Manipur Governor Gurbachan Jagat addressing the State Legislative Assembly said that Manipur continued to grapple with the problem of insurgency and this has severely hampered development and growth of the State. To address the situation, Suspension of Operation (SoO) agreement has been made with Kuki National Organisation (KNO) and United People’s Front (UPF) representing 19 hill-based militant outfits besides constructing 10 designated camps in the State, Jagat said. He said the Government is ready to hold talks with any outfit within the framework of the Constitution of India. There are over 30 militant outfits in Manipur, mentioned the Governor. The strength of the Police Force has increased to 33,031 in 2009 with the creation of one Mahila (Women) and Commando battalion each, Gurbachan said. Further, 10,050 personnel of the Village Defence Force have also been raised over and above the proposed conversion of Police training centre at Pangei into a full-fledged training college in an effort to curb the activities of the militant outfits, he said. In the first eleven months in 2009, 279 militants were killed and 1,368 others arrested and 378 assorted weapons, 130 grenades, 105 lathod bombs, three improvised explosive devices, 123 detonators, 13.71 kilograms of explosives and seven wireless sets were recovered, Governor said.

Unidentified militants opened fire on the residence of a doctor, Nilachandra, at Khwairakpam Leikai Sega road in Imphal West District on January 31, according to a delayed report. Imphal Free Press reports that Nilachandra’s wife K. Sobita said that their residential goods including a car were set ablaze by militants during an earlier attack in November 2009.
