A team of Imphal West District Police commando arrested an active member of United National Liberation Front (UNLF), identified as Akoijam Jiteshwor Singh (60), while conducting frisking and checking in front of District Collector office in Lamphel in Imphal West District on June 1, reports The Sangai Express. Incriminating articles along with a sum of INR 9,500 were recovered from his possession. On his disclosure, later, the team recovered 19 live rounds of AK-47 rifle ammunition from his residence. Investigation revealed that he was involved in transportation of arms and ammunition and extortion of money from the general public.

The United National Liberation Front (UNLF) clarified that the ongoing movement spearheaded by Joint Committee on Inner Line Permit System (JCILPS) to implement Inner Line Permit System (ILPS) in Manipur is neither instigated nor sponsored by UNLF and that Khomdram Ratan is not related to the outfit in any way, reports Kanglaonline on June 4. A statement issued by M Sakhen Deputy Director Department of Publicity of the outfit contended that the movement of the JCILPS and UNLF are two separate entities with different goals. It asserted that the struggle taken up by UNLF is to retain the lost sovereignty of Manipur from the colonial rule of India while the one spearheaded by JCILPS is people’s movement to save the indigenous population of the state from the unabated influx of outsiders. Rubbishing the reports linking the outfit’s struggle with that of JCILPS movement, it claimed that the report published in a national daily was a plot jointly taken up by the Indian government and its intelligence agency to mislead the people’s movement taken up by JCILPS. The fact that JCILPS movement is against the migrant influx from mainland India and the assimilation policy of India speaks for itself that such misleading propaganda is imminent, it said. At the same time, clarifying that Khomdram Ratan is not a cadre of the outfit and not in the list of the outfit’s enrolment register, it said that the photo of Ratan that went viral on social media was manipulated.

Four suspected militants who were fully armed with automatic rifles shot and seriously injured a truck driver, identified as Sanjeev Pradhan (26) near Changoubung turning in Senapati District on June 4, reports Morung Express. The incident happened around 9:30pm when the assailants stopped the truck for monetary demands and fired 20-30 rounds which injured the driver in his abdomen. The suspected militants fled the crime scene after puncturing the tyres of the truck. The gunmen also damaged the windshield.

Army troops arrested ‘commander-in-chief’ of Thadou People's Liberation Army (TPLA), an insurgent outfit active in Sadar Hill areas under Senapati District, in an operation carried out in Bethel Veng village of Senapati District on June 3, reports The Assam Tribune on June 6. The militant leader identified himself as Nekholen Lhouvum of Senapati District. “The militant confessed of being involved in various nefarious activities including, kidnappings, incidents of shootings and extortions in Sadar Hill areas,” Public Relations Officer (PRO) Defence Wing said in the release. Unidentified assailants planted a hand grenade at the residential gate of one Laishram Arun (58) of Keishampat Leimajam Leikai Maning Leirak under Imphal Police Station in Imphal West District on June 5, reports The Sangai Express. A source said that family members informed the Police after they found a suspicious object hanging at their gate at around 12.30 pm. After the arrival of a Police team, bomb experts were called to the spot. Later, the bomb experts detected that the suspicious object was a hand grenade. The bomb was safely defused at Lamphelpat. Imphal Police have taken up a case regarding the incident. Sources said that the bomb might have been planted there in connection with a monetary demand. L Arun is said to be a businessman and his wife is an Assistant Engineer.

Meanwhile, a human rights activist, Khaidem Mani said that the Supreme Court (SC) was looking into a complaint that at least 1,528 people were missing since the height of the armed insurgency in Manipur. “Compensations were paid to the family members of some victims, but nobody had been booked and sent to prison. Most of the missing persons are feared to be victims of fake encounters whose bodies were secretly disposed of,” Mani said. He said the government should order a probe to establish the identity of the person whose skeleton was found near the BSF camp. “It is also disappointing that so far nothing has been heard of the testing of the skeletons found in the past in Manipur.”

