India and Nepal on June 1 agreed to exchange information to combat terrorism and curb criminal activities like human and drug trafficking and smuggling of Fake Indian Currency Note (FICN) across their open border, reports The Times of India. During the annual Home Secretary-level talks between Home Secretary R.K. Singh and Nepalese counterpart Navin Kumar Ghimire held in Kathmandu (Capital of Nepal) both sides agreed to increase vigilance and cooperation in border areas. Both parties agreed to renovate and reconstruct dilapidated border pillars and to strengthen capacity of Armed Police Force of Nepal and to expand India's Seema Surakshya Bal (SSB) to curb cross-border criminal activities.

India has asked the US to "temporarily" hand over Pakistani American Lashkar-e-Toiba (LeT) operative David Coleman Headley for a year and extradite his accomplice Tahawwur Hussain Rana to get more information about the conspiracy hatched to carry out November 26, 2008 (26/11) Mumbai terror attacks, Times of India reports on June 2. In its fresh efforts India has conveyed to the American interlocutors to temporarily hand over Headley for a year after the US expressed its inability to extradite him. The request was made during the Indo-US Homeland Security Dialogue held in Washington between May 20-22, 2013. "The US interlocutors assured us to actively consider the request," a top Indian official, who participated in the meeting, said.

As many as 290 cases of cyber crime have been registered with the Gurgaon (Haryana) Police in first five months of 2013, which is a considerable increase from 380, 326 and 242 in 2012, 2011 and 2010, respectively, Hindustan Times reports on June 3. Moreover, a recent report by anti-virus giant Symantec says that phishing; one of the worst cyber crimes is on the rise in India. The numbers suggest that one in 466.3 emails is some kind of phishing attack.

The Delhi Police on June 4 named Dawood Ibrahim and Chhota Shakeel as co-accused in the Indian Premier League (IPL) spot fixing scam, according to Deccan Herald. “Spot fixing was being done under the command of these persons (Dawood and Shakeel). We also found that a few of the bookies arrested for spot fixing were operating directly under the command of Dawood and Shakeel. As we developed the information, which was received in March, the money trail led to various persons, including people based in India, Pakistan and Dubai…This proved that the accused were working under an international syndicate of organised crime. Hawala [illegal money transfer] traders were used to dispose of the money in different financial activities. We found it a perfect case to invoke MCOCA,” said a senior Police officer. It also invoked the Maharashtra Control of Organised Crime Act (MCOCA) against the 23 accused, including suspended cricketer S. Sreesanth, citing the money trail connected to Dawood Ibrahim. Following this, a Delhi court remanded cricketers Sreesanth and Ajit Chandila and the others to judicial custody till June 18, 2013.

The Indian Premier League (IPL) is seen as boom time for Pakistan-based operatives to inject huge amounts of Fake Indian Currency Notes (FICN) into India through illegal betting syndicates and bookies, Hindustan Times reported on June 5. According to a top government official, “There is increasing evidence of the league being targeted by these racketeers. As in the past few seasons, this time too FICN networks were increasingly active…The main Indian bookies in the illegal betting syndicates get fake currency from across the border and systematically inject it while making payments for betting”. Reports also say those involved in the racket are adopting new methods to inject the notes, including couriering them indirectly through a third country, like a Pakistan-Hong Kong-Kathmandu (Nepal) route. There are also reports that Pakistan-based operatives are exchanging FICN at money exchange counters in cities with substantial Indian population like Dubai and Ipoh in Malaysia. Cities like Dubai and Abu Dhabi are increasingly becoming transit points as most operatives are using these airports to travel to Bangladesh and India. “This is also substantiated by frequent seizures of FICN at Dhaka International airport,” the official said. Government sources believe international events where large crowds gather, like the India International Trade Fair for instance, are also considered happy hunting ground for fake currency networks.“The Rs. 500 denomination currency note is by far the most widely circulated, followed by the Rs. 100 note and then the Rs. 1000 note,” the official added.

The US Consulate in Kolkata (West Bengal) on April 10, 2013, received a threat letter from the Jaish-e-Mohammed (JeM), reports The Statesman reported on June 4. An intelligence input from the Union Ministry of Home Affairs reveals that the American Consulate had received a specific letter from JeM, which threatened to bomb the consulate. Apart from attacking the consulate, the letter has even threatened to conduct serial blasts in public places, including railway stations, in all major metros, including Hyderabad, Bangalore and Mumbai. On April 17, the Central intelligence agencies had warned the city police through a message about possible terrorist attack on US citizens and asked to beef up security measures. According to the message, it had received specific literature from a terrorist outfit which states: "We will blast the American Consulate and chief US Consulate officials are our target on 21 July 2013. We want Americans to immediately vacate the consulates. We shall carry out serial blasts in public places and railway stations."

