Investigation revealed that he was involved in extortion from general public, Government employees, businessmen, travel and transport agencies.On his disclosure, another cadre, identified as ‘self styled general secretary’ of UNPC/CTLA, Jonah Bariam alias John alias Adai (41) was also arrested from Sekmai Makha Leikai in Imphal West District on November 1, adds e-pao.net. Jonah Bariam was also involved in extortion.Also, based on specific inputs, Security Forces (SFs) arrested a top leader of Thadou People Liberation Army (TPLA), identified as Lunminlen Haokip from Keithelmanbi in Senapati District on November 4, reports The Sangai Express. War like stores including one 9mm pistol, one magazine, five live rounds and a large quantity of improvised explosive device (IED) making items were recovered from his possession.

A team of Imphal East District Police commandos conducted frisking in and around New Checkon area in Imphal East District and arrested an arms dealer, identified as Paonam Shantikumar (48) on November 1, reports e-pao.net. One 9mm pistol along with one loaded magazine with three live rounds were recovered from his shop located at Kwakeithel Mayai Koibi in Imphal West District. On his disclosure, three of his associates, identified as Lourembam Johnson Singh alias John (31), Mathurashashimayum Hiranjoy Sharma alias Ngoubi (32) and Laishram Anilkumar Singh (33) were also arrested from their residences along with 2 empty magazines of 9mm pistol and incriminating articles.

Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) demanded the immediate release of four persons without any condition, who were arrested by Manipur Police on October 27, stating that the four have no connection with NSCN whatsoever, reports Nagaland Post on November 6. NSCN-IM ‘Ministry of Information & Publicity (MIP)’ in a press note said that the four-- Ningkhangam Muivah, Ramthem Muivah, Chonreisem Phungshok and Vivian Ruivah from Imphal were arrested without any rhyme or reason. MIP said the four have been confirmed as law abiding citizens of Somdal village. MIP said branding them as over ground workers of NSCN-IM, simply on the basis of person belonging to a particular community and falsely implicating them and framing charges is an heinous act. Further, NSCN-IM cautioned the “communal Manipur government” to desist from indulging in such activities so that such incident does not reoccur compromising the safety and security of the Nagas. It may be noted that the Imphal East District Police commandos arrested four persons, claiming that they were linkmen/over-ground workers of the NSCN-IM.

One woman cadre of United National Liberation Front (UNLF), identified as Heisnam Shangoi Devi was arrested by a team of Manipur Police commandos from her residence at Moirang Siribon Leikai in Bishnupur District on November 5, reports Business Standard. On investigation it was learnt that she was trained at Sajik Tampak in Chandel District bordering Myanmar and belonged to the 20th batch of the militant group. A team of Imphal East District Police Commando has arrested two active members of Progressive faction of People’s Revolutionary Party of Kangleipak (PREPAK-Pro) organisation during a frisking and checking held in front of Hotel Imphal on November 8, reports E-Pao. The arrested duos have been identified as Jamkholen Khongsai alias Lelen (23), and Thanglallian Vaiphei alias Lelen (20), both belonging to Moreh. Two Chinese hand grenades along with detonators were recovered from their possession. Investigations revealed that the duos were involved in transportation of arms and ammunition, Public Relations Officer (PRO) Police Department informed in a statement.

A team of Imphal West District Police Commando arrested one active member of United National Liberation Front (UNLF) during a frisking and checking at Sanjenthong and adjoining areas of Babupara on November 9, reports E-Pao. The arrestee has been identified as Ngangbam Gunamani Singh alias Kamcha (47), of Singjamei Chingamathak Liwa Lambi Ningthoujam Leikai. The PRO statement said Gunamani was involved in extortion of huge amount of money from various Government offices, educational institutes, health institutions and businessmen. Armed militants abducted a tipper driver of Simplex Company engaged in road construction at Singda village under Sapermeina Police Station of Senapati District on November 10, reports Nagaland Post. A Police source said that Manichandra Singh of Phayeng village in Imphal West District was whisked away by the armed persons suspected to be cadres of a Kuki based militant group last night, around 10.30 pm. The driver was among around 30 labourers engaged by the Simplex Company in the construction of a road there and staying at makeshift camps at Singda village. Reports said that the militants who intruded into the camp picked out the driver and whisked him away. Police suspect the driver has been taken hostage by the militants for ransom demand from the company.

