Abu Fazal, one of the six Students Islamic Movement of India (SIMI) cadres who escaped from Khandwa prison on October 1, had accompanied his module to recce the Allahabad High Court's Lucknow (Uttar Pradesh) bench twice in two months after the September 30, 2010, verdict on the Ramjanmabhoomi-Babri masjid dispute, an ex-Uttar Pradesh Anti-Terrorism Squad (ATS) official said, The Times of India reports on October 3. "Abu revealed his module had visited the Lucknow bench in October and November and seen the chambers of Justice D.V. Sharma and Justice Sudhir Agarwal, who were part of the three-judge bench," the official said, adding Abu allegedly planned to kill both as well as some lawyers involved in the case. "The SIMI module, with the help of a local module, was planning to even trigger a blast on the court premises to kill them." The escaped terror suspects were also allegedly planning to kill a New Delhi-based publisher of a popular kids' magazine before their arrest two years ago.

On October 1, arrested Indian Mujahideen (IM) ‘operational chief in India’ Yasin Bhatkal’s close aide Mohammad Manzar Imam was arrested in a fresh case by the National Investigation Agency (NIA) inside a Delhi court in connection with terror strikes across the country since 2003 and remanded to 15-day police custody, according to Indiatvnes.com. Imam was produced before District Judge I.S.Mehta from Ernakulam in Kerala in pursuance to the production warrant issued against him and the NIA sought his custodial interrogation to unearth the entire conspiracy which led to various terror strikes in the country. Imam was arrested by the NIA after court allowed its plea and granted the probe agency his 15-day custody. “During his (Bhatkal) custodial examination, he (Bhatkal) revealed that another IM operative namely Manzar Imam has been working closely with other IM associates like Tahseen Akhtar under the command of another founder member of IM namely Riyaz Bhatkal,” the NIA said.

Abu Faisal alias Doctor, the suspected mastermind of Khandwa Jailbreak of October 1, had motivated his group members to form a separate wing called 'Maal-e-Ganeemat' within Students Islamic Movement of India (SIMI), a banned outfit, with the aim of looting non-believers to fund their activities, said the Police, The Times of India reported on October 3. Faisal had reportedly revealed that INR 25 million gold looted in Bhopal (Madhya Pradesh, MP) in August 2010 and five bank robberies across MP were planned to collect funds for terror attacks. Further, Faisal had also admitted to having handed over INR 4,00,000 to a lawyer to defend former SIMI ‘chief’, Safdar Nagori. Faisal was in touch with Indian Mujahideen (IM) militants before his arrest. One of Faisal's associates, Aqueel Khilji, was shot down in an Anti-Terrorist Squad (ATS) encounter in March 2012 in Aurangabad (Aurangabad District, Maharashtra) and four others were arrested.

The Centre has asked all states to remain alert and tighten security in sensitive places to foil any attempt by terrorists to disturb peace, Zee News reports on October 3. In an advisory to all states and Union Territories, the Union Ministry of Home Affairs (MHA) said terrorists may try to carry out attacks during the festival season beginning this month and all efforts should be taken to prevent any such attempt. The advisory was issued after the Intelligence Bureau (IB) warned that terror outfit Indian Mujahideen (IM) is planning terror strikes in prominent Indian cities in the festive season. According to the IB note, major cities like Surat and Ahmedabad (Gujarat), Haridwar (Uttarakhand) and Delhi are on IM hit list.

The National Investigation Agency (NIA) on October 2, secured first conviction in a terror case involving Lashkar-e-Toiba (LeT) operatives, reports The Times of India. An NIA special court convicted 13 operatives linked to LeT, including T Nazeer and Sarfaraz Nawaz, for recruiting youth from Kerala for terror training and planning attacks across the country. Four of these recruits had been killed in an encounter in Kupwara, Jammu and Kashmir, by Security Forces in 2008. Sarfaraz Nawaz was the key conspirator who had also provided finances and logistic support to the LeT network operating in Kerala under T Naseer, NIA sources said. "We have conclusively proven that the accused persons facilitated the movement of five boys from the state of Kerala to the Jammu and Kashmir to undertake arms training and wage 'jihad' against the country. These boys had not only been trained by LeT in 2008, but had also taken part in an armed action against the security forces in the Lolab forests of Kupwara which had resulted in the death of the four of the five youth," said an NIA officer.