Chief Minister Tarun Gogoi in his speech at a conference on internal security in New Delhi on June 5 cautioned that if the next Bangladesh Government changes its anti-terror policy, militancy will be on a revival path in the State, reports Times of India. He also requested that the Central Government to closely monitor Bhutan, where efforts are on by outfits to reopen their camps. The CM also pushed for upgrade of India Reserve (IR) battalions in Assam to a special force for effective anti-Communist Party of India-Maoist (CPI-Maoist) operations as approved for other CPI-Maoist-affected states. Gogoi is worried about the vulnerability of riverine islands of the State, which are located in remote areas and have barely any communication.

The Union Ministry of Home Affairs (MHA) in the June 5 internal security meeting shared classified information with the Chief Ministers of States on the nefarious design of terrorist groups like Lashkar-e-Toiba (LeT), Hizb-ul-Mujahideen (HM) and Jaish-e-Mohammad (JeM), Indian Express reports on June 8. The MHA told the CMs that around 2,500 militants are undergoing training at 42 terror camps spread in Pakistan. Although the number of infiltration bid has come down considerably in 2013, officials warned that terrorist groups are still active in the valley. There were 249 infiltration attempts by terrorists in 2012. According to sources, “As per the intelligence input, 230 terrorists have already sneaked into Indian side of the border and holed up in various hideouts in the hills waiting to carry out terror attacks”.

Three terror suspects from Pakistan have been detained in the Bahraich District while they were entering India from Nepal, NDTV reported on June 6. The three men claim they had received terror training in Pakistan and were on their way to Jammu and Kashmir (J&K) to surrender. The J&K government has an amnesty and rehabilitation scheme for men who had crossed over to Pakistan. Since 2010, when the amnesty policy was announced to rehabilitate former militants, some 1000 families have applied for return, of which 300 arrived in India. Kashmir Times adds that they were detained by Sashastra Seema Bal (SSB) at the Rupiadeeh Check Post in Bahraich District along India-Nepal Border on June 4. The detainees were identified as Mohammad Akbar Lone, Mohammad Shafiq Bar and Manzoor Ahmed Zargar, hailing from Baramulla and Kupwara Districts of J&K.

Union Minister for Home Affairs Sushil Kumar Shinde on June 5 said that Pakistan’s external intelligence Agency, Inter Services Intelligence, is trying to revive militancy in Punjab, according to Business Standard. Addressing the chief ministers' conference on internal security in New Delhi, Shinde said: "Punjab militancy threat growing again. Sikh youths being trained by ISI (Inter Services Intelligence) facilities in Pakistan. Sikh youths in US, Europe are also being motivated in this regard." Referring to Islamist extremism, he said, "Jehadi tanzeems in Pakistan with affiliation to LeT [Lashkar-e-Toiba], JeM [Jaish-e-Mohammad] and IM [Indian Mujahideen] have set up channels for transfer of funds from Pakistan to India via Gulf and Nepal, besides using Western Union Money Transfer and Hawala channel. Moreover, ex-SIMI cadres and similar militant elements based in Gulf have also been observed collecting money for causing destruction in India." Asserting that to combat terrorism, there exists a very close and effective coordination amongst intelligence agencies at the Centre and State level, Shinde said: "Intelligence inputs about possible designs and threats are shared with the State Governments concerned on a regular basis... The Multi Agency Centre (MAC) has been strengthened and reorganized to enable it to function on 24x7 basis for real time collation and sharing of intelligence. This has resulted in busting of many terrorist modules and a number of possible terrorist attacks have been averted." He further informed that as far as investigation of the terror attacks by our investigating agencies is concerned, most of the incidents happened after 26/11 have been worked out." In almost all the cases, accused persons have been arrested, several have been declared absconders and Red Corner Notices have been issued and charge sheets filed. However, a few cases like Varanasi Bomb Blast, Mehrauli Bomb Blast and the bomb blasts in Hyderabad and Bengaluru are under investigation and we are hopeful of a break through," he added. Indian Express adds that Shinde said Pakistan based terror groups frequently use satellite phones, Thuraya sets, spoofed IDs and coded transactions over e-mail and chat sessions, besides Voice over Internet Protocol (VoIP) to avoid interception by intel agencies. “Ex-SIMI cadre and similar militant elements based in Gulf have also been observed collecting money for causing destruction in India,” Shinde said.

