Fleeing the violence which broke out after Jamaat-e-Islami (JeI) vice-president Delwar Hossain Sayedee was sentenced to death for his role in the 1971 atrocities, hundreds of Bangladeshis have poured into the border district of Malda, reports Times of India on March 2. Border Security Force (BSF) officials at the Mahadipur (Malda District) check post say they have never seen such an exodus in years. Even Awami League members are among those seeking refuge in India. Awami League leader Mohammad Alauddin, a member of the Natore (Natore District) municipality board, and his wife were seen walking through border check post of Mahadipur on March 1. Alauddinsaid, "The entire nation is in flames. Roads have been cut at many places, and houses torched. Awami supporters are under attack."

In the last year (2012), Indian intelligence and law enforcement agencies have detected 1,444 suspicious cases of financial transactions allegedly used to exclusively fund terrorist activities, Indian Express reports on March 3, 2013. The cases have been forwarded to the Financial Intelligence Unit (FIU-India), which has been tasked to probe money laundering and terrorist financing, to nail the individuals and institutions behind the cash flow. According to FIU, there was more than a 50 per cent growth in suspicious transactions reports received by the agency from various financial institutions, regulators and money transfer service agents in 2012 compared to 2010-2011.

Superintendents of Police in Barmer, Jaisalmer and other border Districts have been directed to keep constant touch with intelligence agents to stop smuggling of Fake Indian Currency Note (FICN) and drugs from Pakistan, The Times of India reports on March 3, 2013. The officers were also directed to deal strictly with those found using Pakistani SIM cards in border areas and maintain law and order there. Directions have been issued to increase vigilance at the border areas of Jaisalmer District particularly at Shahgarh Bulj, other sensitive areas and monitoring on suspicious elements and known smugglers.

Two persons, including a minor, were arrested on March 3, for carrying four live non-electric detonators in ISBT-43 of Chandigarh, reports Indian Express. The duo, Police claimed, was coming from Kotkhai in Himachal Pradesh and was headed for Jammu and Kashmir. A high alert was sounded in the city and checking in buses at the two ISBTs was increased. One of those arrested has been identified as Muddasar Ahmad. The other accused is a minor. The two have been booked under the Explosives Act.

The intelligence wing of Rajasthan Police on March 4 arrested an employee of the Union Ministry of Home Affairs (MHA) for his alleged links with Sumer Khan, the computer-savvy spy arrested in February 2013 for allegedly leaking information on an Indian Air Force (IAF) exercise in Pokhran (Rajasthan), reports The Times of India. Following Khan's trail, the Police came to know that he was getting "secret" documents from one Surendra posted with the foreigners' division of the MHA. "Khan told us that he got some important documents photocopied from Surendra. A team camped in Delhi and initially detained and later arrested Surendra for allegedly sharing official secrets," said Dalpat Singh Dinkar, Additional Director General (intelligence).

The National Investigation Agency (NIA) on March 4 confirmed the arrest of Muhammad Manzar Imam, wanted in the Wagamon Students’ Islamic Movement of India (SIMI) camp case, and a suspect in the February 21, 2013, Hyderabad twin blasts case, according to New Indian Express. The accused was arrested from Bariatu in Ranchi, while returning to his house, in the night of March 3 with the assistance of the Jharkhand Police. The NIA and the Jharkhand police have been on the lookout for Imam for the past two years after reports of his operations in Jharkhand.

During the joint interrogation by the Intelligence Bureau (IB) and Rajasthan Police, Inter-Services Intelligence (ISI) agent Sumer Khan revealed details of his frequent trips to Rahim Yar Khan in Punjab province of Pakistan in the last two years, Daily Bhaskar reports on March 6. Khan revealed he was recruited and trained in Pakistan his activities were being supervised by two agents in Pakistan and Delhi. According to un-named source, “The ISI officer in Pakistan introduced Sumer Khan to the alleged ISI staffer in Delhi. He was told to contact the officer at the High Commission if he needed any help in getting a visa or facilitating trips to Pakistan. Sumer not only facilitated Pakistani visas for others, but also charged money for these services”. Surendra Kumar, the Ministry of Home Affairs (MHA) employee arrested by Rajasthan Police on March 4, is said to have provided lookout circulars, list of Pakistani prisoners in India and visa details to Sumer, who in turn handed over them to his ISI handler in Pakistan.

