A loud explosion at the residence of the Kangpokpi Additional Deputy Commissioner (ADC) DK Thangboi shook the neighbourhood of K Salbung located along the major Tiddim Road in Senapati District late night on March 1, reports Kanglaonline. However, there was no human casualty. The Kuki Independent Organisation (KIO/ KIA), a non-Suspension of Operation signatory, has owned the responsibility for the bomb explosion inside the campus of the officer. The outfit’s ‘secretary’ information and publicity Thomas Anal had informed the press on the phone, claiming that the act was the result or repercussion of the MCS officer’s insulting and defying words against the outfit. He added that in case the MCS officer fails to clarify on the issues before the outfit by March 10, the group will act.

A teacher died after allegedly being physically assault by suspected cadres of the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) at Aimol Satu Village in Tengnoupal Tehsil (revenue unit) in Chandel District on March 1 (today), reports Business Standard. T S Hegin Haokip (48) of Molnam village was taken away by suspected NSCN-IM militants last night around 7 PM and was severely assaulted, a senior Police officer said. He succumbed to his injuries this morning, triggering tension among ethnic Kuki population of the area. The body of the deceased was taken by a crowd from his village towards the residence of a suspected killer at Aimol Satu village. They were stopped due to random firing by suspected NSCN-IM militants, the officer said. Later, the crowd regrouped and blocked Imphal-Moreh route and prevented vehicular traffic. It also set ablaze a few shops, he said.In the meantime, Kuki Inpi Manipur (KIM - an apex body of the Kukis) and Kuki Students Organisation-General Headquarters (KSO-GHQ) give 24 hour ultimatum to the state Government to arrest the culprits in the killing of T S Hegin Haokip before cautioning that if the Government fails to response positively within the stipulated time, the Kuki community could engage in anything that could fetch us justice over the incident, reports Kanglaonline.

The Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) on March 1, has denounced the allegation made against it for the death of an assistant teacher in Chandel District on February 29, reports Kanglaonline. The caretaker, Khurmi Region of the NSCN-IM in a statement has denounced the allegations made against the outfit and said it is neither involved not have anything to do with the incident. The statement said the caretaker Khurmi region has also advised United Kuki Liberation Front (UKLF) not to indulge in tribalism amongst indigenous people in the region. Peace will prevail only when one’s identity is respected, it said. It said the civil organisations should not resort to cheap politics by alleging the outfit as the cause of the death without proper verification. The statement further said it is a baseless allegation with a view to tarnish the image of the outfit.

The Joint Action Committee (JAC) against the murder of Thongkhogin Haokip, a teacher of Molnom Junior High School in Chandel District, has decided to resume the indefinite bandh (general shut down strike) on Imphal-Moreh section of National Highway 102 from March 2 midnight, reports The Assam Tribune. The committee is compelled to resume the indefinite bandh, according to a press statement issued by JAC Convenor. The decision was taken after the authorities failed to book the culprits involved in the murder, the statement added.Meanwhile, the Kuki Students Organisations (KSO), in a memorandum, on March 2, has urged the Union Home Minister to ensure that the killers of the teacher are arrested and brought to justice, reports The Assam Tribune. It urged both the Central and State Governments “to rein in the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) militants holing up in Chandel District and place them in their designated camps. Prior to any final agreement between the government and NSCN-IM, the government must settle the issue of NSCN-IM atrocities against Kukis in which 905 innocent Kukis were murdered; 360 Kuki villages were uprooted and its lands seized,” said the memorandum. “More than 100,000 were rendered homeless and landless. The rights of the Kukis with respect to their land and identity in Manipur can not be violated by the NSCN-IM peace accord”, it added.

one vehicle was vandalized by bandh(general shut down strike) supporters along Imphal-Moreh road in Chandel District on the first day (March 3) of an indefinite bandh called by the Joint Action Committee (JAC) against the murder of Ts Thongkhogin Haokip, reports The Sangai Express. Since early morning, a large number of bandh supporters including womenfolk blocked the Imphal-Moreh road at H Kotlenphai, Pallel, Senam and Chahmol by burning tyres and piling woods. One white colour Alto car was vandalized on Saivom-Tengnoupal road for defying the bandh called by the JAC. Convenor Mangboi Haokip of the JAC said that the indefinite bandh was imposed as the State Government has failed to arrest and book the culprits involved in the killing of Haokip. He further maintained that the JAC would intensify the agitation including indefinite State wide bandh if the State Government fails to fulfill their demands at the earliest.

