The United Committee Manipur (UCM) on October 1 appealed to the Manipur Government to take appropriate action against Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) for indulging in ‘criminal activities’ by violating ceasefire ground rules in the State, reports Morung Express. “An intense public agitation is looming large if the government does not take appropriate action against the Naga outfit at the earliest,” UCM president Elangbam Jonson said. Johnson expressed opposition to Assam Rifles for releasing three NSCN-IM cadres on September 29 after they were arrested for committing “unlawful activities” in Senapati District. The Security Force (SF) had said the cadres were released on health ground. “It’s unacceptable that the NSCN (IM) militants were freed simply on health ground. Such a move has no any meaning,” the UCM leader insisted. A strong protest by Senapati town residents was registered against the arrest creating disturbances to normal life.

Soon after the blast, the Police and Assam Rifles (AR) troopers rushed to make investigation. No arrest was made. There has been no claim from any underground organisation either. Indian officials said that the halt in trade through the international gate connecting Manipur and Namphalong (Myanmar) at Moreh could be the result of an attack on a suspected Indian insurgent on the Myanmar side of the border on October 2. A Police officer confirmed that there was no official closure of business from the Indian side. “We contacted the Myanmarese officials to ascertain the reasons for the closure of Namphalong Gate, but they refused to say anything about it,” he added.

Reacting to United Committee Manipur (UCM) statement published in local news papers on October 2, the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) on October 4 stated that it was unfortunate that UCM is reacting and intimidating public uprising against the released of three NSCN-IM cadres detained by the 35th Assam Riffle (AR) at Senapati on September 28, reports Nagaland Post. In a press release, NSCN-IM ‘Ministry of Information & Publicity (MIP)’ stated that the three Naga armies were detained under wild allegations and were released as they were proved innocent. “It is irony that UCM which always voices against the removal of Armed Forces Special Power Act (AFSPA) from the so called Manipur State, on the one hand totally oppose the ceasefire between NSCN and GoI thereby propagating continuous killing and shooting between the NSCN and the Indian Armies,” the MIP statement read.

A labourer engaged in the road improvement work, identified as Sorokhaibam Rameshwor (54) was abducted by three armed militants from his work place at Tuishim village under Saikul police station of Senapati District on October 6, reports Nagaland Post. Reports said that Sorokhaibam Rameshwor, a labourer staying at a makeshift camp of labourers was among five labourers engaging in the improvement work of Leikot-Tuishim inter-village road. Police suspect monetary demand from the contractor behind taking hostage the labourer.Report adds that, while Police were searching for his whereabouts, the Kangleipak Communist Party Poirei Meitei Lup (KCP-PM) on October 9, informed media houses in Imphal that the labourer was in its custody. The KCP-PMsaid that the labourer has been taken hostage after the contractor failed to heed to a notice given by the faction and asked the contractor to come up for negotiation with its leadership.

One person was injured in the blast. A press release issued by the outfit’s ‘department of publicity and propaganda publicity officer’ ‘captain’ Achouba said that the bomb was planted there as the first warning to Nonibala and her husband W Boi Singh for swindling INR 1.30 crore which belonged to the party’s fund. It further conveyed solidarity to Leishangthem Kanhai (24) who sustained injuries in the bomb blast.

The Coordination Committee (CorCom) called for an 18-hour total shutdown on October 15, the day on which the conglomerate of five major rebel groups in Manipur observed as “Leipakki Amamba Numit” (National Black Day) every year, reports Nagaland Post. The 18-hour total shutdown (Sintha Leppa) would be effective from the intervening night of Friday (October 15) and Saturday (October 15) and ends at 6 pm on Saturday. Manipur was merged to the Republic of India on October 15, 1949 after a merger agreement was signed between the then King of Manipur and India. The Union Ministry of Home Affairs (UMHA) had decided to hold the talks with the Government of Manipur, KNO and UPF in June to find a permanent solution to the rebel groups' demand for a homeland and a political future.Morung Expressadds that UPF and KNO, two separate umbrella bodies of various Kuki insurgent groups, have reiterated its intent to carve out a separate Kuki State from the existing State of Manipur. The outfits say the proposed state would comprise Sadar Hills, Chandel, Churachandpur and the ‘ancestral lands’ of the Kuki/Zo people in Jiribam. But Singh noted that as CM he could not be held back from inaugurating projects in his own State and insisted on keeping his Ukhrul schedule amid heightened security arrangements. The Sangai Express adds that two IRB jawans were injured in four bomb explosions which started from about 12.10 am on October 24. Of the four bombs which exploded in quick succession, one exploded near the district hospital at Hungpung at about 4 am.Officials in the security establishment said there were intelligence inputs that NSCN-IM, led by T Muivah who is a Tangkhul Naga from Ukhrul, was unhappy at Singh visiting 'an area of their dominance' and that the outfit may resort to violence. The incident indicates a possible security lapse and underlines the influence of Naga insurgents in the area. Officials said NSCN-IM, which is demanding Ukhrul District as part of 'Greater Nagalim', may not have intended a life-threatening assault on the CM but only fired at the helipad to "stake their claim to Ukhrul". Security was therefore beefed prior to the visit especially in the three venues where Ibobi was to have visited-district hospital Hunpung, Chingai Block and LM Block, it said. MIP maintained that Ibobi had “done so much damage to the Naga people and tribal in general in Manipur” and cited the following- the three anti-tribal bills and which resulted in the loss of nine innocent tribal lives at Churachandpur; strongly opposed solution of the Nagas and the 1997 cease fire between the Government of India and NSCN and advocating war at Naga areas; totally opposed the home visit of chief negotiator of the Naga people in the “Indo-Naga political talks” and ‘general secretary’ Th. Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) accused Manipur Chief Minister Okram Ibobi Singh of exercising his ‘muscle power’ by harassing innocent Naga people residing in Imphal through raids and arrests without any reason,reports The Assam Tribune on October 30. Ibobi is doing this after the humiliation and failure of his recent venture to Ukhrul due to non-cooperation by the public for his “anti-Naga policies”, it further alleged. The NSCN-IM, in a release, expressed surprise that under false allegation, one Phaningkhui Kapai, of Paoyi village under Ukhrul District, was arrested by Imphal West Police commandos from Bethany Hotel, Deulaland, Imphal on October 25 by labeling him as an NSCN member and working for kilo kilonser (Home Minister) Ahao Raising. The release claimed that Phaningkhui is neither a member of National Socialist Council of Nagaland /Government of the People’s Republic of Nagaland (NSCN/GPRN) nor working for the ‘kilo kilonser’.

An Improvised Explosive Device (IED) was exploded by suspected militants at Thangal bazaar in Imphal West District on October 30 early morning, reports Kanglaonline. The explosion took place near Majorkhul gate in between a narrow gap between two shops, Mahindra parts dealers and a medical store at around 7.30 am. As a result of the blast a car (Hyundai Verna) parked near the blast site was partly damaged by splinters. Besides, it also damaged portion of concrete wall and window panes of the nearby buildings. However, no human casualty was inflicted.

Chief Minister Okram Ibobi Singh on October 31 sought more time for upgrading Jiribam sub-division to a full-fledged revenue District, reports Kanglaonline. “Jiribam has all the required infrastructure of a revenue district. Therefore, it can be upgraded to a district. The demand for creation of Jiribam district is justified. However, we need more time for making it a district.