The National Investigation Agency (NIA) team arrived in Khandwa (Madhya Pradesh) on October 2, to investigate the jailbreak, reports The Times of India. "We're working on the information about the jail-breakers seen at Mordhad station at around 8.30am on Tuesday, but are yet to get anything clinching," said additional Superintendant of Police (SP) Gopal Khandel. Search operations, particularly in areas along the MP-Maharashtra border, are continuing and posters bearing pictures and details of the six have been pasted with a reward of INR 1, 00,000 announced for information leading to their arrest. Moreover, the NIA has gathered from arrested Indian Mujahideen (IM) ‘India operation chief’ Yasin Bhatkal and operative Asadullah Akhtar's interrogation as well as other independent sources that new sleeper IM modules have been set up without the involvement or knowledge of Bhatkal, and the escaped SIMI cadres may reactivate these modules to unleash a fresh wave of terror. The agencies suspect more such jailbreaks in the coming days, including in Sabarmati Jail where an escape bid by 2008 Ahmedabad blasts accused, including top SIMI cadres, was earlier foiled in February, 2013. A fresh attempt to break Sabarmati Jail was unraveled by Asadullah Akhtar during his questioning.

Gujarat government has done little to improve security along Gujarat's 1,600km coastline, according to the latest Comptroller and Auditor General of India (CAG) report that was presented in the state assembly on October 3, reports The Times of India. "The locations identified for some check posts and outposts were found water-logged and hence were constructed deep inside the mainland at six places of Ahmedabad and Banaskantha districts," said the CAG, which audited Gujarat's implementation of the centrally sponsored Coastal Security Scheme (CSS). Moreover, the shortfall in sea patrolling has been pegged between 78 per cent and 91 per cent, while night patrolling ranges from zero to 34 per cent of the prescribed frequency. "Boat repair facility was at a distant place and the delay in repair of boats [was] four to 13 months," the report said. Further, the report said 36 of the 50 coastal check posts and outposts are not operational because police personnel have not been deployed there. "No effective measures were taken by the agriculture and co-operation (fisheries) department for preventing Indian fishermen from crossing the International Maritime Boundary Line," the report said. "Rs 46.16 crore satellite-based vessel traffic system was also not established. Shortage of manpower ranges between 35 to 46% and out of trained staff, 69% was deployed on non-policing duties."

Separately, the agitating Kuki State Demand Committee (KSDC) has said that eminent intellectuals and politicians of the country have pledged to extend support to its ongoing demand for creation of a separate 'Kuki state' within Manipur, reports The Times of India. The KSDC had been imposing economic blockades and other forms of agitations for many days in Manipur since November 17, 2012 in pursuit of its demand. The latest agitation was called for two days last month. "Recently, we were campaigning across the country to seek support and advice from eminent politicians and intellectuals at various cities including New Delhi, Kolkata, Guwahati and Shillong," the committee's information and publicity secretary, S George Guite, said on October 1. He added that the KSDC is set to become a constituent group of the Forum for Statehood Demand in India, an umbrella body of several bodies demanding Statehood in the country.

Unravelling Pakistan’s Inter-Services Intelligence (ISI's) direct handling of Indian Mujahideen (IM), arrested IM ‘India operation chief’ Yasin Bhatkal told National Investigation Agency (NIA) how ISI takes care of funding, training and resources for attacks in India, The Times of India reports on October 4. The execution of terror strikes, however, is left almost entirely to IM. Bhatkal further claimed that ISI, and not Lashkar-e-Toiba (LeT), had imparted him training for two months in Pakistan in 2006, which covered handling of explosives, assembling of bombs, indoctrinating young Muslims and covert operations. ISI officials facilitated his entry and exit from Pakistan at the time, put him up at the spy agency's safe house in Karachi and ensured that he travelled under heavy security cover. Bhatkal has revealed that top IM operatives, including Riyaz Bhatkal, Iqbal Bhatkal, Amir Reza Khan, Mohammad 'Bada' Sajid, Dr. Shahnawaz, are based in Karachi (provincial capital of Sindh), living in safe houses provided by the ISI.

