He has properties in many cities, including Mumbai, Thane, Pune, Nashik, Konkan, Ahmedabad, Surat, Nav-sari, Porbundar, Indore, Jaipur, Jodhpur, Dehradun, Chandigarh, Haryana, Noida, Kerala, Hyderabad, Bangalore, Goa, Lucknow and Delhi. The sources further alleged that information on most of Dawood’s properties is not known to the Government, which claims to have confiscated most of gangster’s immovable assets in India under the Smuggling and Foreign Exchange Manipulators Act (SAFEMA) of 1976. Invoking the act, specially appointed officers of the Central Government are believed to have sealed most of his properties by 2001.

The Bangladesh government has confirmed to India that terror groups like the Lashkar-e-Toiba (LeT) have instigated Rohingyas to avenge 2012’s sectarian violence in Myanmar, Hindustan Times reports on Aug 2. For the first time, senior government sources said, the presence of several thousand Rohingya refugees in India was discussed by senior Home Ministry, Police and intelligence officials at the Independence Day security coordination meeting on July 30. According to the Bangladesh government, umbrella organization like Jamaat-ul-Arakan and the Rohingya Solidarity Organization are running terror training camps in remote areas of Bandarban District of Bangladesh adjoining the Myanmar border.

Union Minister of Home Affairs Sushilkumar Shinde on August 1, said terrorist activities in the hinterland continue to remain a threat, reports Business Standard. "Immediately after taking over the charge as Home Minister on 1st August, 2012, I visited Pune on 4.8 .2012 and had a review meeting with the Chief Minister , Home Minister and senior Police Officers of the State regarding investigation of the low intensity serial bomb blasts in Pune on 01.08.2012. There was no casualty in this incidence," Shinde said. "During the period from August 2012 to July, 2013, four incidents of bomb blasts took place. In 2013, there have been three incidents of bomb blasts: - first in Hyderabad in which 17 persons died, the second in Bengaluru in which there was no casualty and the third in Bodh Gaya in which no casualty was reported. We have agreed to the request of the Chief Minister, Bihar for handing over the security of Bodh Gaya Complex to CISF. In some of these incidents, the Investigating Agencies have been able to identify and arrest the persons responsible and in other cases the investigations are on," he added. "Out of these 30 cases, the Government has issued Sanction of Prosecution in 19 cases. Also during this period, two NIA Special Courts have been notified by the MHA," he added. Further, talking about the strengthening of Unlawful Activities (Prevention) Act (UAPA), 1967, Shinde said the Unlawful Activities (Prevention) Amendment Act, 2012 as passed by the Parliament has come into force from February 1, 2013.

At least nine Afghans, including at least eight children, were killed, and another 24 were wounded in a suicide attack intended to target the Indian Consulate at Jalalabad, the capital of the Nangarhar Province of Afghanistan, on August 3, reports The Times of India. The three attackers were also killed. All Indian officials in the Consulate were safe. Nangarhar Province Police Chief General Sharifullah Amin confirmed that the consulate was the intended target of the blast. India's External Affairs Ministry spokesman Syed Akbaruddin stated, “This attack has once again highlighted that the main threat to Afghanistan's security and stability stems from terrorism and the terror machine that continues to operate from beyond its borders. This was clearly an attack not just against India but an attack against the efforts to help the Afghan people overcome the tragic hardships they have endured due to several decades of war.”

Indian Mujahideen (IM) militant, identified as Abdul Sattar on August 3 arrested from United Arab Emirates (UAE), reports DNA India. According to sources he had settled down in the UAE and started working there. He set up several IM cells there with plans to conduct terrorist attacks in India. Indian Intelligence Agency marked another success story as they managed to bring home IM terrorist from the UAE. Sattar, who has escaped from India in 2007 with the help of the Pakistani Intelligence Services, Inter-Services Intelligence (ISI), travelled to the UAE via Karachi. According to Indian intelligence sources, Sattar was being tracked for several years and a recent check on visa violations led them to him in the Middle Eastern country.

