Some unidentified assailants attacked Regional Institute of Medical Sciences (RIMS)Medical Superintendent Professor Dr Meisnam Amuba by hurling a hand grenade at his quarters located within RIMS campus, Lamphelpat under Lamphel Police Station in Imphal West District on April 1, reports E-Pao. The grenade exploded at a garage beside the entrance gate leading to Prof Amuba's quarters at around 7.15 pm. However, there is no report of any casualty. The blast damaged bumper of a car (Maruti SX 4) apart from puncturing front and rear wheels of the left side. One Honda Activa scooter and the GI sheet roof of the garage were also damaged. It is suspected that the bomb attack was carried out in connection with monetary demand.

Nongdrenkhomba, a top Kangleipak Communist Party (KCP) militant leader was arrested by Manipur Police from the entry gate of Imphal Tulihal airport in Imphal on April 2, reports The Assam Tribune. Nongdrenkhomba is also the Chairman of Politburo Standing Committee of the KCP. He was earlier arrested in Delhi, way back in November 2012. The armed Maoist Communist Party-Manipur (MCP-M) on April 2, owned up to the bomb attack at the official quarter of Medical Superintendent of Regional Institute of Medical Sciences (RIMS) on April 1, reports Kanglaonline. The outfit in a statement signed by its Secretary Publicity and Propaganda Comrade Nonglen Meitei hailed its militias who carried out the daring bomb attack at the MS’s official quarter manned by Security Forces (SFs) round the clock. It said the outfit will not carry out attack in healthcare centres but will not spare those who run business in the name of healthcare. Director, Deputy Director and Medical Superintendent of RIMS were declared as reactionaries by the outfit few days back for their involvement in corruption. The attack at the MS’s official quarter was not related to monetary demand but it was carried out as a warning against corruption, the statement said. It reiterated that the outfit had already lobbed a hand grenade at the MS’s residence as a warning to make him accept his wrongdoings but instead of accepting his wrong deeds he shifted to his official quarter guarded by SFs.

Eighteen cadres of three militant groups, Khaplang faction of National Socialist Council of Nagaland (NSCN-K), Kanglei Yawol Kanna Lup (KYKL) and Kangleipak Communist Party (KCP) who were listed as accused in June 4 ambush in Chandel District, were summoned to appear in the court of special judge, National Investigation Agency (NIA), Manipur on April 4 next, reports The Nagaland Post on March 4. NIA court issued proclamation orders against the accused persons including top leaders of NSCN-K ‘chairman’ SS Khaplang Pangmei alias Khaplang, KYKL ‘chairman’ Namoijam Okendro and KCP ‘president’ Kshetrimayum Noyon alias Hemanta. The proclamation orders, it was stated that the warrant of arrest issued against them were returned as they were not found and the judge was satisfied that they have absconded or concealing themselves to avoid the service of the said warrants. The two are identified as RK Napoleon (36), of Sagolband Tera Amudon Akham Leikai and Angom Punil Kumar (39), of Porompat Thawanthaba Leikai. Another women accomplice managed to flee from the scene. The locals also recovered a gun licence and an ID card from one of the two. One Mahindra Bolero jeep reportedly driven by the duo was also vandalised by the mob. Porompat Police team took the two away along with the vehicle. In the meanwhile, the Royal Riders Manipur (RRM) while admitting that RK Napoleon is a member of the group informed that he has been expelled from the group for his alleged anti-social activity. Speaking to media persons at Manipur Press Club, RRM advisor Laishram Momocha said that what Napoleon did was done at his personal capacity and it has nothing to do with the group. RRM convened an emergency meeting and the meeting decided to expel Napoleon from the group, Momocha said. A civilian was also killed in reported encounters between the Special Forces (SFs) and suspected Zeliangrong United Front (ZUF) militants during the past three days near Lenglual village under Tamenglong District on April 11, reports Kanglaonline. According to reports, a civilian was reportedly killed in cross firing between the SFs and ZUF suspects near Irang River at the vicinity of the Lenglual village. The victim has been identified as one Lalchuailo Neishial (24), son of the chief of Lenglual village. It is learnt that on the fateful day armed cadres of ZUF numbering around six entered the village and forcefully took away the victim along with another villagers (boy) Soithangzo Gangte (17) as a guide. The team (ZUF and civilians) was then reportedly waylaid by SFs (Rashtriya Rifles) and an encounter ensured leaving Lalchuailo death while Soithangzo made a lucky escape, said the reports. The body of Lalchuailo was also retrieved today by a team of Nungba police and later deposited at Jawaharlal Nehru Institute of Medical Sciences (JNIMS). According to an official from the Army Defence Wing, the individual killed in the encounter was a suspect of ZUF. He further said that an AK rifle along with a magazine was recovered from the deceased. Reports further said that soon after the incident a massive search operation was conducted in and around the encounter site for two consecutive days and during it recovered another body of an army personnel who later was identified as Major 21 Para Special Forces, Amit Deswal (32), of Jhajjar in Haryana. As reported earlier, an Army officer was killed in an encounter with ZUF militants in Tamenglong District on April 13.

