The ‘operational head’ of Indian Mujahideen (IM) on Indian soil, Yasin Bhatkal, who was arrested on August 28, claimed during his interrogation that he wanted to fight North Atlantic Treaty Organisation (NATO) forces in Afghanistan as an 18-year-old when the United State (US) launched its campaign against Taliban following the 9/11 attacks. Yasin also told interrogators that in the 2012 Pune blasts, where four bombs placed on Jungli Maharaj Road of Pune led to minor explosions, he was trying to experiment with digital timers. He said in order to ensure that the bomb did not fail; he made two circuits, one of which was a back-up to ignite the bomb in case the other failed.

After the arrest, the special cell of Delhi Police claimed to have busted a major FICN racket operating in Delhi and Gurgaon. The FICNs came from Malda in West Bengal, which is the transit point for smuggling FICNs, Police added.

A special Maharashtra Control of Organised Crime Act (MCOCA) court on September 2 issued a transfer warrant to obtain custody of top Indian Mujahideen (IM) operative Yasin Bhatkal and his associate Asadullah Akhtar alias Tabrez in connection with the July 13, 2011, triple blasts that killed 26 people, reports DNA India. Sharif Sheikh, one of the defence lawyers in the case said, "The court has issued transfer warrant against Bhatkal and Akhtar alias Haddi alias Tabrez in connection with the 13/7 blasts case.” During the hearing, Anti-Terrorism Squad (ATS) told the MCOCA court that interrogation of Bhatkal and Tabrez was needed to gain insights into unfolding of bombings, after which the court issued the transfer warrant. The duo was arrested on August 28, 2013, from Bihar along India-Nepal border.

Yasin Bhatkal told his interrogators in Bihar that Gujarat Chief Minister (CM) Narendra Modi is the top target of IM, reports India today on September 3. "The funds flow from our international sympathisers will increase many times if we manage to reach him. Narendra Modi is one to 10 in the list of targets. The rest of the targets figure much below him," Bhatkal admitted to top NIA and Intelligence officers, who interrogated him in Bihar. According to Bhatkal's confession, L. K. Indian Mujahideen’s (IM) ‘operational chief’ in India, Yasin Bhatkal, who was arrested on August 28, 2013, during his interrogation admitted responsibility for the February 13, 2010, German Bakery blast in Pune and named another individual as his accomplice, reported Hindustan Times on September 4. Bhatkal identified Mohammed Qateel Siddiqui, a resident Darbhanga District of Bihar as his fellow-conspirator, saying they wanted to target the foreigner “Jews” frequenting the bakery in the tony Koregaon Park area of Pune. Bhatkal said that Himayat Baig and two of the other four accused persons - Fayyaz Kagzi and Abu Jundal - had nothing to do with the bakery blast. But he confirmed that Riyaz and Iqbal Bhatkal were the masterminds. Qateel Siddiqui, was found murdered inside the high security Yerawada Jail of Pune on June 8, 2012.

Amjad's interrogation revealed that Rahim alias Salman and his wife, Nazira, brought the FICN from a supplier in West Bengal. "Despite being given alternative plots in outer Delhi in lieu of jhuggis, Salman preferred to stay in Sadar Bazar on rent. Salman and Nazira used to procure fake Indian currency notes from a Pakistani in Murshidabad," said Police. With Amjad's help, Salman (42) was arrested at Nawada Metro station and fake currency of the face value of INR 95,000 was found on him. Union Minister of State for Communication and Information Technology (IT) Milind Deora on September 9 said in a written reply to Rajya Sabha (Upper House of Parliament) that Cyber crime cases in the country registered under the IT Act in 2012 rose by about 61 percent to 2,876 with Maharashtra recording the most number of cases, reports Silicon India. The country had witnessed 1,791 cases registered under the Information IT Act in 2011. "As per the cyber crime data maintained by National Crime Records Bureau (NCRB), a total of 288, 420, 966, 1,791 and 2,876 cyber crime cases were registered under IT Act during 2008, 2009, 2010, 2011 and 2012, respectively," he added. Maharashtra registered a total of 471 cases in 2012 followed by Andhra Pradesh (429), Karnataka (412), Kerala (269) and Uttar Pradesh (205) under the IT Act, Deora said. A total of 176, 276, 356, 422 and 601 cases were registered under cyber crime related sections of the Indian Penal Code (IPC) during 2008, 2009, 2010, 2011 and 2012, respectively, the Minister added. "To address the growing threat of cyber crimes/incidents in the country, government has issued an advisory to state governments and union territory administrations advising them to build adequate technical capacity in handling cyber crime including technical infrastructure, cyber police stations and trained manpower for detection, registration, investigation and prosecution of cyber crimes," Deora said.

