The ‘disturbed area status’ for Manipur under the controversial Armed Forces [Special Powers] Act (AFSPA) has been extended for another year from December 1, reports Nagaland Post on December 7. Manipur, Additional Chief Secretary (Home), J Suresh Babu issued a notification regarding the extension of the of the ‘disturbed area status’ in the State excluding the area under Imphal Municipal Corporation on November 30. “The Governor of Manipur is of the opinion that due to violent activities of various extremist/insurgent groups, the entire state of Manipur is in such a disturbed condition that the use of Armed Force in aid of civil power is necessary,” the notification stated. Section 3 of the AFSPA empowers the State Government to extend the disturbed area over the entire State or some selected areas. The AFSPA, which was imposed in the State since September 1980, has been extended from time to time.Except the seven assembly segments under the Imphal Municipal Corporation, the ‘disturbed area status’ would be applicable to the valley and hill districts in the State as per the notification. In the wake of unabated violent agitations in 2004 after troops of Assam Rifles (AR) murdered a former woman militant after allegedly raping coupled with indefinite fasting stir by Irom Sharmila Chanu demanding scrapping of the AFSPA, Manipur Government removed disturbed area status from area covered by Imphal Municipal Corporation.The notification was issued barely a day after a cabinet meeting presided by Chief Minister Okram Ibobi Singh approved a proposal of the State Home Department regarding the matter. Before giving its approval, the cabinet discussed threadbare on the comments and opinions collected by the State Home Department from the State Police, Army, Central Reserve Police Force (CRPF), Border Security Force (BSF) and other Central security agencies deployed in the State. Most of the security agencies recommended extension of disturbed area status further so that they can carry out operations against the militants operating in both hills and valley of Manipur, an official source said on December 6.

Manipur Police re-arrested United Naga Council (UNC) President Gaidon Kamei and his Publicity Secretary Stephen Lamkang on December 8,who were in Police custody after they were arrested on November 25, reports The Nagaland Post. On completion of the 14 days remand, the two leaders were produced in the court of Chief Judicial Magistrate (CJM) Imphal East District on December 8, which remanded them to 15-day judicial custody. But a team of Tadubi Police station personnel of Senapati District re-arrested them in connection with another case registered with the Police Station and took them into custody for five days, that is, till December 14. The case was related with setting ablaze of a chick-feed laden truck (MN01-0444) on November 21 morning at Tadubi area along the National Highway-2 (NH-2).On the other hand, Security Forces (SFs) escorted back hundreds of Imphal-bound vehicles on NH-2, NH-102 and NH-37 as the ongoing indefinite economic blockade imposedby the UNC crossed one month, adds The Sangai Express. UNC president Kamei stated that the economic blockade was a collective decision of the Nagas and he added that decision could be taken only after consulting his people.

A hand grenade was lobbed bysome unidentified assailants at the residence of Akoijam Brojen (40), who is a head constable of Manipur Police, in Singjamei Mayengbam Leikai of Imphal West District where six persons including two minors were injured on December 9, reports The Sangai Express. One of the assailants allegedly involved in carrying out the grenade attack, identified as Mohamad Imran Khan (25) was rounded up by local people, thrashed and later handed over to Police.Meanwhile, suspected economic blockade supporters set ablaze an empty truck near Mount Zion in Senapati District along Imphal-Dimapur highway at around 7 pm on December 9, reports The Sangai Express. Police registered a case in connection with the arson.Also, the United Naga Council (UNC), in a statement issued to the press on December 10, strongly opposed the Government decision of creating seven new Districts in Manipur and said that the Government decision is like adding salt to the wound and added that Nagas will not remain silent spectator. The UNC also made it clear that the ongoing blockade will be lifted only after a written assurance.