Jupiter is the 30th accused to be arrested in the case. Special Commissioner of Police, Special Cell, S. N. Srivastava said, "Chandresh Jain alias Jupiter is an important link in the whole conspiracy of spot fixing. He was arrested Sunday and produced before a court in the evening in Delhi. He is being questioned by our team". He was reportedly working with Dawood Ibrahim’s D Company and was bringing contacts to them and mostly used to "manage the credit limits given to hawala operators by D Company in India".

Sounding an alert regarding such “espionage” attempts from across the border, the Intelligence Bureau (IB) has warned that Pakistan’s intelligence operatives (PIOs) were targeting defence forces’ headquarters and other strategic organisations to collect sensitive information, The Hindu reports on August 7. According to IB internal note, “PIOs are frequently targeting government personnel/officers to collect sensitive information through spoofed VoIP (Voice over Internet Protocol) calls prefixed with the STD code of Delhi…The PIOs have been using the stratagem of calling phone numbers of security forces posing as officers belonging to Army/Navy/Air Force HQ (headquarters) and collecting details about the deployment, movement and other information about security forces”. The ISI operatives are also targeting Indian Railways, banks, and serving/retired employees and civil contractors working for Military Engineering Services (MES) to collect sensitive and defence-related information. Explaining how the ISI has managed to infiltrate India’s communication networks, the IB note adds: “Using VoIP and computer software to mask the point of origin of their calls, Pakistan’s intelligence operatives have been noticed to be masquerading as senior Indian armed forces officers to contact their targets on the telephone to collect such information”.

Vellaiyappan in Vellore on July 1, Police sources said. “The involvement of Abdulla was ascertained on the basis of visuals captured by CCTV installed on the Netaji Road in Madurai, where Suresh Kumar, the vendor, was hacked to death by a gang. He identified Fakruddin, Malik and Ismail as others in the gang,” a senior Crime Branch Central Investigation Department (CID) official said. “The trio is also wanted by the Bangalore police in connection with the Malleswaram blast case. Since the explosive substance seized in Melappalayam, Vellore and Madurai (Advani case) are the same, we suspect the involvement of the same gang in all the three cases,” he said. “Investigation has revealed that they are using software to communicate instead of mobile phones. The US diplomat, in an interview with the BBC Urdu Service in Washington, recognised the cross-border infiltration of hostile elements into Pakistan from the Afghan side. “The dominant infiltration of militants is from Pakistan into Afghanistan, but we recognise that there is some infiltration of hostile militants from the other direction as well. So Pakistan’s concerns aren’t groundless. “They are simply, in our judgment, somewhat exaggerated,” Dobbins said. Islamabad has long voiced its concerns about the Indian moves to establish consulates in Afghanistan’s cities Jalalabad and Kandahar, close to Pakistani western border. Dobbins, though, said the Indian presence in Afghan cities was minuscule and claimed it was “perfectly reasonable” because of their economic and cultural ties. He called for Pakistan-Afghan-US collaboration to address the cross-border issue. “We believe that Pakistan, Afghanistan and the US need to collaborate much more closely to deal with this threat of cross-border infiltration.”

A joint team of Directorate of Revenue Intelligence (DRI) officials from Patna and Muzaffarpur arrested Mohammad Zamil alias Waseem alias Bhura, reports The Times of India. Zamil was wanted by the DRI team in connection with the seizure of FICNs of INR 2.96 million on June 22, 2013 which was brought from China through a courier company on the address of a restaurant situated in New Delhi. The said consignment of FICN was brought from Shenzhen, an industrial hub in China. The accused was working for Pakistan-based ISI operative Iqbal Sana alias Hafiz and circulating FICNs in Uttar Pradesh and Delhi at the latter's behest, Deputy Director of DRI Vidyut Vikas said, adding that Jameel had gone underground and taken shelter in Nepal after recovery of FICNs, according to DNA India.

