Police in Bargarh District busted a Fake Indian Currency Note (FICN) manufacturing unit in Barpali town on February 1, and arrested three persons, identified as Ram Bhagat Suna, Sushil Chhatar and Khageswar Sahu and seized a computer, a colour printer and other materials used to print FICN, reports The Times of India. They also seized FICN having a face value of INR 34,300 in INR 500 and INR 100 denominations.

Anti-Terrorism Squad (ATS) found that the counterfeit notes circulated by alleged members of the Students Islamic Movement of India (SIMI), Haroon Naik and Asrar Tailor, have been printed on highly-sophisticated and regular currency-making machines which can only be owned by a country and not by ordinary criminals, reports The Hindustan Times. The ATS recovered FICNs worth INR 97,500 from Naik in August 22, 2011 and the ATS took him under custody for his links to the 13/7 Mumbai blasts on February 1, 2012. According to the ATS, the trio used the funds obtained from the circulation of fake currency to support terrorism.

November 26, 2008 (26/11) Mumbai (Maharashtra) attack handler and Lashkar-e-Toiba (LeT) operative, Sayed Zabiuddin Ansari alias Abu Jundal has been shifted to the bomb- and bullet-proof yard which was built to protect the now hanged 26/11 attack’s perpetrator Ajmal Kasab, reports The Asian Age. According to highly-placed sources, Jundal was escorted from New Delhi’s Tihar Jail to Mumbai’s Arthur Road Jail in a secret operation on February 5. Inspector General (Prisons) Vinod Lokhande said, “Jundal was moved to Arthur Road Jail on Tuesday evening. We have put in place security arrangements almost equivalent to what Kasab had been given.”

The National Investigation Agency (NIA) on February 5 arrested an alleged Indian Mujahideen (IM) operative, identified as Aftab Alam alias Farooq, who is reportedly an IED expert, reported The Indian Express. According to NIA, Farooq was recruited by co-founder of IM and its ‘India chief’ Yasin Bhatkal alias Ahmed Zarar Siddibappa alias Imran in 2009, after the two met at a madrasa in Patna District of Bihar. A resident of Purnea District (Bihar), Farooq later moved to another district in the State, Darbhanga. The NIA sought his remand for 10 days. Meanwhile, the NIA has claimed to have learned through the investigations that the executioners of July 13, 2011 (13/7) Mumbai (Maharashtra) blasts and the August 1, 2012, Pune (Maharashtra) explosions had stayed in a small village in Bihar's Darbhanga District for a year prior to the incident, reports The Times of India. NIA further claimed that the group assembled bombs and exploded them on an experimental basis in a mango orchard.

Two garment traders, identified as Irshad Ahmed Bani and Faiyyaz Butt, were detained from a house near Neelam Talkies under Kotwali Police Station in Munger District on February 5, for alleged terror links, reports Business Standard. The Deputy Inspector General of Police, Munger Range, Anil Kishore Yadav said that the Jammu and Kashmir Police had earlier tipped off the local Police that the traders had the name of a Hizb-ul Mujahideen (HM) militant Faiyyaz Saphab listed in their phone books. Yadav further said that Saphab had visited the District in the guise of a garment trader to supply Fake Indian Currency Notes (FICN) and foreign arms after routing them through Bangladesh. Bani and Butt, residents of village Astkam in Anantnag District of Jammu and Kashmir admitted they knew the terrorist but denied that they were part of his terror network. The arrestees were subsequently released.

Additional Sessions Judge Sanjeev Berry, on February 6, sentenced Babbar Khalsa International (BKI) militant Balwant Singh Rajoana, convicted for the assassination of former Punjab Chief Minister Beant Singh, to 10-year rigorous imprisonment (RI) and a fine of INR 10,000 in a case pertaining to recovery of explosives, reports The Times of India. Rajoana was caught with explosives on December 22, 1995, in Rajpura of Patiala District in Punjab, and was subsequently booked under the explosive substances Act. It is worth mentioning here that the Union government had stayed the hanging of Rajoana in 2012 following a wave of protests in Punjab.

Pakistan based militant outfit Lashkar-e-Toiba (LeT), in a letter through regular post, on February 6, threatened to carry out militant attacks in the city of Ahmadabad of Gujarat in western India, reports Zee News. A senior Police officer, quoting from the letter said, "Ahmadabad be ready for face the real terror...” and it read further “...terror will strike at four other places in the city.” Following the threats, security has been beefed up at the airport and other places of importance.