While two of the militants, identified as Mohammad Akbar Lone from Kupwara (Kupwara District) and Mohammad Shaffi War from Sopore (Baramulla District) belonging to Hizb-ul-Mujahideen (HM), the third one, Manzoor Ahmad Jasgar from Tangmarg (Baramulla District), belonging to Jammu and Kashmir Liberation Front (JKLF), were detained by the SSB on June 6 soon after they had infiltrated into Indian side from Nepal border through village Rupaideeha in Bahraich District. Maharashtra has emerged as the centre of cyber crime with maximum number of incidence of registered cases under cyber crimes over the past two years as per the recent National Crime Records Bureau report (NCRB 2012), Zee News reported on June 13. At the country level, incidence of cyber crimes (IT Act and IPC) has increased by 57.11 percent in 2012 as compared to 2011. Among Indian cities, Bengaluru (Karnataka) tops the chart with maximum number of incidence of cases followed by Vishakhapatnam (Andhra Pradesh) and Pune (Maharashtra). While in 2011 Maharashtra recorded 393 cases of cyber crimes (both under IT Act and IPC), the figure has jumped to 561 in 2012. Also, the figure for Karnataka was 160 and the latest figure of 2012 stood at 437 respectively. Among cities, Bengaluru registered 349 cases followed by Vishakhapatnam at 154 and Pune at 108 respectively. Overall, at the city level, 1396 cases were registered. In the year 2011, Vishakhapatnam reported 126 cases followed by Bengaluru at 121 and Pune at 83 respectively.

The National Investigation Agency (NIA) Special Court, Ernakulam (Ernakulam District), on June 13 dismissed the bail plea of Kamaludeen alias Shobharaj Kamal, a key accused in the Kondotty (Malappuram District) Fake Indian Currency Note (FICN) case, reports New India Express. NIA counsel submitted that Kamaludeen was one of the key person involved in circulating FICNs in the state and was absconding for the past several years and had been arrested a few weeks back. The NIA also said Kamaludeen was a close associate of Muhammad Dada alias Thahir Merchant, who was involved in 1993 Mumbai (Maharashtra) blast case. The NIA had framed charges under 120 (B) of Indian Penal Code (IPC), 489 (B) and 489 (C) IPC r/w 341 IPC and Sections 16, 17 and 18 of the Unlawful Activities Prevention Act (UAPA)against him. In the chargesheet filed by NIA against Kamaludheen, it was stated that Kamaluddin used to collect genuine money and send it to anti-national and terrorist elements in Pakistan through hawala (illegal money transfer) channels. Kamaluddin had collected INR 1,585,000 and smuggled it to Gulf countries through Muhammad Rafi, another accused in the case.

Mumbai (Maharashtra) saw a 218 per cent rise in cyber crime cases in 2012, with 33 cases registered under the Information Technology (IT) Act and 72 under the Indian Penal Code (IPC), according to the National Crime Records Bureau (NCRB), Times of India reports on June 15. The total of 105 cases was way over the 33 total cases registered in 2011. In fact, the 2011 figure was a 32.7% drop from the previous year's 49 cases. State-wise, Maharashtra recorded more cyber crime than any other state, with 471 different offences registered under the IT Act and 90 under the IPC in 2012. The total of 561 cases was a 42.7% increase from the 393 cases registered the previous year. Andhra Pradesh was second with 454 cases and Karnataka third with 437 cases registered under both categories in 2012. In addition, there has been a sharp rise of 46 per cent in cases of cyber crime in Delhi under the IT Act, according to NCRB. While in Faridabad and Ghaziabad (both in Haryana) the increase has been 67 per cent.

The Hindu on June 19 reports that the cyber security experts in the country, deployed in various Government agencies, comprises of only 556 experts. “The existing combined strength of cyber security experts in all organisations in the government domain is 556, which is grossly inadequate to handle cyber security activities in a meaningful and effective manner,” says a secret note prepared by the National Security Council Secretariat (NSCS). In addition, the Government has decided to recruit 4,446 experts to be deployed in six organisations that would take care of India’s cyber security infrastructure. These are the Department of Electronics and Information Technology (DEITy), which includes Indian- Computer Emergency Response Team (CERT-In) and the National Informatics Centre (NIC); the Department of Telecom (DoT); the National Technical Research Organisation (NTRO); the Ministry of Defence; the Intelligence Bureau (IB); and the Defence Research and Development Organisation (DRDO). Of the 4,446 posts, the Armed Forces will get a majority of the experts (numbered at 1,887), followed by NTRO (695), DEITy (590), IB (565), DoT (459) and DRDO (250). The National Investigation Agency (NIA) has discredited the Maharashtra Anti-Terrorism Squad (ATS) theory on the September 8, 2006 Malegaon (Maharashtra) blasts and said that the prime conspirator, Shabbir Masiullah, was taken into custody by the Mumbai Crime Branch before the blasts occurred, The Times of India reports on June 22. The NIA also said Zahid Majeed, whom the ATS had named as one of the accused who planted the bombs, was not present on the spot but was in Yavatmal during the time of the blasts. In its chargesheet, the NIA said its investigations showed the entire conspiracy was hatched and carried out by Hindu terror operatives. It said the four bombs used to kill 31 people were assembled at Sarvasampann Nagar in Indore (Madhya Pradesh) and transported to Malegaon in state transport buses by Manohar Narwaria, Ramchandra Kalsangara, Dhan Singh and Rajendra Chaudhary. Of the four, Kalsangara alias Badal Yadav is absconding accused. The NIA said Manohar Narwaria alias Sumer Thakur, Chaudhary, Dhan Singh and Lokesh Sharma along with Kalsangara, Sandeep Dange and Amit Hakla had done a reconnaissance of Malegaon thrice. A senior Union Home Ministry (MHA) official said Chetia had given two applications in a Dhaka court – one withdrawal of his petition seeking asylum in Bangladesh and second request for repatriation to India. The Bangladeshi court is expected to take a view on his applications within the next fortnight and following which he is likely to be back in India. “Hopefully, he will be back in India by next month,” the official said. Asked whether Chetia would have to face various cases registered against him in Assam, the MHA official said, “Naturally, the normal judicial process will follow.” Chetia was wanted by the Assam Police for various cases including killing, kidnapping and extortion. Chetia also sought repatriation of two other fellow detained ULFA leaders – Laxmiprasad Goswami and Babul Sharma – who are lodged in separate prisons in Bangladesh.