The National Investigation Agency (NIA) on August 12 formally launched an investigation into the April 2013 Narath Arms seizure case and filed a fresh First Information Report (FIR) before the NIA special court II in Kochi (Ernakulam District) in Kerala, reports The Times of India. According to the FIR, there are 24 accused in the case, 22 of them under judicial custody and three absconding. The arrested are reportedly the members of the Popular Front of India (PFI) and the Secular Democratic Party of India (SDPI). The main accused in the case are P V Abdul Asiz and A V Fahad. Those absconding are Azharuddin alias Azhar, Khamaruddeen and Jalil. They had allegedly organized the arms training camp. As reported earlier, Police had neutralized an arms training camp of the PFI on April 23, 2013. The Kerala Government had handed over the case to the NIA on May 10.

"In terms of information made available by the Ministry of Home Affairs and intelligence agencies, the China route has been used for FICN smuggling. Instances have also come to notice where FICN printed in Pakistan has been routed to India via China and Nepal route. This is an attempt by Pakistan- based FICN suppliers to devise new/alternative routes for injecting FICN into India," Meena said. He also added that as per the Home Ministry, FICN is injected into India through a variety of rotues -- land, air and sea. "These routes include the Indo-Pak border, neighbouring countries such as Nepal, Bangladesh and Sri Lanka as well as West Asia (UAE) and South East Asia (Thailand, Malaysia, Vietnam, etc). The total FICN seizures in years 2010, 2011, 2012 and 2013 (Upto June), as stated by the Minister, showed a steady increase and stood at INR 27.82 crore, INR 29.40 crore, INR 32.63 crore and INR 16.29 crore respectively.

Lashkar-e-Toiba (LeT) terrorist, Abdul Karim Tunda, one of India's 20 most wanted terrorists, was arrested by the Special Cell of Delhi Police from the Indo-Nepal border on August 16 and produced at a Delhi court on August 17, reports NDTV. Tunda is accused of masterminding over 40 bomb blasts in New Delhi, Panipat, Sonepat, Ludhiana, Kanpur and Varanasi between December 1996 and January 1998 that left 21 persons dead and over 400 injured. Sources said Tunda had been guiding the banned Students Islamic Movement of India (SIMI) which later turned into Indian Mujahideen (IM). He is also accused of motivating the Rohingya Muslims in Myanmar to perpetrate attacks against the Buddhists there. In the dossier handed over to Pakistan after the November 26, 2008, (26/11) Mumbai (Maharashtra) attacks, Tunda was ranked 15. The dossier also claims he is connected to Jaish-e-Mohammed (JeM) and Jamat-ud-Dawa (JuD) apart from LeT. Tunda allegedly indoctrinated into terrorist activities by Inter Services Intelligence (ISI) in the eighties, was trained in making improvised explosive devices. After the serial blasts, Tunda allegedly fled to Bangladesh where he came under direct command of LeT ‘chief’ Zaki-ur-Rehman Lakhvi. He soon became LeT's top bomb maker.

Border Security Force (BSF) has witnessed over 200 per cent increase in the recovery of poppy husk, while over 12 per cent increase has been noticed in the recovery of Fake Indian Currency Notes (FICN), Indian Express reports on August 18. In the last seven and half months from January to August, 2013, the BSF seized FICNs with the face value of over INR 52, 00,000, while the total recovery of FICNs in 2012 was around INR 46, 00,000. Similarly, the BSF has recovered around 246 kg of poppy husk till August 16, 2013, as compared to 5.5 kilograms recovered in 2012. BSF's Inspector General (IG), Punjab Frontier, Aditya Mishra said that though there has been an increase in the supply of FICNs, alertness thwarted many attempts of supplying such currency to Indian through Punjab borders. He, meanwhile, said the supply of poppy husk has increased manifold and the reason is that large-scale of it is being smuggled to Punjab from Rajasthan.