The Times of India reports that speaking on the sidelines of National Bomb Data Centre (NBDC) seminar at National Security Guard (NSG) headquarters in Manesar (Haryana), NSG Director General (DG) Arvind Ranjan said, "A ubiquitous weapon of terror, the IED [Improvised Explosive Device] continues to be the weapon of choice of the purveyors of terror and a formidable internal security challenge. The recent incident where an IED was placed in the abdomen of dead CRPF [Central Reserve Police Force] personnel in Jharkhand's Latehar district was a phenomenon beyond imagination. This is a dangerous trend and requires to be nipped in the bud." He further said that the force, which regularly trains paramilitary personnel in bomb detection, is planning to increase its training capacity so that more number of personnel can be trained every year. Now, NSG holds training for about 500-600 personnel every year at its Manesar headquarters. This too may change soon as NSG is planning to send its trainers to states to facilitate ease of training cutting down the travel of a large number of personnel to Delhi.

Chidambaram said on February 6, said that there was no consensus between the Union Government and the Army on the subject of Armed Forces Special Powers Act (AFSPA), reports The Hindu. He stated, “The Army has taken a strong stand against any dilution of the AFSPA… We can’t move forward because there is no consensus. The present and former Army Chiefs have taken a strong position that the Act should not be amended... They also do not want the government notification [of bringing areas under the AFSPA] to be taken back. President Pranab Mukherjee had rejected Afzal Guru’s mercy petition recently. Guru was sentenced to death by the Prevention of Terrorism Act, 2002 (POTA) court on December 18, 2002, and this sentence was upheld through appeals in the Delhi High Court and the Supreme Court (August 4, 2005). On December 13, 2001, five heavily-armed gunmen stormed the Parliament complex and opened indiscriminate fire, killing nine persons. They included five Delhi Police personnel, a woman Central Reserve Police Force (CRPF) official, two Parliament’s watch and ward staff and a gardener. A journalist, who was injured, died later. All five terrorists were shot dead. Union Home Secretary R K Singh told reporters that the family of Afzal Guru has been informed about his hanging by the Tihar authorities through speed post and the Jammu and Kashmir government was taken into confidence before his execution, adds The Times of India. "They (Tihar jail authorities) intimated the family through speed post, registered post and the DG (Director General of Jammu and Kashmir Police) has been told to check with the family whether they got it or not," Singh said. "We are not having any apprehension anywhere in the country. In Jammu and Kashmir, the state government is taking steps. We are in touch with them," the Union Home Secretary said. Without giving details, Singh said security has been intensified in some areas.

In an official statement, the bank said: "Following reports about the presence of amounts of counterfeit Indian rupees currency in the local market and the markets of neighboring countries, the bank urges all nationals and expatriates traveling to India to avoid the Indian rupee." According to reports in the Omani media, the CBO issued the directive following the arrest in Kerala of an Omani couple over using fake rupees to settle their hotel bill. The couple had gotten the rupee in lieu of the Omani rials from an authorized money changer in Oman early this month. The couple is still in jail and the Omani and the Indian authorities are studying their case. The Omani bank has also issued strict guidelines to money-exchange offices in Oman following the arrests of Omani nationals in India. "Lack of seriousness on the part of exchange companies is unacceptable and shall be viewed seriously," the bank said.

The increased influx has forced Delhi Police to even set up a separate cell in the Parliament Street Police Station, where individuals or banks can submit fake currency they receive through different means. And in the first month of 2013, INR 3.2 million of FICNs has already been deposited there. "Most of the Fake Indian Currency Notes (FICN) have been detected by banks and later deposited with us. However, the crackdown on fake currency smuggling will continue," said Neeraj Kumar, city Police Commissioner. Police maintain that the major points for pushing FICNs continue to be the Border States of Jammu and Kashmir, Punjab, Uttar Pradesh (UP), Bihar and West Bengal. The FICN is routed through these states from Pakistan, Nepal, Bangladesh and Dubai, with Pakistan being the main source. The most notorious routes for smuggling FICN into India were the Bangladesh-Kolkata (West Bengal) route (via the North 24 Parganas), Nepal-Gorakhpur (UP) and Nepal-Bihar routes. But now, Police say, Jharkhand's Sahibganj District has emerged as the main landing spot for FICNs sent from across the border.

