Criminal Mohammad Ashraf Ismail Nagori, arrested near central bus depot in Surat (Surat District) on April 2, along with his six aides with arms and ammunition, is suspected to be linked to sleeper cells of the Indian Mujahideen (IM), according to The Times of India. Nagori, was in close contact with the family of Chhota Shakeel, a Dawood Ibrahim associate, Police said. "He recently attended the marriage of someone in the family of Shakeel's sister in Mumbai. He used his contacts with the underworld to extort money from major realtors in Surat," a Police official added.Nagori, Abdul Samad alias Malbari Gulam Moiyudding Shaikh, Mohammad Siddiq Ahmad Saeed Shaikh, Nazir Mohammad Soni, and Asif alias Baputi Babuddin Shaikh were arrested and five pistols, 14 cartridges and two knives were seized from them. Suresh Pawar and Sunil alias Shankar Sutar Chauhan, who had come to supply Nagori with six pistols and 48 cartridges, were also arrested near the central bus depot in the city.Police said the accused were collecting weapons to execute a mass murder plan in the city to make up for the failure of the July 2008 serial bombing attempt when 29 bombs that were planted in Surat a day after Ahmedabad serial blast did not explode.Nagori is suspected to have participated in some training sessions conducted by Indian Mujahideen. "His call details reveal that he was closely in touch with a few IM associates," Rakesh Asthana, Police Commissioner, Surat said.

Police investigations into the arrest of seven militants, including Mohammad Ashraf Ismail Nagori, along with 11 pistols and 62 cartridges on April 2 from Surat District in Gujarat have established a link between the underworld and terror groups, The Times of India reports on April 4. Sources said that Nagori has connections with Indian Mujahideen (IM) sleeper cells, and was inspired to carry out terrorist operations in Surat by his contacts in Hyderabad (Andhra Pradesh) and Uttar Pradesh. The State Government on April 2 said that it will not interfere in judicial matters of cases involving leaders and cadres of militant groups engaged in peace talks, reports The Shillong Times. Minister for Panchayat and Rural Development Rockybul Hussain informed the Assembly that while the State Government gave full support to talks between the Centre and militant groups, it was up to the judiciary to decide bail pleas and related issues of arrested militants. On the peace talks between the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB-RD) and the Centre, Hussain said that the Central Government’s interlocutor P C Haldar had held several rounds of talks with Daimary, who is lodged in Guwahati Central Jail.

The Coast Guard had on April 3 intercepted calls allegedly made through satellite phone on board vessel which came from Dubai on April 2, the officials said. The crew was reportedly in touch with a person identified as Usman in Dubai, for whom some "goods" were being brought to Mumbai by the vessel, the officials said.

The National Investigation Agency (NIA) on April 4 charge-sheeted Abu Jundal, one of the masterminds of the November 26, 2008 (26/11) Mumbai (Maharashtra) terror attacks, accusing him of recruiting men for the Lashkar-e-Toiba (LeT), reports The Tribune. NIA submitted its charge-sheet before Patiala House Court (New Delhi) against Jundal, whose actual name is Sayed Zabiuddin, under various sections of the Indian Penal Code (IPC) and Unlawful Activities (Prevention) Act (UAPA). The charge sheet said, "During the investigation it was found that the accused during the years 2011 and 2012 had made deliberate attempts to recruit different persons through Internet for joining LeT and carrying out terrorist activities in India… He had also sent monetary support for the purpose of motivating persons earlier charged in cases of terrorism in Maharashtra.", adds The Times of India.As reported earlier, Jundal was arrested by Delhi Police on June 21, 2012, from Indira Gandhi International airport after being deported from Saudi Arabia.

Highly-placed government sources said that the Bank of Baroda's Nassau branch saw successive wire transfers of several hundred thousand dollars from at least three Dubai-based currency exchanges - the al-Zarouni Exchange, the Dubai Exchange and the al-Dirham Exchange - suspected to be proceeds from organised crime. The Al-Dirham exchange is named in an Indian government dossier on Dawood Ibrahim's operations. Dawood, as the investigation reveals, has emerged as the principal provider of financial services to narcotics traffickers and jihadists across South Asia - a business pegged at over USD 3.5 billion a year, which uses front companies to access the global financial system. Earlier in the year 2011 India had provided Pakistan with the dossier in 2011, naming at least 11 United Arab Emirates (UAE)-based entities controlled by Dawood's crime cartel. Dawood's operations matter to Pakistan as well. Laundered money remitted back into Pakistan is boosting the economy. In 2012, remittances jumped to over USD 10 billion. The Karachi (Provincial Capital of Sindh) stock exchange gained 49 per cent in 2012, fuelled by Dawood, say experts. However, as reported on April 6 (today) the Nassau branch of Bank of Baroda in Bahamas has denied any involvement in the alleged transfer of Dawood Ibrahim's funds. The Bank statement says, "In response to some of the news items appearing in TV channel regarding the purported transfer of funds through Bank of Baroda, Nassau Branch, Bahamas, it is clarified that Bank of Baroda, Nassau has been maintaining among others, the account of Dubai Exchange for last several years. It is a KYC Compliant account where transactions takes place in normal course of business to established banking channels.”"All AML guidelines are followed. Hence we deny any involvement of Bank of Baroda in alleged transfer of funds as reported in the Media. We further clarify that Bank of Baroda, Nassau Operations are conducted strictly within the regulatory framework of host/home country and are subject to usual systemic controls," it added.