The Gorakhpur Police on March 6, attached the property of an alleged Indian Mujahideen (IM) operative, Mirza Shadab Baig, belonging to Azamgarh who is wanted in numerous cases of serial blasts, reports Indian Express. Baig's house is located in Azamgarh's Kot Sahab Ka Kila locality under Kotwali Police circle. Baig is wanted for blasts which took place in the courts of Lucknow, Varanasi and Faizabad on November 23, 2007. The Delhi Police is looking for him in the cases of blasts at Sarojini Nagar market on October 29, 2005 and at five different places on September 13, 2008. In Gorakhpur, three blasts occurred at different places on May 22, 2009.

Government has initiated several measures to strengthen Coastal Security, which include improving surveillance mechanism and enhanced patrolling by following an integrated approach. Joint operational exercises are conducted on regular basis among Navy, Coast Guard, Coastal Police, Customs and others for security of coastal areas including island territories. The intelligence mechanism has also been streamlined through the creation of Joint Operation Centers and multi-agency coordination mechanism. Installation of radars covering the country's entire coastline and islands is also an essential part of this process. Coast Guard Stations along the coastline are set up considering the threat perception, vulnerability analysis and presence of other stations in the vicinity. At present 40 Coast Guard Stations along the coastline including 8 stations in Gujarat are functional.

Senior Indian intelligence officials say that Pakistan-based operatives exported Fake Indian Currency Note (FICN) amounting INR 25 billion into India in 2012 alone to fund terror and illegal activities, Hindustan Times reported on March 12. FICN being pumped into the country from Pakistan via the Bangladesh and Nepal routes has been steadily climbing over the past few years. Authorities estimate INR 16 billion worth of FICN was brought into India in 2010, a figure that rose to INR 20 billion in 2011. Though some of this was intercepted, it is only a small fraction of the total. In 2010 and 2011 respectively, INR 300 million and INR 450 million worth of counterfeit rupees were recovered. It is believed that the Pakistani military's Inter-Service Intelligence (ISI) is behind about 10 per cent of the counterfeit currency pushed into India and uses it to finance subversive activities against India. A large number of non-governmental organisations in Pakistan, Nepal and Bangladesh are being investigated by Indian authorities. And there is growing evidence linking the FICN racket in South Asia with Pakistan-based terror groups and crime lords.

Intelligence Bureau (IB) is facing shortage of over 8,000 personnel due to unavailability of suitable candidates among other reasons, as stated by Minister of State for Home Affairs R.P.N. Singh on March 12, in a written reply to Lok Sabha (Lower House of Indian Parliament), reports The Times of India. He commented, "As against the sanctioned strength of 26,867 personnel in IB, at present 18,795 personnel are available with a total of 8,072 vacancies (30%)”. The vacancies have accumulated as a result of implementation of the organization scheme of the government (2001-2006), which imposed a ban on direct recruitments in all ministries and departments. The scheme was further extended up to 2009, he said. However, the government gave exemption for operational posts in IB during 2006-07. At the same time, over 6,000 new posts were also sanctioned by the government during 2008-12 under various schemes to strengthen intelligence apparatus. About 1,500 posts of deputation quota could not be filled up "due to unavailability of suitable officers", the minister added. "Further, actual induction figures are much less than the selected candidates as large number of selected candidates do not turn up for joining the Bureau," he said.