"He (Tunda) claims that Dawood first called him to meet in 2010. He says that the underworld don stays in a safe house in Karachi and is guarded by ISI. His movements are restricted and monitored by the intelligence agency. He has met the leaders of almost all anti-India organizations and even their small operatives. Tunda was constantly in touch with ISI and has worked with them closely," an unnamed Police official said. According to the Police official, Tunda is running a number of madarsas (seminaries) in Karachi under the name of Mehdud-Taleem-Islam-e-Dar-Al-Funoon for which he gets a lot of donations for individuals and organizations. "Complying to a NIA notice, a Darbhanga Police team picked up Md Farooq and Shashi Ranjan Sahu two days ago and handed them over the same day to the agency probing the Bodh Gaya blasts for their interrogation," Superintendent of Police (Darbhanga) Upendra Kumar Sharma said. Sharma clarified that the two suspects had neither been detained nor arrested by the Darbhanga Police, but they were picked up on the NIA's directive. Further, on August 18, a team of NIA quizzed the two suspects along with the third suspect who is a local (Bodh Gaya) tourist guide, reports The Times of India. After an hour-long quizzing, the man from Bodh Gaya was let off. The suspects from Darbhanga are likely to be quizzed on August 19 too. Meanwhile, interrogation of Lashkar-e-Toiba (LeT) operative Abdul Karim Tunda, who was arrested on Augusts 16, seems to be supporting an internal note exchanged between intelligence agencies and Delhi Police after the Bodh Gaya blasts that suggested that Rohingya operatives were behind the attacks, reports The Times of India on August 19. Tunda had met Gul after reaching Pakistan via Saudi Arabia. When asked about other wanted persons, including the November 26, 2008 (26/11) Mumbai attacks suspects Major Samir Ali and Major Iqbal of ISI, Tunda disclosed that "he knows about them but hasn't met them". "He reports to Major Bashir of ISI. He knew that two majors of ISI were monitoring the 26/11 Mumbai attacks but couldn't meet them since he was not part of the operation," said the source. He also told the interrogators about two ISI major - identified as Tayeeb and Alta - deputed by ISI to push fake currencies into India. Tunda also said, "The ISI manages all terrorist organizations in Pakistan and Lashkar-e-Toiba is the most powerful.” Tunda also told the investigators that ISI was the official arm which has got several other tanzeems (organizations) like LeT, Jamaat-ud-Dawa (JuD) under its umbrella to carry out various tasks. The handlers call these tanzeems as social organizations. After his associate from Mumbai, Dr Jalees Ansari, responsible for a series of blasts in the city, was arrested in 1994, Tunda fled to Bangladesh and then to Pakistan. By 1996, he was operating out of Dhaka (Bangladesh) in close association with Islamic Chhatra Shibir (ICS), student wing of the JeI, sources said. He used his and the Shibir's contacts to send several LeT operatives to India who were to set up cells outside of Jammu and Kashmir. He also confirmed a secret intelligence document that had said that the Babbar Khalsa International (BKI) was planning an attack in India on Independence Day (August 15). He told the investigators that BKI chief Wadhawa Singh lives in Karachi but since he has grown old, most of the present day decisions in BKI are now taken by Ratandeep Singh. Tunda, according to the Police, had formed Khalistan Kashmir International on May 3, 1990, following a meeting with Wadhawa Singh and Lahbir Singh Rode, the head of the International Sikh Students Federation, in Lahore (Punjab, Pakistan). Abdul Karim Tunda, one of India's 20 most wanted terrorists, was arrested by the Special Cell of Delhi Police from the Indo-Nepal border on August 16 and produced at a Delhi court on August 17. Interrogators said Tunda told them that Iqbal Kana, who is the biggest dealer of FICN, gets the notes through an ISI Brigadier and then it is pushed into India via Bangladesh and Nepal through Tunda's network. "The terrorist says that these fake Indian currency notes are printed in Islamabad and Peshwar in Pakistan," police officials said. Meanwhile, Metropolitan Magistrate (Delhi) Jay Thareja extended Tunda’s custodial interrogation for four days till August 24. The Delhi Police had sought Tunda's custody for 10 days. Reports prepared by intelligence agencies corroborate that some senior Gorkhaland activists visited Nepal's Illam District (just across Darjeeling subdivision) just months before the fresh movement. "We have identified four persons who went to Illam," said an unnamed senior administrative officer, who has also submitted a report to the home department on the movement of an armed revolutionary faction of the Nepal Maoists in the area. "Darjeeling subdivision shares a porous border with Illam. Recently, the district administration was reviewing a drinking water project in Sukia block when the cross-border movement of Nepal-based Left rebels was reported," said an unnamed home department official. Military intelligence also pointed out that on August 18, a huge crowd led by Nikendra Gurung, chairperson of Gorkhaland Struggle Committee Nepal, demonstrated in front of the Indian embassy in Kathmandu demanding Gorkhaland. A section of the Nepal media is campaigning in favour of Gorkhaland and accusing the Bengal government of using "repressive power against Gorkhaland activists". An unnamed army officer noted, "During the GNLF [Gorkha National Liberation Front] movement, an influential family in Nepal had extended support to GNLF chief Subash Ghisingh. The GNLF had used thousands of ex-army personnel to start an armed movement. At that time the Indian Army mapped out 'chor batos' (hidden hilly passes) used by the rebels to attack policemen. They also started a social bonding operation to reconnect with ex-army personnel and neutralise them." He pointed out that such social bonding is needed now to isolate army veterans from any anti-state movement. Gorkha Janamukti Morcha chief Bimal Gurung, however, denied any link with Nepal Maoists. He said that his statehood movement is non-violent and accused the government of trying to malign it.