But the government sanctioned only 341 personnel for these Police Stations. The audit further revealed that though all the 24 boats in eight CPSes were to run over 90,000 hours from the date of supply to July 2012, the actual operation time was only 5,086 hours. This constitutes only 5.64 per cent of the target and indicates that all the boats were idling during the last two and half years resulting in non-surveillance of the coast.

Besides the Inter-Services Intelligence (ISI) of Pakistan, it has close ties with the terror network of Dawood Ibrahim. According to official sources, between November 2012 and January 2013 - more than INR 12 million has been transferred to people in India who allegedly back the movement. The funds are distributed through intermediaries who then send it to the group's sleeper cells in Punjab, and other places, jailed militants and families of militants.Sources also said top BKI leader Jagtar Singh Hawara, currently lodged in Delhi's Tihar jail is in regular touch with some of the top leaders abroad and his phone calls have been traced by intelligence agencies from inside the jail. Most of his calls have been made to a London number (0044-74249XXXXX) and a number in Germany (0049-17459XXXXX) In one case, a top UK-based BKI activist Balbir Singh Bains, from September 2010 to January 2012, has sent about INR 25, 00, 000 to Khalistan supporters in India through various channels, including Money Gram. Bains coordinates BKI activities from London and Frankfurt (Germany) and also reviews the progress of the movement in India. Another BKI militant Joga Singh has also been transferring funds to BKI operatives in India. He is also reported to be the main intermediary with BKI activists in Pakistan and visits the country frequently.

As reported earlier, four militants or former militants along with their wives and children (total 12 persons) were arrested from Harlakhi locality in Madhubani District along the India-Nepal border. The four militants are of Kashmiri origin, but currently are citizens of Pakistan. Official sources identified the militants and their family members Mushtaq Ahmad Dar, a resident of village Udaara in Kupwara District, his Pakistani wife, Amina Bibi and two children Shabir Ahmad Dar, 3 years and Ahsaan Ahmad Dar, 8 months, Firdous Ahmad, a resident of Bandipora District, his Pakistani wife Sabia Bibi, a resident of Shahid Gali, Muzaffarabad [Pakistan occupied Kashmir (PoK)] and their two children Anjal Ahmad, 4 years and Ansar Ahmad, 2 years, Parvez Ahmad of Bandipora District and Nazir Ahmad of Kupwara District, his Pakistani wife Sumera Bibi and a two years old son Aayan.Nearly 700 former militants had applied for return under the Return and Rehabilitation Policy through their families in Jammu and Kashmir (J&K) but all those, who have come back so far, took Nepal route, which was not prescribed in the Policy. Sources said the militants, or former militants, were unable to take these routes due to presence of Pakistani Army and Inter-Services Intelligence (ISI) on these routes.The Indian Intelligence agencies were also worried that some of the militants, though not active now, could be used by the militants present in the State to revive the dying militancy. Moreover, most of the militants were returning with Pakistani wives, who could also pose a security risk at some stage.

An offshore patrol vessel has been based at Paradip (Jagatsinghapur District) and two interceptor crafts will join the fleet in the future to ensure increased operational capability in the coastal areas of West Bengal and Odisha. The enclave will provide support to recently inducted Coast Guard surveillance Dornier aircrafts equipped with advanced and sophisticated navigational and communication sensors and equipment for response to pollution, search and rescue, maritime reconnaissance and for coastal security. "The current month is a very special one. The Coast Guard is going to commission seven ships including an offshore patrol vessel, two fast patrol vessels, three interceptor boats and one air cushion vessel in addition to the activation of the air enclave," Financial Advisor, Indian Defence Accounts Service, Priti Mohanty, commented. Stating that Indian Coast Guard has embarked on a major expansion plan and is undergoing exponential growth, Mohanty said the activation of air enclave Bhubaneswar, the first Coast Guard air establishment in Odisha, is one more step in this direction.

An NIA team recently conducted an investigation and apprehended and questioned a few people in connection with the Hyderabad (Andhra Pradesh) blasts of February 21, 2013. However, none of them was detained. NIA kept the operation a secret. The team, according to sources, came close to success in detecting such cells in the state. The sleuths had been fed with specific lead about the existence of such cells in the state and mainly in the city. “Some of these sleeper cells came into existence after 2008 but were dispersed after Hyderabad blasts,” the sources said.

