Kerala State Police on July 1 submitted before Kerala High Court that the Popular Front of India (PFI) cadres, who participated in the Narath (Kannur District) weapons training camp, had close links with Indian Mujahidheen (IM) and Dawood Ibrahim, reports Deccan Chronicle. Police found that one of the accused had contacted Sanaulla Shabandri belonging to the Bhatkal family, founder of IM. The bank accounts of the accused establish the link. Sanaulla is a close associate of Dawood. An examination of the bank account of one of those arrested in the case found that he had received an amount of INR seven million from a foreign bank account, the Police submitted. All the accused were having terror links, including with Lashkar-e-Toiba (LeT) operator Thadiyantavida Nazeer.

The Directorate of Revenue Intelligence (DRI) on June 22 seized a consignment of Fake Indian Currency Notes (FICN) worth INR three million being smuggled in from China’s Xinjiang Province, The Times of India reports on July 3. The consignment was sent through an international courier from China's Xinjiang Province. The development comes close on the heels of three Chinese nationals from the same Province being apprehended in Leh area of Jammu and Kashmir (J&K) while trying to illegally cross over to Pakistan. They are currently being probed by intelligence agencies in Leh. According to sources, DRI officials arrested the courier with addressed to an old Delhi restaurant. After the traditional routes of Nepal, Bangladesh and Dubai came under the scanner of security agencies, FICN cartels from Pakistan had started routing fake currency through south-east Asian countries such as Malaysia and Vietnam. This is probably the first time that FICN pushed in by Pakistan has come via China and raises concerns of Inter-Services Intelligence (ISI's) growing network in certain provinces of China. "However, this is probably the first time that China has become part of the FICN trail. It raises concerns as it means ISI has been able to build strong networks in certain restive provinces of China which can pose bigger challenges in future," said an officer from the security establishment.

11 people from Jammu and Kashmir (J&K), including five former militants, who tried to enter India from Nepal through Sonouli border (Maharajganj District of Uttar Pradesh), seeking to avail the benefits of Jammu and Kashmir Rehabilitation policy, were detained by the Sashastra Seema Bal (SSB), reports Rising Kashmir. SSB commandant of Sonouli, B K Bankhoti on July 3 said, "The group had reached Kathmandu from Pakistan and from there crossed into India last night [July 2] and were detained by security personnel as they did not have valid documents." Bankhoti said they had left J&K between 1989 and 2009 and were settled in Muzaffarabad in Pakistan occupied Kashmir (PoK). “Some of them had also been involved in militant activities”. He said they told security personnel that they wanted to take advantage of the Rehabilitation Policy of 2010 under the J&K government and wanted to go there. According to the surrender policy, Kashmiri residents who crossed over to PoK between 1989 and 2009 would be considered for safe return. The detained persons comprising five men, four women and two children were sent to Jammu and Kashmir cell in Delhi, accompanied by troops.

A report by the Intelligence Wing of the Police expressed concern over the influx of illegal Bangladeshi immigrants into Kerala especially considering the threat of cross-border terrorism and the spread of Fake Indian Currency Note (FICN), The Hindu reports on July 4. Intelligence Additional Director General of Police (DGP) T.P. Senkumar said cases of Bangladeshi immigrants carrying large sums of FICN had not been detected in Kerala. “In a few instances, they were found to be carrying very small sums of fake currency… The border with Bangladesh has gaps at some points and immigrants cross into India on foot through the breaks in the fence. Some also swim across rivers on the border to reach India”, Senkumar commented. Further it has been revealed that 21 cases under the Registration of Foreigners Act were registered in 2012.

Gujarat has been put on high alert on July 3 (today) as eight Lashkar-e-Toiba (LeT) terrorists have sneaked in from Pakistan, reports samaylive.com. Intelligence Bureau (IB) revealed that terrorist have entered Bhuj (Kutchh District) in Gujarat through maritime borders and all efforts are being made to trace their exact location. In response to the IB alert, the Navy, Coast Guard, Coastal Police, local Police, Border Security Force (BSF), Army and the customs department have all heightened surveillance along both land and sea borders of the country. An alert has been sounded across the twelve coastal Districts of Gujarat and also in parts of Maharashtra, covering the stretch from Jamnagar up to Mumbai.

