Manipur People's Army (MPA), the military wing of United National Liberation Front (UNLF), said a final settlement with the NSCN-IM should be confined to Nagaland only and any attempt to harm Manipur's territorial interests would be opposed, reports The Telegraph on February 9. "A settlement with the NSCN (I-M) should be within the confines of Nagaland only," Kh. Pambei, chairman of military affairs committee of the MPA, said in a statement issued in connection with the outfit's 29th raising day on February 9. Stating that Manipur should be kept out of the settlement, Pambei said any attempt by the Centre against the wishes of the people of Manipur would be opposed.

Insurgent group People’s Revolutionary Party of Kangleipak (PREPAK) on March 31, claimed responsibility for an attack at an AR post near the Manipur capital, Imphal on March 30, reports The Sentinel. A press release issued by ‘Captain’ Achouba, leader of the outfit, said they attacked the post of the AR 40 Battalion located at Lilong in Thoubal District about 15 kilometres away from the state capital, Imphal. AR sources said there was no casualty in the bomb blast at 8.40 p.m. on March 30. Though the Security Force (SF) personnel fired at the militants, they managed to escape. Achouba said a “special force unit of the Red Army”, the military wing of PREPAK, had carried out the attack as part of the ongoing “war” to reclaim “independence”. Such attacks will continue, he said.

The armed Maoist Communist Party-Manipur (MCP-M) on April 2, owned up to the bomb attack at the official quarter of Medical Superintendent of Regional Institute of Medical Sciences (RIMS) on April 1, reports Kanglaonline. The outfit in a statement signed by its Secretary Publicity and Propaganda Comrade Nonglen Meitei hailed its militias who carried out the daring bomb attack at the MS’s official quarter manned by Security Forces (SFs) round the clock. It said the outfit will not carry out attack in healthcare centres but will not spare those who run business in the name of healthcare. Director, Deputy Director and Medical Superintendent of RIMS were declared as reactionaries by the outfit few days back for their involvement in corruption. The attack at the MS’s official quarter was not related to monetary demand but it was carried out as a warning against corruption, the statement said. It reiterated that the outfit had already lobbed a hand grenade at the MS’s residence as a warning to make him accept his wrongdoings but instead of accepting his wrong deeds he shifted to his official quarter guarded by SFs.

The Joint Action Committee (JAC) against the killing of Pampha Rai (Churachandpur District on April 2) has imposed a 24 hours bandh (general shut down) along National Highway-39 with effect from 6 pm of April 5 to demand stringent punishment against the culprit who allegedly raped and murdered the woman, reports Kanglaonline. The JAC in a press statement on April 4, urged the government to assure that judgment on the incident be given at the earliest. It also demanded the government to take up action against the culprit’s parents for misleading the victim’s family.

According to a statement signed by ‘Captain’ Achouba, ‘Publicity Officer’, Department of Publicity & Propaganda of PREPAK, the attack was executed by a Mobile Team of the outfit to serve a warning to Bishambor for his involvement in fund embezzlement while he was working as a Drill Operator, Geology of Mining of Industry Department. The outfit alleged that Bishambor was involved in collection of huge amount of money from the people in the name of providing jobs in the department.

A Joint Action Committee (JAC) formed soon after unidentified assailants fired from a double barrel shot-gun at a Meira Paibi (local women’s pressure group) shang at Nungei Village under Lilong Police in Thoubal District on April 11, injuring at least 14 persons has demanded the authorities concerned to arrest the culprits within five-days, reports Kanglaonline. Speaking at a press conference at the Manipur Press Club, JAC convenor Sanjoy said failure on the part of the government to punish the culprits within the set deadline would cause the people of Nungei to launch severe forms of agitations which could only aggravate the present tension. Sanjoy said three miscreants believed to be from a particular community came on a motorcycle and fired two rounds from a local made shot gun at the local Meira shang around 8pm of April 11. Altogether 14 persons were hit by pellets out of which nine are critically injured, he said.

The Coordination Committee (CorCom) has denounced the conflagration that broke out at Mayang Imphal Konchak Makha Leikai in Imphal West District between two communities on April 11, reports The Sangai Express. The death of two youngsters after they were thrashed by a mob at Mayang Imphal Kokchak on the charge of attempting to lift a vehicle deeply anguished a particular community which ultimately led to violent confrontation between two communities, the CorCom remarked in a press release issued by its media coordinator Ksh Yoiheiba. CorCom opposes any form of communalism and mob justice. It appealed to leaders of different communities to take pro-active roles so as to avert all forms of communal conflicts.