Speaking at a press conference at the Manipur Press Club, JAC convenor Sanjoy said failure on the part of the government to punish the culprits within the set deadline would cause the people of Nungei to launch severe forms of agitations which could only aggravate the present tension. Kuki Students’ Organisation (KSO) Tuilang block, Tamenglong ‘district general secretary’ Lalchoilou Neihsiel goes missing after a gunfight between ZUF militants and Security Force (SF) in Lenglong village under Nungba sub-division of Tamenglong District on April 11, reports Nagaland Post. No casualty was reported in the encounter. However, KSO ‘general secretary’ who was taken along with one of his aides by ZUF cadres went missing after the gunfight even though his aid backed to his village on the next day. KSO general headquarters expressed serious concern over the gunfight that took place Lenglong village while expressing fearing that the ‘general secretary’ be a victim of the encounter. Prior to this incident, around six cadres of ZUF threatened the residents of Lenglong village to guide them to their destination otherwise to face dire consequences. After the group moved for a distance five or six kilometres away from the village they were ambushed by SFs personnel and amidst the ensuing encounter Thangzou Gangte managed to evade the encounter and escaped to the safety of his village. After the encounter ceased, the villagers tried to go to the place of the incident to look for Lalchoilou. However, they were stopped by SFs from proceeding further towards the place of the incident. The KSO appealed to the armed groups involved in the gunfight to hand over the civilian without any harm. At the same time, the KSO strongly disapproved the action of the ZUF cadres who had forcibly taken the two villagers to accompany them.