The session's judge acquitted Sameer after the prosecution failed to prove the charges against him. Police believe that the first meant Great Buddha statue and the second the tourist bus. Another writing, again in Urdu, said that the operation was done as revenge for what had happened in Iraq. Further, examination of three unexploded bombs revealed that the planters used small LPG cylinders as containers to detonate explosives suspected to be a mix of ammonium nitrate and another high intensity material. "Small cylinders ranging from 2.5 to 5 kg have been used. The gas was taken out and the cylinders filled with explosives. The circuit was then completed using a detonator and a timer device," said an officer from the National Investigation Agency (NIA). Sources said this is the first time gas cylinders have been used as containers for explosives -- a departure from the signature style of Indian Mujahideen (IM), the outfit being suspected to have carried out the blasts. IM is known to use tiffin boxes, pressure cookers or boat-shaped aluminum containers to pack explosives with large amounts of shrapnel. This method of bomb making gives specific direction to the impact of the blasts and causes maximum casualties.

Three blasts took place near the Karmapa monastery while one each happened near the Buddha statue and a tourist bus stand outside. Two live bombs were detected and defused at the site," he said. In addition, a third bomb was recovered from a village near Bodh Gaya hours after serial blasts, Police said. A cylinder bomb was recovered from near Royal Residence hotel at Baiju Bigaha village, about four kilometres away from the Mahabodhi temple. Meanwhile, Bihar Police chief Abhayanand said that the nine blasts at the Mahabodhi temple were not of "very high intensity" and therefore no damage was caused to the sanctum sanctorum. "The explosions were not of high intensity...somewhere between low and high intensity. No damage has been caused to the sanctum sanctorum of the temple," he added. Besides chief secretaries of all the states, the advisory was specifically addressed to the Police Commissioners of Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Bengaluru, Hyderabad and Pune. All these cities have been targets of terror strikes in the past. "All police stations (should be) alerted, with additional deployment at sensitive locations. All precautionary measures may be taken to prevent untoward incidents. Any development of interest be reported at once," it said The Hindu quoted an MHA official as saying, “There have been intelligence inputs that [some Islamist groups] were planning to target Buddhists and their religious sites with foreigners in mind … This follows the ongoing sectarian violence between Rohingya Muslims and Buddhists in Myanmar. After last year’s Pune blasts, some arrested Indian Mujahideen operatives had told the Delhi police that there were plans to target Buddhist shrines in Bodh Gaya to retaliate for atrocities being committed upon Muslims in Myanmar … This input was shared with the Bihar police. The nature of attack and explosives used in the attack [points] towards the Indian Mujahideen … It could be their handiwork. In recent months, the Centre and some States have also issued alerts over the circulation of videos and pictures on the Internet and through mobile phones of alleged atrocities committed on Rohingya Muslims to incite passions and tensions.” Also, red alert has been sounded across Bihar following the serial blasts at Mahabodhi Temple. The STU consists of 30 commandos of Special Operations Group (SOG), who have been trained in latest tactics, including ambush, guerilla warfare, handling of hostage situations and sniper back-up. The STU would function under the administrative control of IG (operations). "Just like SWAT (special weapons and tactics) squads, the Special Tactical Unit has been raised to deal with urban terrorism and high-risk operations. Soon we will raise another unit of 30 commandos," said DGP Prakash Mishra. "The unit will definitely give Odisha Police the cutting-edge," Mishra said. "Though there is no threat from terrorists, we need to be prepared to meet any exigency. We might send the team to Puri for Rath Yatra," said Mishra. IG (operations) A K Sarangi said: "The STU commandos include some of the most agile, physically-fit and excellent sharp-shooters. They will help urban police in different districts to handle crisis situations." Further, NIA has come across certain factories in Bihar that manufacture small cylinders that were used to make the 13 bombs planted in and around the Mahabodhi temple complex. The agency is now trying to trace from which factory the cylinders may have originated and which dealer may have sold it to the terrorists."There are some factories we have come across that make such cylinders. But further investigation is needed to reach the actual source," said an NIA officer adding that a similar search for the clocks used in the blast was also on. "Our probe has established that the tweets originated in Pakistan. We cannot pinpoint the exact city or location at this point of time since we have not got a detailed report from the microblogging firm," a senior source in Maharashtra ATS said.