The UNC took this decision in a meeting to show its resentment against the “continuous suppression, subjugation and discrimination” by the Government of Manipur against Naga tribals. The Joint Action Committee (JAC) against Anti-Tribal Bills expressed its heartfelt gratitude and appreciation to all the tribal people of Manipur who had tirelessly volunteered and effectively carried out the 10-days economic blockade at Senapati, Kangpokpi, Motbung, Ukhrul, Tamenglong, Chandel, Singngat, Churachandpur and various other tribal areas, reports The Sangai Express on June 20. In a statement, the JAC said that the goods and vehicle keys confiscated by the volunteers of the JAC at Churachandpur can be claimed by the respective owners at Sulphate Pumbuk, Hiangtam community hall between 10 am and 12 noon on June 20. The JAC also thanked the President of India and the Union Government for upholding the sanctity of the Constitution by withholding the Protection of Manipur People’s Bill, 2015. It is the wish and prayer of the tribal people of Manipur that this Bill along with the other two ‘anti-tribal’ Bills – the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill, 2015 and the Manipur Shops and Establishments (Second Amendment) Bill, 2015 – be withheld. Former ‘chairman’ of Vice-Chairman faction of People's Revolutionary Party of Kangleipak (PREPAK-VC), identified as Ningombam Nabachandra, and his driver, identified as Leisangthem Sanjit Singh were killed by unidentified assailants inside a security complex located at Khabeisoi in Imphal East District on June 21night, reports The Assam Tribune. Nabachandra had been staying at a quarter inside 7th Manipur Rifles complex since he surrendered to the Manipur Government in 2014. Sources said that the assailants shot and killed the duo and fled around 8.30 pm. According to sources, people in the Manipur Rifles complex were celebrating Lai Haraoba festival when the killing took place. Sources believed that the attackers took advantage of the festive occasion while carrying out the fatal attack. The Police said that they have started investigation into the incident. The slain former PREPAK-VC chief, hailing from Thangmeiband Hijam Dewan Leikai, joined the outfit about three decades back.Close on the heels of the 10-day economic blockade in tribal areas along all highways, Manipur is going to face another round of State-wide bandhs from June 23 onwards, reports The Assam Tribune. The first 48-hour bandh, which will be effected from the intervening night of June 22 and 23, was called by the Joint Action Committee (JAC) against the “wanted tag” on former convenor of the Joint Committee on Inner Line Permit System (JCILPS), Khomdram Ratan. The committee also demanded implementation of Inner Line Permit System (ILPS) in State. On the other hand, the JAC also called a 48-hour State-wide bandh from June 23 over the State Government’s alleged failure to fulfil their demands which include justice to the victims of April 7 incident.Meanwhile, the JCILPS, which is spearheading a public movement for the implementation of Inner Line Permit System or a similar regulation to control influx of “outsiders”, has announced another round of fresh agitations from June 23 onwards, according to a press release issued by Hayatur Rahman, assistant convenor of organisation affairs committee of the JCILPS.

Imphal West District Police arrested a man who is the ‘publicity in-charge’ of Joint Committee on the Inner Line Permit System (JCILPS) Sagolband New Cachar road, identified as Nameirakpam Mangi alias Yaima (48) along with explosive materials from Yurembam Mayai Leikai in Imphal West District in the wee hours of June 23, reports The Sangai Express. He was arrested after the security team recovered 27 Gelatine sticks, 50 detonators, two 6-feet long non-electric safety fuses, two mobile phones and one Honda Activa during the raid, the Superintendent of Police (SP) Dr AK Jhalajit said. Nameirakpam Mangi is said to be a member of National Revolutionary Front of Manipur (NRFM). SP further stated that Mangi revealed that he is working under the direct command of NRFM ‘commander’ Binodon alias Kishan alias Wangba and Dhabalo alias Paikhomba. He added said that Mangi runs a bomb factory at his house for the outfit and the required funds for the said factory are supplied by the two NRFM commanders.Meanwhile, normal life in Imphal and other areas was crippled on the first day of the 48 hours State-wide bandh imposed by the Joint Action Committee (JAC) against the declaration of ‘wanted’ tag on former JCILPS convener Khomdram Ratan and the demand for implementation of Inner Line Permit System (ILPS), reports The Sangai Express on June 24. The bandh hampered all forms of business activities in Imphal city and other major business centres in and around the State capital. The protest demonstration staged under the aegis of the Thangmeiband Kendra Development Organisation (TAKDO) was led by Thangmeiband Assembly Constituency (AC) Member of legislative Assembly (MLA) Kh Joykisan. The protesters put up placards which read as “Government of Manipur should not blemish democracy”, “Enforce ILPS in Manipur”, “We condemn declaration of former JCILPS convenor Kh Ratan as wanted man” etc. Speaking to media persons by the sideline of the protest demonstration, Kh Joykisan stated that it would be prudent on the part of the State Government to review its decision of declaring Kh Ratan as a wanted man in view of the mass protest against the same decision. The newly formed Gorkha organization christened United Gorkha Committee Manipur (UGCM) was formed during a meeting at Rose English High School in Kanglatongbiin Imphal West District. While it resolved to name the committee as “United Gorkha Committee Manipur” which was reportedly constituted by various Gorkha civil bodies’ leaders, it also nominated some prominent Gorkha leaders and subsequently elected the office bearers of the newly formed committee. Hari Prasad Nepal, Bhumi Prasad Vikas and Shiva Kumar Basnet were elected as president, vice president and general secretary respectively while LB Adhikari, Karan Rai, Dillip Bhurtel and Rajen Rai were elected as the joint secretaries.Speaking to media persons after the meeting, Hari Prasad Nepal said that the Gorkhas in Manipur have various civil bodies but there is no organization to represent the entire Gorkha community as a whole on any issue so far in the State. Therefore, UGCM is formed as the apex body of the Gorkhas of Manipur to tackle any issue of the Gorkha community, he added. Nepal further said that UGCM will also represent the Gorkha community of Manipur in sharing views and opinions with the new drafting committee on ILPS and other current issues of the State while adding that it [UGCM] will address the grievances of the Gorkhas and work for the welfare of the community in the State.

