The militant, identified as Paominthang Singson (35) of Keithelmanbi of the same District, was responsible for firing related injury to a person that occurred at Shantipur in Imphal West district on April 22 last month. One 9mm pistol and three live rounds were recovered from the cadre who has been handed over to Imphal Police Station, it said.

Army personnel busted an improvised weapon making factory and recovered warlike stores in a major operation at Phaijang village in Senapati District, reports The Shillong Times. The April 27 operation led to the recovery of two 9mm pistols, two partially complete pistols, one drill machine, one vice (furnace marking machine) and two magazine frames, an official release said on May 1. Three files, two Hacksaw blades, 23 alphabet punching tools, two weapon bodies, two barrels, three recoil spring, one weapon alignment machine, two 9mm magazine and miscellaneous tools used for making such improvised weapons were also seized during the raid. The factory was used solely for forging weapons for supply to militant outfits operating in Sadar Hills, the release said.

A statement issued by CorCom media coordinator Ksh Yoiheiba conveyed warm greetings to all workers and peasants of the world. Peasants and workers should be allowed to take central positions in the process of economic development of any country. There may not be a single wealthy man in a country, but the working class people are indispensable for the survival of any country. The CorCom highlighted the growing need to groom a vibrant work culture and replace all migrant workers engaged in both public sectors and private sectors by the people of the land. This would certainly help in ameliorating the economic condition of the State. “Otherwise our people would continue to lead a wretched life of slavery”, CorCom asserted.

Red Shield Division arrested two active cadres of Kuki Unification Frontal Organisation (KUFO), a non suspension of operations (SoO) group, active in Sadar Hills from Daili village of Senapati District, in an operation carried out on May 1, reports The Sangai Express. The PIBDW release said that the Jwalamukhi Battalion launched an operation and successfully arrested the two active cadres identified as Lamkhokai Sithlou (19) of Kangpokpi and Satkholen Lhouvum (32) of Lasan village under Tamei Police Station in Tamenglong District. They were arrested along with one AK47, one magazine of AK47, one 9 mm Sten Machine Carbine (SMC), one magazine of SMC, one 9 mm pistol, one magazine of 9 mm pistol, fifteen live rounds of AK47, five live rounds of SMC and three live rounds of 9 mm pistol.

It is reported that a Kangleipak Communist Party (KCP) faction left a demand letter of INR one million at his residential gate on February 18 this year. Chinaoshang was abducted by unidentified assailants from a labour camp at Shongphel village on April 3 and later his body was recovered in a decomposed state at Lhangnom village on April 18, UNC general secretary S Milan said in a statement. In addition, The UNC also condemns the barbaric and brutal killing of A Ngairaisung (33) of Phalee village under Somdal Police Station and MK Lungrei (40) of Hungpung village under Ukhrul Police Station on April 22 last by unidentified gunmen.

During the verification, he identified himself as Yengkhom Bhogen Singh (45) of Lilong Chajing Awang Leikai and revealed that he is a cadre of PLA/RPF, working under the command of self-styled ‘captain’ Emos. According to his revelation, another active member of PLA/RPF namely Hanjabam Shamungou Sharma (43) of Kyamgei Mayai Leikai was arrested from his residence and on his disclosure, one pistol along with magazine and four live rounds of 9mm ammunition was recovered. Tarique told that he went to Leima Shopping complex to buy some goods on May 2, when he was abducted by three armed assailants from near the shopping complex. Tarique said that he was blindfolded and his mouth, hands and legs were tied inside the van by the abductors. The three assailants kept him in a house at an unknown hilly area, Tarique said and added that he was beaten up when he enquired why he was held captive there. After keeping him there for many days, the abductors freed him at Heiningsoipat at around 8.30 pm. Convenor of the Joint Action Committee (JAC) constituted against the incident, Mohammad Junab Ali questioned how a 15yearold boy could be easily abducted in broad light from a busy street of Imphal. Saying that the incident indicates that the Security Force (SF) personnel are not vigilant enough to protect the common people, he urged the Government to instruct the SF personnel to be alert. He also urged the Government to trace the abductors and award befitting punishment at the earliest.