Sources in the Mumbai Police said the involvement of the underworld has been established on a number of occasions, and distribution of fake currency is controlled by Dawood Ibrahim's aide, Aftab Batki alias Sultan. Sources also said FICN get printed at a press set up by ISI at Sukkur (Sukkur District in Sindh) a border town in Pakistan. ISI has been using Lashkar-e-Toiba (LeT) and other splinter groups to smuggle fake currency. The court upheld the prosecution's contention that Mozawala, provided information regarding key defence establishments and public infrastructure to his handlers posted at the Pakistan High Commission in Delhi, and convicted him for spying, establishing contacts with foreign agents, and abetting violation of secrecy under sections 3(1)(c), 4(2), and 9 of the Act. The court, however, didn't find him guilty of criminal conspiracy under the Indian Penal Code (IPC). At the time of arrest he was found in possession of incriminating documents that included maps and photographs of Western Naval Command in Mumbai (Maharashtra), another defence establishment in Lonavala, the Bandra Worli Sea Link, and the Koyna Dam in Satara. The investigators also found pen drives and CDs that contained coded telephone numbers of 87 defence establishments across the country, besides a handbook which listed tips on how to not raise suspicion, evade arrest, and communicate with other aides through cryptic emails. The Crime Branch said Mozawala was being 'handled' by one Abdul Latif alias Bhatti in the Pakistan High Commission, who went missing a few months before he was arrested.

The men then executed a similar, though unsuccessful bid at Pune in August 2012 and another bid in Delhi last year before they allegedly struck in Bodh Gaya instead, according to highly-placed sources. "These men, who have received training at Lashkar-e-Taiba (LeT) camps in Pakistan, according to Syed Maqbool, one of the men arrested for the Pune serial blasts, are the only remaining IM bombers," said a senior officer. "Going by the modus operandi, nature of explosives and eyewitness statements, the involvement of Naxalites, Hindu terror outfits or even disgruntled elements within the temple management can be safely ruled out. It is now almost certain that the IM or a local outfit owing allegiance to it carried out the multiple blasts," said an officer associated with the probe. In addition, NIA has found some important clues in the blasts, Union Minister of Home Affairs Sushilkumar Shinde said on July 17. "I can say that investigation is being done seriously, and probing agency (NIA) has found some important clues in the right and positive direction," Shinde commented. Meanwhile, reports indicate that poor quality of gas cylinders used in the bombs planted at Bodh Gaya, perhaps, saved the site from too much damage. Investigations by NIA revealed that one of the reasons why the 10 bombs that exploded in Bodh Gaya could not cause much damage was because the cylinders in which explosives were stuffed were procured from local factories in Bihar and were of very poor quality. "In some bombs the entire base of the cylinder has come out intact dampening the impact of the blasts," said an NIA officer. Another reason being cited for the bombs going off with a whimper is poor insertion of detonators in the shrapnel-explosive mix. "Holes were drilled into the cylinders and then explosives and shrapnel put into it. A detonator was then inserted to complete the circuit with batteries and clocks. It seems the detonators were surrounded more by shrapnel than explosives leading to reduced charge and poor explosion," said the officer.

