The Joint Committee on Inner Line Permit System (JCILPS) said that the upcoming State Assembly session which is scheduled to start from September 2 must not be adjourned sine die until and unless a new Bill for the protection of indigenous people of the State is passed, reports The Sangai Express on September 2. Addressing a press conference at their office, JCILPS convenor BK Moirangcha said that they are ready to launch an intense agitation with the support from the masses if their demand is not considered. He urged the students of different educational institutes to stage protest at their school/college gates raising slogans like ‘Do not adjourn Assembly session until a new ILPS Bill is passed’, ‘We want ILPS’, ‘We demand ILPS” and ‘Long live Manipur’.

Two Khaplang faction of National Socialist Council of Nagaland (NSCN-K) cadres, identified as Kabigai and Numkhaolung allegedly involved in the recent snatching away of four arms from state India Reserve Battalion (IRB) personnel on vehicle escort duty along NH-37 were arrested by a combined team of Assam Rifles (AR) and Manipur Police from Sibilong in Tamenglong District on September 1, reports Nagaland Post. Both were involved in the snatching of weapons of 5 IRB Battalion on August 29. Two Insas and two AK series rifles were snatched from the IRB personnel who were taking meal at a hotel near Barak bridge.

It was a narrow escape for a patrol of 12 Assam Rifles (AR) in Chandel District when militants tried to ambush them using a remote-controlled bomb on September 4, officials said, reports Nagaland Post. Bomb experts from Imphal later rushed there and defused the bomb. Intelligence sources said that at 2 pm, the patrolling personnel discerned that a bomb was buried at the side of the village road leading to Kwatha Khnnuou, near the Trans-Asian highway No. 1. Police said that there might have been some other bombs buried along the road or hung from the tree branches. With the arrival of the additional AR personnel, a search operation was launched in the nearby areas. However, no suspects were detected. A Police officer said that the insurgents must have slipped away towards the no man’s land. Police have registered a case. There has been no claim from any insurgent group of the bomb planting.

Manipur Chief Minister Okram Ibobi Singh September 5 told the State Assembly that his government “is committed” to passing a tough bill to safeguard the interests of all indigenous people but “the government needs consensus finding approaches after which it will consider passing the Draft Bill in a special assembly session”, reports Morung Express. The Chief Minister’s statement came amid mounting protest by the Joint Committee on Inner Line Permit System (JCILPS) calling for tabling and passing of a new ILP related bill in the assembly of poll-bound Manipur. Hundreds of pro-ILP protesters gathered in the vicinity of the assembly building and tried to storm it. A large number of slogan-shouting students and women volunteers of JCILPS Women Wing attempted to storm the assembly violating curfew but the police foiled the bid. Manipur Police made special security arrangements to deal with protesters on the last day of the House session.

Manipur Police bomb disposal squad safely exploded an Improvised Explosive Device (IED) recovered from a place located between Kwatha Khunjao and Kwatha Khunou in Chandel District on September 6, reports The Sangai Express. The bomb weighing around 2 kg was detected by some villagers on the side of an Inter-Village Road (IVR) that connects the two villages on September 5. The IVR is located around 7 km from the National Highway (NH). The explosive was disposed with assistance from 12 Assam Rifles (AR) and Moreh Police station today as the bomb disposal squad at Imphal received information about the incident late on September 5.

A large number of students from various schools and colleges in Imphal West District took out a rally along the Tidim (Imphal-Churachandpur) road in the afternoon, around 1 pm. A victim among the eight, said that they were heading towards Makui village by two Shaktiman from Kanglatongbi at around 5 pm to exercise their franchise rights in the 8-Wakotphai District Council Constituency by-election. However, on reaching Kangpokpi, three riders followed them from IT road and stopped them near Kangpokpi oil pump along the road and asked for annual tax of Kuki Revolutionary Army-Unification (KRA-U), he said while adding that they [the militants] called up his friends through his mobile and in no time 3/4 persons reached the spot in an auto and dragged them to a secluded place and started thrashing them. He added “We politely told them (the militants) that we have no money and the Mahajons are not with us but they continued to assault us brutally without mercy and told us you underestimate Kuki Revolutionary Army (KRA) and Kuki National Front (KNF).” The victim further alleged that they were released after taking two cranes of the vehicle and asked to bring INR 10,000 in exchange of the two cranes next day.

At least 80 migrant workers entering Manipur were detained and handed over to the Police as Joint Committee on Inner Line Permit System (JCILPS) intensified its campaign demanding a legislation to protect the indigenous people of Manipur, reports Nagaland Post on September 23. The apex body spearheading the campaign has also forced to close down a travel agency in Imphal for transporting the non-locals into the state despite repeated warning. On September 22, JCILPS announced total ban on the entry of non-locals into the State after Ibobi Government failed to introduce and pass a fresh bill to protect the indigenous people by checking influx of non-locals into the State. Addressing a news conference, JCILPS convener BK Moirangcha announced the ban on the entry of non-locals and boycott to the visit of Union Ministers in the State. However, JCILPS has exempted non-locals students and Government employees from the purview of the ban.

JCILPS Women convenor Th Apabi said that the five non-local labourers came to Dimapur from Guwahati on September 23 in Winger vans and they reached Maram from Dimapur in another vehicle. The labourers disclosed that they came here to work for one AR Colonel, Apabi said. She then appealed to AR authority not to do anything which may promote influx into the State. She further appealed to all transporters not to bring in nonlocal people as long as the ban imposed by JCILPS on entry of non-local people into the State remains in force.

In a press release NSCN-IM through its ‘Ministry of Information & Publicity (MIP)’ has termed the detaining of Naga army officers who were on peaceful duty on September 28 by of Major Rahul and the Jawans of 35 Assam Rifles, Maram Battalion under Senapati Brigade as “highly condemnable”, an activity vitiating the peaceful atmosphere. The MIP said, the Indian Security Forces (SFs) arresting PK Akas, Kashung and N. Elvis and labeling them as extortionists involved in nefarious activities was “highly questionable”. The released said those arrested by AR were on official duty to monitor law and order situation for peaceful maintenance against destructive elements who occasionally created unlawful activities including threat to civilian lives such as bombing etc. It maintained that the detained Naga army officers were never indulged in tax collection as was alleged by AR.

An Assam Rifles (AR) officer, identified as Major Mandip Singh was seriously injured when militants ambushed a convoy in Ukhrul District on September 30, reports The Sentinel. Major Mandip Singh, Commanding Officer of a company of 31 AR, was injured in the attack between Kamjong and Kongtong. He was flown to the military hospital at Leimakhong, about 20 km away from Imphal, informed sources said. The militants used explosives and automatic rifles in the attack. The troopers retaliated, leading to heavy exchange of fire for over 30 minutes. As additional security personnel rushed from a nearby AR camp, the insurgents escaped.