Under the aegis of Joint Committee on the Inner Line Permit System (JCILPS), womenfolk staged protest demonstrations at Haobam Marak Lourembam Leikai, Haobam Marak Chingtham Leikai, Konjeng Leikai Club Keithel, Konjeng Langpoklakpam Leikai, Kwakeithel Konjeng Leikai, Kwakeithel Konjeng Awang Leikai and Kwakeithel Lamdong Leikai. Placards which read as “Enforce ILPS in Manipur”, “Pass a new Bill in place of PMP Bill”, “Convert the two remaining Bills into Acts”, “We condemn declaration of Kh Ratan as a wanted man” were put up at the protest sites.A similar protest demonstration was staged at Lainingthou Puthiba community hall, Yumnam Khunou under the aegis of the Women Welfare Association, Yumnam Khunou Makha Leikai and the Women Empowerment Association, Yumnam Khunou. They should also join the effort to help introduce a new bill,” Gaikhangam told reporters on the sidelines of a function in Imphal. Of the three ILP related bills passed by the state assembly on August 31 last year, the Protection of Manipur Peoples Bill, 2015 was rejected by the President of India when it was submitted to him seeking his due assent.

Somsai Battalion of Somsai Sector Assam Rifles (AR) under the aegis of headquarters of Inspector General of Assam Rifles-South (IGAR-S) recovered a powerful Improvised Explosive Device (IED) from near Cement Factory on NH-202 in Ukhrul District on June 29, reports The Sangai Express. A foot patrolling party of Somsai Battalion while sanitizing the road found a suspicious object wrapped in a polythene bag lying approximately 300 meters away from the highway, said a press release issued by Public Relation Officer (PRO) of IGAR-S. The Bomb disposal team of the paramilitary force was called to the site and later, the IED weighing around 4.5 kilograms was neutralized at 4:15 pm, the press release added.Meanwhile, five cadres of the KK Nganba faction of the Kangleipak Communist Party (KCP-KK Nganba) including their ‘chairman’ and ‘general secretary’ were arrested by Police along with weapons in Imphal East District on June 29, reports Kanglaonline. It is said that two of the five arrested men were involved in the killing of former People’s Revolutionary Party of Kangleipak (PREPAK) ‘Chairman’ Ningombam Nabachandra alias Nongdrenkhomba and his driver Leishangthem Sanjit. The five arrested cadres were identified as self-styled ‘Major’ Thokchom Gouri alias Ibungo alias Kosam (25), self-styled ‘Chairman’ Chongtham Manglemjao alias KK Nganba (63), self-styled ‘General Secretary’ Tongbram Sanjit alias Pari alias Boy (42), self-styled Cpl Leichombam Naocha alias Malangba (24) and self-styled Private Ahongshangbam Kingson alias Yaiphaba (23). It was learnt that Malangba and Kingson shot dead Nongdrenkhomba and Sanjit, and two 9 mm pistols used by them have also been recovered. One pistol was embossed with the words ‘Burma Army’ and it had three bullets while the other pistols were embossed with the words ‘Beretta USA Corp’ and it had two bullets, Imphal East Superintendent of Police (SP) Kamei Angam Romanus said. While Gouri has been remanded to Police custody till July 1, the four others have been remanded to Police custody till July 8.

The rally was taken out under the aegis of Students’ Wing of Joint Committee on Inner Line Permit System (JCILPS) was flagged off by JCILPS convener-in-charge BK Moirangcha from All Manipur Students Union (AMSU) office complex, Imphal around 10 a.m. The rallyists after covering Imphal-Mao section of NH-2 upto Sekmai moved to Nambol then Tidim road from where they moved along the Mayang Imphal road. From there they took Imphal-Burma Sugnu Road and converged at the originating place before dispersing themselves. Talking to reporters, convener of the Students’ Wing of the JCILPS Oinam Nabachandra demanded that Manipur government should introduce a new bill similar to Inner Line Permit System (ILPS) and pass it in the next session of the Assembly. He alleged that the state government had done nothing to obtain President’s ascent to the bill, The Protection of Manipur People’s Bill-2015.
