of Malappuram District in Kerala. Both accused are IS sympathisers who coordinated to attack key establishments and persons at various places in South India. As a part of ‘Hadiya case’, the accused persons knew Shafin Jahan and had communication with him. Therefore, there is a need to confirm some information regarding the matter, said an unnamed NIA officer. The NIA court will proceed to the petition on January 5.

Upon the specific inputs provided by the Union Ministry of Home Affairs (UMHA), the security of the United States (US) Consulate General and The American Library in Kolkata (West Bengal) was elevated to a level-up on January 4, following a terror threat to the US establishments across the country, reports Times of India. However, the entry and exit checkpoints of the US establishments was at ‘maximum’ security and has been reviewed twice in a day by the senior Police officials and Station-in-Charge of the Shakespeare Sarani Police Station of South Division, Kolkata (West Bengal). As per the protocol, the entire area has been monitored with security details and security steps are reviewed routinely, said an unnamed senior Police official.

The National Investigation Agency (NIA) court in Kochi of Ernakulam District in Kerala on January 5 granted permission to NIA for interrogating two Islamic State (IS) accused operatives, Omar al-Hindi and Safvan alias Rayyan of Kanakamala IS module case as a part of Hadiya case of ‘love-jihad’, reports The Hindu. The NIA team consists of IT experts would interrogate two accused on January 8 at the Viyyur Central jail in Thrissur, Thrissur District (Kerala), in the presence of jail superintendent. The NIA team will question if Shafin Jahan, husband of Hadiya had any connections with IS operatives or IS module in Kerala. The Kanakamala IS module was planning to attack sensitive places and key personalities in various regions in South India.

Acting upon the intelligence inputs from the Central Intelligence agencies regarding terror attacks through Unmanned Arial Vehicles (UAVs) and Micro-Light Aircraft, the Union Ministry of Home Affairs (UMHA) has issued an advisory to the Chief Secretaries, Director Generals of Police (DGPs) and the Commissioners of Police (CPs) of eight states including Delhi, reports Daily News and Analysis on January 7. Presence and operation of MLAs, UAVs and similar Arial Vehicles (AVs) of long range shall be prohibited within 300 kms the Delhi state on Republic Day and the Beating Retreat ceremony. Only state-owned light aircraft carrying Governors and Chief Ministers of States on-board are exempted during this restriction period on 26 to 29 January.

Though the numbers are insignificant but events are the violations of organisation’s teachings that poses as matter of a serious concern, stated as in the circular (dated November 30, 2017) issued by the National Chairman of PFI— E. Aboobacker. Since identifying the dangers inherent in IS, the organisation has been guiding its members about the anti-religious and anti-national nature of the outfit [IS]. The Directorate of Revenue Intelligence (DRI), on January 8, had seized and arrested an unidentified suspect with 211 Fake Indian Currency Notes (FICNs) in INR 2,000 denomination worth INR 422,000 while he was boarding a train bound to Malda, West Bengal, from Old Delhi Railway Station in Delhi, reports Hindustan Times. Preliminary interrogation has revealed that the arrested person works as a carrier for another handler who belongs to an international racket. The FICNs were meant to deliver at different places in Delhi and Haryana. The DRI initiated the surveillance and arrested the unidentified handler on January 9 from Patna Railway Station, Patna, Bihar, said the statement issued by the DRI. The investigation has also revealed a syndicate based in Malda, acquired these FICNs from persons operating in Mohammadpur Upazila of Magura District in the Division of Khulna, Bangladesh, and further supply these FICNs in-and adjacent regions of Delhi, said the DRI statement.

