US National Security Adviser Condoleezza Rice, in an interview to an Indian newspaper in Washington on May 3, said the US had told Pakistan that it must address the ‘legitimate concern of India over cross-border terrorism". She also urged the Indian government "to give diplomacy the primacy" in its action, to give the anti-terror campaign "time to dismantle the terrorist networks", and to take some step in respect of Pakistan including the resumption of a dialogue. Rice said that the US "is engaged in the anti-terrorism agenda on behalf of India and Pakistan" and was "committed to that anti-terrorism agenda" world over. The war on terror was not just for the benefit of the US, she maintained, "it is about terrorism in any place, terrorism that angered India for instance in the December 13 incident in Parliament…" Therefore, what the world did not need now was a conflict between India and Pakistan.

According to a media report, the Coordination Committee for Bodoland Movement (CCBM) has called for separate political-level tripartite talks involving all Bodo organisations with the Assam and the Union governments on creating the Bodoland Territorial Council (BTC). At the end of their campaign on May 5, in New Delhi a 40-member delegation of the CCBM, which also included representatives from various non-Bodo communities like Bengalis, Muslims, Nepalis, Advasis, Koch Rajbongshis and Jogy among others, warned the authorities that any abetting of the non-Bodo movement would put the Bodo peace process in jeopardy. Accusing the Communist Party of India- Marxist Leninist (CPI -ML) and the United Revolutionary Movement Council of Assam (URMCA) of doing the same, the CCBM said they are ‘misleading the non-Bodo people for their narrow political gains’. The CCBM alleged that the two organisations have been instigating the people for their partisan purposes. The CCBM delegation was led by the All Bodo Students Union (ABSU). CCBM also alleged that the Sanmilita Janagoshtiya Sangram Samiti (SJSS) is a platform of outsiders and that it should keep away from Bodo issues. The Bodo movement leaders have also tried to allay the fears of the non-Bodos by assuring them that their rights and security will be taken care of, and that they will also be given adequate representation in the proposed BTC and the State Legislative Assembly. The CCBM delegation had earlier called on Prime Minister Atal Behari Vajpayee and Union Home Minister L. K. Advani and sought their personal intervention to avert any further delay in creating the BTC.

Delhi police sources said that they would seek custody of Ansari to enable them to interrogate him in connection with a case relating to the destroying of a Pakistani Inter Services Intelligence (ISI) run network of terrorists and criminal gangs. Ansari was brought to Delhi from Kolkata by a special team of Delhi Police’s crime branch, which obtained transit remand of the accused till May 6 from a Kolkata court.

According to media reports, a Canadian judge on May 9 postponed commencing trial of three Khalistani terrorists charged with the 1985 bombing of Air India Flight 182, ‘Kanishka’, until the end of March 2003. Earlier, the trial had been scheduled to begin in November 2002, but both prosecutors and defence attorneys said that date was no longer ‘realistic’ after eight lawyers of an accuses resigned last week for reasons that remain secret. Inderjit Singh Reyat, Ripudaman Singh Malik and Ajaib Singh Bagri are charged with murder and conspiracy for the destruction of Kanishka. Malik and Bagri are also charged with an explosion that killed two Tokyo airport workers an hour before the plane went down. The Air India Boeing 747 exploded in mid-air off the Atlantic coast of Ireland on June 23, 1985, in which 329 persons were killed.

The Supreme Court, on May 9, rejected the bail application of the 1993-Mumbai serial blasts accused, Essa Abdul Razak Memon, brother of Dubai based underworld criminal Tiger Memon, who is the main accused in the case. Rejecting the petition, the court observed, "Considering the seriousness of the charges this is not a case for release of the petitioner from jail". There were allegations of criminal conspiracy against the petitioner, who had gone to Dubai and Pakistan after the blasts, the Court said, adding "in cases like this no lenient view can be taken."

Two suspected terrorists of the Lashkar-e-Toiba (LeT), including an accused in the December 2000-Red Fort shootout case, were killed in an encounter near Humayun’s Tomb in Delhi, on May 9. Police sources said the two terrorists were waiting for contacts to deliver them arms and ammunition. Working on a tip off, earlier, the police arrested three terrorists from the Nizamudin railway station in the city. They were carrying about 5 kg of RDX and an AK 47 assault rifle and were scheduled to meet the LeT terrorists. The police then took the three men to the rendezvous, where the LeT terrorists were waiting. The two terrorists, however, seeing more people than they had expected opened fire and were killed in the ensuing encounter, police sources said.

The Special Cell of the Delhi Police which was to file the chargesheet requested Special Judge S N Dhingra for more time saying that the documentation work could not be completed because of some pre-occupation. The judicial remand of the four accused in the case, booked under the Prevention of Terrorism Act (POTA), was extended by four days. This was for the first time in North Bengal that the Army was involved in an encounter with the KLO. Reports said the encounter took place when a group of Army Intelligence officers in civilian clothes chased five KLO terrorists travelling in a Maruti van from Bagdogra to Matigara. As the Army personnel overtook the van and asked it to stop, one of the militants got down and tried to open fire. The soldiers fired back, killing him on the spot. Two other terrorists were arrested while two terrorist managed to escape. Army sources said they had information that a large arms consignment was being smuggled in. There was also information that the KLO and the United Liberation Front of Asom (ULFA) had exchanged weapons.

The encounter reportedly occurred near the North Bengal University, about six km from Siliguri when a group of eight KLO terrorists, travelling in a car and two motorcycles, allegedly opened fire at the security forces (SF) guarding the area. One of the terrorists was killed in the ensuing encounter. Other terrorists reportedly managed to escape. The SFs also seized four grenades and an improvised pistol from the car used by the terrorists. The car and one of the motorcycles used by the terrorists were also seized. No further information was available when reports last came in.

Six CRPF constables were injured in the attack. Police suspect it was in retaliation for the killing of two KLO militants two days ago by the security forces in the same area. The landmine exploded at Kajulibasti near the India-Bhutan border, 135 km from Jalpaiguri town.

According to media reports on May 31, four private banks in Mumbai are suspected to have been used to carry out the serial bomb blasts in Coimbattore in early 1998. The blasts coincided with Union Home Minister L K Advani's visit to the city. Investigations have revealed that as much as Rs 280 crore was transferred to Coimbattore alone, just before the serial blasts and that the banks had flouted Reserve Bank of India (RBI) guidelines and had colluded with the laundering syndicates. No introduction was taken when accounts were opened and in many cases it was given by the bank employees themselves. The Income Tax departments’ investigations have also revealed that members of a particular community were involved in the laundering.