The alert says that the militants will come via Sri Lanka. Sent by the joint director of VIP Security (under the Union Ministry of Home Affairs) in New Delhi in mid-August, the nine-page alert states that four of the terror trainees are "Punjabis and the remaining Kashmiris or Pathans". Their "drop-off point" is expected to be around 28 kilometers off Jaffna (Sri Lanka) and their target could be Mayiladuthurai or Madurai in Tamil Nadu, according to the alert. A passage on the alert's third page reads, "Sri Lankan agencies are reported to have arrested three suspected Pak nationals on February 2, 2013, who confessed to having visited Mumbai and Thiruvananthapuram on Sri Lankan passports." It continues: "An unconfirmed input suggests entry of such elements in Kerala or Tamil Nadu through sea route with the connivance of Sinhalese fishermen. It has been reported that LeT (Lashkar-e-Toiba) is working on a plot to carry out attacks in India and eight terror suspects are being trained in Pakistan". The support base of Jaish-e-Mohammed (JeM) is around 150,000, Tunda has further claimed. About the initial days of LeT, Tunda said two groups were separately formed out of LeT - Harkat-ul-Ansar and Harkat-ul-Jehad. However, on the directions of Inter-Services Intelligence (ISI) and LeT, these groups were merged and given the name of JeM, with Maulana Masood Azhar as its founder member. "JeM was basically used by ISI for their operations," according to the interrogation report. Further, Tunda also confessed to links with Amir Reza Khan, the founder and ideologue behind the Indian Mujahideen (IM), Delhi Police sources said on August 21, according to IBNLive. It was Tunda’s associate and fake Indian currency kingpin Iqbal Kana who had provided this consignment which was delivered in India through Tunda’s network,” said a Police official. Police also said Tunda had met top BKI militants Ratandeep and Wadhwa Singh Babbar on several occasions and his network was constantly used to carry out BKI operations. Further, the Special Investigation Team probing Tunda's role in various cases, approached the prosecutors in the designated TADA court in Ajmer and collected some documents, The Times of India reports on August 23. Tunda, was close to Jalees Ansari, a convicted terrorist in the Mumbai train blasts case of 1993 and currently lodged in central jail, Ajmer. Tunda and Ansari met in Pakistan before the serial blasts in Mumbai trains. The CBI, which had looked into these facts, had placed the final report in the designated Terrorist and Disruptive Activities (Prevention) Act (TADA) court in Ajmer, which was hearing the Mumbai train blasts case of 1993. However, the court had rejected the final report, and the probe is still pending. "We are not authorized to comment on anything outside the court," said B S Shekhawat, Special Prosecutor of designated TADA court in Ajmer. At least 35,513 personnel of the Central Armed Police Forces (CAPFs), comprising Central Reserve Police Force (CRPF), Border Security Force (BSF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP), Sashastra Seema Bal (SSB) and Assam Rifles, have opted for voluntary retirement under Voluntary Retirement Scheme (VRS) in last two years for personal and domestic reasons, reports The Times of India on August 29. Significantly, highest number of personnel to seek VRS are from BSF (15990), followed by CRPF (11406), CISF (3225), AR (2198), ITBP (1333) and SSB (1321). The numbers work out to around 50 VRS a day and the total number over two years is a little less than 5 per cent of the combined strength of these forces, which is around 750,000.