Activists and volunteers of Anjuman Islahi Muahshrao (AIM) rescued three individuals along with their hijacked vehicle and arrested two of their hijackers at Lilong under Thoubal District on April 12, reports Kanglaonline. According to the AIM chief coordinator Haji Maulana Muheiyuddin, a jeep carrying 13 bags of rice (50 kg each) with three occupants moving along NH-2 was waylaid at Lilong Lamkhai and whisked away from there. On receiving information about the incident, AIM activists swung into action and carried out a massive manhunt through their sources and finally intercepted the hijacked vehicle around 6.30 am at Lilong Ngangou Loukon, said the coordinator. He said AIM not only managed to rescue the occupants of the vehicles, but also arrested two abductors although the third one managed to escape. According to a reliable source, a team of Indian Army along with 21 Para Commandos launched a search operation at Nungba and surrounding areas from April 12. When the Indian Army was continuing the operation, they came under heavy attack from suspected ZUF cadres between Longlen and Longpi villages, the troops retaliated, an encounter ensued between the two sides for around 30 minutes. According to reports the blast took place around 7.10 pm while the AR personnel were on normal duties in front of the camp. The deceased AR personnel have been identified as Gukulchand Yadap (32), of Rajasthan. He was reportedly evacuated to RIMS and later referred to Shija where he succumbed to his injury. The injured personnel have been identified as Hemansu Devnath (31), of West Bengal (injured on right arm), Manikumar (28), of Bihar (injured at right arm) and K Rameswhar (32), of Ingourok near Nongpok Sekmai. In the meanwhile, denouncing the bomb blast, residents staged a sit-in-protest demonstration nearby the blast site on April 14. Coming out with its side of the story on the incident near Lenglong Kuki village in Tamenglong District of Manipur, wherein Major Amit Deswal of Special Forces (SFs) (Commando) of the Indian Army of 21 Para and one civilian were killed, the Zeliangrong United Front (ZUF) said that the army personnel might have been killed by their own bullets as its cadres had not fired a single bullet at the SFs on the day, reports The Sangai Express on April 16. ZUF also alleged that the civilian was killed by the SFs after capturing him. In a statement, information and publicity secretary of ZUF, A Longmei said that on April 11, the Rashtriya Rifles (RR) and Special Force led by Major Amit Deswal waylaid and ambushed cadres of Zeliangrong Tiger Force (ZTF, the armed wing of ZUF). The SF personnel fired indiscriminately towards the ZTF cadres in which one civilian namely, Lalchuailo Neihsial, of Lenglong village was killed on the spot. Two civilians were requested by the ZTF cadres just to lead the way to their destination/camp after returning from normal duty and the two as local people had shown their respect and cooperation and happily agreed and led the way, it said. The ZUF also denied the allegations levelled by the Kuki Students Organisation (KSO) that the ZUF cadres picked up the two civilians forcibly. At the same time, the outfit condoled the demise of Lalchuailo Neihsial. When the SFs started firing at the ZTF cadres from unknown directions, the ZTF cadres along with the two civilians tried to withdraw from the spot unconditionally without any reiteration. But the Indian Army captured one civilian and killed him later, it said. The ZTF cadres did not shoot back even a single bullet as they didn’t know from where and in which direction and from which party the attack came from. All the cadres of ZTF reached their designated camp safe and sound. There is no casualty on the side of the ZTF. It is certain that Major Amit Deswal and other personnel might have been killed by the bullet of the security personnel itself as there was no retaliation from the side of the ZTF, it said. The Indian Army blatantly blamed the ZUF to save the image of the Indian Army from the mistake committed by them. Also the Indian Army has termed the ZUF as a terrorist group/organization through a national TV channel on April 14 which is inappropriate, it said.

Government of India on April 19 asked Naga insurgent group Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) to stop all kinds of extortion in Nagaland and parts of Manipur saying such activities are not acceptable from a group which has signed a ‘framework agreement’, reports The Shillong Times. At a meeting of the Ceasefire Monitoring Group (CFMG), held in New Delhi, the Government raised the issue of extortion by the NSCN-IM in different parts of Nagaland and Manipur and asked it to stop such activity. However, the NSCN-IM team, led by senior leader V S Atem, rebutted the Government claim saying the group does not indulge in extortion but “levy tax” from people, sources said. The Government team, led by Special Secretary (Internal Security) M K Singla, conveyed to the Naga group such activities were not acceptable, the sources said.

According to a statement issued by the outfit to the press on April 24, every collection of taxes will be done only through the knowledge of the Regional Head/Chairman of the Government of the People’s Republic of Nagaland (GPRN)/National Socialist Council of Nagaland (NSCN) Shepoumaramth Region. The Shepoumaramth Region, NSCN-K would stand firmly and gives steadfast support for the cause of Naga National Sovereignty under the unwavering leadership of SS Khaplang, it said. Anybody who is found wanting to this national duty is liable to be penalized and dealt accordingly as per the Government Azha, the statement said. The patrolling has not started all over, but in some specific areas.