In view of the indefinite economic blockade and ban on National Projects imposed by the United Naga Council (UNC), the Central Government has sent 17 companies of Central Paramilitary Forces (CPMF) to the State for protection of National Highways leading to and from Imphal, reports the E-Pao on December 11.Meanwhile, the Committee for Joint Naga Civil Societies, Delhi (CJNCSD) issued a 48-hour ultimatum – with effect from midnight of December 12, demanding the “unconditional release” of the two UNC leaders and also the “immediate withdrawal” of the Manipur Government’s decision to form seven new Districts, reports the The Morung Express on December 11.In another incident, the Zeliangrong United Front (ZUF) has questioned the declaration of seven new Districts including Kangpokpi and Noney (Longmai) by the State Government without consulting the stakeholders, reports the E-pao on December 11. The ZUF in a statement issued by its ‘information and publicity secretary’ A Longmei said that the ploy of the Government is nothing less than putting of old wine in the new bottle to fool the people. The concern of Zeliangrong people in particular and the Nagas in general is not the name of Districts but rather the division of their ancestral land, it said.Meanwhile, the Coordination Committee (CorCom) has greeted all the people of Manipur on the 77th anniversary of Nupi Lan (December 12) on December 11, reports theE-pao. Recalling the legacy of the first Nupi Lan of 1904, a statement issued by CorCom asserted that Manipuri women started donning the roles of vanguards on both political and economic fronts as male population was severely depleted in the aftermath of the war fought against Ava (Myanmar) in 1817 and the Anglo-Manipur war of 1891.

In a press release, ‘Ministry of Information & Publicity (MIP)’, NSCN-IM said declaration of disturbed areas in the hill areas of Manipur and sending the Central Forces has taken the Nagas by surprise and questioned Government of India (GoI) if it was “a sign of sincerity or of seeking peaceful political solution?” Objecting to the creation of seven new districts, out of Naga areas, NSCN-IM expressed its belief that Naga people’s protest under the aegis of the United Naga Council (UNC) against the creation of new districts was “their legitimate historical and political rights.” Further, it described the arrest of UNC by Manipur Police as “not only a cowardly act” but lack of statesmanship in handling political issue.

Official sources said that the Union Ministry of Home Affairs (UMHA) watched with concern the on-going blockade on National Highway 37 (NH 37) in Manipur and the consequent shortages of essential commodities faced by the people of the State. It said that the Government of India is firmly committed to maintaining rule of law. It made it clear that the Government was committed to ensuring that the routes to Manipur are open and remains accessible to all including supplies of petroleum products, and other essential commodities including foodstuff. The Central Government placed 15 companies of Central Forces stationed in Manipur at the disposal of the State Government.Meanwhile, different Naga organisations confirmed their rigid stand against the Government decision of creating of new Districts, reports The New Indian Express. Manipur’s apex Naga organization, the UNC held a meeting at Senapati District bordering Nagaland on December 12 where it viewed the Ibobi Government’s decision as against the interests of the Nagas and decided to keep opposing it, report said. Sources also said that the meeting had taken a decision to impress upon the Central Government to expedite the peace parleys with the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) based on the “Framework Agreement” signed last year (2015). The UNC insisted that Sadar Hills was the “ancestral homeland of the Nagas” where “migrant” Kukis are now in a majority. The NSF President Subenthung Kithan and Assistant General Secretary Kesosul Christopher Ltu said that the decision was taken in view of the communiqué received from the Chief Secretary of Manipur through the Chief Secretary of Nagaland with assurance to provide safety and security to Nagas in Manipur. Triggered by rumours doing the round that the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) had barred or banned Manipur registered/bound vehicles from entering Nagaland, some Manipur bound vehicles are reportedly stranded at Khatkhati in Assam on December 30, reports The Sangai Express. However, NSCN-IM clarified latter on that it had not issued such a directive to ban Manipur bound vehicles. In the mean time, 536 loaded trucks were headed to Imphal from Jiribam under tight security and 356 more loaded trucks had arrived at Jiribam on December 30.
