Two cadresof hill-based Thadou People Liberation Army (TPLA) were arrested by the army from Motbung village in Senapati District on July 2, reports The Assam Tribune. Two 9 mm pistols with magazines, seven live rounds of 9 mm arms, two mobile phones along with four SIM cards were recovered from the arrested duo. Investigation revealed the two militants were involved in various nefarious activities including extortion and abduction.

A hard core activist of United Kuki Liberation Front (UKLF) under SoO truce was killed and his body was thrown into the river allegedly by one of its rival group, reports Nagaland Post. Sources said that self-style ‘captain’ Jamkholal Zou alias George (39) of Kholim village of Sugnu in Thoubal District was abducted by some unidentified assailants believed to be activists of Kuki National Organisation (KNO) from border town on July 2, last. The abductors had allegedly killed him and thrown his body into a river somewhere at Indo-Myanmar border, according to the family members. The incident came to light on July 4, after the family members enquired about his whereabouts after they lost contact with him since July 3, last.

JAC co-convenor (media) Thongam Dara said that people’s demand for ILP system has not been fulfilled although Sapam Robinhood’s death would complete one year on July 8. Strongly decrying the killing of Jamkholal Zou, UPF information and publicity secretary, Thanglenlal Doungel said Jamkholal was killed by cadres of KNO and its armed Wing, Kuki National Army (KNA) while on his way to Moreh on an important family matter and his lifeless body was reportedly thrown away in Menal River and is yet to be traced.

The Joint Action Committee (JAC) constituted against declaration of former Joint Committee on Inner Line Permit System (JCILPS) convenor Khomdram Ratan as a ‘wanted’ man has on July 5, threatened to launch different forms of intense agitation in association with JCILPS from July 9 if the FIR and ‘wanted’ tag are not revoked before July 8 so that Ratan may take part at the death anniversary of Sapam Robinhood, reports The Sangai Express. Speaking to reporters, JAC spokesperson Th Dara urged the public to extend support to the agitations initiated by the JAC in this regard. In the meantime, Rakesh Ranjan, Acting Chief Justice of High Court of Manipur, on July 4, directed the State Government to submit all the records related to declaration of wanted tag on Khomdram Ratan before Court on July 11. The directive came after a petition was filed before the Single Bench of the Court by former JCILPS convener Khomdram Ratan (48) s/o Ibotombi of Singjamei Wangma Kshetri Leikai under civil case number 462 of 2016.

The Union Home Ministry (UHM) has sought a report from the Manipur government on the recent killings of former insurgents in the state who had joined the national mainstream, reports The Sentinel on July 7. In the latest incident, Hmar National Army (HNA) Chairman Lalthanshang Hmar was gunned down near his house in Churachandpur District on July 5. According to informed sources, the central government is concerned that these killings may derail the peace process in the state. The peace process in Manipur began in May 2000 when the army reached an agreement on Suspension of Operations (SoO) with some tribal outfits.

He was working as a brick layer after he left the UNLF about five years back. Fatal bullet wounds were seen on many parts of his body including the head.

Peoples' Front (UPF) has strongly condemned the brutal killing of Lalthangsang Intaote, the founder president of Hmar National Army (HNA)and conveyed sincere condolence to the bereaved family, relatives, Hmar community and leaders and cadres of HNA, reports E-Pao on July 8. UPF information and publicity secretary, Thanglenlal Doungel in a statement said that the "brutal murder" of Hmar National Army (HNA) founding president and vice-president the Kuki National Organisation (KNO) is very unfortunate and a great loss to the 'nation.' The Supreme Court (SC) on July 8 said the Army and paramilitary forces cannot use “excessive and retaliatory force” in Manipur and such instances must be probed, reports The Shillong Times. The bench also asked the amicus curiae to furnish details of alleged fake encounters in Manipur. The bench said it was open to the Army to conduct its own inquiries into the allegations of fake encounters in Manipur. The court said it will also examine the claim of National Human Rights Commission (NHRC) that it was a “toothless tiger” and needed more powers. The apex court was hearing a petition by one Suresh Singh seeking repeal of the Armed Forces [Special Powers] Act (AFSPA) that grants special powers to the Indian Armed Forces in “disturbed areas”.Earlier, the court had said the fact that compensation has been paid to the next of kin of victims of encounter killings by security forces in Manipur “amply indicate” that such encounters were fake. It had asked Manipur Government to appraise the court of the steps taken after compensations were paid to the kith and kin of the deceased. The court had then also asked the Centre, Manipur Government and NHRC to submit a comprehensive report on alleged fake encounter cases in the state, including 62 such cases where First Information Reports (FIR) have not even been lodged.