One active member of Nehlun faction of Kuki National Front (KNF-N) was arrested at Nongbram village in Thoubal District by Manipur Police commandos and troops of Assam Rifles (AR), Police statement said. The cadre was allegedly involved in transportation of arms and ammunition for the outfit. A member of the Military Defense Force (MDF) faction of the Kanglei Yawol Kanna Lup (KYKL) was also arrested from Uyumpok in Imphal East District. Based on the statement of the militant, another KYKL militant was arrested from Pukhao Laipham in the District. Addressing a press conference at their Keishampat office, IPAK chairman Sapamcha Jadumani said that Kuki Inpi Manipur submitted a memorandum to the Prime Minister regarding the matter in 2011. On the other hand, United Naga Council (UNC)’s general assembly of 201112 also took resolutions in support of ILPS implementation, he said. Jadumani said that former Member of Legislative Assembly (MLA) Wungnaoshang Keishing provided assistance when Federation of Regional Indigenous Societies (FRIENDS) organised press conferences from time to time. He said that ILPS movement was initiated for the first time by Poramlen Apunba in 1990. The Lup’s demand was introduced in the State Assembly for the first time by former MLA H Bidur in 1993. Jadumani further said that United Committee Manipur (UCM) submitted a memorandum to the Prime Minister demanding implementation of ILPS in the State when he was the president of the committee on November 20, 2004. Later, FREINDS was established to press the matter in 2005 and intense campaigns were carried out in 2012 and 2013, he said and added that as a result the State Cabinet and State Assembly resolved to enforce Bengal Eastern Frontier Regulation, 1873 in the State. After the Union Home Ministry (UHM) was requested to approve the resolution of the State Assembly on August 6, 2012, the Ministry observed that the demand was genuine.

However, there is no report of any casualty, sources informed. The powerful IED exploded in front of the office of Reliable Cargo Movement (RCM) on Thangal Keithel-Khoyathong Road at around 4.15 am. Even though the steel shutter of the office and window panes of some adjacent buildings were damaged, there was no report of any human casualty. Although it is not known yet who is responsible for the blast, it is suspected that the IED blast was related with monetary demand.In the meanwhile, another IED exploded at the no man’s land just 100 metres beyond border pillar 78 along Indo-Myanmar border near Moreh in Chandel District at around 11.15 am. At least four persons, including three women were injured asInner Line Permit System (ILPS) strike supporters confronted with the Police on May 20, the first day of the 38-hour “Sintha Leppa” strike call given by Joint Committee on Inner Line Permit System (JCILPS), reports Nagaland Post. Hundreds of protestors came to the street to impose the ‘Sintha Leppa’ demanding immediate implementation of ILP in the state and enactment of three bills related for protection of indigenous people in Manipur. The protestors blocked movement of all sort of vehicles including those belonging to Police and Security Forces (SFs). Four protestors were injuries when the Police used tear gas shells to disperse them from blocking the road at Keishampat Junction. All shops and business establishments, educational institutions, banks and financial institutions remained close for the day. The committee, a public conglomerate spearheading a public movement for getting the President's assent to three bills on the lines of Inner Line Permit (ILP), which were passed by the Assembly on August 31 last year, on May 22, announced its next course of agitation. The Protection of Manipur People Bill, The Manipur Land Reforms and Land Revenue (Seventh Amendment) Bill and Manipur Shops and Establishments (Second Amendment) Bill are now awaiting President Pranab Mukherjee's assent. "We will close down party offices in the state from tomorrow (May 23). We will also close government offices," Khomdram Ratan, convener of the committee said. He said closure of the party offices and government offices was aimed at paralysing the functioning of political parties and the government.

At least six personnel of 29 Assam Rifles (AR) including one Junior Commissioned Officer (JCO) were killed and seven other personnel were injured in an ambush laid by suspected militants at Hengshi village near Joupi under Tengnoupal Police Station in Chandel District on May 22, reports E-Pao. The Coordination Committee (CorCom), a conglomerate body of several underground outfits has claimed its hand behind the ambush. CorCom said that the ambush was carried out by a Joint Fighting Force (JFF) and added that six personnel including one JCO were killed. A statement issued by Public Relation Officer (PRO) headquarters of Inspector General of Assam Rifles-South (IGAR-S) said that a convoy of AR while returning after assessing a landslide area in Holengjang to the Battalion Headquarters location at Joupi in Chandel District had an encounter with cadres of a militant group at 1 pm. In the ensuing fire fight, one Junior Commissioned Officer and five soldiers were martyred. The militants exploded IEDs before they rained bullets on the AR convoy. Another source said that the suspected militants take away one Light Machine Gun, four AK Rifles and one INSAS Rifle along with ammunition when they escaped inside the thick jungle. The deceased AR personnel have been identified as Subedar Baldev Kumar Sharma (Himachal Pradesh), Rifleman Pawan Kumar (Jammu), Rifleman Mahesh Gurung, Rifleman Bhupendra Kumar (Himachal Pradesh), Rifleman Akhilesh Pandey (Uttar Pradesh) and Havildar Suraj Bariya.