Coming out with its side of the story on the incident near Lenglong Kuki village in Tamenglong District of Manipur, wherein Major Amit Deswal of Special Forces (SFs) (Commando) of the Indian Army of 21 Para and one civilian were killed, the Zeliangrong United Front (ZUF) said that the army personnel might have been killed by their own bullets as its cadres had not fired a single bullet at the SFs on the day, reports The Sangai Express on April 16. ZUF also alleged that the civilian was killed by the SFs after capturing him. In a statement, information and publicity secretary of ZUF, A Longmei said that on April 11, the Rashtriya Rifles (RR) and Special Force led by Major Amit Deswal waylaid and ambushed cadres of Zeliangrong Tiger Force (ZTF, the armed wing of ZUF). The SF personnel fired indiscriminately towards the ZTF cadres in which one civilian namely, Lalchuailo Neihsial, of Lenglong village was killed on the spot. Two civilians were requested by the ZTF cadres just to lead the way to their destination/camp after returning from normal duty and the two as local people had shown their respect and cooperation and happily agreed and led the way, it said. The ZUF also denied the allegations levelled by the Kuki Students Organisation (KSO) that the ZUF cadres picked up the two civilians forcibly. At the same time, the outfit condoled the demise of Lalchuailo Neihsial. When the SFs started firing at the ZTF cadres from unknown directions, the ZTF cadres along with the two civilians tried to withdraw from the spot unconditionally without any reiteration. But the Indian Army captured one civilian and killed him later, it said. The ZTF cadres did not shoot back even a single bullet as they didn’t know from where and in which direction and from which party the attack came from. All the cadres of ZTF reached their designated camp safe and sound. There is no casualty on the side of the ZTF. It is certain that Major Amit Deswal and other personnel might have been killed by the bullet of the security personnel itself as there was no retaliation from the side of the ZTF, it said. The Indian Army blatantly blamed the ZUF to save the image of the Indian Army from the mistake committed by them. Also the Indian Army has termed the ZUF as a terrorist group/organization through a national TV channel on April 14 which is inappropriate, it said.

A statement issued by M Sakhen Deputy Director Department of Publicity of the outfit contended that the movement of the JCILPS and UNLF are two separate entities with different goals. It asserted that the struggle taken up by UNLF is to retain the lost sovereignty of Manipur from the colonial rule of India while the one spearheaded by JCILPS is people’s movement to save the indigenous population of the state from the unabated influx of outsiders. Rubbishing the reports linking the outfit’s struggle with that of JCILPS movement, it claimed that the report published in a national daily was a plot jointly taken up by the Indian government and its intelligence agency to mislead the people’s movement taken up by JCILPS. The fact that JCILPS movement is against the migrant influx from mainland India and the assimilation policy of India speaks for itself that such misleading propaganda is imminent, it said. The Chief Minister’s statement came amid mounting protest by the Joint Committee on Inner Line Permit System (JCILPS) calling for tabling and passing of a new ILP related bill in the assembly of poll-bound Manipur. In a press release NSCN-IM through its ‘Ministry of Information & Publicity (MIP)’ has termed the detaining of Naga army officers who were on peaceful duty on September 28 by of Major Rahul and the Jawans of 35 Assam Rifles, Maram Battalion under Senapati Brigade as “highly condemnable”, an activity vitiating the peaceful atmosphere. The MIP said, the Indian Security Forces (SFs) arresting PK Akas, Kashung and N. Elvis and labeling them as extortionists involved in nefarious activities was “highly questionable”. The released said those arrested by AR were on official duty to monitor law and order situation for peaceful maintenance against destructive elements who occasionally created unlawful activities including threat to civilian lives such as bombing etc. It maintained that the detained Naga army officers were never indulged in tax collection as was alleged by AR.

Narrating the sequence, NSCN-IM, ‘Ministry of Information & Publicity (MIP)’said Ibobi was to inaugurate the development projects in Ukhrul on October 15 to boost his Government’s dwindling image on the eve of election. Security was therefore beefed prior to the visit especially in the three venues where Ibobi was to have visited-district hospital Hunpung, Chingai Block and LM Block, it said. MIP maintained that Ibobi had “done so much damage to the Naga people and tribal in general in Manipur” and cited the following- the three anti-tribal bills and which resulted in the loss of nine innocent tribal lives at Churachandpur; strongly opposed solution of the Nagas and the 1997 cease fire between the Government of India and NSCN and advocating war at Naga areas; totally opposed the home visit of chief negotiator of the Naga people in the “Indo-Naga political talks” and ‘general secretary’ Th. Muivah to his native village and resulting in the killings of two innocent Naga students at Mao Gate in 2010. As such, MIP said, the Tangkhul Naga Long (TNL) declared boycott Ibobi’s visit to Ukhrul because of his “anti-Naga and anti-tribal mentality, attitude and policies” adding, that such a man did not deserve to set food on Naga soil.

Official sources said that the Union Ministry of Home Affairs (UMHA) watched with concern the on-going blockade on National Highway 37 (NH 37) in Manipur and the consequent shortages of essential commodities faced by the people of the State. It said that the Government of India is firmly committed to maintaining rule of law. It made it clear that the Government was committed to ensuring that the routes to Manipur are open and remains accessible to all including supplies of petroleum products, and other essential commodities including foodstuff. The Central Government placed 15 companies of Central Forces stationed in Manipur at the disposal of the State Government.Meanwhile, different Naga organisations confirmed their rigid stand against the Government decision of creating of new Districts, reports The New Indian Express. Manipur’s apex Naga organization, the UNC held a meeting at Senapati District bordering Nagaland on December 12 where it viewed the Ibobi Government’s decision as against the interests of the Nagas and decided to keep opposing it, report said. Sources also said that the meeting had taken a decision to impress upon the Central Government to expedite the peace parleys with the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) based on the “Framework Agreement” signed last year (2015).