Some unidentified assailants attacked a temporary designated camp of Soviet Ngangom alias Chingkheinganba led faction of United Liberation Front (URF) (Soviet) at Napet Mamang Leikai in Imphal East District on March 3, reports The Sangai Express. Sources said that the miscreants hurled a grenade and fired some rounds at the camp at around 11.30 pm. However, the grenade did not explode and nobody was injured due to the firing as well. Some portions of the wall of the camp were damaged due to the firing. One Chinese hand grenade along with safety pin was recovered from the complex of the camp. The outfit is currently under a Memorandum of Understanding (MOU) with the Government. It may be mentioned that Soviet group broke away from URF (Lalheiba group) after two cadres were found buried inside the designated camp located at Loitang Khunou Spinning Mill some years back. Since then, around 38 cadres of Soviet group have been staying at Napet Mamang Leikai.

Militants of the Maoist Communist Party (MCP) in Manipur on March 5, claimed responsibility for the Wednesday (March 2) night attack on a “designated camp” of surrendered militants of the Chingkheinganba faction of United Revolutionary Front (URF-Chingkheinganba) in Imphal East District, reports The Shillong Times. Though the “designated camp” was attacked with automatic rifles, hand grenades and other lethal weapons for over 20 minutes, no inmate was injured. A “designated camp” is a place inhabited by insurgent groups that sign Suspension of Operations (SoO) — or ceasefire — with the state and central governments. Under SoO, the government forces and insurgents stop attacking each other and try to create conditions for a peace process and political settlement.

The Manipur Police is yet to make any arrests in connection with the shooting.Formed in 2015, after two factions developed within the small Aimol ethnic group, the new outfit in the press release said it was forced to form the outfit to protect the small Aimol community of less than 10,000 people. Police said an improvised explosive device (IED) exploded in front of the showroom owned by Punya Motors Private Ltd. One of the salesmen, who was inside, sustained minor splinter injuries on his face. In a statement today, the outfit said the bomb was exploded as the automobile company "challenged" the outfit. It did not elaborate. "Henceforth, Punya Motors Private Ltd will not be allowed to continue its business in Manipur," the statement said. The outfit also banned business by all the showrooms owned by Punya Motors Private Ltd under the name Punya Hyundai Showroom, Dingku road, Punya Honda, Airport road, Punya Honda Showroom, Khuyathong, M.I. Ford showroom, Airport road, all located in and around Imphal city and all the sub-dealers of Punya Company in Manipur.

The Zeliangrong United Front (ZUF) has blamed the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) for the frequent incidents of looting along NH-37(Imphal - Jiribam Road), reports TheSangai Express on March 29. In a statement, A Longmei, information and ‘publicity secretary’ of ZUF said that the NSCN-IM has looted goods carrier and passenger vehicles at Longkao numerous times and had robbed INR one million from betel leaf carrying vehicles at Khumji recently right in front of the Indian Army. It also said that house tax of INR 1500 per household was forcibly collected at Khoupum. The poor villagers being afraid of the barrel of guns have to pay and National Rural Employment Guarantee Scheme (NREGS) funds were also deducted as taxes. INR 5000 each from every household was collected from Taosang and Lungreang as house tax, it alleged. The NSCN-IM slaughtered two cows from Thanagong village by force and beaten innocent villagers on March 10 and 15. They also thrashed labourers from Nepali and Meitei community at Khoupum Thingdouhap, it alleged. Further on March 23, NSCN-IM had burnt down a betel leaf vehicle at Shanti Khunou (NH-37) and falsely blamed the ZUF for the act, it said. It further said that in the name of operating against ZUF, the NSCN-IM and Indian Army have been playing double standard disturbing the tranquil atmosphere of the public and warned that it will not remain as mute spectator, but defend the rights and freedom of the people

A press release issued by ‘Captain’ Achouba, leader of the outfit, said they attacked the post of the AR 40 Battalion located at Lilong in Thoubal District about 15 kilometres away from the state capital, Imphal. AR sources said there was no casualty in the bomb blast at 8.40 p.m. on March 30. Though the Security Force (SF) personnel fired at the militants, they managed to escape. Achouba said a “special force unit of the Red Army”, the military wing of PREPAK, had carried out the attack as part of the ongoing “war” to reclaim “independence”.