Munnabhai is the 24th accused in the Mumbai blast case and the main charge against him is that he had not surrendered before the Police or the court after a Supreme Court verdict. According to the crime records, Munnabhai had close connections with Dawood and Mushtaq Memon alias Tiger Memon. Indian Mujahideen’s (IM) ‘operational chief’ in India, Yasin Bhatkal, who was arrested on August 28, claimed during his interrogation that it was he who assembled all Improvised Explosive Devices (IEDs) used in attacks on Indian cities, reports The Times of India on August 30. According to investigators, the most wanted terrorist took pride in his bomb-making skills. Vinay Kumar, a senior Police officer from Bihar said, "Yasin told us that he had taken a lot of pride in making C-shaped or boat-shaped bombs. Explosives (devices) of these shapes were used in all the Indian Mujahideen (IM) operations in the country." Kumar added it's now clear that Yasin was the brain behind the 'boat-shaped' circuit bombs, which is one of the signatures of IM operations. It has all along been suspected that both the explosive devices that went off in the February 21, 2013, twin blasts in Dilsukhnagar of Hyderabad city of Hyderabad District were 'boat-shaped' circuit bombs.

NIA did not object to the discharge applications filed by the arrested accused, saying evidence collected by it were "not in consonance" with those obtained earlier by Maharashtra Anti-terrorism Squad (ATS) and CBI, which had recommended their prosecution. "It is submitted that evidence collected by NIA in further investigation is not in consonance with evidence collected by ATS and CBI. The court may kindly pass appropriate orders in the matter," the anti-terror agency told a special NIA court in response to discharge applications filed by the nine accused.

Indo-Nepal border is increasingly being used by Pakistani militants and infiltrators since the last two years to sneak into India and move quickly to bigger cities to settle down, reports Deccan Herald, on September 1. In 2012 as many as 134 individuals and 245 families trespassed into India using the Nepal border. Bulk of the infiltration took place in November and December. Between 2007 and 2011, 196 individuals and 63 families crossed over, out of which 61 people and 15 families came in 2011. The Indo-Nepal border continues to be active in 2013 as up to August around 40 individuals and 130 militant families came into India using six notified transit points and four little known gateways in the Terai (grasslands, savannas, and forests located south of the outer foothills of the Himalaya).

The 'Q' Branch of Tamil Nadu (TN) Police arrested the two LTTE suspects, Sivaneshwaran alias Nesan (34) and Gopi alias Manoharan (37) from an apartment in Chennai city on August 30. Police said Sivaneshwaran was formerly an important functionary in the political recruitment wing of the LTTE while Gopi had completed his training and was a member of the outfit. The two suspects were reportedly making improvised explosive devices (IEDs) to trigger explosions in Sri Lanka. They said although they were initially not planning to plant bombs in Sri Lanka, but after seeing that Sinhalese are being settled in Tamil areas, they decided to plant bombs to discourage the ‘Sri Lankans’ from settling in Tamil areas.