They are suspected to be associated to Islamic Liberation Front (ILF), which in turn is linked to al-Umma, a banned terror outfit in Tamil Nadu. Moreover, sources claim the arrestees along with their associates arrested recently were planning to eliminate right-wing leaders, including BJP's prime ministerial candidate Narendra Modi. "ILF is strong in Tamil Nadu and Karnataka. These arrested terror suspects were waiting for the right opportunity to strike during Modi's future tours in South India, which was their prime target. So, they took shelter in Puttur, planning and organising with an intention to kill right-wing leaders,'' an unnamed senior official, requesting anonymity, said. The arrest was followed by a huge haul of explosives, including magnetic bombs, in the house at Puttur, Police sources said, adds The Hindu.

A threat analysis carried out by security agencies on the basis of details provided by arrested ‘India operation chief’ of Indian Mujahideen (IM) Yasin Bhatkal and his aide Akhtar Asadullah, revealed that IM has become stronger and more lethal despite the arrest of over 100 of its cadres, Financial Express reports on October 17. The group has branched out to Pakistan and Afghanistan, where its cadres are fighting alongside the Taliban. There are now three factions of the IM and Amir Reza Khan alias ‘Rizwan’ is no more its chief. He has set up another group and continues to enjoy the patronage of Pakistan’s Inter-Services Intelligence (ISI). “Our initial assessment was that the group has weakened with arrest of so many cadres and there is division. But the IM, considered a creation of the fugitive Amir Reza Khan, has grown many folds. Each group has its men and logistics in India,” a counter-terror official said. The IM structure changed after the 2008 Batla House encounter and Riyaz Bhatkal and his brother Iqbal Bhatkal began calling the shots as they shifted to Pakistan, said officials. This is believed to have caused an acrimonious spat between Riyaz and Amir, who decided to go his separate way. Another top IM operative Shahnawaz, a Unani doctor and brother of Mohammad Saif is now a lieutenant of Amir. Saif was arrested during the Batla House encounter. The third faction of the IM is headed by Mohammadd Sajid alias Bada Sajid and Mirza Shadab Baig, and reportedly fought in Afghanistan against the US forces.

Indian Mujahideen (IM) is now trying to grow up as a terror network like al Qaeda, keeping a close liaison with Pakistan based Qaeda network of Tehreek-e-Taliban, admits arrested IM ‘India operation chief’ Yasin Bhatkal, during his recent interrogations by different intelligence agencies, The Times of India reports on October 21. Yasin Bhatkal claimed that their ultimate mission is to uphold Shariah in India like the Mujahideen in Afghanistan and Somalia. In both countries Islamic terror networks are believed to be a part of Al-Qaida. Yasin has to say that they keep a tactical understanding with Pakistan’s Inter-Services Intelligence (ISI) for logistic support. Yasin's interrogation also unearthed that more than half a dozen IM recruits from north India were killed in Afghanistan who went there to fight for the Taliban. During recent interrogation by different state agencies and National Investigation Agency (NIA), Yasin revealed how the entire organization split into two factions: Azamgarh and Bhatkal following the debacle of Batla house encounter in 2008. "Batla house encounter forced most of the IM operatives to flee from the country and they were supposed to take refuge in Nepal. At that time most senior IM leader and one of the founders Amir Reza Khan was responsible to provide proper logistic support to IM operatives in Nepal, what he did not execute, alleged Yasin," said an investigator.