Singh told Lok Sabha (Lower House of Indian Parliament) in a written reply on March 12, "As per available inputs from central intelligence and investigating agencies, some consignments of high quality FICN have been either directly or indirectly sourced by Pakistan via Bangladesh, Nepal, Sri Lanka, Thailand, Malaysia and UAE”, reports ndtv.com. He further added, "During the investigation of the case pertaining to the activities of David Coleman Headley and others, it was revealed that FICN were given to him for using these in India”. Further, maximum seizure of FICN with a face value of over INR 26.4 million was made from the India-Pakistan frontier compared to other land borders between 2010 and February, 2013, the Lok Sabha was informed, reports Hindu Business Line. The India-Myanmar border, during the same period reported the highest seizure of 42,394 kg narcotics, followed by a haul of 21,779 kg illegal drugs along the India-Bangladesh border, Minister of State for Home M. Ramachandran told Lok Sabha in a written reply. The Bangladesh frontier also recorded the second highest FICN seizure during the same period with a face value of INR 15.6 million, he said. Further, FICN with a face value of over INR 8, 00, 000 was seized at India-Nepal border, he said.

The chargesheet says Dr Sholapur and Jamdar wanted to fight against the US by joining the Afghan army after completing the murderous tasks. According to the chargesheet, "In Pakistan, they met Abdul Rehman alias Farhathullah Ghori, accused in the Akshar Dham attack case. Ghori introduced them to ISI agents and trained the two men to collect intelligence, execute cyber crime and use weapons”. Dr. Nayeem Ahmed Siddiqui, is the second doctor arrested and named an accused in the case. NIA investigation revealed that another accused, Mohammed Akram alias Khalid, too visited Saudi Arabia in the guise of a driver to forge links with the jehadis. The Central Bureau of Investigation (CBI) on March 18, submitted the chargesheet before the Ernakulam Chief Judicial Magistrate Court against four Bangladesh natives in a case related to the seizure of high-grade Fake Indian Currency Note (FICN) of INR 240,000, reports New Indian Express. The accused Khamirul Islam, Anamul Hoque, Sirajul Hoque and Ruhul Amin are from Malda District of West Bengal. The charges against the accused are criminal conspiracy, usage and possession of forged or counterfeit currency. However, the roots of the currency racket are not unearthed during the investigation by the CBI. According to the CBI, the accused entered into a criminal conspiracy and brought FICN of INR 500 and INR 1,000 denominations from Malda to Thiruvananthapuram. They circulated the notes in the local markets as genuine notes against the making of small purchase.

Three suspected Indian Mujahideen (IM) operatives, who were interrogated by the National Investigation Agency (NIA) for their alleged involvement in the February 21, 2013 blasts in Hyderabad (Andhra Pradesh), were on March 20, remanded in judicial custody till April 3 by a Delhi court, reports dnaindia.com. The three accused Obaid-Ur-Rehman, Syed Maqbool and Imran Khan were produced before the court after expiry of their custodial interrogation by the NIA. According to the sources, the NIA had told the court that they need to confront both Maqbool and Imran with Rehman as some conflicting statements have been given by them during their separate interrogation. Supreme Court today (March 21) upheld death penalty to March 12, 1993 Mumbai (Maharashtra) blasts case (which killed 257 people and injured 700) mastermind Yakub Memon, reports IBNLive. The apex court reduced death sentence of 10 others to life imprisonment. Yakub is brother of Ibrahim Mushtaq 'Tiger' Memon, one of the prime accused of the attacks. Yakub Memon was convicted in the 1993 Mumbai blasts case and has been in jail since he returned to India and surrendered in 1994. Supreme Court observes, "Yakub Memon and all absconding accused including Dawood Ibrahim were archers and rest of the accused were arrows in their hands." Supreme Court says, "Police, customs and coastal guards are also to be blamed for 1993 Mumbai blasts." Court further added that the training of convicts materialised in Pakistan. The apex court adds that management and conspiracy of 1993 blasts were done by Dawood Ibrahim and others in Pakistan. Supreme Court says that Pakistan's intelligence agency Inter-Services Intelligence (ISI) was also involved in the 1993 blasts. Supreme Court upheld life terms of 17 convicts in the 1993 Mumbai blasts case and commuted death sentence of 10 convicts to life imprisonment on the ground that the convicts were behind bars for 20 years and their economic condition was weak. Supreme Court asks all accused to surrender within four weeks. Actor Sanjay Dutt is also sentenced for five years in jail by the Court. However, the apex court has reduced his sentence from six years to five. Sanjay has not been granted any probation and will have to spend three years and six months in jail.