Antony on February 20 reviewed the security measures along the 7,500-km coastline put in place after the November 26, 2008 (26/11) terror strikes in Mumbai (Maharashtra), and asked the Coast Guard to hold joint exercises soon with Maharashtra and Gujarat Marine Police forces, according to Indian Express. At a meeting attended among others by Navy Chief Admiral D. K. Joshi, Defence Secretary Shashikant Sharma and senior Coast Guard officers, Antony acknowledged that the setting up of the 46 coastal security radars would help in the monitoring of maritime traffic close to the Indian coast and improve security. The radar chain includes 36 on the mainland and 10 in the island territories under the Phase I of the project and is slated to be completed by March, 2013. Antony also asked the officers to expedite the Phase-II of coastal security initiatives, which would “translate into a robust and gap-free” maritime awareness for the nation. The 12 militants have been charged under Sections 120 B read with 153 A (criminal conspiracy), 399 (preparing to commit dacoity), 18 read with 10, 13, 17 and 38 of the Unlawful Activities Prevention Act (UAPA), 1967, and Section 3 read with 25 of the Arms Act 1959. Those charged are Shoaib Ahmed Mirza, Abdul Hakeem Jamadar, Riyaz Ahmed Byahatti, Mohammad Akram, Ubedullah Bahadur, Wahid Hussain Kanakyanavar, Zafar Iqbal Sholapur, Mohammad Sadiq Lashkar, Mehboob Bagalkote, Zakir alias Ustad, Obaid-UrRehman and Nayeem Siddique. Of the 15, Zakir is absconding. Hyderabad Police sources said that the second bomb had been placed at exactly the same spot that an unexploded bomb was found during the Hyderabad twin blasts of August 25, 2007. The Times of India adds that, Union Minister of Home Affairs, Sushil Kumar Shinde seemed to reflect the principal assumption of the agencies about Indian Mujahideen (IM) being the chief suspects when he said the latest attack was similar to the 2007 serial attacks in the city. The suspicion is derived also from the testimony of the three alleged IM terrorists to Delhi Police in October 2012. Imran, Tabrez and Maqbool told the special cell that they had been assigned to do a recce of Dilsukhnagar and other communally sensitive areas in Hyderabad. Dilsukhnagar has been on the terrorists' radar for long, in 1999 when a bomb was planted near a Hanuman temple. The device was detected in time by Police. It has also been mentioned that Lashkar-e-Toiba (LeT) targeted Dilsukhnagar in the year 2002, planting a bomb near the Saibaba temple killing two persons. Further, top sources disclosed that the twin blasts bore the signature of the IM. First, the use of cycles to plant IEDs is known to be the modus operandi of the IM, according to Indian Express. A Police official stated, ‘’The IEDs were stuffed with shrapnels, nuts and bolts and pieces of steel which points to the fact that the perpetrators intended to cause maximum damage. The use of this material has been typical of IM. But the paste of the explosives appears to be a mixture of Pentaerythritol tetranitrate (PETN) and ammonium nitrate but the analysis of NSG will confirm that,’’ PETN has been known to be used by Jammu and Kashmir (J&K)-based militants, particularly the Harkat-ul-Jihad-al-Islami (HUJI). While evidence suggested the role of IM, the use of PETN turned confusing as it is mostly known to be used by J&K terror outfits. The British intelligence had warned India about a possible terrorist attack by IM. The alert led to a general nationwide alert on February 20, reports The Times of India. The British intelligence alert is believed to have been received by Indian agencies just as British Prime Minister David Cameron was about to land in Mumbai on February 18. The Andhra Pradesh Government has set up two special teams which will conduct an independent inquiry to assist the National Investigation Agency (NIA) in handling the case, reports NDTV. A number of phone calls made by Yasin Bhatkal, ‘India chief’ of IM and some key players, and which had gone undetected by Indian intelligence agencies, revealed the IM base in Dubai and the financial support it gets from the Gulf country. The number being used by him - 9990985606 - was not known to the intelligence agencies. It was only after the Maharashtra Anti-Terror Squad (ATS's) investigation into the July 13, 20011 (13/7) Mumbai (Maharashtra) blasts that the investigators came across this number for the first time. The details also show that Yasin was in constant touch with a key IM suspect Tehasin, alias Monu, between March 25, 2011 and November 29, 2011. The two spoke 369 times during this period. The call details further reveal that IM's Dubai-based operator in-charge of handling finances, Muzaffar Kola, was in constant touch with a hawala (illegal money transfer) operator in India who was managing the group's finances through hawala transactions. There were close to 1,000 calls between Kola and Kawalnayan, handling the hawala transactions in India. This was between 2011 and 2012. Their role was exposed only after the Maharashtra ATS filed its chargesheet.