Fayaz and Siyad, both natives of North Paravur near Kochi, were arrested following investigations based on a complaint by the 25-year-old woman, who was rescued from Saudi Arabia and brought home last year by her family.The two are friends of Muhammad Riyaz from Thalassery in Kannur District, the prime accused in the case. “They have been charged under the Unlawful Activities (Prevention) Act [UAPA],” Ernakulam Rural Superintendent of Police (SP) A V George said, adding a hunt is on to arrest eight more accused, including Riyas, in the case. He said the police have begun a probe into their alleged link with the Islamic State terrorists. George said both Fayaz and Siyad were arrested based on the woman’s complaint that she was allegedly tortured by them in a house in North Paravoor before Riyaz took her abroad. The woman had alleged that Riyaz pretended to be in love with her when she was studying in Bengaluru (Karnataka) in 2014 and forced her to convert to Islam and married her. The woman from Pathanamthitta District was brought up in Gujarat. In 2016, FICN worth of INR 5.74 Crores was recovered with 80 cases registered. Whereas, in 2017, FICN worth of INR 6.59 Crores was recovered in 46 registered cases. The cyber cell involved 723 computer teachers from 577 schools to spread the cyber-awareness among the youngsters in the midst vulnerable games, such as ‘Blue Whale’ that held responsible for multiple deaths of youngsters around the globe. Along with the staff of Economic Offenses Wing (EOW) had been training with cyber experts to collaborate with the institutions in banking sector, the Securities and Exchange Board of India (SEBI) and the National Stock Exchange (NSE). The steep rise in the cybercrime is due to the lack of awareness about cybercrimes and safe online practices, said Rashmi Shukla. The accused are Midlaj (26), Abdul Rasak K V (34), Rashid M V (24), Manaf Rahman (42) and Hamza U K (57), all residents of Kannur, Kerala. Manaf Rahman was intercepted at Mangalore International Airport on December 23, 2016, when he attempted to travel along with his family to the UAE, allegedly with the intention of travelling to Syria to join ISIS. He was influenced by Hamza U K, who was also supposed to travel to the UAE on December 25, 2016, and had booked air ticket accordingly. But he dropped the plan after finding out that Manaf Rahman was intercepted at Mangalore airport.The investigation hitherto has revealed that Midlaj and Rashid had travelled along with one Shajahan V K to Turkey in October, 2016, with the intention of crossing over to Syria, but were apprehended by the Turkish authorities and deported to India in January, 2017. Further, Abdul Razak had travelled to Turkey through Tehran, Iran, along with one Abdul Khayoom of Kannur in mid-April, 2017. Shajahan had again reached Turkey in April/May, 2017, using a fake Indian passport as part of his second attempt to migrate to Syria and join the IS. Subsequently, Abdul Razak and Shajahan were apprehended by Turkish authorities when they attempted to cross over to Syria. They were deported to India on July 1, 2017. Abdul Khayoom managed to cross over to Syria and join the Islamic State.

Kerala Police on January 24, arrested two persons identified as Saleem alias Sallu (38)—resident of Vatakara of Kozhikode District and Abdul Latheef (42)—resident of Perinthalmanna, Malappuram District, for distributing the Fake Indian Currency Notes (FICNs), reports Deccan Chronicle. The Police approached them on pretext to exchange currency and seized the FICN in denomination of INR 2,000 and INR 500 worth INR 49,000. After preliminary interrogation, the Police has recovered additional FICNs of worth INR 2,67,500 from their houses, said Rural Superintendent of Police (SP) M.K. Pushkaran. All the FICNs had threads and look like the original currency notes that were printed in Wayanad District of Kerala. The state Police is looking-out for another person involved in this case.

nvestigations into the arrest of Indian Mujahideen (IM) militant Abdul Subhan Qureshi have revealed that he had made several trips to Nepal during which he met senior operatives of Pakistan’s Inter Services Intelligence (ISI), Asian Age reports on January 24. These ISI officers, intelligence sources said, directed Qureshi to revive IM operations in India and target important cities. For his stay in Nepal, Qureshi had also forged some documents. It is suspected that these meetings between Qureshi and ISI officials were facilitated by some staff members of the Pakistan embassy in Kathmandu and their role was being investigated. Senior intelligence officials claimed Qureshi’s arrest has confirmed what they were suspecting till now that ISI had been making desperate attempts to revive IM, which mainly comprised of local youth, for terror operations in the country.