India and Russia on October 21 said states abetting terrorism were as guilty as terrorist organizations, reports The Times of India. The joint statement issued after Prime Minister Manmohan Singh's meeting with Russian President Vladimir Putin noted that "states that provide aid, abetment and shelter for such terrorist activities are themselves as guilty as the actual perpetrators of terrorism". In a clear reference to Pakistan, the statement said states supporting terror "need to irreversibly shut down terrorist networks, organizations and infrastructure, and show tangible movement in investigating and bringing quickly to justice those responsible for acts of terrorism". In his statement after the meeting, Putin said, "We will do everything to combat terrorism and punish criminals." And Singh reciprocated, saying, "We share perceptions on a peaceful transition in Afghanistan." India and Russia also made it apparent that they were acutely conscious of Afghanistan's security scenario in the context of the "expected drawdown of international forces in 2014, in order to combat terrorism" and very vehemently ruled out a likely role for Taliban. "The sides considered it necessary extend the sanctions regime introduced by the UN Security Council against Taliban as one of the most important tools of fighting terrorism," the joint statement said.

India’s Ministry of External Affairs (MEA) on October 26 said that "99 per cent" evidence of the 26/11 (November 26, 2008) Mumbai (Maharashtra) terror attack case was available in Pakistan, reports Indian Express. The evidence is already with Islamabad, said the MEA, in response to the Pakistan Foreign Office's statement that Pakistan requires more evidence in the Mumbai terror attacks case. Five "crucial" documents running more than 500 pages were handed over on October 15, 2013 to the Pakistan High Commission in New Delhi by the Indian Government. These documents are essentially "authenticated copies of the deposition and cross-examination before the Pakistan judicial commission, which came to India in September. They are the latest tranche of documents to be handed over to the Pakistan government, and are, what sources say, "substantive and clinching evidence". Documents submitted included: Proceedings of the Judicial Commission before Additional Chief Metropolitan Magistrate (60 pages including index); True copy of the judgment delivered by the Supreme Court of India (197 pages); Deposition by the doctors and the chief investigating officer for the prosecution, dated 15 December 2009; Summons to witnesses (24 September, 2013) and Application for producing the recovered articles from the terrorist by Azhar Chaudhry, Senior Special Public Prosecutor from Pakistan, before P Y Ladkar, Additional Chief Metropolitan Magistrate (24 September, 2013). MEA spokesperson Syed Akbaruddin said, "The entire planning of the dastardly Mumbai terrorist attack was hatched in Pakistan, the training of the terrorists who launched that attack was undertaken in Pakistan, the financing of the conspiracy was in Pakistan. It, therefore, follows that 99 per cent of the evidence will be available in Pakistan."

Four alleged operatives of the IM have been arrested, one of whom is in critical condition after being caught in a blast. "A suspected accused (who was) seriously injured in bomb explosion while fitting a timer at Patna railway junction died on late Sunday night," Patna Senior Superintendent of Police (SSP) Manu Maharaj said. During interrogation, they reportedly told the Police that they had staged the attack in retaliation for the Muzaffarnagar riots. They are also said to have named the IM module involved in the Bodh Gaya blasts. The names of the four detained are Imtiaz Ansari, Ainul, Akhtar and Kaleem. Ansari, a resident of Ranchi, was apprehended at the railway station just after the first two bombs went off. He was apparently planning to plant some more bombs but panicked when he saw the Police and bomb disposal squad. On being challenged, he tried to flee but was arrested.

Indian Mujahideen (IM) militants Afzal Usmani was arrested by Anti-Terrorism Squad (ATS) team near Rupaidiha rail station of Bahraich District on October 28, reports The Times of India. An unnamed officer said, "When he saw men in uniform approach him, he surrendered without offering any resistance. He told the policemen he was scared of being killed in an encounter". During his preliminary interrogation, Usmani said he had planned to start a car business in Nepal. The cars were to be stolen from Mumbai and smuggled into Nepal. He told that stealing cars in Mumbai was safer than stealing them in UP or Bihar (states that border Nepal) as Mumbai Police teams were unlikely to go all the way till the Nepal border just to search for stolen cars. Usmani has told his interrogators that he did not contact any of the IM fugitive members since he did not to be trapped. "What if I called up someone one or contact who is already under the police radar? I just wanted to settle down first in Nepal and hence I even did not carry a mobile phone to avoid the police," Usmani told police.