The Police rounded up at least five student activists taking part in the campaign demanding implementation of Inner Line Permit (ILP) in Manipur even as pro-ILP campaigners continued to target office of political parties, reports Nagaland Post. Of the five student activists two were picked up on May 24, while the women and student activists of the Joint Committee on Inner Line Permit System (JCILPS) attempting to storm Bharatiya Janata Party (BJP) office were confronting with the Police. The two students have been sent to jail after they were produced in a local court on May 25. Three more student activists have been picked up by the Police on May 25. One of them was picked up while the ILP campaigners were demonstrating in front of Congress Bhavan while the other two were detained after a verbal confrontation at Takyel Leikai in Imphal West District where students of some schools and colleges staged a demonstration on the road demanding implementation of ILPS. Around 100 students carried out a rally in the area which police prevented them from further proceeding towards Imphal on NH-37. On other hand, Police once again foiled a bid to storm Congress Bhavan as pro-ILP campaigners continued to press the political parties active in Manipur to go and press the Centre for giving assent to the three bills passed by the state Assembly, pending with the Rashtrapati Bhavan. Unable to proceed further owing to the good number of Police personnel detained there, the campaigners shouted various slogans toward the office while staging a democratic protest.

The troops first arrested one individual, identified as Laiphrakpam Chaoba Singh alias Naoba alias Sikinib alias Ravi (28). He confessed of being an operational commander of KCP-Porei-Meitei for Imphal East and West, Bishnupur and Thoubal Districts and working with the organisation since 2013. On further questioning he revealed that Porei Meitei alias Rocky, ‘Chief-in-Command’ of the insurgent group tasked him to lob grenade at state Congress Bhawan and Bharatiya Janata Party (BJP) Head Quarters at Imphal. On his indication, two live Chinese hand grenades were recovered from his house at Basikhong Panthoibi Lampak in Imphal East District. One Hero CBZ bike and extortion notes were also recovered from the individual. On his information, two more militants of KCP-Porei-Meitei, identified as Bhim alias Inao and Tek Bahadur Niroula were arrested from Wangoi and Kanglatongbi respectively.

Indian troops are said to have entered Myanmarese territory for the second time in less than a year in pursuit of militants responsible for the May 22 deadly ambush on an Assam Rifles convoy in Manipur and initial reports suggested that at least eight militants were killed in the operation on May 27, officials familiar with the matter said, reports The Sangai Express on May 31. “The AR (Assam Rifles) has informed us that besides killing eight, they have picked up 18 militants who were later handed over to the Myanmar authorities,” said an official from the security establishment. Security agencies are in process of trying to confirm the extent of damage. There has been no acknowledgement from the Myanmar authorities so far on the matter, the official said.“We are still collecting the details and cannot confirm the number of deaths. These camps where the action took place are located inside Myanmar beyond the free zone of 16 kilometre,” the official added. Six soldiers of the Assam Rifles were killed in the May 22 ambush, blamed on North East insurgent groups in Manipur. During high-level consultations in New Delhi to take stock of the matter, Assam Rifles was instructed to initiate an action similar to the one in June last year (2015), people in the know said. According to Assam Rifles report to the Centre, the militants who were gunned down in the latest attack belonged to the Coordination Committee (CorCom), a joint platform of militants groups operating in Manipur. The CorCom had claimed responsibility for May 22 ambush and even released photographs of its hit squad. Officials familiar with the matter said there was no clarity so far on the number of insurgents killed and there could also be members of the Khaplang faction of National Socialist Council of Nagaland (NSCN-K)