FICN valued INR 4, 00,000 were recovered from them. Among the three, two persons were arrested on March 11, from the Ajmeri Gate side of New Delhi Railway Station (New Delhi District). Based on their information, the third member was arrested on March 13 from an unspecified location. Ravindra Yadav, ACP (crime) said “The seized currency notes were in the denominations of 1000 and 500. The counterfeit money trail was traced to Bettiah in West Champaran [District], Bihar. These are being smuggled into the country through the porous Indo-Nepal and Indo-Bangladesh border”. The gang’s main supplier, identified as one Nagina from West Champaran in Bihar is absconding.

Briefing the media, DG, BSF, Subhash Joshi and DG of BGB, Major General Aziz Ahmed said that forces were on alert, denying reports of rise in infiltration along the highly porous international border. DG BSF Subhash Joshi said about 27 percent of India's border with Bangladesh could not be fenced due to riverine terrain and other difficult geographical features. He said fencing work was sanctioned for 3,436 km of the 4,096-km border with Bangladesh and 2,525 km had been fenced. He said work was in progress for fencing on 365 km and the pending work was expected to be completed in a year or two.

Liyaqat was to coordinate and supervise the suicide mission and was supposed to return to Jammu and Kashmir (J&K), S.N. Srivastava, special CP (Special Cell) said. "Self-styled HM senior commanders Ghazi Nasiruddin and Farooq Qureshi told Liyaqat he had been chosen to supervise the suicide attackers who would commit spectacular terror strikes in Delhi," Srivastava added. Liyaqat disclosed that in January, 2013 a Muttahida Jihad Council meeting attended by Jaish-e-Mohammed (JeM), Lashkar-e-Toiba (LeT) and HM decided to observe January 26 as black day. Delhi Police Special Cell has recovered 75 contacts from mobile phone book of Sayyed Liyaqat Ali Shah, which are numbers of leaders and important operatives of Al-Badr, Al-Burq, Tehrik-e-Jihad and at least eight Hizb-ul-Mujahideen (HM) militants, with whom he was in regular touch with, according to sources, The Times of India reports on March 24. In fact, Shah was in touch with one Irfan Saab, whose real name is Fayyaz Ahmed Pathan and is said to be ‘deputy launching commander’ of HM. Also, Police have found 7-8 photographs from a micro-chip recovered from the Jama Masjid (Delhi) hotel room, which they claim are photographs of 'an urban locality' but this area is yet to be identified. Meanwhile, Delhi Police sources also claimed that apart from central intelligence agencies input on March 16, MAC (Multi-Agency Centre) of Home Ministry had also given an input on March 19, a day before Liyaqat Shah's arrest from Indo-Nepal border, that "Pak/PoK based terrorist alongwith others reached Nepal on March 19 from Pakistan. The unknown terrorist was provided necessary support by Younis, a Kashmiri based in Nepal, who also has links in Pakistani embassy in Nepal". Sources say this MAC input also suggests that it pertains to Liyaqat Shah, which gives a boost to Special Cell theory. Shah's mobile phone has contacts of members of his Tanzeem and important members of HM. Sources say one important contact in his phone book, which was also saved on memory card, is that of one Iqbal of Al-Burg, then one Farooq of Al Badr, Launching Commander of HM Imtiaz Alam. Among other names include Almas Kao (‘chief’of Al-Badr) and Vasam (‘chief’ of Tehrik-e-Jihad). Sources say Liyaqat Shah used to meet senior HM leaders every Friday and they used to have important discussions about their plans. "His job in PoK was also to coordinate the plans of HM in Jammu and Kashmir. This time, he was directed to go and settle in J&K itself, and coordinate the attacks," according to source. Meanwhile, Special Cell also released the portrait of one of the suspects, who had checked into the Hotel Haji Arafat in Jama Masjid. Special Cell is yet to trace the suspects and also if the plan to attack Delhi is still on or not.