With the primary objectives of safeguarding tribal autonomy and their historical liberty, a militant outfit christened Thadou People's Liberation Army (TPLA) has been established in Manipur, reports E-Pao. Speaking to media persons somewhere in Sadar Hills on November 11, TPLA information secretary Th Jalaithang claimed that the armed outfit was formed in August 2015 though it was formally announced only today. TPLA would not challenge the Constitution of India but would struggle for the rights and interests of Thadou people. Already, 11 cadres of TPLA have been arrested by Security Forces (SFs), Th Jalaithang said. He said that TPLA would never go for political dialogue or Suspension of Operation (SoO) pact with the Government until its primary objectives are achieved. The outfit has 150 cadres and their leaders are Patrick Newton ‘president’, Christopher ‘general secretary’, Johney ‘home secretary’, J Thadou ‘defence secretary’ and Patrick ‘finance secretary’, Th Jalaithang added.

Some women vendors of Khwairamband market, anguished by the prolonged economic blockade being imposed by United Naga Council (UNC), have on November 12, launched a counter economic blockade on some roads leading to Hill Districts from Imphal, reports The Sangai Express. With the State cut off from other parts of the country for the past many days, all sections of the people have been literally living under a siege. Anguished by the economic blockade which has been going on for the past 12 days, women vendors of Khwairamband Keithel went to different parking lots and prevented transportation of essential commodities including rice to Hill Districts. Goods loaded on different vehicles heading for hill Districts were pulled down at Jiri parking (Wahengbam Leikai), Noney parking (Moirang Leirak Machin), Nagamapal parking, Kangpokpi parking (Khoyathong) and Lamlong parking. The women vendors maintained that they would prevent transportation of essential commodities to Hill Districts until UNC lifts its economic blockade.

The economic blockade in Manipur is likely to continue with the Centre on November 15, failing to break the deadlock, as negotiations with the United Naga Council (UNC) broke down, reports The Assam Tribune. “The UNC will continue the economic blockade as this is the only option left with Nagas as the Manipur government is not going to listen and we want intervention of the Central government,” UNC president G Pamei said after holding dialogue with Ministry of Home Affairs (MHA) officials. A delegation of UNC met on November 15, Joint Secretary (Northeast) in Union Home Ministry Satyendra Garg at North Block but had to content themselves with an assurance that the Central Government will talk with all the stakeholders to find out a solution. But this failed to convince the UNC, which announced that they will continue the economic blockade. The UNC, which is opposing demarcation of Naga-inhabited Districts in Manipur, is pressing for implementation of the four Memorandum of Understanding (MoU)s on Sadar Hills, signed between the Naga people and the Government of Manipur in letter and spirit.

One person was killed and two Central Reserve Police Force (CRPF) troopers were injured in three blasts triggered by unidentified militant outfits in Imphal West District on November 20, reports Business Standard. Binod Roy was killed in an explosion of an Improvised Explosive Device(IED) at Singjamei Chingamathak area in Imphal West District, near an Assam Rifles (AR) camp, in the morning, Police officials said. The deceased, stated to be a non-Manipuri, was en route to his iron and cement store when he fell victim to the explosion nearby, the officer said. Another explosion took place around 5 pm at BT Road near M-sector, a few meters away from the camp of the AR. The spokesman of the AR said no jawan was injured in the blast. About 10 minutes later, another blast occurred within the All India Radio (AIR) complex injuring two CRPF jawan, Police officials said.

In the wake of the 25 days old economic blockade, United Naga Council (UNC) 'president' Gaidon Kamei was arrested from Pheidinga in Imphal West District along with UNC 'information and publicity secretary' Sankhui Stephen on November 25, reports E-Pao. One mobile phone each were seized from their possession. Gaidon Kamei and Stephen were travelling in a Bolero jeep when they were halted at Pheidinga and arrested by a Police team. The State Government has been under immense pressure from a sizeable section of population who has been demanding creation of Sadar Hills and Jiribam Districts but the UNC has opposed any move to upgrade the two sub-divisions. According to a spokesman of the information and publicity unit of UNC, Naga frontal organisations have taken strong exception against the arrest of Gaidon Kamei and Sankhui Stephen and have decided to impose a 24 hour bandh (total general shut down) in all Naga inhabited areas from 4 pm on November 25. The shut down however will be relaxed for the media, essential service, health, water supply, schools etc. The Tangkhul Naga Long (TNL) has also decided to fully support the 24 hours total bandh. As news of the arrest of the UNC leader spread, the TNL immediately discussed the matter and decided to support the bandh in all Naga inhabited areas of Manipur in protest against the State Government. Strongly condemning the arrest of Gaidon Kamei, the TNL demanded his immediate release without any condition to avert any ugly fall outs.

Sources told IANS that the soldiers were patrolling in the interior areas of Chandel District located along the International Border (IB) when one remote controlled bomb detonated. The militants also opened fire from automatic rifles while the soldiers retaliated. Later the militants are believed to have escaped across the border. The civilians abducted by suspected NSCN-IM cadres were Sibilong Village Authority Vice-Chairman Mathiuthon Gangmei (40), Diamond Gangmei (30), Majagong Kamei (30), Shanri Gonmei (25) and Stephen Gonmei (22).