Jharkhand Police sources on October 29 said Mohammed Imtiaz, who has been arrested for his alleged involvement in the blasts, has given the names of two more persons from the state reports Indian Express. Imtiaz had earlier provided three other names. "We are still verifying the information received. All I can say is that the two are from Jharkhand," said an officer involved in the investigation. One of the suspects has been identified as Haider, a resident of Aurangabad who was living in Ranchi since 2010. Akhtar, a resident of Samastipur who is wanted in several other bomb blast cases across the country, is reported to have got in touch with Imtiaz through Haider. Sources said Imtiaz, who worked as a preacher in Sithio village under Dhurwa Police station of Ranchi, mobilised the others from Ranchi. Imtiaz, who has been sent to seven-day police custody, reportedly told his interrogators that Haider had been asked to create a module in Naxal-dominated area of Aurangabad. The Jharkhand Police is reported to have received Intelligence inputs on Haider's "suspicious" activities. Haider is reported to have been among those who planted the bombs. Moreover, according to the National Investigation Agency (NIA) and Bihar Police sources, Tehseen Akhtar alias Monu, said to be an aide of arrested Indian Mujahideen (IM) leader Yasin Bhatkal and suspected to be the key conspirator, was told to get youth from places other than Bihar to broad base the module. Meanwhile, investigations into the Patna serial blasts have clearly revealed that the terrorist attack was a well-planned operation carried out by at least 18 IM operatives who were divided into three modules. Intelligence sources said, that Ranchi was the main centre where the conspiracy to target Narendra Modi’s Patna rally was hatched. The bombs were also assembled in Ranchi and then taken to Patna by members of the three modules. The entire operation was supervised by key IM operative Tehseen Akhtar alias Monu, and Waqas. Intelligence inputs and investigations reveal that IM terrorists wanted to carry out a “human bomb” attack at the crowded rally, but failed as this particular module lacked the expertise to put together such a sophisticated explosive. Therefore only low-intensity crude explosives were used in the serial bombings.

It has been reported that inexperienced bomb-making hands that wrongly wired one of the Patna devices to the second's hand of the clock instead of the hour's not only saved many lives but also helped police nab one of the accused and crack the case within hours. Investigations said Tarique, the bomber injured in the incident, was trying to attach the timer to the bomb circuit in the toilet. However, instead of attaching the wire to the hour or minute hand of the clock, he attached it to the second hand giving the circuit only a minute to be completed. This led the bomb to explode almost immediately and also helped police nab his associate Imtiaz Ansari. "An examination of the bomb revealed that this is what must have happened to set off the bomb so quickly," said an official privy to investigation details.

Further, arrested member of IM revealed during Police interrogation that deal was finalised for INR six million of which INR 1 milion were paid in advance and rest of the amount was to be paid after the execution of the plot. Meanwhile, it has been reported by The Times of India that IM’s Ranchi module was formed to assassinate Narendra Modi. In fact, IM operatives had given a code- 'Machhli 5'- to the plotters for the job, initial interrogation of arrested IM operative Imtiaz Ansari revealed. Ranchi city Superintendant of Police (SP) Manoj Ratan Chothe, who interrogated key suspect Imtiaz Ansari in Patna said, "Imtiaz was full of hatred against Modi for the 2002 Gujarat riots and the recent Muzaffarnagar riots. The IM used Muslim fundamentalists to prepare Imtiaz to avenge the riots." IM had provided high-intensity explosives (nitroglycerin and nitrocellulose and plastic test tubes) to six youths in Ranchi. "After preliminary preparations at Imtiaz's house, they boarded a Patna-bound bus with the explosives in their backpacks on the eve of Modi's 'Hunkar' rally. There they planted bombs in and around Gandhi Maidan including the main entrance," Ranchi zonal Inspector General (IG) M.S. Bhatia said.