According to the interrogation report of IM militant Afatab Alam alias Farooq, "In August 2011, Imran alias Yasin Bhatkal directed me to go to Mangalore and gave me two mobile phones to take the delivery of some items... Next day, I reached Mangalore after which Yasin directed me to go to Noori Masjid... One Salman called me on my second mobile number and asked me to reach a hotel on station road. He came with a two kilogramme carton in a polybag." The investigation in the case has extended to states of Uttar Pradesh, Bihar and Jharkhand as the role of IM was being suspected by probe agencies who got some "leads", reports samaylive.com. Cyberabad Police Commissioner Dwaraka Tirumala Rao said they had gathered enough clues about those involved but added the information could not be divulged. He denied having "detained" anyone in connection with the case. The Times of India reports that according to sources, terrorists used over one kg of ammonium nitrate, 400gm in one and 700gm in another and packed them in aluminum containers with sharpnels.

Acting on a tip-off, a team of Crime Branch (CB) led by Sub-Inspector Sitaram Yadav approached a youth identified as Prakash Thakur. When contacted, the accused displayed a counterfeit note of the face value of INR 500. Following this, Police arrested the mastermind identified as Prem Patidar from Rau Railway Station (Indore District) and recovered 58, 38 and 26 FICN respectively with the face value of INR 1000, INR 500 and INR 100 from his possession. Chances are that he had sent details of the recently held ‘Iron Fist’ exercise of the Air Force to the ISI. He was produced in a court in Jaipur. The court sent him to eight-day police custody. Sources said that Sumer had gone to Pakistan at least thrice. During his last visit in October 2012, he had allegedly stayed at his uncle's (Mohammed Khan, an ISI agent) house at Rahim Yar Khan District of Punjab Province in Pakistan. "He was trained for 8-10 days by ISI in Pakistan. His uncle had got him in touch with Pak intelligence agency and bribed him to send strategic information. He accepted the offer and started sending information about the Indian Army. He was arrested under the Official Secrets Act," a police officer said.

Four Indian Mujahideen (IM) militants - Riyaz Bhatkal, Iqbal Bhatkal, Amir Raza Khan and Fayyaz Kagzi - have been enjoying Inter-Services Intelligence’s (ISI) hospitality with a quid pro quo of carrying out attacks on India, The Times of India reported on February 26. Besides, there are others who keep shuttling between Pakistan (mainly Karachi, provincial capital of Sindh) and Gulf countries (Saudi Arabia and UAE) on Pakistani passports. Their job is to establish contact with Indians who have been working in those countries, and are tasked with developing them as unsuspecting conduits to send remittances to India. The funds are used for creating sleeper cells for plotting future strikes. They have been working in sync with the charter of the IM that was set up by ISI as an Indian proxy of Lashkar-e-Toiba (LeT) to project to the world at large that terrorism in India is homegrown in both form and content. Consequently, most of the recruits in IM are Indians, who have been reporting to their bosses in Pakistan.

National Investigation Agency (NIA) has found that not only are Indian Mujahideen's (IM) Pune (Maharashtra) blast (August 1, 2012) module and Lashkar-e-Toiba’s (LeT) Bangalore-Hubli-Nanded terror module linked to each other, but the latter has even helped the IM accused conduct reconnaissance of Dilsukhnagar (Hyderabad, Andhra Pradesh), The Times of India reported on February 27. Investigations have found that Obaidur Rehman from the Bangalore-Hubli-Nanded module helped IM's Syed Maqbool and Imran Khan conduct reconnaissance of Dilsukhnagar and Begum Bazaar in July 2012. The joint reconnaissance by IM's Maqbool and LeT's Rehman is suspected to have been later used by other IM accused under Yasin Bhatkal's instruction to plant bombs in Dilsukhnagar on February 21, 2013. The revelation has led NIA to believe that Maqbool, Imran and Rehman, perhaps, know more about the Hyderabad blasts than they may have revealed so far.

Union Minister of State for Home Affairs Mullappally Ramachandran said, the issue of repealing and amending the AFSPA has been under the consideration of the Government, and Justice Jeevan Reddy Committee and the Administrative Reforms Commission (ARC) have also made certain recommendations on the subject. “On such security-related issue, all factors, including the ground reality, are taken into consideration before taking a decision and hence no time limit can be specified,” Ramachandran told the Rajya Sabha. The Jeevan Reddy Commission report tabled in Parliament in 2005 had observed that as soon as the public order is restored or the internal disturbance is quelled, the forces have to be withdrawn to their barracks or to their regular duties, as the case may be.
