The United Naga Council (UNC) in a statement on February 3 has confirmed that it will go ahead with the proposed 48 hrs ‘Total’ bandh (general shutdown strike) and has warned against any violation of the said agitation, reports The Sangai Express. Endorsing the UNC’s 48-hour bandh starting February 4 midnight, the Chandel Naga Peoples’ Organisation (CNPO) has announced a total shut down in Chandel District of Manipur, including educational institutions during the bandh. Publicity wing of the apex body has informed that any elements or anti-social forces attempting to undermine the decision of the tribals in Manipur and Nagas will not be tolerated, it warned.

Two suspected rival militant outfits exchanged fire near Molnom village under Tengnoupal Police Station in Chandel District on February 3, reports Kanglaonline. According to sources, the incident happened when suspected militants believed to be cadres of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) attacked another militant group suspected to be from a Kuki Underground outfit, who retaliated using automatic weapons. After a brief encounter the attackers fled and escaped from the spot, added the source. During the encounter, one militant received a gun-shot; however, his identity is still unknown, informed the source. However, another source said that the incident happened after suspected NSCN-IM ambushed and fired the other militants near the village. A team of Police Commando also rushed to the spot after the incident. But there is no report of any arrest or recover of arms till filing of this report.

A civilian sustained injury when unidentified armed assailants opened fire at Molnom village under Tengnoupal Police Station in Chandel District on February 4, reports The Sangai Express. Three youngsters of Molnom village were taking bath in a nearby river after playing volleyball when around 15 armed assailants with both sophisticated weapons and double barrel shotguns came to the river thrashed them. On hearing the shouts made by one of three youngsters, local womenfolk who were keeping a vigil against abuse of intoxicating substances rushed to the river. On seeing the womenfolk, the assailants opened fire and fled. One Lunkhogin Haokip (25) sustained injury in the firing.

Traffic movement was obstructed along Imphal-Moreh road (National Highway 2) by a large number of volunteers from Chandel Naga Peoples’ Organisation (CNPO) which has endorsed the UNC strike. The UNC said any attempt to sabotage the final Naga political settlement based on ‘unique history of the Nagas’ will never be compromised under any circumstances.

Manipur Police beefed up security measures on February 7, as Kuki organisations condemned the “unprovoked” gun attack on February 3 on Kukis in Molnom villagers near Pallel town along National Highway 2, reports The Shillong Times. Several shots were fired at the terrified villagers in Molnom. One youth, Lunkhogin Haokip, sustained serious injuries, Kukis of the village said. In a joint statement condemning the incident, the Kuki Chiefs’ Association in Chandel District, the Kuki People’s Forum, the Thadou Students’ Association, and the Kuki Students’ Organisation said that some cadres of the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) had opened fire at the villagers. The Kuki Reformation Forum also condemned what it described as the unprovoked firing. In a statement it said the incident reminded the people of the “ethnic cleansing” started by the NSCN-IM.

"A settlement with the NSCN (I-M) should be within the confines of Nagaland only," Kh. Pambei, chairman of military affairs committee of the MPA, said in a statement issued in connection with the outfit's 29th raising day on February 9. Stating that Manipur should be kept out of the settlement, Pambei said any attempt by the Centre against the wishes of the people of Manipur would be opposed.

Two non-local masons were reportedly injured in a powerful blast that occurred near a bridge which is currently under construction at Sawombung in Imphal East District on February 12 (today), reports The Sangai Express. According to sources, the bomb is suspected to be an Improvised Explosive Device (IED) and it exploded on the bank of Iril River near an under construction bridge. The injured persons have been identified as Jabikal Islam (25) and Jahrudin (30), both of them are from Kamrup Jabakali in Assam.

Two different militant outfit in Manipur claimed the responsibility of two separate Improvised Explosive Device (IED) blasts that occurred on February 14, reports The Sangai Express on February 16. Whereas the proscribed Revolutionary People's Front (RPF) claimed its hand in the bomb blast which targeted troops of 41 Assam Rifles (AR) at Hundung junction near KBS oil pump in Ukhrul District, the militant outfit Manipur Naga People’s Front (MNPF) claimed responsibility for the bomb blast which targeted another team of 41 AR on the way from Litan to Hungphung.According to a press release issued by RPF ‘department of publicity chief’ Bangkim, the bomb attack at Hundung junction was carried out by a special warfare team of the People’s Liberation Army (PLA). A press release issued by MNPF ‘assistant publicity secretary’ said that they would continue their struggle for the Naga people until the sovereignty of Manipur is restored.

The Manipuri film industry shut down indefinitely on February 17 to protest against extortion threats by National Revolutionary Front of Manipur (NRFM) to the Film Forum Manipur, reports The Telegraph. "We have decided to suspend all Manipuri film-related activities after the National Revolutionary Front Manipur issued threats to us for not meeting its monetary demand. We will not resume our activities until the threat is withdrawn," the chairman of the Forum, L. Surjakanta, said. According to Surjakanta, the militant group first approached the Forum for "financial assistance" late last year (2015). In response, the Forum suspended all film activities from November 14, 2015. The Forum resumed work on December 28 after a public meet, attended by civil society and student organisations, appealed to the rebels to withdraw the threat. Surjakanta said the militants have not mentioned the exact amount to be paid, but continue to issue threats to the Forum. "Within days of resuming our activities, telephone calls came from the group, threatening us and warning us that no activities would be allowed until the group is paid. Our repeated appeals and pleas to withdraw the demand and threat went unheeded. After reviewing the situation and also in view of the rigid stance of the group, we have decided to suspend all activities indefinitely from today," Surjakanta said.