The Home Department of Karnataka has initiated a Police recruitment drive to fill up a large part of the existing vacancies and thereafter, augment the strength of the Police which has been static for nearly a decade irrespective of the increase in population, reports The Hindu on September 11. Minister for Home K.J. George told The Hindu that “I am keen on ensuring effective policing and it will have a direct impact resulting in a better interface between the people and the police. Of the nearly 20,000 vacancies (largely that of police constables and sub-inspectors), directions have been issued to recruit nearly a half of them right away. Compared to 3,731 Police Constables recruited in 2012, over 8,000 constables will be recruited this year”. It is another matter that recruitment of Police constables and their commissioning into service takes nearly two years (six months to recruit and another one year to train) as they have to be put through a stringent process of training while in the case of sub-inspectors, the period of training is two years. For a population of nearly 63 million, the strength of the Police force is 94,762 which works out to one member of the Police for every 650 of population and is way below the ratio in the neighbouring States of Tamil Nadu (one for every 608), Maharashtra (614) and Andhra Pradesh (642). The effort now is to raise it to at least one Police personnel to a population of 500. At present, there is one Police Training Academy in the State, one training college and four permanent training institutes apart from the 19 temporary police training schools established in various districts and the police commissionerates of Bangalore, Mangalore and Hubli-Dharwad. George said, “We are utilising the services of KSRP [Karnataka State Reserve Police] personnel to maintain law and order. There are 13 battalions of the Karnataka State Reserve Police with 1,000 personnel each but they cannot be put on routine police work. The 13th battalion of the KSRP was commissioned sometime ago after rigorous training at Koppal.”

On the interrogation report, Intelligence Agencies have recovered a whopping 90 IEDs from Zephyr Heights in Mangalore (Karnataka) and Abdullapur in Hyderabad among other hideouts, indicating that the terrorist organization was planning a series of bomb blasts across the country. An unnamed intelligence officer said, "Only the circuitry was not connected to the IEDs otherwise these bombs were ready to use." Several unattached timers, batteries, detonators and shrapnels have also been recovered from various hideouts. All the IEDs, prima facie filled with ammonium nitrate, have been sent to forensic laboratories for examination.

Bhatkal had reportedly surveyed the area around the Mahabodhi temple a year before the blasts took place. The explosive devices used in the blasts resemble the bombs used by Maoists. Until Bhatkal's confession, the NIA had been probing the blasts, considering three possibilities - international infiltration, Maoist involvement and local communal issues. The NIA had even put 100 foreign students studying and doing research in several departments of Magadh University in Bihar on its radar. "During his interrogation, Bhatkal revealed that Pakistan's intelligence agency has been working on a multipronged strategy to spread terror in India. For this, they are trying to rope in the Naxals as well," said an NIA source.

Moreover, Yasin Bhatkal, during his interrogation said that the bombs used in German bakery blast on February 13, 2013, were assembled in Pune itself and even the timers and bags used for carrying them were procured locally, reports The Times of India, on September 29. However, Anti Terrorism Squad (ATS) chargesheet claims the bombs were assembled by Himayat Baig in his cyber cafe in Latur (Maharashtra) and that he travelled all the way to Mumbai's Musafirkhana market to buy timers and bags to carry them. ATS investigations have also claimed that the bombs were carried by Baig from Latur to Pune on the day of the blasts in a bus. Yasin, however, has told interrogators that it was he who procured explosives and assembled the bombs. He has said the explosives were procured with help from IM founder Riyaz Bhatkal while he bought bags and timers locally. He has said he assembled the bombs in Pune, stuffed them in bags and gave one to his associate Qateel Siddiqui to plant it at Dagdusheth Halwai temple. While Yasin was successful in executing the blasts at German Bakery, Siddiqui failed to plant it at the temple and fled to Mumbai with it. There, after dumping it in the sea, he went to Jhansi where he met Yasin again. Siddiqui was later killed in Pune's Yerwada jail.

Arrested Lashkar-e-Toiba (LeT) operative Abdul Karim Tunda's three close aides, Allauddin, Mohammad Basiruddin and Mohammad Zakaria, who had allegedly helped in infiltration of Pakistani and Bangladeshi terrorists into India in 1997 to carry out terror strikes, were remanded on September 30 in judicial custody till October 14, 2013, by a Delhi Court, reports dnaindia.com. The special cell of Delhi Police had earlier claimed that Allauddin and Basiruddin had met Tunda in 1994 through Tunda's father-in-law Zakaria before joining LeT.

Indian national Mohammad Niaz Abdul Raseed was sentenced to eight years of prison for “criminal conspiracy for the preparation of a terrorist act” by the Paris (France) Criminal court on September 30, reports Hindustan Times. Niaz was part of the group of eight in which rest were sentenced to between 18 months and five years. Niaz had been under detention since his arrest in France in 2011. Nearly all the evidence produced in the court against Niaz was through internet surveillance carried out by French authorities. A French version of a website (Ansar-alhaqq.net), which also exists in English and Arabic, seems to have been an important source not just for Niaz and his group but also for Mohammad Merah, the “scooter killer” who gunned down seven people, including children and French soldiers, in the south of France in 2012.