The special court of the National Investigation Agency (NIA) on January 24, has commenced the trial of Islamic State (IS) member Areeb Majeed, who returned India in 2015, reports Hindustan Times. The court has recorded and examined the statement of first witness, Fahad Sayed—a CEO of Rahar Travels, whose services were used by Areeb Majeed and other three of his associates in pretext to going for pilgrimage. Majeed contacted Sayed on April 14, 2014 for a package tour of Haj for four persons and on the same day he and another youth—Saheem Tanki visited his office with the advance payment and all the relevant documents for the booking. The remaining balance was paid to Sayed on May 17, 2014 by Majeed. Sayed informed the court that all four went on tour on June 1, 2014 and later Sayed was informed by the tour operator that all four youth went missing and one of the boy’s relative had filed a missing report at Baghdad, Iraq. The prosecution alleged that Majeed and his three associates left India in May 2014 to join the IS under the guise of the pilgrimage.

The Indian security agencies suspect the involvement of Bangladesh-based terror outfit Jama’atul Mujahideen Bangladesh (JMB) in planting three improvised explosive devices (IED) in Bodh Gaya to avenge the atrocities on Rohingya Muslims in Myanmar by the Buddhists, The Times of India reports on January 28. An officer involved in the investigation of the blast followed by recovery of two IEDs close to the Tibetan monastery on January 19, 2018 said it was the handiwork of JMB. The banned terror outfit backed by Pakistan's Inter-Services Intelligence (ISI) has active cadres in West Bengal (WB) and Assam. It's several members are suspected to be hiding in West Bengal. The JMB has not been involved in any major terror attack in India.The officer said the evidence strongly indicates JMB's involvement in the failed terror attack, which had aimed to kill Buddhist monks and foreigners present in Bodh Gaya to listen to the sermons of Buddhist spiritual leader the Dalai Lama. "A series of calls were made to some locations in West Bengal from Bodh Gaya just before and after planting the three IEDs," the officer said, adding, "Calls were made to locations known to Indian security agencies as covert bases of JMB operating in WB for the past several years." He also said the technique used in making the three IEDs is far different from that by Indian Mujahideen (IM) in Bodh Gaya and Patna in 2013 or other places in the country in the past.

Majority of these Indians were college-going students with some of them pursuing higher education and some of them were working professionals. With the implement of adequate measures including de-radicalisation process, the Maharashtra ATS not only stopped these people from joining the IS but also prevented the vulnerability of anti-India activities in the country, said an unnamed senior ATS official. "Our efforts are to prevent youths from joining terror outfits. De-radicalisation of youths under the influence of terror elements is one of the prime steps. We can say we have managed to achieve the desired results, but one must understand that de-radicalisation has its limitations too," said Maharashtra ATS Chief Atulchandra Kulkarni.

The NIA is investigating the terror cases that have links with Canada. One of the cases is of Tahawwur Rana—a Pakistan-origin Canadian citizen who conspired along with David C. As one of the strategies to be used against the IS propaganda in the state of Maharashtra, this practice will be continued to use in the future, said Maharashtra ATS Chief Atulchandra Kulkarni. The threat from the URLs that propagate IS ideology is of immense level and has been used to radicalise the youths to join the terror outfit. These URLs are being blocked in coordination and inputs received from all Security agencies. Blocking the URLs helped use to control the terror activities of the terror outfit, said an unnamed senior ATS official. The Ministry of External Affairs (MEA) has received a communication from the authorities in Libya about Tabrez Tambe (30), a resident of Mumbra of Thane District in Greater Mumbai area of Maharashtra who left to join Islamic State (IS) in January 2016, is alive as a ‘Prisoner of War’ (PoW) in a jail of Libya, reports The Indian Express on January 30. The MEA has shared the same communication with the Union Ministry of Home Affairs (UMHA) that further directed the Maharashtra Anti-Terrorism Squad (ATS) to look into the matter. The ATS team had send an official ‘Letter Rogatory’ (LR) to the Libya authorities to bring-in Tabrez Tambe, but the LR is still unanswered. This could be a first case where an official request has been forward to the judiciary system of a foreign country to bring an IS operative for trial in India, said an unnamed senior official at UMHA. If there would be positive developments in bringing Tambe back to India, he will be the second Indian national, after Areeb Majeed, from Maharashtra to be prosecuted by Indian authorities for joining IS.