The arrested persons have been identified as Anand Tarapedo Bahg, Mohammad Babar, Gopal Laxman Mithapara and Dinesh Gorasava. Among them, two of the accused - Mithapara and Gorasava - were apprehended from Delhi’s Connaught Place on June 19 with fake currency notes worth INR 8,00,000. SN Shrivastava, special CP (special cell), said the recovered FICN are of very fine quality and because of this we suspect that they were printed in Pakistan. The arrests, Shrivastava said, came following an operation, which was launched two months ago by the special cell to bust the syndicate involved in pumping and circulating fake notes in India. “During the operation, we tracked a syndicate based in Malda District [West Bengal] for such activities. The gang used to obtain currency notes printed in Pakistan through Bangladesh border and then circulated them through various people across India. The members of the syndicate from Maharashtra, Gujarat, Delhi, Uttar Pradesh, Haryana and Rajasthan used to collect the consignment of fake notes from Kolkata and Malda and then the same was distributed in their respective areas,” Shrivastava said.

The US interlocutors have cited Headley's plea bargain with the American authorities (under which a person avoids death penalty by confessing to the crime) and indicated its difficulty in allowing Indian investigators to further question Headley who had carried out the recce of the 26/11 targets for the Pakistan-based terror outfit Lashkar-e-Toiba (LeT), official sources said. However, India may be allowed to question Headley's accomplice Tahawwur Hussain Rana who helped to recce the 26/11 targets. Indian investigators believe that if they could quiz Rana, much information could come to light as he was a close associate of Headley. Headley had pleaded guilty to 12 terrorism charges, including his involvement in the 26/11 attacks. He had, however, entered into plea bargain with US authorities.

One of the wanted men is prime suspect Panna Ismail, who is accused of purchasing the stolen Suzuki bike on which the explosives had been planted. He reportedly brought the bike to Bangalore. Investigation around the mobile number used to purchase the motorcycle, led to police zeroing in on the 'prime suspect'. During interrogation, Kichan Buhari, one of the arrested men, allegedly confessed to giving Panna Ismail INR 50,000 towards expenses for planting the bomb. The investigation also revealed that Ismail was an accused in the Coimbatore bomb blast of February 14, 1998. Another prime suspect on the police radar is 'Police Fakruddin', another accused in the Coimbatore blast case. His name surfaced during the interrogation of Kichan Buhari, who said he was in touch with Police Fakruddin and Panna Ismail, and they incited him into joining 'jihadi activities'.

Gurgaon Police have registered total 385 cyber crime complaints so far in 2013 as compared to the total of 380 in 2012, The Times of India reports on July 1. In the last six months, Police have also lodged 24 FIRs under the IT Act in six months. In all, 27 such cases were registered last year. Seeing the rise in the cases related to cyber security, the Gurgaon Police recently conducted a week-long cyber safety campaign. While the Gurgaon Police already had a cyber security cell, seeing the rising number of crimes, it has constituted another cell.

Police neutralized a Fake Indian Currency Note (FICN) racket by seizing INR 62,800 notes and arresting three people in the connection, reports Hindustan Times. Assistant Police Commissioner, Kullu (Kullu District), Nihal Singh said the Police on June 30 seized FICN with a face value of INR 60,000 and arrested one person on July 1. On the basis of leads provided by the accused, Police further arrested two more persons, identified as Panna Lal and Khal Bhadur. Police have also seized a printer, ink and scanner, which were being used to print FICN.