A Reserve Bank of India (RBI) study on Fake Indian Currency Note (FICN) has observed that such notes have also begun to surface abroad, keeping pace with the convertible currencies, Financial Express reports on March 25. The study estimates that seizures of FICN in the Swiss system for the last ten years have risen fast. From hardly one or two pieces in 2001, the number of notes seized was 1,144 in 2011. The comparable seizure for Swiss francs is 3,702 and of US dollars, 2,228. The study further suggests there could be about INR 390,000 pieces of FICN, on an average, floating in the system as against about 56.74 billion pieces of notes in circulation (NIC) during 2007-08 to 2010-11. Typically more FICN are concentrated in the high denomination currency notes like INR 1,000 and INR 500 notes. Proportion of INR 1,000 counterfeits has increased from 0.12 per cent in 2003-04 to 5.17 per cent in 2007-08.

Suspected Hizb-ul-Mujahideen (HM) militant Sayyed Liyaqat Shah, booked for waging war against the country by Delhi Police, was remanded in 14 days judicial custody by a Delhi court on March 30, reports The Times of India. Delhi Police had claimed that he was planning to carry out terror attacks in the national capital. Chief Metropolitan Magistrate (CMM) Manoj Kumar sent 45-year-old Shah, a resident of Jammu and Kashmir, to Tihar jail till April 12 after he was produced in the court before the expiry of his 15-day Police remand. Delhi Police had arrested the militant on March 20 from near Gorakhpur in Uttar Pradesh after he crossed over to India from Nepal.

A man, identified as Mohammad Alam, has been arrested for circulating Fake Indian Currency Notes (FICN) from Trilokpuri in East Delhi District, The Times of India reports on March 31. "Most of these notes were smeared with gulal and hence not easily identifiable. The accused wanted to circulate these notes among auto drivers and local shopkeepers. Most of these notes were of high quality and seem to have entered India through Bangladesh," said a source. "Hailing from Kishanganj in UP, Alam had been making regular trips to Delhi with fake currency notes. We have seized several hundreds of fake currency notes from him. The Rs 100 notes carried just three serial numbers 9PA 724893, 4FM006785 and 3EL226809. We have sent teams to Bihar to check the international links," said a source. However, the main accused, who was getting FICN from a Bangladesh-based unit, managed to escape.

According to an April 1 Times of India report, self-radicalized youth ‘seething with a sense of injustice to Muslims’ are reaching out to the jihadi outfits to volunteer to work for them. Interrogation of Indian Mujahideen (IM) and Lashkar-e-Toiba (LeT) operatives in connection with the February 21, 2013, Hyderabad (Andhra Pradesh) blasts has brought out what security and intelligence agency call the "deeply worrying trend", where terror groups are able to find recruits without having to work really hard. The National Investigation Agency’s (NIA) interrogation of IM operatives Syed Maqbool and Imran Khan and LeT militants Obaidur Rehman also revealed that the new recruits had no qualms about switching loyalties from one group to another. "Barring a few, almost all accused in either Pune blasts or the LeT module are self-motivated youth who themselves approached terror groups for work rather than outfits scouting for them. This is a worrying trend and can cause greater problems in future as now merely monitoring and controlling operations of terror groups will not help," said an unnamed officer.