The unidentified woman who is resident of Pathanamthitta of Pathanamthitta District in Kerala had approached the Kerala High Court and claimed that her husband forced her to convert to Islam and conspired to sell her off to IS in Syria. In her plea in the court, the woman claimed that she is a ‘victim of forceful conversion, fraud marriage, and an attempt of sexual slavery’. Her father had filed an application seeking an investigation to be carried out by the Central Investigation Agency. Intelligence agencies are keeping an ‘eye’ over people from Kerala joining jihadi groups active in Iraq, Syria and Afghanistan.

The National Investigating Agency (NIA) on January 30 accused Pakistan-based terror outfits of ‘conspiring to wage war against Indian Government’ by providing funds to foment trouble in the Kashmir valley, reports Daily Excelsior. NIA told Additional Sessions Judge Tarun Sherawat that Pakistan-based outfits have been passing on money through hawala channels and alleged that officials of country’s High Commission were also playing an active role. The NIA had on January 18 filed its 12,794-page charge sheet, along with annexures, against 12 people including Lashkar-e-Toiba (LeT) chief Hafiz Saeed and Hizb-ul-Mujahideen (HM) head Syed Salahuddin. Both Saeed and Salahuddin are absconding, it said.A conspiracy under the supervision of Pakistan-based organisations was hatched. The accused persons were working in connivance with Saeed and Salahuddin to raise funds for the terror activities,” special public prosecutor and senior advocate Sidharth Luthra, appearing for NIA, said. The submissions were made by the agency when the court asked what evidence they had gathered to try the accused. The agency alleged that High Commission officials were passing money through arrested businessman Zahoor Watali, who would hand it over to separatists after deducting his cut. He is currently in judicial custody. Besides Pakistan-based terrorists Saeed and Salahuddin, and Watali, the agency has also named hardliner Syed Ali Shah Geelani’s son-in-law Altaf Shah alias Altaf Fantoosh, Bashir Ahmad Bhat and photo journalist Kamran Yusuf, who has been identified along with Javed Ahmad Bhat as a stone pelter.Hurriyat Conference leaders Nayeem Ahmad Khan, Farooq Ahmad Dar alias Bitta Karate, Mohammad Akbar Khanday and Raja Mehrajuddin Kalwal have also been charged by the agency. It alleged that the arrested accused were associated with “Hurriyat Conference and were prominent members of the society and that they had conspired to generate funds for the terror activities to oppose the lawful government of Jammu and Kashmir”. The NIA also submitted that a calendar, allegedly issued by the Hurriyat Conference, was recovered from Altaf Ahmad Funtoosh, mentioned the activities they conduct. Luthra said the “people who get hurt or killed in action by the security forces were hailed as martyrs” and claim “freedom as their goal”. “It’s a misconceived cause,” he said. Letter heads of Hizbul Mujahideen were recovered from some of the arrested accused, the agency claimed, adding that Geelani had termed Afzal Guru a hero of Kashmir. The court posted the matter for consideration of the charge sheet on February 1.

In connection to the low-intensity blast at the Bodh Gaya temple in Gaya District of Bihar on January 19, the Kolkata Police on January 31 arrested two operatives of Jamaat-ul-Mujahideen Bangladesh (JMB), identified as Paigamber Sheikh (24) and Jamirul Sheikh (31), reports First Post. During the preliminary interrogation, both accused has revealed their connection with JMB and conspiracy of planting an Improvised Explosive Devices (IEDs) at the Bodh Gaya temple during Dalai Lama’s visit, said the Deputy Commission of Police (DCP) of the Special Task Force (STF) Murlidhar Sharma. Both accused Paigamber Sheikh and Jamirul Sheikh are residents of Murshidabad of Malda Administrative Division in West Bengal. The Kolkata Police arrested Paigamber Sheikh from his residence in Kankuria Gram of Murshidabad in Malda District, whereas Jamirul Sheikh was arrested from Phanisdewa of Darjeeling District in West Bengal.