FICN with a face value of INR 55,000 has been recovered from the accused. Police also arrested one Vipin Pandey who acted as the courier between Nepal-based Rajan Shah and Nagina Prasad. Shah is suspected to be an Inter-Services Intelligence (ISI) operative who also handles parallel operations from Bangladesh. "Nagina Prasad told us he was running a gas agency but had to abandon it last year. He had earlier come in contact with Shah through one J K Khan. At that point, he was playing second fiddle. Hopper quotes top Police officials about other areas identified by Riazuddin before his arrest in Karnataka. According to Hopper, Raziuddin told the Police that along with accomplices from the banned Students Islamic Movement of India (SIMI), he had identified sites across the country for a series of bomb blasts. And “beaches in Goa frequented by foreigners” were one of those specifically identified as targets, according to the diplomatic communique.Among other targets on Raziuddin’s list were the Andhra Pradesh Police Headquarters, and Infosys campuses in Bangalore and Mangalore (Karnataka), says the confidential cable numbered 08CHENNAI55. It carried 800 to 900 grams of nitrate-based explosive material. It was more like an incendiary device to cause fire - similar to the one that was used for a mild blast in a Maruti car outside Jama Masjid in 2010. Though there was no shrapnel in it, the device appeared similar to what Indian Mujahideen (IM) had used in carrying out blasts at Zaveri Bazar in Mumbai. Incidentally, a motorbike was used to strap the bomb in the Zaveri Bazar incident also."Although the explosives used to make IED for Bangalore blast look more like ammonium nitrate, we are waiting for the final report," said an official, adding the 'make' of the bomb had a clear IM signature where the terror outfit generally uses locally available material to assemble nitrate-based bombs with the help of any metal container or pressure cooker to make the device more compact.

The report said the home secretary had admitted that illegal influx, trans-border smuggling and movement of insurgents were major security threats to the country that needed to be curbed by plugging gaps in the border fence. He said these gaps had been classified and those that could be fenced but did not have Government sanction were being put up for sanction, adding that the Bangladesh Government’s permission would have to be taken for fencing gaps less 150 yards from the Zero Line. The Union Home Secretary said there were, however, places where fencing was not feasible. He said intruder detection technology would have to be used in these places to plug gaps and curb infiltration. Kulvinderjeet Singh alias Khalsa, who pleaded guilty in the blasts case and Baljinder Singh alias Badshah had allegedly committed bank robberies in Delhi a few years ago. Baljinder was arrested in four cases, including a case registered under Maharashtra Control of Organised Crime Act (MCOCA), the law to deal with organized crime. On March 30, 2012, Baljinder had escaped from custody while he was being escorted to Punjab for a hearing. Two sophisticated pistols, a spent shell, a magazine and 16 live cartridges were recovered from the accused. Special commissioner, special cell, S. N. Shrivastava said Kulvinderjeet was found in possession of a fake identity card of Punjab Police and was impersonating as Police inspector Paramjit while Baljinder was impersonating as head constable Baldev Singh. Police say, in 1995 Kulvinderjeet, his brother Hardeep Singh and another man, Rajwinder Singh, were involved in a plot to throw grenades at tourists outside Red Fort. Rajwinder exploded one at the fort while two others did not explode. The same day, the three men left on a train and Kulvinderjeet exploded one grenade at Samaipur Badli (Delhi) railway station while another was thrown at Sonipat Railway station. Two more grenades planted on the railway track in Panipat were detected in time. Kulvinderjeet is also said to have set off a bomb near Delhi Darbar restaurant in Connaught Place in 1995, causing several casualties.

According to recent data, India would need 4.7 lakh cyber security professionals by 2015 to protect its IT infrastructure. "It is highly likely that the third world war will be fought not with armies but in the cyber world and India is not prepared for such attacks," said Akash Agarwal, country manager of International Council of E-Commerce Consultants (EC Council). "We are very vulnerable right now. Even smaller countries like North Korea have around 15,000 cyber security professionals, which is not far behind India considering the size of the two countries," added Agarwal. Further, Deccan Chronicle mentioned that India has suffered losses of approximately USD 8 billion due to cyber-crime in 2011 and an estimated 14,392 websites in the country were hacked in 2012. India has the lowest rate of security measure adoption and if attacked the average estimated cost of downtime associated with any major incident is around INR 3, 00, 00,000 a day according to a McAfee report. Indian Mujahideen (IM) co-founder Riyaz Bhatkal and his brother Iqbal Bhatkal, Lashkar-e-Toiba (LeT) operative Faiyaz Kagzi, Wakas alias Wakar Ibrahim Sad and Danish alias Tabrez have been shown as absconding against whom lookout notices have been issued. A senior ATS officer said: "Three of the eight accused have confessed to their crimes and the confessions will be submitted to the court on May 9… We have CCTV footage that strengthens our case." "The chargesheet includes statements of 316 witnesses," ATS chief Rakesh Maria commented. Hindustan Times adds that IM had planned to carry out blasts at the Yerawada Jail and Pune Court to avenge the murder of Qateel Siddiqui, an IM operative who was killed by inmates in the jail on June 8, 2012. The accused had also carried out reconnaissance at Bandra, Santacruz, Juhu, Andheri and Jogeshwari areas of Mumbai.