The decision was made during an all-party meeting held at the office of Chief Minister Okram Ibobi Singh on July 9. It may be noted that President Pranab Mukherjee had withheld the Protection of Manipur People Bill, 2015 and sent the two other bills -- The Manipur Land Revenue and Land Reforms (7th amendment) Bill, 2015 and The Manipur Shops and Establishment (2nd amendment) Bill, 2015 -- back for consideration. However, it was proposed to rename the new bill as ‘Manipur Local People’s Protection Bill, 2016’ with the base year as 1972 and not 1951as earlier one. The proposed bill which was laid by Manipur Chief Minister Okram Ibobi Singh, informed that the word “tenant” and “original people” included in the earlier bill have also been deleted from the proposed new bill.

At least two student protestors were injured when Police tried to disperse a rally taken out by students of CC Higher Secondary School onJuly 23, in support of the Joint Action Committee on Inner Line Permit System (JCILPS) demand for implementation of Inner Line Permit (ILP) system and to revoke the ‘wanted’ tag on Khomdram Ratan, reports Kanglaonline. The rally started from the school campus and proceeded towards Sanjenthong area. However, State Police who are already on high alert post TG School students protest, barricaded the rally. The Army has filed a First Information Report (FIR) against Airtel and the All Tribal Students Union of Manipur (ATSUM) for distributing pre-activated SIM cards for the mobile without verification as this not only constituted a grave security threat,but was also in direct contradiction of the Department of Telecommunications (DoT) guidelines, reports Kanglaonline on July 26. On July 21, the army formation at Manipur learnt that ATSUM was giving pre-activated SIM cards of Airtel connection for the mobile. It was further learnt that the number of such SIM cards was about 2,000 and these cards in the possession of militants would adversely impact on the military functioning in the area. The Airtel head at Guwahati in Assam was intimated about it and he promised to look into the matter, but no action was taken yet. Later, the Army filed an FIR against Airtel as well as ATSUM on July 24.

During the drive, the team intercepted around 87 non-local labourers who were later handed over to Sekmai Police Station. Speaking to media persons, Hayatur Rahman Yumkhaibam, assistant convenor (organisation) of JCILPS, lamented the action of the Police who allegedly handed over the apprehended labourers to their respective employers who had hired them despite the fact that they did not posses any valid document. The issue here is not only about the possession of ID cards but that the labourers did not have workers license, he contended. He informed that the drive against non-local will continue further.

Volunteers of Joint Action Committee on Inner Line Permit System (JCILPS), Advanced Women Society, Awang Sekmai and Awang Sekmai Protection Committee further detected 50 more non-locals while checking inter-State passenger buses at Awang Sekmai Nongthonband and handed over to the Police on July 27, reports The Sangai Express. The non-local workers hailing from Assam, West Bengal and Maharashtra were detected while checking 10 Imphal-bound buses. JCILPS assistant convenor Hayatur Rahaman Yumkhaibam said that they have stopped unregulated entry of 566 non-locals into the State in the past few days. He said that of the 61 non-locals detected today, 11 were freed as they were found to be students of Central Agricultural University, Manipur University and other institutes while the remaining 50 including 14 minors and a woman have been handed over to Sekmai Police for further verification.

At least four students, including a girl sustained injuries in a clash between Police and protestors during a protest rally on July 28, demanding introduction of Inner Line Permit System (ILPS) in Manipur and roll back of ‘wanted’ tag on head of former Joint Action Committee on Inner Line Permit System (JCILPS) convener Khomdram Ratan, reports Nagaland Post. Hundreds of students from various schools took out a rally along the NH2 at Singjamei area of Imphal. The Police stopped the protestors at the super market area of Singjamei to allow normal traffic, following which a clash erupted. As some students started pelting stones, Police used tear gas shells and smoke bombs to disperse them. “Recent occurrence of unpleasant incidents where tribal students of higher secondary schools in Imphal were forced to take part in rallies by the student unions is strongly condemnable,” the Kuki Student Organisation (KSO), Imphal in a statement signed by its general secretary Khaiminlen Doungel stated.

Since July 21, volunteers of the Advanced Women Society, Awang Sekmai and the Awang Sekmai Protection Committee have been checking inter-State passenger vehicles. The Kuki Students’ Organisation (KSO) Tuilangkol block, Longpi area in Tamenglong District on July 31, rescued five abducted persons, including an Assistant Engineer (AE) and Section Officer (SO), who have been supervising Pradhanmantri Gram Sadak Yojana (PMGSY, Prime Minister's Village Road Construction Scheme) works, from the forest where they were held as captives by armed cadres of United Tribal Liberation Army (UTLA)-General Headquarter (GHQ), reports The Sangai Express. Sangboi Doungel, president of KSO Tuilangkol, said a team led by SO Nangong Kamei and AE Maniruddin visited the road construction sites in Tuilangkol area for official purposes on July 30. On the midnight of July 30, around 8 unidentified armed cadres entered the place where the officials took shelter for the night and abducted them. In the morning of July 31, when the villagers came to know of the incident, they reported to the KSO Tuilangkol. During an enquiry of the incident, the student body came to know that the abductors were UTLA-GHQ cadres. The body formed a team and rescued the abducted persons in the late evening of July 31. The students’ body, while condemning the act, has appealed to the UTLA – GHQ not to continue such acts in the near future.