The 42-page chargesheet was filed in a case against 12 IM operatives, including Yasin Bhatkal, Riyaz Bhatkal and Iqbal Bhatkal registered in September 2012. In what reads like a compilation of previous chargesheets filed by various state police and the special cell of Delhi Police, it states that "IM was formed in or around 2003 end in the wake of communal mobilisation due to factors like Babri Masjid demolition and Gujarat riots". According to the NIA, IM was formed after a group of certain ultra radicalised Muslim youths segregated themselves from Students Islamic Movement of India (SIMI). Without substantiating, NIA claims, "Source information revealed that IM is receiving regular funding from abroad..." It goes on to say that IM is undertaking "large-scale recruitment" for acts of terror with "active support from their Pakistan-based associates and sleeper cells within the country". NIA further says, "IM does not believe in the Constitution and believes in waging war against India." The names of 10 persons from the district figure among 31 Keralites in the revised red corner notice list of the Interpol released this year by the Central Bureau of Investigation (CBI), the agency which is operating as Interpol in the country. Six persons from the District are wanted by the security agencies in the country for terror-related activities. That 16 of them belong to the northern Districts such as Malappuram, Kozhikode, Kannur and Kasargod is a cause for concern. Azeez Kizhakkanayil Odackali, Nasar Marangattu, Najeeb Kariberypadi, Abdul Sathar alias Manzoor, Savad Mudasherri and Sajil Thottathukudi are wanted for terror-related activities. Koyikkal Ramrao Sudarshan and Baby Srambickal are wanted for economic frauds and counterfeit cases. Some terror-accused persons like K P Sabir of Kannur who is one of the first persons from Kerala to be trained in terror camps in Jammu and Kashmir were mainly operating in Ernakulam District. “Central Bureau of Investigation is the agency which works as Interpol in the country. Red corner notice is issued against people who after committing notorious crimes are suspected to have fled from the country. The majority of the Keralites in the red corner list are linked to murder, human trafficking, arms and drugs smuggling, terror-related and counterfeit cases. The number has risen from 17 last year to 31 this year,” CBI officials said.

In Cooch Behar the work of bringing the FICN is handled by a new extremist group, Muslim Security Force, which operates both in West Bengal and Assam. The central agency has also cautioned that Munnai market in Gosaigaon region of Kokrajhar District in Assam, which is very close to Cooch Behar, is the principal point of receiving the FICNs from Bangladeshi agents. Malda and Murshidabad Districts in West Bengal have long been used by the counterfeiters, adds the report. FICN is brought from Nepal and Bhutan through these bordering Districts in north Bengal.

Sharma and attempting to cause [the] death of Head Constables Balwant Singh and Rajbir Singh by firing [at] them. He is also found guilty of assaulting Police officers and obstructing them from doing their duty,” Additional Sessions Judge Rajender Kumar Shastri said, pronouncing the verdict. The court will pronounce its order on sentence on July 29, 2013. Shahzad, however, was acquitted in the offence under Section 174A of the Indian Penal Code (IPC), which pertains to failure to appear before court as required.

The ATS recovered over 500 fake notes of INR 1,000 denomination, bus tickets to Nepal, hotel bills, courier receipts, pocket diary containing details of international fake currency operatives, mobile phone and four SIM cards from the arrestee, identified as Ahmed Teli. Teli used six identities to operate from various states and the neighbouring countries. Teli admitted having met top officials of ISI. Apart from expanding the fake currency ring, ISI also asked Teli to recruit youth for Lashkar-e-Toiba (LeT) and spying in India. Teli also revealed names of several Indian fugitives who have been given shelter by Pakistan. He revealed names of some 'active persons' who are in touch with ISI handlers and kingpins of the racket in Pakistan. Some of them include Irshaad Chowdhary, Aslam Shera, Rajjak Marfani, Jameel Bhatti, Yonous Ansari, Altaf Ansari, Pramod Kushwaha, Lal Mohammad alias Thapa, Sajid Ansari and Javed.

The Goa cabinet on July 31 approved the creation of 129 posts for the operation of nine interceptor boats of the coastal security unit of the Goa Police, according to The Times of India. The coastal security scheme was approved by the Union Government to be implemented for five years starting from April 1, 2011. Goa Chief Minister Manohar Parrikar said that the cabinet has granted its sanction for the creation of these posts. The government would follow recruitment rules with an addition that applicants will have to be trained swimmers.

Three persons have been arrested for allegedly running a racket that printed and circulated Fake Indian Currency Note (FICN), oneindia.com reports on August 1. While Razzak Rashid Khan and Jasdeep Kewalsingh Suri alias Soni were arrested from Thane District (Maharashtra), the third accused, identified as Amrish Arvind Patel, was arrested from Ahmedabad (Gujarat) recently. Police seized 400 FICN of INR 100 denomination from Razzak and registered a case under section 489-B (using as genuine, forged or counterfeit currency- notes or bank- notes) of Indian Penal Code (IPC) against him, he said. The other two accused Suri and Patel were apprehended after Razzak revealed their whereabouts.
